PREAMBLE
1.1. Background Information:
Name of the project : Four Laning of Pondicherry – Tindivanam Section of NH-66Length of the road:
37.920km (Actual Length 38.608 km)
Contract:
Design, Engineering, Finance, Construction, Operation, and Maintenance of Pondicherry – Tindivanam
Section from KM 0.000 to 37.920 Km ( Actual Length 38.608 Km ) of NH – 66 in the Union Territory of
Pondicherry and in the state of Tamilnadu under NHDP phase IIIA on Build, Operate and Transfer (BOT)
basis.
Description of Project:
The project Highway commences at ‘Indira Gandhi Square’ at Pondicherry and runs for a length of 3.600
Kms within the urban limits of Pondicherry. The projects Highway traverses towards north and runs through
A few rural/urban settlements viz, Tirucitrambalam, Killiyanur ,Tailapuram, Kondamur and Marakkanam
Junction and merges at Km 37.920 of the existing NH-66in Tindivanam Town in the state of Tamilnadu
The project highway stretch from Km 0.000 to3.600 lies in the Union Territory of Pondicherry and the
remaining Stretch of the project Highway from Km 3.6 to Km 37.920 of the existing NH-66 lies in the
Villupuram district of Tamilnadu State. A key Plan in Annexure A shows the project road.
1.2. Scope of Project:
The scope of project includes performance and execution by the concessionaire of all Design, Engineering,
Finance, Construction, Operation, and Maintenance of the Project Highway. It shall also include
strengthening & Maintenance of the existing carriage way from 0.000 km to 37.920km of NH-66 in the union
territory Pondicherry and the state of Tamilnadu& widening to 4/6 lane standards in and Operation &
maintenance. It shall also include the performance and fulfillment of the other obligations by the
concessionaire under this Agreement. The length of the main carriage way is increased from 37.920 Km to
38.608 due to the realignment in Tirucitrambalam and Killiyanur Bypasses. The concessionaire shall
undertake the obligation at their own cost & risk.
Concession Agreement;
The concession Agreement between the National Highways Authority of India (NHAI) and the
Concessionaire, M/s MAYTAS – NCC consortium (Pondicherry – TindivanamTollway Limited as a SPV) was
signed on 19 July 2007.
1.3. Independent Engineers (IE):
M/s.Upham International Corporation in JV with Quest Engineers & Consultants Pvt. Ltd. has been
appointed as Independent Engineer for operation and maintenance of NH-66 package. NHAI and the
Contract Agreement were signed on 03.11.2015. Subsequently, the IE has commenced their Operations on
16.11.2015 with main office at Salem and site office at Pondicherry. IE’s tenure is for 36 months.

OPERATION AND MAINTENANCE:
I. Operation and Maintenance of the project Highway :
The Concessionaire shall operate and maintain the project Highway in accordance with the provisions of
the concession Agreement, Specially Article 18, schedule L, schedule X and other relevant Articles of the
concession agreement and there to safety standards set out in Schedule S of the concession agreement.
II. Maintenance Programme:
The concessionaire shall in consultation with the Independent Engineer, prepare and provide
to the NHAI their Programme of preventive and other scheduled maintenance of the Project Highway not
later than forty five (45) days before the beginning of each accounting year as set forth in Sub – Article
18.3 of the concession Agreement.
However the concessionaire has not yet submitted their Maintenance Programme.
III. Toll Operations:
The Concessionaire has entrusted the responsibility of Toll Collection with M/s TBR Infra vide
the concessionaire letter reference PTTL/SS/PON/IC/2011/1150, dated November15,2011.
IV. Administrative, Operation and maintenance Base Camp:
The base camp is located on the LHS beside the TOLL Plaza at Km 6+572 and houses the following
facilities.
