    Some Key Elements for Successful PES arepresent: EO 26 provides framework for a national

    environmental program and mandatesgovernment agencies to synergize efforts in

    implementing NGP (planning, budgets, systems,etc.)

    Secure property rights (CBFM, CADT, etc) ofservice providers of environmental services (ES)

    Potential buyers of ES e.g. water districts,

    mining companies, LGUs, etc.) Start-up funding from government that could

    be leveraged with the private sector

    Standard (VCS) and a Gold Rating from theClimate Community Biodiversity Standard(CCBS)
