NATIONAL FOOD SECURITY MISSION

Since Nagaland is in critical situation in term of Food Security, National Food Security Mission guidelines may be relaxed to include Nagaland and alike states in National Food Security Mission in the interest of the state in particular and country as a whole.

Physical Achievement under RKVY

Monitoring of RKVY Scheme for the year 2009-10 has been conducted by Monitoring Team from NIRD, Hyderabad w.e.f. 23rd to 25th November 2009 for evaluation and physical achievements, the report of which has been submitted to Government of India.

Fund Allocation under RKVY during 2010-11

Government of India has allocated an amount of Rs. 1324.00 lakhs only for the year 2010-11 to the state. The State Level Sanctioning Committee (SLSC) is yet to sit for finalization and approval of the projects/ schemes to be taken up during the year.

Seeds Availability: State do not produce certified seeds and therefore depends on the

supply position of NSC/SFCI dealers etc.

Seed Treatment: NSC/SFCI seeds are all treated. About 30 % of locally available

seeds (Truthfully Labeled Seeds) are treated.

Seed Testing: Seed viability is tested in the State Seed Testing laboratory.

The state has adopted Organic policy. However, the area other than organic farming, application of chemical fertilizers in necessary to boost up production apart from its use for research and experimentation.

The farmers are encouraged for integrated use of chemical fertilizers along with organic sources viz., green manure, Bio-compost, Vermi-compost, Bio-fertilizers etc.

The fertilizer position in case of Urea is comfortable. The dealers are able to procure the same from BVFCL, Namrup as and when demand arises. In case of DAP there was always shortage as IFFCO, Guwahati did not supply any. However, there was improvement in supply position in July/August 2010 when IPL, Guwahati supplied 70 MT DAP to the dealers. The supply position of DAP is expected to be further improved as GOI has alloted 50 MT to be supplied through IPL, Guwahati during Sept 2010.

SOIL TESTING

• Soil samples are being analyzed by collecting soil samples from different districts. Altogether, a total of 11,490 nos. of soil samples were tested during 2009-10.

• During Kharif 2010, about 5000 nos. of soil samples testing has been done. It is targeted to carry out another 7000 soil samples testing during Rabi 2010.

INTEGRATED NUTRIENT MANAGEMENT (INM)

Under the INM programme farmers are encouraged to use organic sources of plant nutrients along with chemical fertilizers. The different organic inputs produced & used for INM are as follows:

1. KHOLAR:In Nagaland, Kholar (Rajma) is successfully cultivated in two seasons (March/April & July/Aug). Kholar is an excellent relay cropping with Maize. After harvest the maize, the stalks are allowed to remain in the field and used as natural staking material for Kholar. This system reduces labour cost of production to a great extend thereby farmers get good return from cultivation.

2. TRC:

Terrace Rice Cultivation is another best practices adopted as an improvised hill system of cultivation to reduce jhum and shifting cultivation. It also help to increase production and productivity. On the other hand, annual margin is also enhances by adopting Pisciculture and snail culture along with paddy.

1. RODENT MANAGEMENT

The state is experiencing upsurge of rodent population from all districts particularly Mokokchung & Wokha district due to gregarious bamboo flowering. The area estimated to be affected by rodents in these two districts alone is 16,735 ha.

Activities undertaken during 2010-11

1. Review Workshop of State level Rodent Management held on 11th May 2010 at Kohima.

2. State Level Refresher training for field officers on Rodent management organized on 12th – 13th May 2010 at SARS, Yisemyong.

3. Rodent Control Awareness Campaign training organized throughout the state where 51 nos of training conducted at districts and sub-division level w.e.f. May to Aug 2010.

Apart from Rodent outbreak high incidence of Leaf folder and Gallmidge is also reported.

Control Measures

1. Department is providing rodenticides (Roban Zinc Phosphate).

2. Promotion and application of Indigenous local traps.The demand for Rodenticides is increasing day by day. Government of India may provide financial support to combat Rodent outbreak in the state during 2010-11.

a. NSC, Guwahati refused to reveal seeds rate and told to first place indent/requirement.b. As per Area Manager, NSC letter dated 16th Aug 2010, NSC has changed their policy and appointed Distributor for Nagaland. Therefore, all state requirement has to be routed through their Distributor.

CORE ISSUE FOR RABI

1.SEEDS: Usually, NSC/SFCI seeds come late for Nagaland. Therefore, NSC/SFCI may make available require seeds for the state in the month of Sept. Second forthnight of Sept & Oct is the optimum sowing time in Nagaland.

2. IRRIGATION: Irrigation is the main constrain for Rabi cropping. The rainfed river/stream irrigation system slowly dries up as dry season set in. In this context, underground water and water harvesting structure need to explore and construct wherever found feasible/potential.

3.FERTILIZERS: Though state consumption of inorganic fertilizers is very negligible. However, fertilizers not make available to the state by fertilizer corporation particularly DAP during season.

4. CATTLE: By tradition, cattles are let loose to graze freely after harvest of the main Kharif crops from Nov to March which discourage farmers to go for Rabi cropping.
