Regional Reports

Ed Nemeroff, past NCSL President and presently vice-president of the International Division, spokc about his recent trips to Egypt for the US State Department. He stressed that barriers are be­coming more prevalent in Internatioual trade. The NCSL is lately becoming invol ved in the writing of International trade treaties with the goal of having oue common set of standards recognized by all the countries in the world. He remarked that a related ben­efit would be a reduction in the quantity of lab audits we all un­dergo.

Ed also spoke of the need for the United States to adopt the Met­

lic System. He observed that only two countries in the world

besides the United States do not use the Metric System. Ed then defined the many National and International accrediting and stan­dards bodies. and their inter-woven relaliouships.

Tim Stark of Wavetek next gave a presentation on traccablc cali­brations of multifunction calibrators using a Datron 4950 transfer standard. Tim mentioned that he left a deer hunting trip in Min­nesota to attend the meeting. He came to New Jersey to get warm, since it was -8 degrees F where he was hunting. He then pre­sented a slide show describing the complexities of calibrating multifunction precision calibrators, and the labor and timesaving features of au automated process.

Herb Payne of EDl, representing Northrop-Grumman, presented a software package dcsigned to automate calibrations. Herb stressed the difference between Test Management and Laboratory Management, and gave examples of both. The package he pre­sented included a quantity of procedures for many common test and measurement instruments, and the facility to generate proce­dures as needed. He brought a calibration setup with a computer

and a test osci 1I0scope for interested attendees to sample the sys­l-/ tem.

Fran Scullion of DIT-MCO International. gave an interesting pre­sentation on high-voltage wire analyzers. He preceded his talk by giving the origin of his Company's name. The original company

designed drive-in theaters. The need for a device to check lond­speaker wiring became evident, so that was the next step in the Company's evolution. As the drive-in theater business declined, they modified the speaker-wiring analyzer for a variety of other applications. Today's computerized version can measure conti­nuity, or absence of continuity, on products from printed circuit boards to locomotives. The example he used was a simplE cable

containing only four wires. To test this cable, ten measurements are required, four for continuity and six for absence of continuity. He then described a 40-wire cable, and said that to test this cable requires 820 individual tests. but a computerized wiring analyzer could reduce this quantity to 39. His presentation displayed the lack of understanding regarding how complex a task checking a "simple" cable really is.

The day's final speaker was Dean Wilson of Troemner ]ncorpo­rated, who spoke about the difficnllies in quantifying mass stan­dards. He mentioned c-onsiderations such as air buoyancy and gravity besides the usual environmental concerns. He also stressed the need to reduce uncertainties due to vibration and magnetic interaction.

The next Seetion 2 meeting is tentatively scheduled for May 1998.

The NCSL Region 3 Tidewater Virginia Section held a meeting on October 28, 1997 at the Tidewater Community College, Norfolk campns. Forty five members, guests and interested parties attended.

The meeting began with a brief introduction by Deirdre Fisher, Section Coordinator. Lyle Bagley, Tidewater Community College (TCC), welcomed everyone to the Norfolk campus and offered a presentation on "Metrology Education at TCC for the 21st Cen­tury", including the course module development and their use of modern teaching techniques.

Comparisons were made between a "pod" system and a cable sys­tem with respect to frequency response, bandwidth. risetime and VSWR and the cable (np to 36") had no perceptible effect on the waveform. In conclusion, coax transmission lines are simple, rug­

ged, reliable and less expensive than a pod system. Coax trans­

mission lines with a calibrator providing low VSWR are a practi­cal, cost-effective alternative for more complex methods.

Peter Dack with Wavetek spoke on traceable calibrations of mul­tifunction calibrators using Ihe Wavt k 4950 Multifunction Stan­

dard. Multifunction calibrators have a wide variety of parameters that must be verified in llle calibrntioll process. These parameters can require the use or mUltiple ~l.·lIldBnls. In many cases, esc standards can not be amol1lulcd ~su1ting in time consuming manual calibrations and "ata anaiysi'

The Central Indiana NCSL Section met for it's Fall section meet­ing at the Library Services Center, lndianapolis, IN. Chris Guy opened the session by requesting that each participant introduce

themselves and briefly explain what motivated them to come to a section meeting. Not surprisingly, the overWhelming factor was the meeting topic. Members in the Indianapolis section are pri­marily interested in topics that pertain to electrical calibration.

Steve Griffin of Fluke Corporation and Region 1 Coordinator opened the topics portion of the meeting by introducing the audi­ence to some of the hurdles that need to be overeome before cali­brating the HP 3458A. Steve presentation introdnced the prob­lem in calibratiug a high accuracy DVM that is as accnrate as many of the voltages standards commouly nsed in DVM calibra­tions. Indiilna Jones, a hometown boy. was brought into the pre­

After lunch, the discussion topic was ISO 9000 series registra­tion. MIL-STD-45662A was canceled on February 27,1995. How are we, the metrology community doing with substituting other

documents two years, eight months later? Di scussion revealed a bell curve oflSO 9000 activity. One laboratory has become com­placent, most are busy making improvements in their compliance, two are very busy getting ready for first registration, one is think­ing about registering and one has different requirements.

The NCSL board of directors report was given by NCSL Execu­tive Vice President. William F. Quigley.

After our afternoon break, we reviewed RP-11, "Reports and Cer­tificatcs of Calibration". It was noted that this RP does not com­ply with ISO 9000 seTies or ANSIINCSL Z540 requirements.

We took a break from all this serions meeting SlUfr by dr,l\villg for door prizes supplied by NCSL.

We had one INPUT TO NIST: "Conld N[ST give more informa­tion on their reports?" Like current used to calibrate a resistor. It can make a difference, Also barometric pressure. It affects re­sistance and load cell ealibration."

We ended the meeting with a group discussion of general prob­lems:

1) One person inquired on recording environmental information in our calibration records. Barometric pressure affects resistance and load cells. Do we record it? The general response was, "If needed."

2) Another concern was the typicallemperature/humidity recorder kept in a calihration laboratory is accurate to 2% temperature and 4% humidity. [s that accurate enough? The response was, "A better instrument is nsed when needed,"

3) One calibration procedure for a 90kw, 3 phase power meter uses "Phantom Power". What is Phantom Power? The discussion of Phantom Power did not turn up any answers from those attending the meeting. It was snggesled that we ask Mike Magin, onr LA/Orange County Section Coordinator. (He works for Southern

California Edison.)

On October 29. 1997, the Twin Cities Section of Region II held its meeting at the Holiday Inn, St. Paul North in Arden Hills, Min­nesota, courtesy of Sf. Jude Medical. If the number of attendees is an indication of the meeling's success, then it was a hit with over 100 people in attendance, including a dozen or so new faces.

lim Erickson of Blue Mountain Quality Resources was in town for an encore performance of rhe presentation he gave in Atlanta: "Intranet Applications in the Metrology Laboratory." Thanks to lim for making a guest appearance and enlightening us regardiRg new technologies available.

Bruce Wood (B.A, Wood Company) spoke Lo the group about Surface Analysis. He covered many facets of surface measure­menl, including types of equipment used to measure surface fin­ish and choosing proper test equipment for the accuracy needed.

It was announced that Chuck Rheault will be replacing Carol Hocken as the Section Coordinator in April of J998.

After lunch, Kevin Rust (MTS Systems) presented his paper on Accelerometers und Calibration Techniques. Kevin demonstrated his expenise on this subject, covering lhe valious types of accel­erometers and differences in use and calibratiou.

David Djkken (MTL Corp.) gave an abbreviated version of his presentation on Uncertainty. He covered a lot of information in an hour's time and had many requests for additional informatiou after the meeting.

The fall meeting of NCSL Region 11, Kansas City Section was held on October 28th in Kansas City. Missouri. The meeting was hosted by John Dunnewind of Hewlett Paekard. Twenty Five members and guests attended.

Opening comments and the welcomes were made by Ken Jensen and host, John Dunnewind. Leon Barnes, Central Division VP, followed with an update of NCSL national and international ac­tivities.

The first technical paper was presented by Ron Russell, AlliedSignal FM&T. Ron walked through a typical uncertainty analysis for a pressure transducer using techniques described in NIST Test Note 1297.

Bill Gatheridge, Yokogawa Corporation, followed with a techni­cal overview of silicon resonant sensor technology in pressure transducers. The discussion included manufacturing details. and a comparison of technical characteristics to eonventional trans­ducer designs.

After a break. Jim Erickson of Blue Mountain software, presented "Intranet Applications for the Metrology Lab." Jim covered the latest trends in the use of intranet web pages and offered many suggestions as to how this technology can improve the eftlciency

the presentations continued with Jesse Gillikin of cGMP Valida­tions. Jesse gave a very informative and interesting insight into pharmaceutical validation activities.

The final presentation was made by Mike Clinesmith of AlliEdSignal FM&T, who discussed the development of an im­proved calibration artifact for coordinate measuring machines. Using a carbon fiber base with an array of precision torriods, thc new arti fact will be more durable and is expected to reduce CMM calibration time while maintaining the uncertainty levels of con­ventional artifaets.

Ken Jensen closed the meeting, asking all attendees to forward any ideas or suggestions they have for future meetings and to con­sider volunteering for a more active role in the section's activities.

Meeting of the Canadian Calibration Network

The Canadian Calibration Network (CCN) met for the first time at Miller Instrnments following the NCSL Canadian Region meet­ing. Don Wilson and Graham Cameron of Standards Council Canada (SCC), Gary Hysert, Frank Doucct and Michel Quellette of the Institute for National Measnrement Standards (INMS) of National Research Conncil Canada and the members of the Stan­dards Council Canada's Accredited Calibration laboratories at­tended. This meeting was to discnss the future direction of the Canadian Accreditation program for the calibration laboratories. It was agreed to meet again following the 1998 NCSL Canadian Spring meeting towards forming a stronger Canadian Calibration Network. ........ ..-

MUKHOPADHYAY TAKES OVER AS DG, STQC FROM DATTA

We are happy to inform NCSL readers that Mr. Siddhartha Mukhopadhyay, Adviser, Department of Electronics has taken over the reins of STQC w.e.f. November 4, 1997, as Director General from Mr. Atul Krishna Datta. Shri Mnkhopadhyay brings with

him brilliant academic record and more than thirty years of ex­perience braced with scientific achievements. He has witnessed the growth of the Department right from its inception. With him, as pacesetter, we are snre, STQC will trinmph over the chal­lenges and attain greater heights in expanding its services both nationally and internationally.

Mr. Datta, former Director General, STQC & Adviser DOE has taken over as Director General, National Test House (NCSL mem­ber) with effect from 07 November, 1997. A quality professional and metrologist, Shri Datta gave a new direction to the STQC programme. A practical and easily approachable person has en­deared himself with his simplicity. He effectively proliferated participative management techniques and gave thrust to manage­ment coordiuation by Laboratory Directors.

He blended technical and managerial capabilities very effectively and reinforced STQC's commitments and mission. We wish Mr. Datta the very best in his new assignment and hope that this will bring in a closer interaction between STQC and NTH [or the growth of Indian industry and its economy - Ed.

HIGHLIGHTS OF THE IEC - 97 MEETINGS

The 6l st General Meeti ngs of the International Electro-technical Commission (lEC) were held in India, New Delhi from Oct. 13­24, 1997. The event included the meetings of varions technical committees, lECEE-CB meetings. Conformity Assessment Board

and Committee of Action as well as the main IEC Council meet­ings. About 600 delegates participated in these meetings. The meetings of particular relevance to STQC were the meetings of IECEE-CB aud technical committee meetings pertaining to de­pendability (TC-56) Coaxial Cables, Wires and RF Connectors (TC-46, 46A. 46C). STQC participated in the above technical committees as well as the main lEC Conncil meetings. India has

been elected as the member of Council Board which is vested with the overall managerial responsibility of the Council. Mr.P. S. Das, Director General. Bureau of ludian St<lndards will repre­sent India on this Board.

One of the highlights of this year's meeting W<lS the presentation of lEC Lord Kelvin Award for outstanding contributionto global electro-technical standardization work. This Award is named af­ter the celebrated British seientist/engineer, who was instrumen­tal in founding the Commission in 1906 and was its first Presi­dent. The Award was instituted in J994 in recognition of excep­tional contribution made by individuals to IEe. This year the award was presented to the fol1owing persons:

include Reservations, Booking ofTickets, Parcell Luggage, Honse­keeping, Catering etc. The service will also involve training of 550 Railway employees presently engaged at Jaipur Railway sta­tion. iu the areas of quality management, working system, ex­ecutive procedures & work instructions etc.

A core group of 40 railway employees have been identified for training under Internal AUditing Techniques. Jaipur Railway Sta­tion is also seeking the co-operation from WR Railway Employee Union & WR Mazdoor Sangh in implementation of ISO 9002. 15 November 1997.

llQM has also signed an MOU with Rajasthan State Seeds Cor­poration Jaipur, a State GovL. Undertaking, to develop & imple­ment Quality Management System ISO 9002 at 13 plants pro­ducing seeds all over Rajasthan. The MOU includes Quality As­surance measures at various production stages i.e. Breeder seed, Foundation seed, Certified seed etc. The system shall also ad­dress issues i.e. storage, marketing & delivery to the farmers.

TRAININGS

ERTL(W), Mumbai (NCSL member) conducted a seminar on Line Harmonics - its Effect & Remedies on Sept. 16-17,97. The semi­nar covered topics on fundamentals of harmonics, sources for generation of harmonics, international standards on harmonics, suppression techniques for harmonics, effect of harmonics on power system and on facilities. Around 20 participants took part in the seminar and appreciated the effort of the laboratory. The seminar also covered practical demonstration of harmonics gen­erated by various types of load and their measurement techniques.

ERTL(W) also conducted a Calibration seminar on "ISO 9000 Calibration Control requirements a global approach" on 17-18 Sept., 97 in Hotel Sea Princess, Juhu. Eighty five participants from SO industries of various fields took part, highly appreciated the lecture delivered. Seminar covered topics such as Calibration Philosophy, ISO 9000 Standards, Traceability, Error & Estima­tion, Automation in Calibration TUR & Periodicity, Calibration Techniques for Electrical & Non-Electrical Parameters & vari­ous case studies. All together, 11 faculties from different indus­tries, manufacturers like Datron, UK, Microtek, USA, National Physical Lab, IDEMI, Sion & ERTL(W) have given very impor­tant input to participanl. Shri AX Datta, DG, STQC inaugu­rated the seminar.

HIGH VOLTAGE SEMINAR PRESENTED

We are pleased to inform you that our Institute has successfully organized a two-day Seminar on "High Voltage Measurements. Testing & Calibration" on 16 & 17 October 1997 at Homi Bhabha Centre for Science Education, Mumbai - 400 088.

The seminar was divided into various technical sessions like: I. High Voltage Measurement Techniques 2. High Voltage-Partial Discharge Measurements 3. High Voltage Testing 4. High Voltage Calibration 5. Open House The number of papers presented were 29 & were presented by faeulty Members from Indian Institute of Science, BangaJore, Bhabha Atomic Research Centre, Mumbai, Electrical Researeh Development Association, Vadodara, C.P.P.I., Bangalore. Crompton Greaves Ltd., Mumbai, Cable Corporation of India, Mumbai, Eitel Industries, Bangalore, M.S.E.B., Mumbai, BHEL, Hyderabad, Tara Electric Cos., Mumbai & many more organiza­tions. The seminar was attended by about 100 participants from Public & Private Sector Organizations, Utilities & Educational Institutes. The semiar created necessary awareness among the participants about the different techniques of High Voltage Mea­surements, Testing & Calibrations and developed sufficient back­grollnd by their interactions with the faCUlty members.
