Main Task of The National CommitteeNational Committee in Indonesia was established in 2017. It’s main taskis to provide recommendations to BSN Chairman on managing TBTsissues in international forums concerning Standards, TechnicalRegulations and Conformity Assesment.

In carrying out its duties, the National Committee is expected to: Provide recommendation to BSN chairman related to the

implementation of TBT-WTO agreement, TBT issues and disputedcases faced by Indonesia;

Coordinate with related stakeholders in providing scientific data,regulatory impact assessment on regulation draft and analysis ontechnical regulations and assessing issues related to dispute andtechnical barrier to trade faced by Indonesia

Working GroupsWorking Groups Indonesia was established to provide technical supportand recommendation to the National Committee. It is mainly responsibleto provide data, discuss and giving inputs to specific issues related totrade that may affect Indonesia’s position at global market.

Improving National Competitiveness to export through TBT facilitation Active participation in the discussion of technical regulations

applied in export destination countries Maximizing the utilization of notification system for exporters in

complying with technical regulation applied in export destination countries.

Strengthening coordination and cooperation among stakeholders to increase opportunities and access to global market

Reducing unnecessary technical barrier to trade

Strengthening Indonesia position in enforcing technical regulation comply with Good Regulatory Practice and GATT Providing scientific evidence to support the legitimate objective of a

particular regulation Increasing technical assistance in drafting a regulation to ensure

that the implementation of the regulation will not cause trade concerns.

Improving identification and prevention of unfair trade practice Improvement in monitoring technical regulation from other

members and ensure its compliance to TBT-WTO Agreement Increasing national stakeholders’ access to trade issues in TBT-

WTO Agreement

Strategic Objectives (2019-2024)

National Committee Meeting

Meeting is periodically organized to discuss policies and issues related to technical barrier to trade• Held 3 times annually at the minimum• Chaired by the head of the national committee or appointed by the

chairman of the national committee• Organized by member of the National Committee and take turns in

accordance with agreement• Secretariat will circulate the document meeting prior to the meeting• Report from working groups• Meeting could invite experts/researchers to provide and strengthen

scientific consideration

Meeting is intended to discuss technical issues related to TBT meeting

• Lead by the Convener of the working groups or appointed by the convener

• Organized by working groups and take turns in accordance with agreement

• Secretariat will circulate the document meeting prior to the meeting

• Minutes of meeting will be reported to National Committee meeting

Strengthen coordination among ministries and othergovernment institutions.

National Committee not only limited to serve TBT-WTOrelated issues, but also to support Indonesia’s tradenegotiations.
