Will the Minister In-charge of the Aviation Division be pleased tostate:

(a) the percentage of the construction work of Islamabad Airportcompleted so far alongwith the details thereof;

(b) the time by which the remaining work of the said airport will be

completed;

(c) the details of the construction work of the roads leading to thesaid airport completed so far alongwith the time by which theremaining construction work of the said roads will be completed;

(d) the total number of runways constructed therefor; and

(e) whether said runways have sufficient distance between eachothers?

Minister In-Charge of the Aviation Division: (a) Overall physical

(d) Two runways have been constructed i.e. main/primary runway andsecondary runway.

(e) Yes. The distance between two runways is as per International CivilAviation Organization (ICAO) standards.

182. *Ms. Naeema Kishwar Khan:

Will the Minister In-charge of the Cabinet Division for be pleased tostate:

(a) whether it is a fact that the officers of BPS-20 to 22 being utilizedthe official vehicles at present; if so, the steps being taken bythe Cabinet Division to control/check the misuse of said vehicles;

(b) the date of announcement of the monetization policy alongwiththe implementation ratio thereof;

(c) whether it is also a fact that the said officers are getting ninetythousand rupees and using official vehicles also; if so, the detailsof the procedure to monitor and check the utilization of saidvehicles; and

(d) the steps being taken by the Government to control the

unjustified expenditure of the vehicles including petrol, CNGand maintenance thereof?

Minister In-Charge of the Cabinet Division: (a) After the

implementation of monetization policy, a mechanism has been placed to avoid anymisuse of pool vehicles in Ministries / Divisions / Departments, by limiting the totalnumber of vehicles (1300cc, 1000cc & 800cc) for each Ministry / Division, basedon the actual strength of officers.

(b) The Federal Government was pleased to approve the “CompulsoryMonetization of Transport Facility for Civil Servants in BS-20 to BS-22”implemented from 1st January, 2012. The policy has further been extended to theSemi Autonomous / Autonomous Bodies, Corporations etc. under theAdministrative control of Ministries / Divisions.

(c) The entitled officers availing the vehicle monetization scheme are notauthorized to use the official pool vehicles, except for official / operational duty.

As per Para (XVIII), of Policy for Monetization of Transport, theconcerned Principal Accounting Officer is responsible to ensure proper use ofGovernment transport for operational and general duties.

After the implementation of monetization policy, a mechanism has beenplaced to avoid any misuse of pool vehicles in Ministries / Divisions / Departments,by limiting the total number of vehicles (1300cc, 1000cc & 800cc) for each Ministry/ Division. The Principal Accounting Officer has been made responsible to checkand take action against any misuse of pool vehicles.

(d) The Finance Division (Expenditure Wing) is constantly pursuing thecompulsory / regular submission of monthly report on expenditure incurred onFuel and maintenance of operational / general duty vehicles by the Ministries /Divisions.

Will the Minister In-charge of the Cabinet Division be pleased to statewhether it is a fact that the Government land has been illegallyoccupied in Islamabad by various persons, mafia and bodies; if so,the action taken so far by the CDA in this regard?

Minister In-Charge of the Cabinet Division: Yes, the Government

land has been illegally occupied in Islamabad. CDA is in a process of eviction ofillegal occupants / encroachers on daily basis, followed by initiating criminalproceedings.

187. *Ms. Belum Hasnain:

Will the Minister In-charge of the Cabinet Division be pleased to state:

(a) the steps taken by the Government to resolve the issue ofmoratorium on opening the new Medical Colleges in the country;and

(b) whether there is any proposal under consideration of theGovernment to take stringent performance evaluation measureswith respect to PMDC; if so, when it will be implemented?

Minister for Railways (Khawaja Saad Rafique): (a) The formulation

of National Transport Policy pertains to Ministry of Communications. However,

the Ministry of Railway has given its inputs for the said policy.

(b) The Ministry of Railway, under the framework of PPP Policy of theGovernment of Pakistan, is exploring the possibility o Joint Venture with privateinvestors for manufacturing o locomotives in its manufacturing facility at Risalpur.

In order to overcome energy crises Government of Punjab Governmentof Pakistan are in the process of establishing coal fired power plants at Sahiwal,Rahim Yar Khan Muzzafargarh and Jamshoro. Pakistan Railway has establishedFreight Transportation Company which will operate under PPP/JV mode.

In order to enhance the skills and administrative capacity of Railwaysofficers/ officials they are undergoing mandatory trainings in the Institutionsestablished by the Railways as well by the Government of Pakistan.

189. *Syed Waseem Hussain:

Will the Minister In-charge of the Capital Administration andDevelopment Division be pleased to state whether the facility of LiverTransplantation is available in the Federal Government Hospitals; ifso, the location-wise names thereof?

190. *Syed Waseem Hussain:

Will the Minister for Railways be pleased to state:

(a) the total number of persons who illegally occupied the PakistanRailways land in Hyderabad, Sindh alongwith the details thereof;and

(b) the steps being taken by the Ministry to vacate the said land?

Minister for Railways (Khawaja Saad Rafique): (a) 1559 persons

have illegally occupied 45.5 acres railway land. Detail is enclosed as Annexure-A

(b) Railway land measuring 8 acres have been retrieved during last threeyears in Hyderabad. Year wise breakup is as under:—

2013 = 1 acre

2014 = 3 acres

2015 = 4 acres

(upto February 2015)

Efforts are underway to retrieve the remaining land through anti-encroachment operation besides stepping up criminal & legal proceedings.Moreover, no fresh encroachment is reported in Hyderabad.

191. *Dr. Azra Fazal Pechuho:

Will the Minister In-Charge of the Establishment Division be pleasedto state whether the Federal Public Service Commission has thepower to convene a board for promotion of BPS-20 officers; if so,the reasons for the delay in this regard?

Minister Incharge of the Establishment Division: (i) In terms of section

9(3) of Civil Servant Act, 1973 promotion to post in basic pay scale 20 and 21and equivalent shall be made on the recommendation of a Selection Board whichshall be headed by the Chairman, Federal Public Service Commission.

(ii) In terms of section 2 (b) of Civil Servants (Appointment, Promotionand Transfer)Rules, 1973, selection board means a board constituted by the FederalGovernment, for the purpose of selection for promotion or transfer to posts inbasic pay scales 19 to 21 and equivalent, consisting of such persons as may beappointed by Government from time to time.

(iii) The Establishment Division is the secretariat for Central SelectionBoard and is responsible for convening the board for promotion of BPS-20. Asthe cases of promotions become ripe this Division request Chairman FPSC fora date and time at his convenience to chair the meeting of CSB as the ChairmanFPSC, is also mandated with other responsibilities besides chairing the meetingof CSB.

(iv) Last meeting of CSB was held on 11-13th February, 2014 for thepromotion of officers to BS-20 and BS-21. The recommendations of CSB wereforwarded to the Prime Minister, being appointing authority for approval. However,the Prime Minister referred back the case of some officers for re-consideration bythe CSB to assess/evaluate them as to the attribute of ‘integrity/general reputation/perception’ in a comprehensive and objective manner. Aggrieved of this decisionof the Prime Minister, the officers whose cases were referred back approachedthe Courts of Law.

(v) The reason behind delay in convening the meeting of CSB is that, theHonorable Courts of Law, in some cases issued restraining orders for not consideringthe officers afresh, issued directions for issuing of promotion notifications, issueddirections for not holding thee meeting for promotion to BS-20. On the recentdirections of Lahore High Court, on 09-01-2015, the scheduled meeting of CSBfrom 12th January, 2015 to 15th January, 2015 was postponed.

(vi) Establishment Division has filed ICA and CPLA against the ordersof Honorable Courts and next meeting of CSB will be held on vacating of restrainingorders from the Courts of Law.

192. *Ms. Musarat Rafique Mahesar:

Will the Minister In-charge of the Cabinet Division be pleased to state:

(a) the steps taken by the Government to promote tourism in thecountry;

(b) the tourist sites utilized in the country for the development oftourism in the country during the period from 1-6-2013 till date;and

(c) the improvements made in the tourism during the said period?

Minister In-Charge of the Cabinet Division: (a) Detail of steps takenby PTDC for promotion of tourism is attached at annexure-I.

(b) The PTDC is currently running 39 Motels & Restaurants and oneFlashman’s Hotel at important tourist places of Pakistan. PTDC Motels havebeen providing comfortable, reliable, safe and quality accommodation to tourists.The list of PTDC Motels and Hotel is attached at annexure-II.

Will the Minister In-charge of the Cabinet Division be pleased to statewhether there is any proposal under consideration of the Governmentto lift ban on You Tube in the country; if so, when it will beimplemented?

Minister In-Charge of the Cabinet Division:

Background

On September 17th, 2012, the Honorable Supreme Court ordered PTAin Constitutional Petition No. 104 of 2012 to block offending material on YouTubewebsite of any other website. As there was no technical solution available, whichcould block 100% objectionable material on the YouTube, in compliance with theSupreme Court’s orders, YouTube was blocked and compliance report wassubmitted to the Supreme Court accordingly. Matter has been reviewed severaltimes and the following steps have been taken to address the issue.

1438 URLs containing blasphemous movie, “Innocence of Muslims” onYouTube were blocked and warning messages has been displayed on 178 URLsby requesting YouTube as of 16 March 2015. Thereafter, due to copyright issuesand obeying US Court orders, Google removed the full-length movie. However,clips of smaller length are still available.

As a long term solution, an Intermediary Liability Protection (ILP) isrequired to be added in the law, as is done in other countries. Therefore, GoP isin the process of enacting the law through the Prevention of Electronic CrimeBill, 2014. It will then help towards the localization of YouTube in Pakistanprovided it is a business case for them. Once localized, they will respond tocourt orders from Pakistan.

Will the Minister In-charge of the Capital Administration andDevelopment Division be pleased to state whether it is a fact thatthe permanent chief of Private Educational Institutions RegulatoryAuthority has not been appointed by the Government since June,2013; if so, the reasons thereof?

195. *Mr. Muhammad Muzammil Qureshi:

Will the Minister In-charge of the Aviation Division be pleased tostate:

(a) the steps being taken by the Government to improve the securityof Karachi, Lahore and Islamabad Airports; and

(b) whether those Airports have been cleared of the surroundingpopulated enclaves in view of the security concerns?

Minister In-Charge of the Aviation Division: (a)

(i) The steps being taken by the Government to improve the security ofKarachi, Lahore and Islamabad airports are appended below:-

Installation of Perimeter Security Surveillance System.ISS system initially installed at Lahore airport and 95% workhas been completed. The same system is required to be installedat Karachi & Islamabad airports on emergent basis, which ishowever, pending due to paucity of funds.Procurement of 10 x Security Vehicles Dragoon-2. HeavyIndustry Taxila (HIT) will provide 10 security vehiclesdragoon-2 to ASF. In this connection a contract has beensigned with HIT at a unit cost of Rs. 45 Million and a totalcost Rs. 450 Million. Rs. 500 Million have been released bythe Government and Rs. 450 Million have been paid to HeavyIndustry Taxila (HIT).

Procurement of QRF Vehicles. 12 x Single Cabin vehicleshave been procured from the amount of remaining Rs. 50Million. QRF has been enhanced with dedicated vehicles anddeployed at different locations around the airport with a viewto respond promptly in case of any emergency.

(ii) Positioning of Army Unit at Old Airport Karachi. After terroristattack at Old Terminal Karachi, Army has voluntarily increased/deployed manpower at all the airports in Pakistan to assist ASF incase of any emergent situation in future.

(iii) Allowing One Visitor With One Passenger. To aver the rush ofvisitor at the airport, number of visitors accompanying the passengershave been minimized by allowing only 1 x visitor with a passenger.

(iv) Joint Mock Exercise. Joint Mock Exercise are being conductedregularly at all airports especially at Karachi, Lahore and Islamabadairports in coordination with all stakeholders to check the efficiencyand to prepare the troops for any emergency.

(v) Weapon Free Zone. After declaration of “Airport as Weapon FreeZone” no weapon is allowed to enter in the premises of all airports.

(vi) Deployment of Other LEAs at Airports. Army Rangers and Policedeply their contingent around Karachi, Lahore and Islamabad airportsat static posts and patrolling as well.

(b) Pertains to Ministry of Interior.

196. *Mr. Muhammad Muzammil Qureshi:

Will the Minister for Railways be pleased to state: (a) the details of expenditure incurred by Pakistan Railways on fuel

for operations of trains in the country during the last three yearsalongwith the system installed to conduct audit thereof;

(b) the outstanding dues against Pakistan Railways therefor; and

(c) whether it is a fact that the Pakistan Railways incurred heftyexpenditure on fuel during the recent years; if so, the reasonsthereof alongwith the steps being taken to minimize theexpenditure thereof?

Minister for Railways (Khawaja Saad Rafique): (a) The detail of last

In order to keep a close watch on the expenditure, Chief Internal Auditand Director General Audit conduct audit separately.

(b) Presently nothing is outstanding against Pakistan Railways, as theclaim of PSO worth Rs. 1.20 billion on account of HSD Oil and claim of PakistanRailways against PSO worth Rs. 1.25 billion on account of freight charges isunder settlement.

(c) Pakistan Railway is not incurring hefty expenditure on fuel rather isconserving resource. However, there is an increase of 20% in expenditure on fuelduring the financial year 2013-14 as compared to corresponding period due toincreased operational activity specially freight operations which have increasedfrom 15 trains per month in July, 2013 to 270 trains in February, 2015. (Averagenumber of freight locomotives availability has increased from 20 to 40 per day).

A monitoring mechanism for rationing of locomotives based on itsmechanical conditions of productivity is in place which helps to economize theconsumption of fuel. Budget for fuel has been revised downwards from Rs.13.300billion to Rs.12.473 billion during the current financial year. In addition PakistanRailway maintains oil reserve for about 16 days thus fuel to the tune of Rs.449million approximately is on hand.

197. *Dr. Nafisa Shah:

Will the Minister In-charge of the Cabinet Division be pleased to state:

(a) the total number of persons displaced by the Metro Bus Projectso far; and

(b) the compensation awarded to the said persons so far?

Minister In-Charge of the Cabinet Division: (a) The Metro BusCorridor within Islamabad is on Right of Way. Therefore, no building except sixresidential plots has been affected.

(b) The Capital Development Authority has claimed compensation ofRs.352 million for the affected plots from Rawalpindi Development Authority(RDA).

198. *Dr. Nafisa Shah:

Will the Minister In-charge of the Cabinet Division be pleased to statethe prescribed criteria for the nomination of the Oil and GasRegulatory Authority members alongwith the details thereof?

Minister In-Charge of the Cabinet Division: As per Section 3(3) of

Oil and Gas Regulatory Authority (OGRA) Ordinance 2002, the authoritycomprises a Chairman and three additional members i.e Member (Gas), Member(Oil) and Member (Finance). These positions are not filled through nomination.They are merit - based and are filled by the Federal Government through opencompetition strictly in accordance with the relevant provisions of OGRAOrdinance, 2002.

The prescribed criteria for the selection of OGRA members as given inthe OGRA Ordinance,2002 is as under:—

Section The Member Oil shall be a person who holds an appropriate degree 3(5) in the relevant field and is an experienced, eminent professional of

known integrity and competence with a minimum of twenty years ofrelated experience in the field of oil, including the transportationthereof.

Section The Member Gas shall be a person who holds an appropriate degree 3(6) in the relevant field and is an experienced, eminent professional of

known integrity and competence with a minimum of twenty years ofrelated experience in the field of natural gas, including the transmissionand distribution thereof.

Section The Member Finance shall be a person who holds an appropriate 3(7) degree in the relevant field and is an experienced, eminent professional

of known integrity and competence with a minimum of twenty yearsof related experience in the field of corporate finance or accounting.

Section The Member Oil and Member Gas shall be appointed by the Federal3(8) (b) Government for initial terms of three years and shall be eligible for

reappointment for a term of four years.

Section The Member Finance shall be appointed by the Federal Government3(8) (c) for an initial term of two years shall be eligible for re-appointment for

a term of four years.

Section The Chairman and the other Members shall retire on attaining the 3(9) age of sixty-five years.

199. *Shazia Marri:

Will the Minister In-charge of the Cabinet Division be pleased to state:

(a) the steps taken by the Government to lift the ban on You Tube;and

(b) the steps taken by the Government to implement the resolutionpassed by the National Assembly regarding You Tube?

Minister In-Charge of the Cabinet Division: (a) On September

17th, 2012, the Honorable Supreme Court ordered PTA in Constitutional PetitionNo. 104 of 2012 to block offending material on YouTube website or any otherwebsite. As there was no technical solution available, which could block 100%objectionable material on the YouTube, in compliance with the Supreme Court’sorders, YouTube was blocked and compliance report was submitted to the SupremeCourt accordingly. Matter has been reviewed several times and the following stepshave been taken to address the issue.

(b) 1438 URLs containing blasphemous movie, “Innocence of Muslims”on YouTube were blocked and warning messages has been displayed on 178URLs by requesting YouTube as of 16 March 2015. Thereafter, due to copyrightissues and obeying US Court orders, Google removed the full-length movie.However, clips of smaller length are still available.

As a long term solution, an Intermediary Liability Protection (ILP) isrequired to be added in the law, as is done in other countries. Therefore, GoP isin the process of enacting the law through the Prevention of Electronic CrimeBill, 2014. It will then help towards the localization of YouTube in Pakistanprovided it is a business case for them. Once localized, they will respond tocourt orders from Pakistan.

Minister for Climate Change (Mr. Mushahid ullah Khan): (a) Yes.Malakand Division was badly affected by the floods-2010.

(b) National Disaster Management Authority (NDMA), raised in 2007.is the lead agency at the Federal level to deal with the whole spectrum of DisasterManagement activities. Disaster Management is a devolved subject andfundamental responsibility to manage the disasters rest with provinces. NDMAacts as a National backup support for provinces. In the wake of floods 2010,NDMA provided various relief items for the affected population of KhyberPakhtunkhwa (KPK) given at Annex-A. The primary responsibility of carryingout reconstruction and rehabilitation activities rest with the provincial governments.However, NDMA coordinated conducting of Damage Needs Assessment in 2010by Asian Development Bank and World Bank in collaboration with various federaland provincial Departments.

The Provincial Disaster Management Authority (PDMA). KPK hasintimated that the Provincial Government of Khyber Pakhtunkhwa compensatedthe owners of partially / fully damaged houses, injured persons and legal heirs ofthe dead persons due to natural calamity of Malakand Division with the amount ofRs. 178.35 million during 2013-15. Moreover, PDMA has also initiated thefollowing activities for reconstruction and rehabilitation of flood affectedinfrastructure in Malakand Division:

(I) Provincial ADP Scheme No. 725 Purchase of Land for FloodDamaged Schools in Khyber Pakhtunkhwa and Procurementof land for United Nations High Commission for Refuges(UNHCR) Warehouse (Rs. 350 million)

Under the above Annual Development Programme (ADP) Scheme No.725, in respect of “Purchase of land for flood damaged schools” (Rs. 39.1 Million)is in process in District Swat for the Financial Year 2014-15.

(II) Provincial ADP Scheme No. 724 Reconstruction andRehabilitation of Disaster Affected Infrastructure in KhyberPakhtunkhwa Rs. 384 million*

Under the above scheme, the following three sub-schemes are underimplementation in Malakand Division:

Under PaRRSA, the following flood damaged schemes amounting toRs. 983.38 -Million are being reconstructed and rehabilitated under KhyberPakhtunkhwa Reconstruction Program in Malakand Division.

(ii) Reconstruction of Khwazakhela Bridge.

(iii) Reconstruction of Mingora Bridge.

(d) whether the NTS test is a yard stick to check the qualification ofa person; if so, the justification thereof?

Minister for Federal Education and Professional Training: (a) Yes;

as per HEC Criteria for admission in MS/MPhil and PhD programs, NTS GAT(General) and GAT (Subject) were required for admission in MS/MPhil and PhDprograms, respectively. However, the Hon’ble Lahore High Court, Lahore, in itsjudgement under Writ Petition No. 28028/2014 dated 23-01-2014 inter aliaheld that “the existing arrangement between HEC and NTS shall only continue till30-05-2014 (cutoff date). HEC shall not enter into any arrangement/contract

Therefore, currently the HEC requirement of NTS GAT (General)and GAT (Subject) for admission to MS/MPhil and PhD respectively is held inabeyance.

(b) At present, NTS charge Rs. 1000/- for GAT (General) andRs. 1500/- for GAT (Subject), respectively. However, HEC has not received anycomplaint yet.

(c) HEC has no information or record in this regard.

(d) No. NTS is not a yard stick to check the qualification of a person.Instead, it is a test instituted for efficient, transparent and international standardassessment of general and subject competency of candidates for admissions andscholarships. The NTS tests for MS/MPhil and PhD programs are entry leveltests and have been prescribed by HEC for improving quality of graduatesproduced by Pakistani Higher Education Institutions. These tests are not onlyimproving the international mobility of Pakistani graduates, but also building theircapacity to come up to internationally recognized academic and research output.

Minister In-Charge of the Capital Administration and Development

Division: (a) Medicines and Doctors are available in the Federal GovernmentPolyclinic Hospital, Islamabad.

(b) Non-Invasive cardiology department of FGPC is working properlywith the facility of ETT, ECG, ECHO and Gamma Camera.

The facility of Invasive Cardiology like Angiography, Angioplasty, CardiacSurgery etc are not available in current setup. However, these facilities will beincluded in new proposed extension of FGPC. Till such time PIMS & AFIC areproviding such services for our referred patients.

(c) Minimum facilities of Urology are available in FGPC. The Neurologydepartment facility is not available in the FGPC.

(d) Patients of those specialties which are not available in Polyclinic likeNeurosurgery, Burn Unit, Oncology, CT Scan, MRI, advance Cardiology etc arereferred to PIMS, where they are treated accordingly.

(e) The Argentina government has given his concurrence regarding changeof 1/3rd of Argentina Park into hospital. Moreover, CDA had given its concurrenceat initial stage and later on after the approval from former Prime Minster; CDAhad also issued the demand note for payment.

Now, Rs. 55.321 million are available for payment of cost of land toCDA and anticipatory allocation of Rs. 200 million is available in currentPSDP of CA&DD. Which will be mobilized only after completion of PC-II andpreparation / approval of PC-I for extension and reconstruction of FGPC.

(b) The Honourable Supreme Court of Pakistan vide judgment dated12-06-2013 pronounced in Constitution Petition No. 30/2013 filed by KhawajaMuhammad Asif, inter-alia, directed the Federal Government for the constitutionof Commission to ensure transparency in the appointments of heads of autonomous/ semi-autonomous bodies, regulatory authorities, companies and corporationsetc., established by or under the control of the Federal Government. Pursuantwhereof, Establishment Division vide notification dated 22-07-2013 constitutedFederal Commission for Selection of the Heads of Public Sector Organizations(FCHPSO) with the approval of the Prime Minister. Appointments against thevacant positions were being made in accordance with the procedure providedtherein. Later on, the Commission became dysfunctional due to resignation ofprivate members vide Prime Minister’s Office order dated 12-06-2014.Accordingly Establishment Division requested all Ministries / Divisions to expeditethe process of appointment of Heads of Organizations against the vacant posts asinitiation of Summary comes with the purview of administrative Ministry / Divisionin terms of Rule 15 (2) of Rules of Business, 1973. Further, on 14-11-2014,

As most of BISP data is more than 4 years old now and secondlyaccording to the operational manuals of Un-conditional CashTransfers as well as the international practice, in vogue, NationalSocio-economic Registry (NSER) of BISP should be up-dated/revised in the coming year. Resurvey, is a costly, lengthy andtechnically complex process, which would require thoroughdeliberation and would involve multiple stakeholders including theMinistry of Finance, NADRA and our Development Partners likethe World Bank. Expected expenditure on this exercise would bearound Rs.10 billion as the last survey cost BISP more than Rs. 6Billion.

Though BISP, along with its development partners, has started thepreliminary deliberations on various options for resurvey yet the policyfor resurvey is yet to be finalized. It is further clarified that honorableparliamentarians, all provincial governments and other notables willbe taken onboard, once a final decision is taken by the Governmentand activities for resurvey start.

Minister In-Charge of the Cabinet Division: 1. PTA charges InitialLicense/Spectrum Fee and Annual Fees which include Annual License Fee (ALF),Annual Radio Frequency Spectrum Fee (ARFSF), Annual Spectrum AdministrativeFee (ASAF), Annual Numbering Charges, and Radio Based Licensed Fee (RBS)from various operators including Mobile Operators. Such fees charged during thelast two years amounts to Rs. 50 billion. Head-wise breakup of fees is attached atAnnexure A. Surplus of receipts of these fees, after adjusting PTA approvedexpenditure, is transferred to the Federal Consolidated Fund (FCF) as per section12(3) of the Act.

2. The detail of PTA’s utilization during the last five years along withhead-wise breakup is attached as Annexure B.

3. PTA’s books of accounts (receipts as well as expenditure) are auditedannually by DG Audit, Pakistan Telephone & Telegraph (PT&T), as well as byPTA’s external auditors A.F Fergusons and Co.(PWC).

(a) whether it is a fact that the Petrol Pump located on KashmirHighway was allotted by Planning Wing, CDA; if so, the criteriaadopted therefor;

(b) whether it is also a fact that the said pump is located at theright side on the said Highway while entering Islamabad; if so, the authority that granted the approval for the allotment of plotfor the said Petrol Pump in violation of the layout plan;

(c) the total cost recovered from owner of the said plot alongwiththe market rate/value thereof;

(d) the total expenditure incurred by CDA on approach roads andstreet lights of the said petrol pump; and

(e) whether it is further a fact that CNG connection was provided/given from main CDA line to said pump; if so, the justificationthereof?

Minister In-Charge of the Cabinet Division: (a) Planning wing ofCDA, has not allotted Petrol Pump located on Kashmir Highway. However, PlaningWing,CDA, has issued NOC for establishment of petrol pump/CNG Station toM/s Al-Wahid Petroleum, on private land, in Right of Way (R.O.W) of KashmirHighway, Islamabad, on 17-12-2008.

(b) Yes, said pump is located on right side of Kashmir Highway whileentering Islamabad. CDA has not made any allotment of plot for the said PetrolPump; however, CDA has issued NOC for establishment of petrol pump/ CNGstation to M/S Al-Wahid Petroleum, on private land, on the planned Right of Way

(c) CDA has charged Landuse Conversion Fee amounting toRs.4,666,000/- (at the rate of Rs.1.000/- per Sq.yd)

(d) No expenditure has been incurred by CDA on approach roads andstreet lights of the said petrol pump.

(e) Provision of Gas connection falls in the jurisdiction of M/s SNGPL.The clarification may kindly be obtained form SNGPL please.

218. *Mr. Ibadullah:

Will the Minister In-charge of the Cabinet Division be pleased to state:

(a) the year-wise total funds allocated to the MaintenanceDirectorate, CDA for repair and maintenance of theGovernment Houses during the last five years till date alongwiththe details of work completed during the said period;

(b) the names of Contractors of the said work during the said period;

(c) the names of the Director Maintenance, CDA at presentalongwith his national and foreign engineering qualification;

(d) the details of any inquiries in NAB or other Investigation Agenciesagainst the said Director alongwith the present status thereof;and

(e) whether NOC was issued to said Director to achieve educationfrom abroad by the CDA; if so, the details; if not the reasonsthereof?

Mr. Manzoor Shah is Pakistani National. As per Service Record, hisQualifications alongwith year as under:—

1984: 3 year Diploma in Civil, Government College of Technology,Khairpur.1988: B Tech Civil Engineering, Mehran University of Engineering& Technology, Jamshoro.

Minister for Information, Broadcasting and National Heritage(Mr. Pervaiz Rashid): (a) No new project in District Buner has been initiated byMinistry of Information Broadcasting & National Heritage. However an on-goingPSDP project titled “Re-broadcast Station Buner”, being executed by PTVC, isunderway. The project was approved at a revised cost of Rs.55.444 million byDepartmental Development Working Party (DDWP) in its meeting held on 9thOctober, 2013. Out of approved cost of the project, an amount of Rs. 26.742million has been released to PTVC for this project.

(b) Physical progress of the project achieved so far is as under:

06 Kanal has been purchased, 90% work on boundary wall hasbeen completed, electronic equipment has been procured andexcavation for walls/columns footing is in progress.

The project is likely to be completed by June, 2016, subject to releaseof remaining amount of Rs.24 million out of the approved cost by theMinistry of Planning, Development and Reforms.

42. Mr. Sher Akbar Khan:

Will the Minister In-charge of the Establishment Division be pleasedto state:

(a) whether it is a fact that the post of Assistant has not beenupgraded from BPS-14 to BPS-16 so far; if so, the reasons thereof;and

(b) whether there is any proposal under consideration of theGovernment to upgrade the said post during the near future; ifso, when it will be implemented?
