Telecom Market Indicators Mobile telephone subscriptions are greater than 27.8

millions with 71.7% penetration rate , and those usingfixed telephone are less than 500,000 i.e. 1% penetrationrate .

Individuals using the internet per 100 inhabitants 24.6 % of Households with a computer 14. % of Households with a Fixed Telephone 3.4 . Broadband internet subscribers are more than one

million, the mobile broadband users are around 10.4millions .

Geographical coverage is%41.5. Population coverage is 84%.

International Roaming

NTC encourages operators to sign international agreementsto provide international roaming service.

The complexities of providing international roaming servicespresent a barrier to a practicable regulatory solution.

NTC regulates services pricing to ensure provision ofaffordable services to consumers.

The biggest challenge is theeconomic situation, andsanctions imposed onSudan that led to highinflation rate which isreflected in theinternational roamingwholesale prices .

International Roaming Cont’d

NTC has imposed on all operators to useseveral methods of communication to ensurethat all consumers are aware of the latestRoaming prices ,

o Service providers must publish roaming offers on theirwebsites.

oRoamers must receive welcoming SMS.

National Roaming

In order to achieve the goal of the regulatoryauthority regarding provisioning oftelecommunication services in all part ofSudan,

o NTC is trying to create a competitive markets with thelatest technology , high quality and reliability of services.

o Also guidelines for infrastructure sharing issued by NTC in2012.

National Roaming Cont’d

NTC prepared a consultation paper regardingproviding National roaming.

NTC will take into account this workshoprecommendations.

National Roaming Goals

NTC is studying national roaming services as oneof infrastructure sharing options to determine itssuitability of :

o Deploying telecom. services in remote and rural areas.o Deploying new telecom technologies.o Reaching the optimum use of resources.o Providing an alternative for users of

telecommunications services to reduce dual SIMs.
