VERY IMPORTANT -

Eligibility: The participants shall not have a FIDE title or published FIDE

rating above 2000 at the start of the tournament nor had such a rating for

at least 21 months prior to the start of the event. The National Amateur

Championship is open to all eligible chess players registered with their

State Chess Association/AICF Affiliated Institution. State Chess

Association/AICF Affiliated Institution shall have the right to send any

number of entries. The National Amateur Women's Championship shall be

held as part of the National Amateur Championship and female contestants

will be eligible to win both titles. However all entries should be

forwarded/recommended by the respective State Chess Associations.

Entry Fee

Entry Fee Rs. 1500/- for each player and there is a 50% concession in the entry fee for

participants from North Eastern States, Andaman & Nicobar Islands.

The entry form should be sent together with the entry fee by a crossed Demand Draft

drawn in favour of “Right Move Chess club “payable at Katni,M.P. and sent to Mr .

Late Fee

The last date of receipt of entry is 15th Jan 2013. Entries received after the last date

will attract a late fee of Rs.250/-However no entry will be entertained after 24 Jan 13.

Lodging

Players have to make their own arrangement for their stay during the event. If

informed well in advance Hotel Accommodation may be booked. For the same,

payment to be made in advance by sending DD in favour of “ Right Move Chess Club”

payable at KATNI.

The total prize fund of the championship is Rs. 1, 00,000/-.

Tournament Committee

AICF or its representative, two members of the Chess Promotion Committee for

Madhya Pradesh and two members from Right Move Chess Club, Katni will constitute

the Tournament Committee.

System of play

The championship will be an 11 round Swiss, played as per FIDE laws of chess. Rate

of Play shall be 60 minutes each with an increment of 30 seconds per move from

move number one. Changes in these timings or the number of rounds shall be

announced by the Chief Arbiter at the start of the first round.

The final ranking order of the players is determined by the number of points scored.

If at the end of the tournament two or more players are tied for the first place, the tie

shall be broken according to Buchholz tie-break Score.

Zero Minute Rule:

Zero Tolerance: The “zero tolerance” rules will be followed (i.e.): “Any player who

arrives at the chessboard after the start of the session shall lose the game. Thus the

default time is zero minutes. “

Protest

Protest, if any, against the decision of the Chief Arbiter shall be made in writing with

a Protest fee of Rs. 500/- within 30 minutes of the occurrence of the incident. The

protest fee will be refunded, if the appeal is upheld.

Appeals Committee

Before the commencement of the tournament, a five member Appeals Committee

shall be formed by the AICF/ organizers. All the members and Reserves shall be from

the different States. No member of the Committee can vote on Dispute in which a

player from his own state is involved and in such case the reserves shall take his place

in the committee.

Disqualification

No participant will leave the venue before the Prize Distribution function without the

permission of the Chief Arbiter. The participants disregarding the rule will be

suspended for one year.

Interpretation

On any point not covered under these rules, the decision of the Tournament

Committee shall be final and binding on all. The Tournament Committee has every

right to make any addition or amendment to these rules, without notice. Such

changes will, however be displayed in the tournament hall.

AICF Registration:

All participants in the Championship must be registered with AICF for the year

2012-2013. Application forms are available in the website www.indianchessfed.org

those who have already obtained registration cards from AICF Website for 2012-13

should send photo copy of the same. Those who have paid the AICF Registration fee

but are yet to receive the AICF Registration card should send a photo copy of the

acknowledgment for having paid the fee to organizers of earlier tournaments or to

their association. Those who have not registered with AICF for the year 2012-2013

should send a amount of Rs.250/-towards AICF registration fee along with the duly

filled and signed AICF player’s registration form plus one passport size photo.
