May I welcome you to the National Agricultural and Food Research and Technology Institute, a Public Research Institution in the State Secretariat for Research, Development and Innovation, in the Ministry of the Economy, Industry and Competitiveness.
Our mission is to generate and transfer knowledge to deal with the challenges of the food and forestry sector and contribute to the promotion of innovation in the companies that make the sector up, while supporting and advising the Spanish administrations.
This manual has been prepared to provide you with basic data on this institution, and the places where you can enlarge the information you may need. This is intended purely to facilitate your integration into the organization and your work station or area of collaboration. Once there, you will receive more precise and specific instructions on the task assigned to you.
We hope your time in the INIA proves beneficial to you and to the organisation.

Introduction
The National Agricultural and Food Research and Technology Institute, the INIA, is an autonomous Public Research Institution (OPI) attached to the State Secretariat for Research, Development and Innovation, in the Ministry of the Economy, Industry and Competitiveness. It is the General State Administration’s only public research institution dedicated exclusively to agro-food and forestry research.
It was created in Decree-Act No. 17/1971 of 28 October which modified modifying the institutional administration of the Ministry of Agriculture and authorised the Government to restructure the Department as a result of the merger of the National Agronomic Research Institute, the Forestry Research and Experiments Institute and the Animal Biology Trust.
Approximately 830 people work in the INIA (mid-2016 data), distributed as follows according to the field of work and the areas of jurisdiction:

Objectives and functions
The function of the INIA is to implement R+D+i in the areas within its jurisdiction, with the following aims:
To run scientific research projects in the fields of agriculture and food, and promote technological transfer.
To promote cooperation and coordination of research in agriculture and food, in particular with the Autonomous Communities through the Agricultural Research Coordinating Commission.
To represent Spain in scientific and technological Bodies in agricultural and food research, and encourage national and international cooperation.

b) As national coordinator in agro-food research
The INIA identifies this country’s future agro-food research needs, which must be dealt with via agricultural research, using these data to establish the priorities which will be the focus of agro-food research projects in Spain.
It also promotes collaboration between research groups and between researchers and companies, in public–private collaboration forums specialised in thematic areas or specific problems.
The INIA is responsible at the national level for coordinating agro-food research, operating closely with the Ministry of Agriculture, Fisheries, Food and Environment and the General Directorates with authority in this field in the Autonomous Communities, setting up an Agricultural Research Coordinating Commission to identify research, development and innovation priorities in the agro-food sector and assessing opinions of common interest.
c) Internationally
The INIA is the body representing agro-food research in the European Union before both the Directorate-General for Research and the European Commission’s Standing Committee on Agricultural Research (SCAR).
In this area of the European Union, the commitment is maintained to divulge and enhance the participation of Spanish research groups in Horizon 2020 projects through the National Contact Point and the permanent INIA office in Brussels.
Also of note is the INIA’s scientific and technological cooperation with Latin America in a permanent forum with the counterpart INIAs and as a member of the Regional Agriculture and Livestock Technology Fund (FONTAGRO) for the financing of R+D projects in areas of interest for the region.
It is also actively engaged in strategic programmes with the Consultative Group on International Agricultural Research (CGIAR), an international network dedicated to eradicate world hunger and poverty.
The INIA also pursues training activities of an international character, focusing on cooperation with less developed countries.

The INIA and its Centres
The INIA’s R+D activities are implemented in the following Research Centres forming part of the Deputy Directorate-General for Research and Technology:
- Forestry Research Centre (CIFOR).
- Animal Health Research Centre (CISA).
- Phytogenetic Resources Centre (CRF).
- Technical Directorate for Evaluation of Phytosanitary Varieties and Products.

INIA Bases: Location and Access
4.2.1 Headquarters (Puerta de Hierro – 1)
Location and access
The address for the INIA PH-1 site is Avenida del Padre Huidobro 7, Madrid (exit 8 km along the A6 motorway Madrid-A Coruña).
In greater detail, the INIA is located on the A-6 motorway out of Madrid (Carretera de La Coruña or Avenida del Padre Huidobro), after crossing the River Manzanares a few kilometres from the Ciudad Universitaria Campus. There is an access gate for pedestrians or cyclists from the cycle path parallel to the river, and another leading to a walkway over the A-6 to the bus stops, and to a pedestrian path to the Ciudad Universitaria faculties.
Private vehicle access:
For motor vehicle access, take the km 8 exit (Hipódromo) from the A-6 to A Coruña, and continue along the road signposted to the INIA, south of the motorway, as shown in the attached plan.

Public transport access
There are various public transport bus lines (Municipal Transport Company – EMT) running close to the INIA.
Line 162 (Moncloa - El Barrial, outward)
- Stop 4308 Av. Padre Huidobro/Pte. San Fernando. Then take the walkway over the A-6 to the INIA.
Line 83 (Barrio del Pilar – Moncloa, outward and return)
Line 133 (Callao – Mirasierra, outward and return)
- These last two at stop 1342, Parque Deportivo Puerta de Hierro, on the M-30 Express Route. After leaving through the INIA’s side pedestrian gate, cross the A-6 walkway and the San Fernando stone bridge over the Manzanares River.

In addition, the INIA charters buses exclusively for its employees to and from its Madrid facilities which have no direct public transport access.
There are two departure points to PH-1:

Public transport access
Public transport is used in general because there is a bus stop near the site. However, as mentioned above, one of the PH-I buses can be asked to stop at PH-II.
There are several EMT bus lines, two of which coincide with those to PH-I.

Private vehicle access:

INIA buses depart from C/ Francisco Silvela at the corner with C/ Príncipe de Vergara, on the uneven-numbered side (opposite BP service station), beside the Avenida de América Transport interchange.

Private vehicle access
From the E-90/A-2 highway to Zaragoza:
- Take exit 32 (Alcalá / Campus Universitario / Hospital / Meco) and continue in the service lane.
- Follow the “campo de golf” signs for about 4 km along the service lane and, at the fork, take the right lane (E-90/A-2/Madrid)
- At the roundabout, take the first exit, marked “Finca”, through the no-entry sign for unauthorised persons.
- Continue along the road until reaching the CRF.

The INIA Prevention Service integrates occupational risk prevention into its general management system.
All the responsibilities and functions of the various hierarchical levels are set out in the INIA Occupational Risk Prevention Manual, available in the Section on Occupational Risk Prevention on the Intranet:

The preventive organization is handled by an In-House Prevention Service dealing with 3 of the 4 preventive specialties:
- Occupational Safety. - Industrial Hygiene and Ergonomics. - Psychosociology.
The specialty of Occupational Medicine is implemented by contracting an external Prevention Service which, among other things, periodically monitors employees’ health, in accordance with the job they hold.
INIA’s Safety and Health Committee is a collective participative body for regular and periodic consultation of the Institute’s activities in the field of Occupational Risk Prevention. Its role is to facilitate exchange of points of view between the parties, creating a stable forum for ordered dialogue. It meets at least quarterly, or when requested by one of the parties.

How to proceed on first arrival at the INIA?
To formalise a contract:
1. Go first to the Human Resources Division (General Secretariat) on the first floor on the right.

2. Application is then filed for an INIA card for access to the building, on the second floor at the RRHH Division (Interior Regime), where a photo is taken and the associated card is issued.

With this process completed, some further formalities are required:
1. An email account is requested, at the IT division, and the associated form is completed:

Application for material
The material (computer and telephone) must be requested from the Department where the employee is to be located, whose head will make the necessary provisions.
Obligations of contracted personnel
The person hired for research in a project must:
- Comply with INIA’s 37.5 hours per week working schedule, registering arrival and departure using the INIA card to estimate the hours worked daily.
- Report any activity to the head of the project for which they are hired. - Report absences to their superior, even if justified, via the Intranet.

The following is the most useful and significant information for users:
The “INIA” tab briefly surveys the history of the institution, and its functions. The section on “Investigación” (Research) shows the Institute’s component
centres and departments. “Ofertas de empleo” (Jobs) updates job offers as well as entrance examinations. Finally, the “Noticias” (News) panel shows the most notable matters of the
moment: forums, announcements, courses, etc.
Intranet Consultation
The Intranet is part of the website accessible exclusively to employees, so that it is only available when managed by the centre itself once the contract has been signed.
Not all employees have access to all the directories; depending on the Department where they are assigned, they may access some sections, or others.
The following is the general information to highlight:
Incidents: in case of a problem with the computer, a report must be filed so that the IT service has a record of it and can resolve it as quickly as possible, and monitor it.

Vacations and leave can be displayed and applied for here. On the one hand, the vacation days available can be seen, along with those for personal affairs.
On the other hand, all types of leave may be applied for, with an explanation of the reason for the absence:
Maternity Paternity Breastfeeding Sickness Death Visit to the doctor Other (field work, courses, congresses, etc.)
The Library
There is a library at the Institute’s headquarters with the following services:
Consultation of resources:
On all business days, from 9:00 h to 14:00 h, open for consultation of documents, for INIA personnel only.
The digital catalogue can be consulted, with a user name and password that can be applied for once given access to the Intranet.
The Resources Catalogue includes the following:
- The Catalogue of Monographs. - The Catalogue of INIA publications. - The Catalogue of Journals subscribed to in the INIA.
The resources are available for inter-library loan.

Gender-Equality Policies
The INIA has had an Equality Plan in place since December 2012:

In this connection, there have been a number of training sessions with essential content on “Gender Equality” in which INIA personnel have participated.
In addition, an INIA Delegated Equality Commission has been set up to promote, divulge, report and negotiate any questions, strategies, plans and measures designed to advance in equality of treatment and of opportunity among the women and men of the Institute, thereby avoiding any form of gender discrimination in work relations, and integrating the gender perspective into all the Institute’s activities.
