Honestly, she was so excited for me and what I was about to learn. Well, it stuck. Now, every year when the first day of school comes around, I look in the mirror and say, “I just know this is going to be a great year.”

And this year, well I am so completely sure it really is. I’ve got a great class of first graders, and for moi, I’m going to mine all the good stuff in our Wellness Program to keep myself fit, fab and focused.

First up, I’m going to give those clever Time Management Skills a try. Emma got into TMS last spring, and she swears by them.

List, prioritize, follow-through is how she puts it. High on my list: I’ve scheduled 30 minutes a day to read a new book and I’ve promised myself a once-a-month massage at one of those places that qualifies for an LCPS discount. (My first massage, this Saturday!)

Since I was maybe 9, my mom always said to me

on the first day of school,

“I just know this is going

to be a great year.”

Natalie’s StoryTeacher, Willow Run Elementary Lucas also has his eye on the

calendar, one reason he’s now joined a gym too—an especially terrific deal with our 2016 Wellness Works! Reimbursement Program. We’ve both made working out a priority. It’s all part of our training for a charity bike race in late fall, a win-win with the Wellness Program

chipping in for our registration fees. NTS: take time to research 10K races and send in forms before any deadline.

See? Already I’m more organized— and well on my way to making this the great year I know it’s going to be!

I mean, the whole idea is to make each day work better for me, close in on my goals, and not miss out on any opportunity that’s coming up. So tick-tock, I’ve already written into my calendar to get a free flu shot before the end of 2016 rolls around, and also prepare for the open enrollment event, so I’m sure I’m where I need to be and doing what I need to do.

So much to do…so little time!

TIP 1The only thing truly within your control is yourself. Any time other people are involved, you lose control. For example, planning your commute down to the last second is simply inviting frustration and perhaps even road rage. Control those things you can, plan more realistically for the things you can’t control, and learn to roll with the punches.

Five tips to help you make the most of your time

Everyone gets the same allotment of time. There’s no way to bank it, slow it down, or skip over it. Sure, much of your time is controlled by parents, teachers, friends, partners, and employers. And much of your day is regularly devoted to eating, sleeping, grooming, and other activities of daily living.

But, small or large, there is a chunk of time each day that is entirely yours to control. And how you make use of this time determines to a great extent how much you enjoy life, how many important goals you achieve, and whether or not you count life as a success when you look back in later years.

Time management is simply the twofold process of expanding your discretionary time as much as possible by eliminating waste and accomplishing more of what you want with as many minutes of your day as you can.

There are simple guidelines to follow for mastering the art of time management: Set clear goals and priorities. You increase the chances you’ll lead the life you want when you clarify your personal and career

TIP 2Take time to make time. The most important time of your day may be the 10-15 minutes you set aside to plan the rest of your day. Create solitude at least once a day, and plan.

Wellness

September 2016 7

goals and priorities. Using the latest whiz-bang time management tool won’t help you if you don’t have a clear idea of what you’re trying to accomplish.

Schedule high priorities, both personal and professional, into your life first. If a particular project, family time and exercise are your priorities, schedule them first and then fill in the meetings, errands, and other to-dos. Say “no” to the rest. The ability to set limits separates effective people from busy ones.

TIP 3Figuring out what your major distractions are will help you avoid or minimize them. Distractions prevent us from achieving your goals.

TIP 5Clean your desk! Clutter saps creativity and energy. Stand next to the wastepaper basket while opening your mail and use it! Clean up before going home in the evenings.

Tip 4Keep all your commitments, personal and professional, on one calendar so you can remain sensitive to competing priorities.

Stay focused on doing what’s most important at any given time.

Use only one calendar or day planner, and carry it

with you at all times so it’s always at hand and nothing slips between the cracks. Make sure your calendar includes a prioritized daily task list, appointment schedule, and a task list of those things you wish to accomplish that aren’t already scheduled for specific dates.

Sounds simple, but if you follow these strategies, you’ll become a master of time instead of allowing time to master you.

HDHP with HSA Basics

We introduced the High Deductible Health Plan (HDHP) with Health Savings Account (HSA) and shared some detailed information about the plan in the June, July and August magazines. Getting back to basics, here is an overview of the how the plan works.

The HDHP with HSA plan is a new medical insurance plan option for LCPS employees in 2017. This plan will have the lowest monthly premium of the 3 plans offered and comes with a Health Savings Account. Eligible employees should take the time to consider all of their coverage options to make the most educated decision for 2017.

Deductible: With an HDHP plan, there is an annual deductible that must first be met before the medical or prescription plan will pay a portion of the cost. The exception to this is

preventive medical care which is covered at 100% at in-network providers and preventive medications on the LCPS Preventive Medications list, which are assigned a copay and not subject to deductible.

The annual deductible for the HDHP is $1,500 for employee only and $3,000 for employee plus one or more dependent. To help with this deductible, LCPS will contribute $1,000 (employee only coverage) or $2,000 (employee plus one or more dependent), into a Health Savings Account, in your name. This account is your account and the funds can be used to pay your out-of-pocket medical and prescription costs while you

are in the deductible phase. You can also contribute additional money into your HSA, on a pre-tax basis, to save for any additional out-of-pocket expenses. All HSA funds can be used for qualifying medical and prescription expenses, and also for qualifying dental and vision expenses.

The network for the HDHP is the same as the network for the current Cigna OAP plan. If you use a participating Cigna provider, you

Health

Page 13: Natalie’s Story 2 Road Map to Open for LCPS …...September 2016 3 Free Flu Shot page 9 Natalie’s Story Teacher, Willow Run Elementary Lucas also has his eye on the calendar, one

September 2016 13

will receive the Cigna discounted rate on your services. The same applies for your prescriptions. Express Scripts (ESI) will be the prescription plan provider for the HDHP. When you fill your prescription at an ESI participating pharmacy or through the mail order program, you will get the ESI discounted price on the prescription.

Coinsurance: If you reach the annual deductible on the plan, you would then move into the coinsurance phase where the plan will pay a majority of the cost (90% for medical and 90%/80%/70% for prescriptions). You will continue

to receive the plan’s negotiated discounted rate if you are visiting in-network providers and facilities.

Out-of-Pocket Maximum: If you were to have a very costly year for medical and/or prescription expenses, know that there is an out-of-pocket maximum on this plan. If your deductible and coinsurance costs total the out-of-pocket maximum, your medical and/or prescription expenses will then be covered at 100% for the remainder of that plan year. The out-of-pocket

maximum for

an individual is $6,000 and the maximum for the family is $12,000. The maximum for an individual in a family is $6,000 if in-network providers are used.

Critical Illness Policy: If you enroll in the HDHP plan, you are provided with a $5,000 Critical Illness (CI) Policy for yourself, paid for by LCPS. You can also choose to purchase a CI policy for your spouse and/or dependent children—or purchase up to $25,000 more coverage for yourself. Premiums for additional coverage will be paid for by you.

The table on the next page illustrates the different phases of the plan. Please visit the Employee Health, Wellness and Benefits Open Enrollment Page for frequently asked questions, presentations and other information about this plan

and your other plan options.

What you get with the HDHP: • Lowest premiums

• LCPS contribution of $1,000 or $2,000 into a Health Savings Account, in your name

• A $5,000 Critical Illness Policy

Health

Deductible: The amount of eligible medical expenses you must pay each year before the health plan begins to pay a percentage of those expenses.

Co-insurance:Once your deductible is met, you and the health plan share the costs of eligible expenses. The High Deductible Health Plan (HDHP) will cover 90% of your eligible in-network expenses and you pay 10%. There are no copays in a High Deductible Health Plan (HDHP)—on medical services—just coinsurance.

Out-of-Pocket Maximum:This is the maximum you will pay during the plan year. It includes expenses paid towards your deductible.

September 2016 15

For this year’s open enrollment all benefit-eligible employees must act by submitting their benefit elections for 2017—even if not electing coverage or making any changes. This is your opportunity to review all benefit options, and by submitting your election form, ensure that you have chosen the benefits that you want for 2017.

A Health Insurance Open Enrollment/Change form will be mailed to you in October along with information about your options for 2017. A copy of the form can also be found on our website by clicking here . To make this as simple as possible, only ONE form will be required for your benefit elections this year as we have consolidated health insurance, flexible spending accounts and the new accidental injury and critical illness policies on to one form. You will not be required to resubmit supporting documentation for any dependents previously on your plan. However, you should be prepared to submit this documentation (birth and marriage certificates) for any new dependents added.

Your form should be returned to Employee Health, Wellness and Benefits anytime between now and November 15. We will accept forms early—but not late! Remember, you are making your elections for 2017 (January–December).

We will accept forms by hand delivery, pony, mail, fax or email and we will be generating confirmation statements in December to confirm receipt of your form and your elections.

Open Enrollment— A Look Ahead To Help You Be Ready

Here’s how you can help to make things as smooth as possible for yourself—and us.

• Limit your submission to one form—do not send multiple copies via differentsubmission methods.

• Make sure all of your questions areanswered before you complete yourform. Submit your form once you arecertain of your elections. Do not senda revised form.

• Don’t wait until the last week or dayto turn in your form; get it in early.

• Keep a copy of your form if you sendus the original.

• Keep a copy of your fax confirmationor your sent email.

• Do not call to confirm receipt. You will receive a confirmationstatement in December.

• In December, review your confirmationstatement and contact us with anyquestions or issues.

We recognize that this is a busy time for all and that these are important decisions for our employees and families. We hope that the meetings, videos, webinars, estimator tools, events and other resources we have provided are informative—and convenient.

Savings on Dental Care

LCPS employees enrolled in the Delta Dental plan receive the highest level of benefit when using Delta Dental participating providers. Participating providers agree to contracted rates which result in discounts for the participant. The percentage of coinsurance the plan pays is also higher for in-network services with 100% coverage for preventive care and 80% coverage for basic and major services—compared to the 80%/60%/50% coverage with out-of-network providers.

Health

LCPS participants can visit dentists in Delta’s PPO network or Premier networks to get a higher level of coverage, but the question then becomes what is the difference between the two networks? Both will provide you with better coverage then if you use an out-of-network provider but you will receive the highest level of benefits available by choosing a

Delta Dental PPO Dentist. Delta PPO dentist’s offer the deepest discounts on their services.

Take a look at a cost example between the different plans. This is for a major service. As you can see, there can be a significant difference in your out-of-pocket costs as a result of the provider that you choose.

An overview of Flexible Spending Accounts (FSAs) for 2017

Flexible Spending Accounts (FSAs) offer eligible employees the ability to set aside pre-tax money for qualified out-of-pocket healthcare and/or dependent day care expenses. Employees who participate make an annual election which is divided evenly over the pays in that plan year. Contributions are deducted from each paycheck on a pre-tax basis and contrib-uted to the elected health and/or depen-dent care account. The funds can then be used to pay your qualified out-of-pocket expenses.

If you want an FSA for the next calen-dar year, you must make a new election during open enrollment. FSA elections do not continue from year to year. Cigna will be the new administrator for our FSAs in 2017 and we will be offering three FSA account options.

Traditional Healthcare FSA

The Traditional Healthcare (FSA) allows you to set aside up to $2,550 per calendar year, pre-tax, to be used for out-of-pocket healthcare expenses not reimbursed under your family’s health care plans. This includes expenses such as copays, deductibles and coinsurance under your medical, dental, vision and prescription plans. This plan offers a Flex Debit Card that can be used to pay these qualified expenses.

NEW Limited Purpose Healthcare FSA

If you are enrolling in the HDHP with HSA and choose to also contribute to a Healthcare FSA, your funds in the Health-care FSA would be limited to dental and vision reimbursements only. This is known as a Limited Purpose Healthcare Flexible Spending Account. You can contribute up to $2,550 into a Limited Purpose Health-care FSA. Reimbursement claims can only be filed via mail or fax.

Dependent Daycare FSA

The Dependent Care Expense Reimburse-ment Account allows you to put aside up to $5,000 per household per calendar year, pre-tax, to be reimbursed for daycare expenses for your child(ren) and other qualified dependents. Reimbursement claims can only be filed via mail or fax.

Elections for FSAs are for the calendar year. Expenses must be incurred during the calendar year (or though the grace period of March 15, 2018 for the Health-care FSAs) and submitted by March 31, 2018. Any money remaining in the account will be forfeited (use it or lose it rule). Changes to FSAs can only be made if there is an IRS qualifying event and the change is consistent with the qualifying event. For more information on FSAs visit the Flexible Spending Account page of our website.

The 2016 Virginia Retirement System (VRS) Member Benefit Profiles (MBP) for Plan 1 and Plan 2 members are now available in your myVRS accounts. You can access myVRS at www.varetire.org.

The MBP is your annual VRS benefit statement as of June 30, 2016. Included in the statement is:

• Account balance information (both your contributions and your employers);

• Your verified years of VRS service as of June 30, 2016;

• Your retirement eligibility dates and estimated retirement amounts

• The earliest date you can retire (this may be a reduced benefit)

• The first date you can retire with an unreduced benefit;

VRS Plan 1 & Plan 2 Member Benefit Profile Statements Will Be Available Late August/Early September

• Information about your life insurance;

• Your eligibility for the VRS health insurance credit (you must be enrolled in VRS for at least 15 years). The health insurance credit gives you money to be used to offset your health insurance premiums, regardless of what health insurance plan you may be enrolled (LCPS, your spouse, Medicare, etc).

For VRS Hybrid MembersAs a VRS Hybrid Retirement Plan member you can review your account balances through myVRS. In early 2017, hybrid members will have access to the benefit estimator and Retirement Planner in myVRS, which will allow you to project your retirement options.

VRS Hybrid Financial Workshop October 19th Are you enrolled in the VRS Hybrid Retirement Plan (new employees hired on or after January 1, 2014) and want to learn more about your retirement benefits and the 457 voluntary contribution component of your plan? Did you know there is an additional employer match available to you if you make a voluntary contribution to the plan?

Representatives from VRS and ICMA-RC will review features of the VRS Hybrid Retirement Plan and how maximizing your contributions can help you meet your retirement goals.

Wednesday, October 19 5:30pm–7:00pm Administration Building, Ashburn

Registration Required

To help members save for retirement, the Virginia Retirement Systems

Hybrid Retirement Plan was designed so that voluntary contributions automatically increase by 0.5 percent every three years. If you are a hybrid plan member, your first automatic increase,

called auto-escalation, will take place January 1, 2017. The

automatic increases will continue every three years until you reach the maximum voluntary contribution of four percent.

What does .5% look like? If your regular pay is $1,750 (before any deductions are taken), your pre-tax deduction will increase by $8.75. Remember, LCPS is matching a portion of this as well. So not only are you adding money to your retirement account, so are we! The more you add (up to the 4% maximum voluntary contribution to Hybrid), the higher your matching amount!

You will have the opportunity to opt-out of auto-escalation this fall. VRS will send you information on the automatic increase and the steps you need to take if you want to opt-out of participation.

If you have questions about the Hybrid plan, please check out the Virginia Retirement System website— www.varetire.org.

Are you a VRS Hybrid Retirement plan member? Come learn more about the Hybrid Voluntary Deduction and what auto-escalation means to you. Registration is required.

Changes Coming to Purchase of Prior Service (PPS)

Have you been putting off buying back service from that refund

you took in 2000? You may want to purchase it soon. Beginning January 1, 2017, purchase of prior service provisions will change, simplifying

the purchase process and ensuring that the

purchase cost more closely reflects the actual cost of providing the additional benefit in retirement.

What does that mean for you?

• Purchasing service now may save you money.

• Changes may increase the cost of purchasing service credit for some types of service.

• There will be limits on the number of months eligible for purchase of some types of service.

If you decide to purchase service before January 1, 2017, keep in mind:

• VRS recommends that you apply to purchase your service no later than October 1, 2016.

• If you purchase through a salary-reduction agreement, you must have deductions taken for the month of December 2016, or earlier.

• If you use a lump-sum payment method, the full payment must arrive at VRS no later than December 30, 2016.

Prior service credit counts toward the years needed to become vested, eligibility for retirement and the health insurance credit. Use the Refunded Service Compar-ison Estimator in your myVRS account to compare the cost of purchasing refunded service before December 30, 2016, versus after January 1, 2017, when the provisions change.

Find out if you are eligible to purchase prior service and estimate costs under current provisions.

View prior service cost and eligibility periods under current provisions.

Provision Changes Effective January 1,

2017
