FOREWORD
The methodology presented in this document consists ofprocedures for examining the capabilities of laboratories toperform physical testing on industrialized building. Testsrequired in ANSI A119. 1-1969 and in the Laboratory Evaluationand Accreditation Program (LEAP) "Criteria for Testing Labora-tories"* form the basis for the examination of technicalresources. Therefore, this report on Methodology is a companiondocument to the LEAP report on "Criteria for Testing Labora-tories."
A Laboratory Examining Agency is envisioned, acting at theconvenience of the State Accrediting Authorities, within a
relationship described herein under sections entitled "This is
LEAP" and "General Information for Laboratories Applying forAccreditation Under the LEAP Program for Industrialized BuildingIncluding Mobile Homes". Both of these descriptions form a
part of the Advance Information Package which is included underthe chapter "Initial Communications".

INTRODUCTION
This document deals with the collection of technical in-formation about laboratories. A two step process* is presented:(1) study of advance information supplied by the laboratory and(2) on-site examination of laboratory resources. Figure 1 illus-trates the sequence of events from initial communications tofinal report.
Initial Communications -- Briefly, the flow of eventsshown in Figure 1 begins with the Initial Communications Phasewhen a laboratory applies to a specific state for accreditationunder that state's LEAP regulations. The state then notifies theproposed Laboratory Examining Agency to initiate an examinationof the laboratory's technical capabilities. The LaboratoryExamining Agency does this by sending an Advance InformationPackage to the laboratory. The package includes orientationinformation, the Criteria for Testing Laboratories and anexamination application form. After reviewing this material,the laboratory completes the application form and returns itto the Laboratory Examining Agency.
Advance Preparation -- Upon receipt of the laboratoryapplication, the Laboratory Examining Agency then notifies thestate that an application for examination has been received.This event starts the Advance Preparation Phase. The stateproceeds with its own appraisal of the laboratories businessoperations and the Laboratory Examining Agency initiates a
thorough study of the technical information furnished on theapplication.
After the examining agency has completed the study of thetechnical information and determined that there are no criticaldeficiencies in the laboratory resources or gaps of informationin the application, and has approved the proposed set up forthe test demonstration, an on-site visit is scheduled.
On- Site Visit -- During the On-Site Visit an examinercollects information in two ways. First he completes a
questionnaire, obtaining the needed information through visualinspection and by direct questioning of the laboratory staff.Secondly, the examiner observes the demonstration of an actualtest as proposed by the laboratory. The examiner may alsophotograph non-proprietary facilities and test set ups . Atthe close of the on-site visit, highlights of the collectedinformation are reviewed with a person designated by the1 ab oratory

Repo rt -- The Laboratory Examining Agency prepares a
technical report consisting of a compilation and summary ofinformation gathered during the Advance Preparation and On-SiteVisit Phases. Copies are mailed to the candidate laboratoryand the State Accredi tat i ng Authority. If, within a reasonableperiod of time,* the laboratory seeks accreditation in otherstates, a copy of the technical report will be furnished tothose states in lieu of repeating the laboratory examination.
The following is a more detailed outline of proceduresused to collect the technical information -- a part of thetotal information to be evaluated by the state as a basis forgranting accreditation to a testing laboratory. Included arecertain procedures and recommended forms felt to be expedientand necessary to the work of the proposed Laboratory ExaminingAgency and the State Accrediting Authori ty (s ) .

INITIAL COMMUNICATIONS
The objectives of the Initial Communications Phase areto convey to interested laboratories the objectives andrequirements of the Laboratory Evaluation and AccreditationProgram, and to receive from candidate laboratories preliminaryinformation on technical resources.
The initial communication phase begins when a laboratory,that wishes to be accredited notifies a particular state thatit is as capable of performing physical testing on mobile homesand other industrialized structures. Under authority establishedby state regulations for the Laboratory Evaluation and AccreditationProgram, the State Accrediting Authority then requests thatthe Laboratory Examining Agency start the technical examinationprocess .
This process is initiated by sending four documents (seepage 4) to the laboratory. These four documents make up theAdvance Information Package. One of the four, the Criteriafor Testing Laboratories, is published under separate cover.Suggested models for the other three items and for a samplecover letter are presented in this section.
One of the documents included in the Advance InformationPackage is the "Application Form for Laboratory Applying toState for Accreditation Under LEAP Program." Submittal of thecompleted application form to the Laboratory Examining Agencymarks the end of the Initial Communications Phase.

FOREWORD *
The sample brochure "This Is LEAP" was prepared by theCenter for Building Technology, National Bureau of Standards,for the National Conference of States on Building Codes andStandards (NCSBCS). The subject of the brochure is that thestate is answering inquiries from interested parties regard-ing a recently passed law es i^abl i shi ng a state LaboratoryEvaluation and Accreditation Program (LEAP).
The states have expressed urgent need for development ofa program providing for state recognition of institutions thatare competent to evaluate industrialized buildings and/orbuilding components. The program should also provide the stateswith a basis for informal reciprocity of laboratory accredita-tion findings and the results of laboratory evaluations ofbui 1 di ng systems
.
To allow the earliest possible initiation of the process,NCSBCS has suggested that a pilot program be initiated usingthe North Carolina regulations for industrialized buildings,which adopts by reference the only existing national consensusstandard for a complete building system, ANSI A119. 1-1969Standard for Mobile Homes. These regulations allow A119.1 tobe used as a reference for building modular dwelling units andother factory built structures, as well as mobile homes.
Using the pilot program as a foundation, the brochure "ThisIs LEAP" explains how the laboratory accreditation program works.The brochure references the A119.1 standard. While the contentof A119.1 applies specifically to mobile homes, the programoutlined in "This Is LEAP" describes procedures for accredi-ting laboratories that can later be applied to all industri-alized building systems by making appropriate changes in therequirements and criteria. A119.1 is being used only to builda system for evaluating laboratories. No implied endorsementof the A119. 1-1969 Standard is intended by NBS.

THIS IS LEAP
INTRODUCTION
Building technology is changing rapidly and we are wit-nessing increasing industrialized production of a widerange of complex construction components and assemblies.Designers and builders want to take advantage of these techni-cal and economic advances and this demands more technicallydifficult evaluations by cc^c officials. Such evaluationswould also entail trips to distant factories and the need forregular follow-up inspections.
Because industrialized building systems may be manu-factured outside the state borders and often times willinvolve innovative processes about which little field experiencehas been gained, the State of * has establishedregulations for recognizing competent, bui 1 di ng- eva 1 uat i oninstitutions. Interested laboratories may apply for accreditationunder the * regulations entitled "Laboratory Evaluationand Accreditation Program" (LEAP).
WHAT DOES IT ALL MEAN ?
FOR THE LABORATORIES -- Accreditation by the State of* means that the work of a laboratory will be
accepted by * , whether or not the housingsystem producer or the laboratory itself is located withinthe borders of this state.
FOR THE HOUSING SYSTEM PRODUCER -- The LEAP Program is
designed to assure equitable evaluation of industrializedhousing products or techniques, particularly those of aninnovative nature.
FOR THE CITIZEN -- The LEAP Program is one of the keyelements needed to assure that building components, fabricatedand assembled in factories, will be subjected to inspectionsequivalent to those given to on-site constructions.
FOR THE STATE -- The LEAP Program enables the state tosummon the best combination of government and privately ownedtechnical resources to the task of evaluating the design andquality of prototype dwelling units, and of certifying con-formance of production units with approved prototypes by

providing follow-up, compliance assurance services. LEAP alsoopens the door for competent, tax-supported, building depart-ment laboratories, to request accreditation by * .
The credibility so established is intended to be the basis forinformal interstate reciprocity of dwelling certificationprograms, with all the attendant economies that this entails.

LABORATORY ACCREDITATION
The accreditation "team" lineup and relationships areillustrated in Figure 2. A summary of the functions andresponsibilities of each member of the team follows.
Authority for the LEAP Program stems from state regula-tions entitled "Laboratory Evaluation and AccreditationProgram." Basic elements of the regulations include:

The accrediting authority is that state agency which ischarged by LEAP Regulations with implementing the program.Functions of the accrediting authority include:

0 Grants or denies initial accreditation based onresults of it's own investigation of laboratoryoperations and LEA's examination of laboratorytechnical capability.
0 Withdraws accreditation, for cause, based onfollow-up reports on laboratory operations ortechnical performance, or the results of the re-gular, periodic re-examinations specified in LEAPGuidelines.
Information gathered by the accrediting agency and LEAis considered proprietary and will be handled as provided bythe LEAP Guidelines.
LEA is the Laboratory Examining Agency responsible fordetermining the capability of applicant laboratories to per-form tests, evaluation, and/or compliance assurance required bythe housing standard. The agency is composed of laboratory ex-aminers skilled in the respective disciplines, and expertsresponsible for recommending to a consensus body thosechanges needed to upgrade the laboratory-evaluation procedurestandard.
The laboratory-evaluation-procedure standard providesthe criteria and methodology for LEA's examination of a
laboratory. Cost of the examination is borne by the appli-cant laboratory. The examination itself is composed of threepa rts :
0 Review of advance information on technical resourcesfurnished by the laboratory to LEA.
0 On-site examination of technical resources, includingdemonstrations by laboratory personnel of set-up andprocedures for conducting required tests, analyses,and/or quality assurance tasks.
0 Submission of a final report to the State AccreditingAuthori ty

While the Laboratory Examining Agency operates at theconvenience of the state, the agency is staffed and supervisedby an independent, nationally recognized organization and

functions neither as an arm of state government nor as a
commercial or tax supported testing, evaluation or complianceassurance laboratory (See definition in "Laboratory" below).
LABORATORYTESTING LABEVALUATION AGENCYCOMPLIANCE ASSURANCE AGENCY
As illustrated in the heading, the term "Laboratory" is
used loosely here to describe any one or a combination ofthree types of organizations applying for accreditation under
* 's LEAP Program for industrialized buildingincluding mobile homes. Distinctions between the terms TestLaboratory, Evaluation Agency and Compliance Assurance Agencyare given in the definitions of the laboratory evaluation pro-cedure standard. A laboratory having the appropriate compe-tence may apply for accreditation in any or all of the abovebasic functions. However, the laboratory will be examinedfor competence using separate criteria for each of thefunctional areas requested.

This consensus standard is the criteria used by theLaboratory Examining Agency in evaluating the capability ofa particular facility. LEA examines the laboratory's capa-bility to test, evaluate and/or perform follow-up complianceassurance work with reference to the nationally acceptedconsensus dwelling standard adopted by the LEAP GuidelinesAs discussed under the "Laboratory" block in page 13, thecriteria provides that a particular facility may requestaccreditation to perform services covering one or all of thedisciplines mentioned therein.
If the laboratory seeking accreditation believes thatimproper interpretation or application of the LEAP Guidelinesby the accrediting authority has caused the denial of accredita-tion or the withdrawal of previous accreditation, the, 1 aboratoryhas recourse. The LEAP Guidelines include an appeals proceduresand the establishment of an objective, third party, appealsboard.

It is the purpose of this information sheet to assistyou in interpreting the application requirements for techni-cal resource examination under the LEAP* program. The dis-cussion that follows pertains to these three documents:

A thorough understanding of A119. 1-1969 and the LEAPCriteria will be necessary in order to successfully completethe application.
You have indicated interest in accreditation as a
Testing Laboratory to perform testing services on industrializedbuilding.
The distinction between the terms Testing Laboratory,Evaluation Agency and Compliance Assurance Agency is given in theDefinitions, Criteria Part 1. Note that a laboratory havingappropriate competence may apply for accreditation to performany or all of the above three basic functions. The laboratorywill be examined for competence in each area requested.
As a Testing Laboratory you may apply for accreditationin one or more of the following building system disciplines:
0 Electrical Testing
0 Fire Safety Testing
0 Heating, Ventilating and Air Conditioning(HVAC) Testing
0 Plumbing Testing
0 Structural Testing

There is space on the application form to indicate thosebuilding system disciplines for which you wish to make appli-cation. If you select more than one discipline you will needto fill out a separate application form for each.
The Laboratory Examining Agency will collect data on
your laboratory's technical resources and technical com-petence. The Laboratory Examining Agency will not evaluatethis data but will submit it to the State Accrediting Authorityfor evaluation along with certain other information gathered bythe state.
The technical resource examination conducted by theLaboratory Examining Agency consists of two parts:
0 Written and graphic information supplied to thisoffice by your laboratory, as indicated on theapplication form

0 An on-site visit by an examiner to inspect labora-tory facilities, to review test procedures andpolicies and to observe test demonstrations byyour laboratory personnel in accordance with in-structions on the application form.
The application form includes several questions regardingthe willingness of the laboratory to allow the examiner to dohis job in a specific way. Unwillingness of the laboratory tocooperate with this aspect of the evaluation may result inrejection of the application.
In order to qualify as a testing laboratory it will benecessary to show i n - h o u s e capability to perform all of thetests required under the appropriate discipline in A119.1 andthe Criteria. The ability of your laboratory to witness orevaluate tests performed by others or to actually performtests using outside equipment, instrumentation and facilities,will not in general, qualify you as a testing laboratory underthis program.
The State Accrediting Authority may, under certain cir-cumstances, permit a small part of the total testing to besubcontracted. Conditions for granting such exceptions willinclude, but not be limited to the following:
a) The percentage of the total testing capability tobe subcontracted must be less than approximately

b) The prime laboratory assumes full responsibilityfor work done by the subcontractor.
c) The subcontractor is examined by the Laboratory Examin-ing Agency, for the subcontracted portion only.
d) A full description of the tests to be subcontractedand a copy of the contractural provisions are fur-nished by the candidate prime laboratory and approvedby the State Accrediting Authority.
e) The State Accrediting Authority finds the competenceof the subcontractor to be acceptable. Note: Thesubcontractor will not be independently accredited.
f) Once accredited, the prime laboratory agrees tomaintain the approved contract in force with thesubcontractor until the prime laboratory requestsand receives approval for different subcontractarrangements from the State Accrediting Authority.Failure to comply with this requirement may subjectthe prime laboratory to immediate revocation ofacc-redi tat i on .
A schedule for the on-site laboratory examination willbe proposed by the Laboratory Examining Agency, subject toapproval by the laboratory, after the completed applicationshave been received and accepted.

TEST DEMONSTRATION

ADVANCE PREPARATION
Associated with the Advance Preparation Phase are twobasic objectives for the examiner:
0 Review the advance information and compare it to
the minimum requirements of the Criteria.
0 Organize the information furnished and relate it
to information to be sought during the on-site visit.
The Advance Preparation Phase begins when the LaboratoryExamining Agency notifies the state than an application forexamination has been received and that, at first glance, it
appears complete. The state then initiates it own review oflaboratory business operations while the Laboratory ExaminingAgency proceeds with a thorough review of the technical infor-mation provided by the candidate laboratory.
Resumes of laboratory personnel are reviewed by theLaboratory Examining Agency; specific individuals are keyedto appropriate parts of the questionnaire to be used forreference during the on-site examination. Pertinent education,training and experiences are tabulated for future inclusion in
the technical report.
Lists of the laboratory's instrumentation and test equip-ment, and sketches and photographs of building facilities,test area and special test equipment are reviewed by theexaminer. Wnere possible, the review is augmented by studyof manufacturer's operating instructions and maintenancehandbooks. The examiner utilizes this information both toacquaint himself with the laboratory's resources in advanceof the on-site visit and to check that mi ni mum requirementsof the Criteria are satisfied.
If critical deficiencies in laboratory resources or gapsin information are evident, these are resolved with the lab-oratory before scheduling the on-site visit. Failure tocorrect critical deficiencies (reference minimum requirementsspecified in the Criteria) within * months will result intermination of the examination process, with notification tothis effect being sent to the laboratory, through the state.The laboratory may submit a new request for accreditation, tothe state, no sooner than * months after the date oftermi na t i on .

INTERVIEW GUIDELINES
The following guidelines pertaining to the interview areincluded for use by the examiner in preparing for the on-siteexamination of a laboratory. Special note should be made ofthe attitude of cooperation that these guidelines stress. Theexaminer should be aware that everything he says and doesreflects on the total evaluation program. He should alwaysconduct himself in a manner that will be a credit to himselfand the program.
It is advisable to confer with the laboratory or sectionmanager prior to approaching the supervisors and test opera-tors. The manager should be given a brief overview of theexamination program and his cooperation should be solicited.With the support or acquiescence of the manager, directemployee participation should then be sought.
The processes of fact gathering are probably fraught withmore pitfalls than any other area pertaining to laboratoryevaluation. The people supervising and performing the testsrepresent a prime source of information concerning the labora-tory. The process of accumulating facts regarding the overalllaboratory (as a system) may carry the impl Icatiors , to theperson supplying information, of dissatisfaction with currentoperations. Thus, this prime source of information may becomeresentful, fearful, and uncooperative. This potential problemcan be minimized by using a tactful approach and by verifica-tion of data against alternative sources.
Getting along with people is extremely important insurvey initiation and data gathering; however, it cannot bereduced to a set of rules. A friendly and pleasant mannercoupled with a genuine interest in the other person consti-tutes the right combination.
Interviews with personnel should be researched and plannedin advance. Organizational structure and position descriptionscovering the area of the Interview provide excellent preliminarydata. In addition, previous examination reports, other datafurnished on the application form, the Methodology procedures,and the Criteria for Testing Laboratories, provide valuablepreliminary information. The examiner shall become thoroughlyacquainted with this material.
From this advance information an interview outline will bedeveloped. Armed with background knowledge of the laboratorygained from the advance Information and an interview outline,the examiner is now ready to keep the interview appointment.Be prompt for the appointment. If a change in schedule mustbe made, make it as far in advance of the date set as possible.

Last minute cancellations or changes are discourteous andirritating.
Never argue! If an argument develops^, change the subjectto areas of known interest and try to avoid an early returnto the subject of contention.
Take notes. They help organize the material and clarifythinking. The individual being Interviewed is likely to bemore cooperative if his ideas are important enough to berecorded. Be a good listener firsts and a good talker second.You learn more by listening than talking.
Conclude the interview promptly when the necessary infor-mation has been acquired. Strive to keep the interview withinthe planned time span.
During preliminary study of the advance information, anattempt at blocking segments of time to be spent with eacharea should be made. As experience 1s gained, more preciseallocations of time will be possible. However, it shouldalways be uppermost in the examiner's mind that there areother interviews to be conducted and more questions to beanswered. The examiner should avoid falling into the trap ofbeing willing to listen beyond the established time of theinterview. This creates the impression that the examiner hasnothing else to do and eventually may lead to the examinerbeing blamed for wasting time.
Information obtained from the interview must be verifiedwhere possible. This can be accomplished by comparing theinformation obtained in various interviews. Where possible,discrepancies should be resolved by observation of actualoperations or by returning to the individual at variance.
Existing laboratory records and documents may save theexaminer a great amount of time and avoid the recording offacts already documented. Procedures, position descriptions,laboratory manuals, etc., all represent valuable sources ofinformation. These, however, should be verified by observa-tion, as they may or may not reflect current conditions inthe laboratory. Recent figures may be available in finalreports, control records, tabulated listings, etc.
The examiner should avoid making any judgmental remarks,i.e. "good show," "poor procedure," etc.
After preparation, advance study and practice, theexaminer will still find situations that call for clearthinking and tact. As experience is gained, the accomplishedinterviewer will find his own means of establishing a success-ful interview technique that will enable him to handle theunusual situation.

A closing interview shall be held with the manager orhead of the laboratory or with such persons as he may design-ate. The examiner will review pertinent aspects of theinformation gathered and provide the manager an opportunityto make additions or clarifications. Record all additionalinformation in its appropriate location on the questionnaire.Do not delete or remove any information obtained previously.
After a brief review, thank the manager or head of thelaboratory for his time. Do not leave notes, reports, copiesof reports, scratch paper, questionnaire or any personal itemsbehind.

INTRODUCTION
The questionnaire is an organized series of questionsarranged by building system discipline, to be employed by theexaminer in collecting information during the on-site visit.Two types of questions are ^'eluded; those in which the in-formation is obtained through the personal observations ofthe examiner and those in which directed verbal questions orwritten technician quizzes are answered by laboratory personnel.The examiner will record the answers for both sources of in-formation. The scope and wording of the questions are design-ed to minimize subjective judgments on the part of the exam-iner.

RATING SYSTEM
The intent of the rating system is to provide a means ofsummarizing the body of examination data, in a manner whichcan ultimately lead to a f 1 : re of merit. This figure ofmerit can be related to a minimum rating established by theaccrediting authority as commensurate with satisfactory tech-nical competence.
Each question is classified either as a "must" or a
"want." li" a question related directly to a mandatory require-ment of the Criteria, then it is a "must" (M) . Musts repre-sent Go, No-go criteria and thus they are not numericallyweighted. If the objective of the question is a desirable,but not mandatory, characteristic or attribute of the labor-atory, then it is a "want" question. "Wants" are expressedin terms of relative desirability and thus they are numericallyweighted.
WEIGHTING SCALE
Weight is the value attached to the subject matterof the question.
The first step in the weighting process is to es-tablish the position of each "want" objective relativeto the desired goal of the laboratory's competence toperform physical testing. This is done by giving it a
numerical weight of importance.
The particular scale used is arbitrary. However,it does allow for discrimination in recording the im-portance of each objective. Table 1 illustrates theweighting scale used in the Methodology Questionnaire.
SCORING SCALE
The score is the degree of completeness with whichthe laboratory meets the objectives underlying the ques-tion or the directed visual observation.
Only the answers to "want" questions are scored.If the laboratory fails to meet the requirements of a
"must," the accrediting authority will generally considerthis limitation a barrier to accreditation.

REPORT
Every laboratory examination shall be covered by a writtenreport. The report and attachments shall present an organizedsummary of information collected from the application for exam-ination and from the on-site visit. The basic purpose of thereport is to provide technical information to the state accred-iting authority in support of its evaluation of the laboratory'scapabilities.
The report shall be reviewed and signed by the examinerand by the manager of the Laboratory Examining Agency, beforebeing transmitted.
Copies of the report shall be furnished to the candidatelaboratory and the cognizant state. At the request of thelaboratory, limited copies of the report will also be furnishedto other governmental or industrial organizations. The contentof the technical report shall in no way be used for advertisingpurpos es .
If, within a reasonable period of time*, the laboratoryseeks accreditation in other states, a copy of the technicalreport will be furnished to those states in lieu of repeatingthe laboratory examination.
*A regular cycle of periodic, updating examinations is envi-sioned in "This Is LEAP," page 10.
