Responsible Conduct of Gambling

The Applicant has instigated an extensive range of harm minimization measures, including the following:

• All employees involved in gaming related duties hold a responsible conduct of gambling qualification in an

approved course;

• All prize winners receive prizes in accordance with clause 13 Gaming Machines Regulation;

• The prize schedule of the Applicant is operated in accordance with clause 14 Gaming Machines Regulation;

• The Applicant maintains certain records as per clause 18 and 19 Gaming Machines Regulation;

• The Applicant maintains records relating to gaming machine prizes as per clause 15 Gaming Machines

Regulation;

• No inducements as specified in clause 48 of the Gaming Machines Regulation are offered by the Applicant to

gamble;

• Player information brochures in relevant community languages are kept in the Venue as per clauses 22, 23

and 24 Gaming Machines Regulation;

• Signage containing wordage as per clauses 26,25 and 49 of the Gaming Machines Regulation are located in

conspicuous positions in all gaming areas of the Venue;

• All jackpot link monitors are located in gaming or bar areas only;

• The identities of any prize winners are not published;

• The Applicant does not promote gambling outside the Venue, including not providing gambling signage

which draws attention to the availability of gaming machines in the Venue, includes a term or expression

frequently associated with gambling or relates to gambling franchise or gambling business;

• The Applicant maintains records of its player loyalty scheme in compliance with clauses 42, 43 and 44

Gaming Machines Regulation;

• The Applicant operates its player loyalty scheme in accordance with section 45 of the Gaming Machines Act,

specifically provisions relating to the promotion of cash prizes over $1,000, exchanging prizes for cash,

redemption of bonus points for cash and advises of availability of player activity statements upon request;

• All gaming machines at the Venue are located in areas which do not attract members of the public who are

outside the Venue or are contrary to public interest;

• The Applicant operates its gaming machine operations in accordance with the ClubsNSW Code of Practice;

• No minors are ever allowed access to gaming areas of the Venue;

• Strong links are maintained with established referral systems problem gambling counselling services;

• The Applicant operates the ClubSafe self-exclusion scheme in compliance with clause 47 Gaming Machines

Regulation;

• Consumer information on the chance of winning maximum prizes and jackpots is made available in the

gaming area;

• Gaming machines notices on the dangers of excessive gambling are placed in all required areas;

• Signage on the unavailability of credit facilities, both through access to credit funds via Automatic Teller

Machines and through no facility at the venue;

• No cashing of third party cheques is possible;

• Clocks are clearly visible in all areas of the Venue as per clause 28 Gaming Machines Regulation;

• No gaming cash payments over $2,000 are made;

• No cash prizes in gaming promotions;

• Limiting the value of prize winning cheques to $1,000;

• Only the provision of opt-in marketing is undertaken and only as part of the Applicant’s full suite of

promotions;

• All direct advertising of gaming is contained within the Venue premises and is not visible outside the Venue;

and

• The availability of player activity statements by players upon request is well known.

The Applicant has also implemented additional measures to ensure compliance with recent amendments to the

Gaming Machines Act 2001 and associated Regulation, this includes:

• No ATM in the Venue permits the dispensing of cash withdrawn from a credit account

• Any unclaimed prizes are now processed as follows:

• The Applicant places any unclaimed jackpot winning tickets not claimed within 12 months in a conspicuous

area of the Venue for one month;

• Any unclaimed gaming machine tickets or jackpots not claimed during the 12 month period are now to be

paid into the Community Development Fund;

• All prize winning cheques now clearly state - ‘Prize winning cheque – cashing rules apply’.

Narrabri War Memorial Committee

Application to the Narrabri RSL Memorial & Citizens Club

FINANCIAL ASSISTANCE FOR THE REFURBISHMENT OF THE NARRABRI WAR MEMORIAL

In July 2011 a group of concerned Narrabri citizens were discussing the refurbishment of Narrabri War Memorial. The memorial is situated at 7 Maitland Street Narrabri. The Narrabri War Memorial Committee was formed and has held monthly meetings since. It was agreed that the project should be completed and dedicated on the 25 April 2015, which will be a fitting tribute on the 100th Anniversary of the landing of the ANZACS on the beaches of Gallipoli. The existing Narrabri War Memorial has six brass honour rolls attached to the masonry wall. The names appearing on the honour rolls are those persons who enlisted in the Australian Defence Force (ADF) from the Narrabri District and served in WWII, Korea, Malaya and Vietnam It was decided that additional brass honour rolls will be cast, to include the names of persons who served in WWI and other conflicts e.g. Iraq, Afghanistan and East Timor. The above brass Honour Rolls will be repositioned on polished stone plinths which will be placed along the grassed area parallel to Fitzroy Street. The site where the existing memorial stands will be demolished and a new cenotaph constructed. The new cenotaph will be configured so ANZAC Day Memorial Services and smaller Memorial Services can be held on either side of the Memorial. The new design will also accommodate wheel chair access. The Narrabri RSL Sub- Branch will be financing part of this project, however it is envisaged that money will also be raised from Government Grants, the Narrabri business community and fundraising ventures within the local community (Raffles, Cake Stalls etc). The completion and dedication of the Cenotaph will not only enhance the appearance of the Narrabri District it will also ensure that the persons who served this great country and/or paid the supreme sacrifice will never be forgotten. We are hopeful you will consider this request sympathetically and assist us to raise the necessary fund to complete this worthwhile project. You may be rest assured that your generosity will not be misplaced. You will be instrumental in raising the awareness of the persons in the Narrabri community and people visiting our community of the Courage, Sacrifice and Endurance of the persons who served and who are currently serving in the Australian Defence Force. It is envisaged that the money left over from this project will utilized in the refurbishment and repositioning of the Narrabri West War Memorial from its current position to Reservoir Park opposite the Wilga Hotel. SPECIAL NOTICE FOR NORTHWEST & NEW ENGLAND ZONE

8 August 2012

Following the August Clubs NSW meeting held at the Armidale City Bowling Club, the Zones Clubs passed that a letter of

intent be sent to all Northwest & New England Clubs.

The intention is that Clubs wishing to be part of this comprehensive counseling program be prepared to:

1. Contribute a minimum of ten ($10.00) per gaming machine per annum.

2. Sign an agreement with the NW&NE Zone of Club NSW committee for a twelve (12) month term

3. Provide Anglicare with Club contact details

4. Be part of an education module which will be held in conjunction with a 2013 Zone meeting on the counseling service to be

provided.

Clubs are requested to notify the Zones Secretary of their intension before the Tamworth December Meeting.

As reported in the minutes of the March meeting self-exclusion and counseling was discussed.

Phil Wheaton addressed the meeting on the benefits of working towards a regional Gaming Counseling group to service the

whole Zone.

Larry Apthorp from Anglicare Tamworth was invited to address the meeting on the process and the delivery of all forms of

counseling that Anglicare could offer our Zone Clubs.

Club members explained the need for face to face counseling for their members entering into self-exclusion programs and

the needs that may arise during the day to day operations of a Club. It was stated that clubs may need support immediately

in certain situations and the online process was not the best outcome for the client.

Larry explained that Anglicare could deliver the service in one of three ways, phone, face to face or online or a combination of

all three. Larry stated that Anglicare would work with the Zone’s Club members to develop a program tailored to our specific

needs, which would include a staff and director module that could be presented at a Zone meeting or in a Club as requested.

Geoff Shanley from Wests Entertainment group Tamworth told the meeting of the great benefits in this program and that

Wests had partnered with Anglicare in developing a successful counseling service, which was in addition to the service that

was already available through ClubSafe, our industry provider.

Paul Gordon from Narrabri RSL Club spoke about the cost to implement this additional RCG measure and put forward a

recommendation that all clubs in the New England – North western Zone be levied $10 per gaming machine annually to fund

the project. It is estimated that between twelve and fifteen thousand dollars would be contributed to the scheme, which

would be a ground breaking initiative for the club industry.

Following lengthy discussions it was resolved that notification should be sent to all Clubs in our Zone proposing that we join

with Anglicare.

This would require Clubs to support the program at a rate of $10.00 per gaming machine or what each Club felt it

could afford. Clubs will need to have paid the levy to be involved in the counseling program. It was felt that the

Zones executive (Rod Laing President, Paul Gordon Vice President, Phil Wheaton Secretary/Treasurer and Patrick

Crick State Councilor) would administer the partnership with Anglicare.

This proposal would be finalised at the Zone AGM at Armidale City Bowling Club on 8 August 2012.
