Well it may not have been too cold over the last few months but it has certainly been wet. I hope that it did not distract from your Christmas celebrations. In the last bulletin I made you aware that we would be holding our first professional night in November at Police Headquarters. This was a new venture for the Branch and one that certainly proved a winner. I have never received so much positive feedback and without doubt it was a tremendous success. The presenter was Chief Superintendent Paul Richardson and he gave a very informative and enjoyable presentation titled Tackling Serious and Organised Crime. The presentation lasted for about ninety minutes and was followed by numerous questions. The evening concluded with a hot pot in the Dining Room. Thanks have to go to members of the Community Engagement Unit at Headquarters for their support in staging the event and the Police Cadets who guided our members between the Lecture Theatre and the Dining Room. Many found their support on the stairs very helpful. A further event is now in the planning stage and full details will be circulated as soon as the they are finalised. Prior to Christmas we received a request from the Community Engagement Unit for volunteers to assist in a firearms training exercise. Needless to say they soon got the required volunteers who enjoyed the experience. The Firearms Training Department were delighted with our response. In December a number of members attended Headquarters to be interviewed by Police Cadets. This year the interview topics were wider than last year and once again the session proved beneficial to all. Please remember if you have any suggestions as to what the Branch may consider implementing for the benefit of the membership then please do contact the secretary or myself. This years Annual General Meeting will be held again at the Liner Hotel. We remain at this venue because it proved so popular to members attending. If you have never been, do consider coming along and meeting up with colleagues for a chat. You will be most welcome. As ever please be safe, be careful and remember we remain committed to keeping this Branch at the forefront of Narpo. Cenotaph Parade and Service 2015

O n a grey morning in London on Sunday 8 November 2015, thirty six members of NARPO gathered to represent the Association in the

Annual Service of Remembrance at the Cenotaph in Whitehall. The massed band struck up with 'Nimrod', the pipers played 'Flowers of the Forrest' and the Queen and Royal party took up their places and then Silence. Big Ben chimed the eleventh Hour and at the same time the 'Guns' in Hyde Park signalled the start of the two minute silence. This was a very moving experience and amazing in the fact that there was total silence. Over ten thousand marchers and spectators observed what can only be described as a moment of peaceful thought for those who made the ultimate sacrifice. The second volley from the guns and the buglers of the Royal Marines broke the silence, giving way to the act of remembrance by the Queen on behalf of the nation. The 'March Past' then commenced with representatives of almost every unit from the armed and civilian services taking part. This is the moment that the deeds of many were on display with medals being proudly worn by the veterans of the many wars and conflicts in our lifetime. At this point it was our turn and, completely in time, we marched past the Cenotaph with an 'eyes left' and then onward to Horseguards Parade.

An 'eyes right' was the order as Prince William took the salute before all marchers gathered on Horseguards for the National Anthem prior to dismissal. As one of the five Merseyside Members in the NARPO group, the experience was one to be locked in the memory bank as an act of great reverence to the memory of the 'fallen heroes'. Thank you.

Liverpool City Police - Information Room

M y son in law, Colin Carter, a recent new member of NARPO, had the unenviable task of dealing with the estate of the late D/Sergeant Maureen Walsh. You may remember her days at C.I.D. Central. Maureen joined the Liverpool City Police in

1954 and served in the Liverpool and Bootle Constabulary and Merseyside Police, before her retirement. The reason for this letter, along with the pictures, is that Colin found them in her effects. When Colin showed them to me they brought back memories of my early service in Liverpool City and I remember well the day I spent during my ‘local procedure course’ when I visited Headquarters in Hardman Street. One at a time we were shown the Information Room and I found it hard to believe that such a small staff answered all the emergency calls to the Police throughout Liverpool. With their pencils at the ready a call was received and an incident sheet was made out and put onto the conveyer belt in front of the operator to send it to the “CH” radio operator at the head of the table. These days I find it hard to believe the

amount of work those operators, including the Inspector, actually got through when you consider the “empire” that the control room is to-day. When I was eventually allowed into the front seat of a Police vehicle, at first, I found it daunting to answer the radio. At that time Liverpool City Police had an excellent operator, I think his name was Tommy Ronayne. Where and what he didn`t know about Liverpool was not worth knowing, he could direct officers to any address and was worth his weight in gold. The other picture is of Maureen and her colleague operating the old telex machines. I don`t know if you ever had to operate one but they typed one key behind the key you were going to use next on the keyboard. I still have nightmares. I got a lot of pleasure seeing the pictures and remembering old times and I thought members would be interested in looking at them.

‘H’ and ‘T’ Reunion

T he ‘H’ and ‘T’ Reunion will be held on Wednesday 18 May 2016

at the Riversdale Police Club from 12.00 noon onwards. This is the meeting of the more mature Traffic Officers and friends, in the consumption of fine food and drink. Younger members are welcome to attend as an appreciative audience. London Marathon 2016

Professional Evening

T he Branch Committee has been looking at various ways to widen its services to members and it was felt that a ‘professional evening’ at Merseyside Police

Headquarters on Thursday 26 November 2015 should be arranged. With the support of the Chief Constable, it was decided that Chief Superintendent Paul Richardson would host the first evening with a presentation entitled ‘Tackling Serious and Organised Crime’. Paul Richardson is the Force lead on this and his presentation described how in 2015 Merseyside Police deal with serious and organised crime and how all areas of the force play a vital role in achieving positive outcomes. He demonstrated how the different Areas and Departments work together in the investigations and provided an opportunity for members to ask questions and compare how things were done in ‘their’ day. On conclusion a buffet was served which provided further opportunity to speak to Paul and, of course, with former colleagues. It is intended to arrange further evenings in the future. The feedback following this event was extremely positive and a number of emails and letters were received including the following email from Albert Kirby. ‘I had the pleasure of attending the presentation. Paul Richardson’s presentation regarding Major Crime was enlightening to say the least. When ‘we’ joined the Force, it was not uncommon for the old hands to say ‘the jobs f….. lad, why did you join’. Listening to ill-informed members of the media and other social commentators, I have no doubt the general public and retired members would be thinking the same. Just how wrong they are. I and others who were present at the presentation came away knowing that ‘Our Force’ is a leading example of how the demands of the modern Police Service is being managed and bolds well for the future. Thank you very much and I hope the opportunity arises again when we can hear directly other aspects of modern policing.’

Widows Pension Changes

R ules enabling widows and widowers of police officers killed in the line of duty to keep their pensions if they decide to remarry came into force on 18

January 2016. This change, which applies to the 1987 Police Pension Regulations, was welcomed by many but NARPO has expressed disappointment that the change only applies to those who marry on or after 1 April 2015 and that any pensions surrendered before this date will not be reinstated. This is good news for some police widows whose husbands have died as a result of their duty but NARPO will continue to campaign for all widows pension to continue in all cases not just the ones identified above.
