Taking a break from his job as regional manager of the new Nantucket branch of Cape Cod Five Cents Savings Bank, Stambaugh rolled out the memories, starting with Olathe, Kansas, a small rural town where he was raised. When he was 10, he began working in his parents’ neighborhood meat market after school as a butcher. It’s a skill that — by later working at Safeway grocery stores — paid his way through col- lege. rounded by Union, Salem, Main and

Washington streets, what looks like one build-

ing are actually two, joined in the latter half of

the 19th Century. They are amongst the few

buildings to survive the Great Fire of 1846.

also juggling a double minor in physics and philoso-

phy. He received a teaching assistantship for graduate

work in the University of Wisconsin’s math depart-

ment and subsequently chose a job offer from IBM,

one of several corporate suitors. Stambaugh and his

wife, Beverly, whom he met at the University of

Wisconsin, moved to Boston where he sold the com-

pany’s large computer systems while also being

trained as a banking specialist.

“They trained you to be the CEO of the company,

so you could see how to improve their bottom line

through the use of computers,” he explained.

Stambaugh took quickly to banking and financial

services and after a decade with IBM, he opted to join

one of its customers, State Street Bank. He managed

four separate divisions for State Street, later invited to

use his knowledge to assist a number of investment

management companies including Fidelity, Cigna

and Deutsche Bank.

In 2002, Stambaugh tired of the corporate life and

left Deutsche Bank to move year-round to the island,

settling in at the comfortable Polpis summer home he

and his wife had built in the 1980s.

“The question was, what do I want to do next?” he

said. “I’m not one to sit around, so I began volunteer-

ing at the Food Pantry and was on the family selec-

tion committee for Habitat for Humanity. We went

through all the same stuff you would do for a bank

with a mortgage.”

With his enthusiasm for the banking business still

keen, Stambaugh could not resist responding to an ad

by Nantucket Bank seeking a branch administrator

and marketing executive. Stambaugh spent seven

“great” years there before retiring again two years

ago. Well, at least he tried to retire.

Though he was enjoying rounds of golf with

friends, puttering in his yard and helping nurture the

success of the Community Foundation for Nantucket,

Stambaugh could not shake his ties to the banking

world. In his opinion, the island needed a third bank;

one that would be and stay locally grounded to meet

the needs of all customer levels. Backed by research

into the feasibility of such an idea, he contacted the

CEO of Cape Cod Five and suggested it would be a

good fit for the Nantucket community. Next month,

the Cape Cod Five will open on West Creek Road,

already having begun doing business by appointment

while the building site is readied.

Banks differ, Stambaugh explained, pointing out

that Cape Cod Five has 14 branches on The Cape and,

rather than being a subsidiary of a giant institution, is

a mutual savings bank established in a trust.

“It can’t be bought,” he said.

And while this decade’s lending crisis may have

forever changed and intensified the way banks scruti-

nize loan applications, Stambaugh asserts that his

bank stresses its emphasis on examining loans on an

individual basis. If a particular application does not

qualify initially, Stambaugh said the Cape Cod Five

advises customers as to how to improve their situa-

tion to gain future approval.

“Basically, a bank is looking to know they can be

repaid,” he said, noting that today, a good credit rat-

ing, ability to make a down payment and financial

documentation are key elements to buying into the

real estate and business markets.

He also made a recommendation for first-time

buyers to consider that not long ago seemed too risky:

flexible rate mortgages. There are a few different for-

mulas for variable rates that carry historically low

interest charges and have a cap on increases. A young

family, for example, may know ahead of time that

they will outgrow their first home in 10 years. In such

a case, they may be wise to take a flexible rate that

will not increase for 10 years so that they can sell,

move and be free of that mortgage before the raise

and also do not lock themselves into a fixed 30-year

rate that will not change over the life of the loan.

It is easy to see how deeply Phil Stambaugh has

immersed himself in island life — as well as Beverly,

who for years has been caretaker of the plants at

Nantucket Cottage Hospital. Besides his work with

the bank, he is now president of the board of the

Community Foundation for Nantucket and a cantor at

St. Mary’s Church. He still manages to play golf year-

round, attends as many arts events as possible and

sings in the community chorus.

So much for retirement.

“I do tend to stay pretty busy,” he said, laughing.

Bob Mooney details the buildings’ use as the town

and county building, and the first real headquarters

of the Nantucket Police Department. The police

department had been located at 15R Vestal St., also

the site of the island’s first jail, the famous Old Gaol,

named for the gallows once present in front of it.

“Even Nantucket could not deport all its prob-

lems, and history indicates that the first prison in the

U.S. was built on Nantucket in 1696 for $2,090 when

the town felt a need to confine the rowdy sailors who

frequented the port,” said Mooney.

In 1805, the town built a stronger pokey at this

location out of enormous, thick oak timbers but-

tressed with iron bolts built into the walls from end

to end with iron rods across the windows and heavy

wooden, iron reinforced doors.

“The solidly built jail forced prisoners to come up

with creative escape plans,” said the Nantucket

Historical Association on its historic sites page of its

web site. “Archival material held at the NHA

Research Library contains many accounts of suc-

cessful and unsuccessful prison-breaks, including

one of a 15 year-old boy who crawled out the chim-

ney flue, and of a prisoner who had a key delivered

to his second floor window by a woman using a

block and tackle pulley system constructed for the pur-

pose.”

But as the island’s population grew during the whaling

era, Nantucket’s police force outgrew its Vestal Street

location and, requiring a proper space to work from, in

1836, “Town Treasurer George Cobb, Esquire purchased

Coffin’s building at 2 Union St. for the inhabitants of the

Town of Nantucket for $2,500,” according to the Historic

American Buildings Survey documents. This new police

station included one office with a room behind it with jail

cells. The five-man police force, said Mooney, worked

with one man on duty during the day and two at night for

several decades.

This HABS report also states that in 1884, the town

expanded its offices when it bought Athearn’s building at

2 Union St. and merged it with the one Coffin built. The

brick wall dividing the two buildings remains visible from

behind chipped plaster. And in 1889, offices were built for

the Registry of Deeds, the Tax Collector, Agent of Poor

Department Police Department, Town Treasurer, Town

Clerk, Judge of Probate and Probate Office, Clerk of the

Courts and the Assessors Office.

The Nantucket Police Department was the first to

vacate 2 Union St., making its move to a bigger space in

1952 at 1 East Chestnut St. where the Nantucket Regional

Transit Authority is based today. Nantucketer MacMillan

Clements donated the new police department building to

the town. Clements’ company manufactured small, low

profile houses designed to withstand the elements of

Alaska and Antarctica. Clements’ company also built all of

the houses on Nobadeer Way to those specifications. But

the rest of the town offices at 2 Union St. remained until

1966.

“In 1961, the building was ruled unsafe by the State

Department of Public Safety, several serious structural

weaknesses having been discovered,” said the HABS. “It

was not until May 1966, however, when the Town and

County office building on Broad Street was completed, the

building was vacated by the rest of these town depart-

ments.”

After moving out completely, the town donated 2 Union

St. to the Nantucket Historical Association, which, aided

by the Nantucket Historical Trust, restored the building for

use by the NHA’s offices until growing pains forced them

over to their current location at 15 Broad St.

In 1980, the police, under Police Chief Paul E. Hunter,

moved into the new Nantucket Fire Department building

just steps down East Chestnut Street at 20 South Water St.

with enough space for a police force of 25 regular and

eight special officers and dispatch personnel. The next big

move of the Nantucket Police Department, one that its cur-

rent police chief, Bill Pittman, surely hopes is the last, will

occur by the end of March when the police and several

other town departments move into the 36,871-square-foot

Nantucket Public Safety Facility at 4 Fairgrounds Road.

Although the town left 2 Union St. in 1966, the words

“Town and County Offices” are still visible above the

main entrance on the Union Street side. Occupying it

today are the Nantucket Preservation Trust, Nantucket.net,

BB Design and Monogramming, David Lazarus Studio-

Gallery, Conley & Wood CPAs, and Tottie Bean on the

Washington Street side.
