Intellectual Property Rights
NOWG and NeuStar cannot come to agreement.• Narrow View: Only intellectual property created by or
for NANPA and the associated equipment modified to run that intellectual property are transferable.
• Broad View: All intellectual property that NANPA obtains via purchase or development, and all equipment used with that intellectual property, are potentially transferable if obtained following
Lockheed Martin’s selection as NANPA.

Intellectual Property Rights (cont.)
Information the NOWG is providing to the NANC:
• Rationale of the narrow and broad views
• Questions and answers exchanged between NOWG and NANPA and NeuStar
• Page ______ of the FCC order addressing IPR
• 1997 ex parte from Lockheed Martin proposing definition of “transfer at no cost” meaning licensing agreement
7
Intellectual Property Rights (cont.)
Suggested NANC next steps forward:• Have the NANC Legal Working Group clarify the
requirements;• Forward NOWG findings to the FCC with a
request for clarification; and/or• Initiate the NANC Dispute Resolution process
