A. tin cy cung cp in:

- Sut s c thong qua ng dy trung th : 12 v / 100 km.nm.

- Sut s c vnh cu ng dy trung th : 3,6 v / 100 km.nm.

- Sut s c vnh cu TBA : 1,8 v / 100 MBA.nm

T cc quy nh trn buc cc n v thnh vin phi tch cc a ra k hoch v cc phng n ci thin cht lng cung ng in trn h thng in ton quc, ng thi c tc ng tch cc n thc trch nhim ca i ng cn b cng nhn vin lm cng tc qun l k thut vn hnh h thng in. Tuy nhin, vic nh gi tin cy cung cp in qua ch tiu sut s c cn mt s bt cp sau :

- Ch tiu sut s c ch cho bit s ln mt in (do s c) trung bnh ca h thng. Ta khng bit c s ln v thi gian mt in ca khch hng, cng nh phm vi mt in, lng cng sut v in nng khng cung cp c (do mt in); t tnh ton cc thit hi do mt in gy ra v ra cc bin php thch hp gim s ln v thi gian mt in khch hng, cng nh gim phm vi mt in tng tin cy ca h thng.

- Vi ch tiu sut s c nu trn, ta khng thy r hiu qu kinh t em li ca cc d n ci to li in, lp t cc h thng t ng phn on s c cng nh h thng t ng ho li in phn phi, c bit l s cn thit phi xy dng cc mch lin lc gia cc trm ngun, cc mch vng cung cp in ... gim thi gian mt in cng nh hn ch phm vi (s h mt in, lng cng sut v in nng khng cung cp c) do s c hoc thao tc hay bo dng th nghim nh k.

Mt s Cng ty in lc cc nc xy dng cc ch s cht lng theo di tin cy vn hnh ca h thng. Cc ch s cht lng ny c th dng so snh cht lng phc v gia cc Cng ty, gia cc n v trong cng Cng ty hay dng so snh trc tip cht lng trc v sau ci to ca mt xut tuyn hay ca c mt h thng.

T chc IEEE (Institute of Electrical and Electronic Engineers) ca M xy dng mt s ch s nh gi tin cy cung cp in, c th nh sau :

A.1 - Cc ch s nh gi tin cy v mt mt in ko di :

1. Ch s tn sut mt in trung bnh ca h thng (System Average Interruption Frequency Index SAIFI): Ch s ny cung cp thng tin v s ln mt in trung bnh ca mt khch hng (trong mt khu vc) trong mt nm.

2. Ch s thi gian mt in trung bnh ca h thng (System Average Interruption Duration Index - SAIDI): Ch s ny cung cp thng tin v thi gian (pht hoc gi) mt in trung bnh ca mt khch hng (trong mt khu vc) trong mt nm.

3. Ch s thi gian mt in trung bnh ca khch hng (Customer Average Interruption Duration Index - CAIDI): Ch s ny th hin thi gian trung bnh cn phc hi cung cp in cho khch hng trong mt ln mt in (vnh cu).

4. Ch s tng thi gian mt in trung bnh ca khch hng (Customer Total Average Interruption Duration Index - CTAIDI): i vi khch hng thc t mt in, ch s ny th hin tng thi gian trung bnh khch hng trong thng bo b mt in. Ch s ny c tnh ton nh ch s CAIDI, tr vic khch hng b mt in nhiu ln ch c tnh mt ln.

5. Ch s tn sut mt in trung bnh ca khch hng (Customer Average Interruption Frequency Index -CAIFI): Ch s ny th hin s ln mt in trung bnh ca mt khch hng (trong mt khu vc) trong mt nm.

6. Ch s sn sng cp in trung bnh (Average Service Availability Index ASAI): Ch s ny th hin thi gian trung bnh (thng tnh bng %) m khch hng c cung cp in trong vng mt nm. c nh ngha l t s gia tng s gi ca khch hng c cung cp trong nm v tng s gi khch hng yu cu (s gi khch hng yu cu = 24gi/ ngy*365 ngy = 8760 gi ).

7. Ch s tn sut mt in trung bnh ca h thng (Average System Interruption Frequency Index ASIFI) v mt ph ti : c nh ngha l t s gia tng s cng sut (kVA) b gin on trn tng s cng sut (KVA) c cung cp.

8. Ch s thi gian trung bnh mt in ca h thng (Average System Interruption Duration Index ASIDI) v mt ph ti : c nh ngha l t s gia tng in nng khng cung cp c (do b gin on cung cp in) trn tng s cng sut (KVA) c cung cp.

9. Ch s tn sut mt in trung bnh ca khch hng (Customers Experiencing Multiple Interruptions - CEMIn): Ch s ny theo di s s kin (n) nhng ln mt in i vi mt khch hng no . Mc ch l xc nh s phin toi cho khch hng m gi tr trung bnh khng thy c.

A.2 - Cc ch s nh gi tin cy v mt mt in thong qua

1. Ch s tn sut mt in thong qua trung bnh ca h thng (Momentary Average Interruption Frequency Index MAIFI): Ch s ny cung cp thng tin v s ln mt in thong qua trung bnh ca mt khch hng (trong mt khu vc) trong mt nm.

2. Ch s tn sut mt in thong qua trung bnh ca h thng (Momentary Average Interruption event Frequency Index MAIFIE): Ch s ny cung cp thng tin v con s trung bnh ca cc s kin mt in thong qua ca mt khch hng (trong mt khu vc) trong mt nm.

3. Ch s tn sut mt in (thong qua v ko di) trung bnh ca khch hng (Customers Experiencing Multiple Sustained Interruptions and Momentary Interruptions events CEMSMIn): Ch s ny theo di s s kin (n) nhng ln mt in thong qua v ko di i vi mt khch hng no . Mc ch l xc nh s phin toi cho khch hng m gi tr trung bnh khng thy c.

A.3 - Mt s ch s nh gi tin cy cung cp in khc

1. Ch s khng sn sng cp in trung bnh (Average Service Unavailability Index - ASUI)

2. Ch s in nng khng cung cp (Energy Not supplied Index - ENS)

3. Ch s in nng khng cung cp trung bnh (Average Energy Not supplied Index - AENS)

Phn ln cc nc trn th gii ang p dng cc ch s SAIFI, SAIDI, CAIFI, CAIDI nh gi tin cy cung cp in v hin nay Vit Nam ang trin khai p dng cc ch s SAIDI, SAIFI, MAIFI nh gi tin cy cung cp in.

B. Cc bin php nng cao tin cy cung cp in

B.1 - Cc bin php lm gim s c (ngn chn s c xy ra)

1. Nng cao cht lng ca thit b vn hnh: S dng cc thit b c cht lng vn hnh tt (lu : thit b c, vn hnh lu ngy hay thit b mi nhng c cht lng thp vn gy ra sut h hng cao) v c tnh t ng ha cao. Ln k hoch v tng bc thay th cc thit b c sut h hng cao bng cc thit b mi v c sut h hng thp.

V d nh Tng Cng ty in lc min Trung trin khai p dng cc cch in ng loi line post v pin post thay cho cc cch in ng loi pin type (truyn thng) c sut s c cao. Khuyn co khng s dng cc my ct (S&S), cc recloser (VR3S), cu ch t ri c sut s c cao.

2. Trong thit k, mua sm, lp t cn s dng cc vt t, thit b v p dng cc gii php ph hp vi iu kin vn hnh li in nhm gim bt cc s c c tc nhn t bn ngoi, v d nh :

- S dng dy bc cch in ngn nga cc s c do tip xc vi cc vt th khc.

- S dng cc thit b ph hp vi mi trng vn hnh nh s dng s chng nhim mn khi cc ng dy i qua khu vc gn bin b nhim mn,

- Lp t cc chng st ng dy, m phng cho cc ng dy i qua cc vng c mt st ln, sut s c do st cao.

3. Tng cng cng tc kim tra, bo dng ng dy, thit b vn hnh trn li ngn nga s c ch quan.

- Trang b y phng tin phc v cho cng tc qun l vn hnh, bo dng nh xe thang, thit b kim tra pht nng

- o to nng cao kin thc v tay ngh cng tnh k lut cho nhn vin vn hnh.

- Tng bc nng cao t l sa cha li in bng hnh thc hot-line (sa cha khi li in ang vn hnh).

B.2 - Cc bin php lm gim thi gian mt in (khoanh vng v khc phc s c nhanh)

1. Gim n mc ti thiu khu vc mt in bng cch tng s lng lp t thit b phn on.

2. Nhanh chng khoanh vng s c bng cch p dng cng ngh t ng ha li in phn phi nhm t ng phn vng s c.

3. Xy dng h thng mch kp (2 mch), mch vng

4. Khc phc s c nhanh.

- Xc nh nhanh im s c bng cc thit b chuyn dng d im s c nh thit b ch th s c (Fault indicator)

- Trang b cc thit b chuyn dng x l s c.

- Tng cng cng tc bi dng, hun luyn nhn vin vn hnh v trnh v k nng x l s c.

Phn tip theo s gii thiu mt thit bi bao s c ng dy trn khng (Fault indicator) loai FLA3 cua hang EMG/GERMANY c kh nng xac inh ngay vng s c, gip pht hin v x ly nhanh im s c, kt qu l gim c thi gian mt in ca khch hng. iu ny ng ngha vi vic ci thin ng k cc ch s SAIFI, SAIDI, CAIFI, CAIDI; nng cao cht lng cung cp in ca cc cng ty in lc.

C. Thit b bo s c FLA3 ca hng EMG (Cng ha Lin bang c)

C.1 - Nguyn l hoat ng

Thit b bo s c thc cht l cc cm bin dng in. Khi dng in i qua thit b bo s c c gi tr vt qu gi tr ci t trc (dng in v thi gian), thit b bo s c s tc ng v bo hiu bng n hay c gip nhn vin qun l vn hnh nhanh chng tm ra im s c.

C.2 Phm vi p dng

FLA3 c dng cho ng dy trn khng.

Vi s li in nh hnh 1, s c loi FLA3 (Mt nm u nhnh r 1, hai nm sau nhnh r 2 v 3 nm u nhnh r 3). Khi c s c trn nhnh r NR3, s xut hin dng ngn mch chy qua cc thit b bo c 2 v 3 lm cc thit b ny tc ng bo s c qua tn hiu n v c. Khi my ct u ngun ct ra, nhn vin qun l vn hnh kim tra cc thit b bo s c:

- u tin kim tra thit b bo s c 1 nhnh r NR1, khng thy tn hiu chng t s c nm trn trc chnh pha sau nhnh r 1.

- Kim tra thit b ch bo s c 2, thy bo tn hiu, chng t c s c pha sau n. Reset li thit b ch th s c ny v kim tra tip.

- Kim tra thit b ch th bo s c 3 trn nhnh r NR3, thy bo tn hiu, chng t c s c trn nhnh r 3. C lp nhnh r NR3 v ngh ng li my ct u ngun cp in cho cc phn on khng b s c. Tin hnh kim tra v sa cha s c trn nhnh r NR3.

Thit b FLA3 cn c th pht huy hiu qu cao hn nu c 2 xut tuyn i ra t mt feeder. Trong trng hp , chng ta c th gim ti 50% thi gian d tm s c v khi , ch FLA3 trn xut tuyn c s c mi bo tn hiu, v chng ta c th c lp ngay xut tuyn v ng li my ct u ngun ti lp cung cp in cho xut tuyn khng b s c.

C.3 Nhng u im ca FLA3

1. Thit b FLA3 s dng lp t cho ng dy trn khng vi cp (hay dy trn) c ng knh ti 38mm (Maximum 40mm). Kt cu ngm FLA3, c thit k chc chn, thich hp lp t vi hu ht cc loi cp trn khng, ngay c cc loi cp trn khng c chiu dy lp cch in cao nh ti li in ca in lc thnh ph H Ch Minh.

2. Thit b FLA3 c thit k c th lp t hay tho ra bng so thao tc "Hot-Line" nn rt thun tin khi lp t hay tho g thay i v tr s dng trn li m khng phi cp in.

3. Ch th chnh xc v tin cy, s dng n gin v hiu qu.

4. Kt cu gn nh, nhng chc chn, m bo cho vic vn hnh an ton.

5. Ch th s c bng FLAG (mu cam) v LED (nh sng trng) nn c th d dng pht hin lc ban ngy hay ban m.

6. Cc thng s vn hnh ca FLA3 u c ci t qua "REMOTE CONTROL" sau khi c lp t trn li tu theo yu cu ca ngi s dng.

- Thi gian bo s c: 30 720min (12 gi) vi bc chnh l 30pht

- Dng hot ng: t 40 1.500A vi bc chnh 20A

- Thi gian chu xung (qu ): 40 300ms vi bc chnh 20ms (mi-li-giy)

7. Ngi s dng c th c kim tra hay iu chnh cc thng s vn hnh ci t ca FLA3 qua b "REMOTE CONTROL" di t. Phn mm n gin v thn thin vi End-User.

8. Thit b FLA3 c th hot ng theo thng s ci t theo yu cu ca ngi s dng hay hot ng theo ch "AUTO" (ch AUTO: thit b FLA3 hot ng theo s thay i dng ti ca li).

9. Thng qua b REMOTE CONTROL ngi s dng c th "SELF TEST " - kim tra hot ng ca FLA3 trc v sau khi lp t trn li.

10. Thng qua b REMOTE CONTROL ngi s dng c th c c dng in ang vn hnh trn li in m FLA3 ang treo.

Li in phn phi v vn k thut gim tn tht in nng.

1. S pht trin ca li in phn phiPhn phi in l khu cui cng ca h thng in a in nng trc tip n ngi tiu dng. Li in phn phi bao gm li in trung p v li in h p. Vic tnh ton tn tht in nng theo cng thc (1) thng thng thc hin theo phng php dng in ng tr ph thuc vo th ph ti hoc theo thi gian s dng 4 cng sut ln nht [7]. Tn tht cng sut tc dng bao gm tn tht st, do dng in Foucault trong li thp v tn tht ng do hiu ng Joule trong my bin p. Trong chng ny cng trnh by cc cng thc tnh ton cc phn t, phng php tnh ton, s tng ng ca li in c nhiu cp in p, cc ch tnh ton tn tht in p v v d tnh ton. NangluongVietnam - My bin p lc l thit b quan trng nht trong trm bin p 110kV. Do , cc s c MBA 110kV xy ra nh hng rt ln n vic m bo cung cp in an ton, lin tc cho khch hng. Trong thi gian t nm 2003 n 4/2012, trn a bn qun l ca Tng cng ty in lc min Nam xy ra 28 s c h hng MBA, trong : 14 MBA 63MVA (50 %), 10 MBA 40MVA (35,7 %), 03 MBA 25MVA (10,7 %), 01 MBA 16MVA (3,6 %).

Tng cng ty in lc min Nam nghin cu, phn tch nguyn nhn v trin khai thc hin cc gii php ngn chn s c my bin p 110kV nh sau:Nng cao cht lng MBA, m bo kh nng chu dng ngn mch nh cam kt: a yu cu bt buc th nghim in hnh hng mc dng chu ng ngn mch trong cc h s mi thu mua sm MBA 110kV hoc tng thi hn bo hnh trong trng hp h hng do s c ngn mch ngoi pht tuyn 22kV. L trnh thc hin i vi yu cu th nghim in hnh trong nm 2013.Gii php gim thiu s c ngoi li in 22kV:1. S c li in 22kV ca khch hng: Cc Cng ty in lc (CTL) phi ng k k hoch chi tit, yu cu khch hng thc hin nghim TT32 v cng tc th nghim nh k, bo tr, bo dng li in hng nm; xem xt cc bin bn th nghim do khch hng cung cp c kin ngh cn thit (nu c). Do s pht trin mnh m ca k thut o lng, iu khin thng minh v h thng truyn thng hin i da trn nn tng k thut s tch hp tt c cc lnh vc hot ng trong h thng in to nn H thng in thng minh (Smart Grid) vi cc tnh nng ni tri nhm mc tiu:

- Tho mn yu cu ngy cng tng ca thc t.

- Nng cao tin cy, an ton v m bo cung cp in.

- Hiu qu cao trong sn xut, truyn ti, phn phi, tit kim in.

- S dng rng ri cc ngun nng lng ti to.

- Gim thiu cc tc ng nh hng ti mi trng.

Lch s hnh thnh H thng in thng minhH thng in xoay chiu hnh thnh v pht trin t nm 1896 da trn thit k ca Nikola Tesla vo nm 1888. Nhiu quy trnh cng ngh trong h thng in ra i cch y 120 nm n nay vn cn c s dng. H thng in bao gm cc ngun in, cc ng dy truyn ti v phn phi n tng h tiu th bao ph ton b lnh th quc gia v kt ni a quc gia. Yu cu s dng in tng lin tc trong khi cc ngun nng lng s cp truyn thng b dn cn kit. H thng in ang ng trc thch thc nhiu mt, nhiu tnh hung xung t xut hin i hi in nng tng t bin trong nhng thi im c bit (ngy l tt, kh hu thi tit...) khin nhiu h thng truyn ti v phn phi lm vic gn gii hn cc i, pht sinh nguy c r li.

Qua hn mt th k tn ti v pht trin, cng ngh trong h thng in tri qua cc giai on:

- T giai on khi u cho n nhng nm 70 ca th k trc, trong h thng cng ngh in c hon ton chim u th. K thut o lng, iu khin v bo v l k thut tng t da trn cc dng c o, rle v cc phn t chp hnh in c.

- T nhng nm 80 ca th k trc vi s pht trin mnh m ca cc b vi x l, xu hng s ho trong o lng, iu khin v bo v h thng in dn thng th. Vic hin i ho cc trm truyn ti v phn phi u tin a trn vic o lng, hin th v iu khin in t xut hin t nhng nm 1980.

- T nm 2000 vi s pht trin mnh m ca k thut vi x l, h thng truyn thng k thut s da trn truyn dn bng cp quang, truyn thng qua mng Internet v h thng nh v ton cu GPS thm nhp vo h thng in.

Thut ng h thng in thng minh (Smart Grid) xut hin u tin vo nm 2005, khi bi bo Hng ti h thng in thng minh ca S. Massoud Amin v Bruce F. Wollenber xut hin trn IEEE P&E (tp 3, N0 5, trang 34-41). Thc ra thut ng ny xut hin sm hn, vo nm 1998, khi nhiu nh ngha v li in thng minh vi mt s chc nng v nh hng s dng c cng b. Yu t chung nht ca h thng in thng minh l vic tham gia ca k thut vi x l v truyn thng k thut s vo cc hot ng iu vn hnh v qun l h thng in. Cc cng ty in lc tin hnh thay i nng cp cu trc h tng. Trc ht l cc trm phn phi k thut s hon ton t ng. Cc dng c o thng minh b sung h thng truyn thng cho php hin th cc thng s trng thi ca h thng in ti tng v tr v tng thi im. D n tr gi 2,1 t r ny hng nm c th tit kim 500 triu r.

Gn y cc d n s dng truyn thng qua ng dy ti in bng rng hoc mng khng dy cho php kt ni trong iu kin tin cy hn cho h thng cp in, ga v nc. Nm 2003 ti Austin, Texas xy dng mng thng minh nhm thay th 1/3 cng t thng minh kt ni qua li qun l 200.000 thit b (cng t, cm bin nhit v cc cm bin) v d kin qun l ti 500.000 thit b thi gian thc nm 2009 phc v khong 1 triu h v 43.000 doanh nghip. H thng thng minh Ontario - Canada n nm 2010 phc v 1,3 triu khch hng.

T nm 1990 c quan qun l in ca Bonneville Hoa K m rng nghin cu li thng minh trong tch hp cc cm bin c kh nng phn tch nhanh cc hin tng bt thng v cht lng in trn din rng.

Ti Hoa K, quan nim v h thng in thng minh c xc nh theo yu cu hin i ho h thng truyn ti v phn phi in nng cao tin cy v an ton ca cu trc h tng ngnh in nhm p ng yu cu pht trin trong tng lai theo cc c trng ca h thng in thng minh.

Nm 2009, Tng thng Barack Obama yu cu Quc hi M thng qua khng chm tr d lut tng gp i nng lng ti to v xy dng h thng in thng minh trong vng 3 nm ti.

H thng in thng minh phi c kh nng t duy tr hot ng trc cc thay i bt thng.

Li truyn ti c ly xa v trung bnh ni chung c kt ni bng h thng siu cao p 500 kV, 220 kV, li a phng qua ng dy 110 kV v thp hn. K thut s cho php trn cng mt thit b phn cng c th thc hin nhiu chc nng iu khin khc nhau, vn ch cn thay i phn mm.

Cc k thut iu khin thng minh da trn c s tr tu nhn to c pht trin em li cho h thng in cc tnh nng ni tri. Cc u im c bn ca h thng in thng minh l:

- D dng kt ni v m bo vn hnh cho tt c cc ngun in vi cc kch c v cng ngh khc nhau, k c cc ngun in phn tn nh cc ngun nng lng ti to, lm cho ton b h thng vn hnh hiu qu hn.

- Cho php cc h dng in ch ng tham gia vo vic vn hnh ti u h thng, lm cho th trng in pht trin.

- Cung cp cho cc h dng in y thng tin v cc la chn ngun cung cp.

- Gim thch thc v mi trng ca h thng in mt cch ng k.

- Nng cao tin cy, cht lng v an ton ca h thng cung cp in.

- Duy tr v ci tin cc dch v hin hnh mt cch hiu qu.

Cc bc cn thc hin nhm tin ti mt h thng in thng minh tin ti mt h thng in thng minh cn hin i ho c li truyn ti v phn phi theo hng tng cng h thng truyn thng, iu khin k thut s. Mt khc cc thit b in nh ng c, dng c chiu sng... cng phi l thit b c hiu sut cao, thng minh cho php thc hin cc chin lc vn hnh linh hot theo s thay i ca iu kin thc t.

- Tng cng s dng cng ngh thng tin v iu khin k thut s nng cao tin cy, an ton v hiu qu ca h thng in.

- Vn hnh ti u ton h thng.

- Tch hp cc ngun phn tn, k c cc ngun nng lng ti to.

- Trin khai cng ngh thng minh (cng ngh thi gian thc, t ng ho, tng tc...) nhm ti u ho vn hnh cc thit b. Vic tch hp cc thit b thng minh cho php s dng thng tin thi gian thc ly t cc cm bin v h thng iu khin t ng cho php pht hin v x l mi bt thng ca h thng.

Cng t thng minh nhiu biu gi khuyn khch khch hng s dng in nng mt cch tit kim. N lm thay i hnh vi ca cc h tiu th trong vic s dng nng lng. Cc cm bin thng minh cho php t ng iu khin cc thit b nh iu ho nhit , l si, h thng nh sng mt cch hiu qu v tit kim nng lng.

- Trin khai v tch hp cng ngh d tr in, np in cho cc t in, san bng th ph ti, d tr nhit v iu ho khng kh.

- D bo ph ti di hn.

- Trin khai tiu chun ho thit b v giao thc kt ni h thng thng tin vi h thng in.

Cng ngh ca h thng in thng minh- V truyn thng ni chung cc cng ngh ng dng trong h thng in thng minh c cp nht, p ng tt cho vic vn hnh h thng in thng minh, trong nhn mnh h thng thng tin tch hp. Tuy nhin mt s h thng c pht trin theo yu cu s dng gia tng nhng khng hon ton tch hp.

Cc d liu c thu thp qua modem hn l kt ni trc tip vi li. Cc khu vc c ci tin bao gm: t ng ho hon cc trm, t ng ho phn tn, h thng gim st v thu thp d liu SCADA, h thng qun l ph ti, mng khng dy, truyn thng qua ng dy ti in, mng cp quang... Cc h thng thng tin ny cho php iu khin thi gian thc, thng tin v d liu trao i nhm ti u ho tin cy, nh gi vic s dng v an ton.

- Cm bin v o lng l ct li ca vic nh gi tnh trng lm vic ca h thng nh hin tng tc nghn v s n nh ca h thng, ch bo trng thi, a ra cc chin lc iu khin. Cc cng ngh gm c dng c thng minh da trn b vi x l, rle bo v k thut s, thit b c d liu, h thng hin th bng gi trc tuyn, ngi s dng c th c nhiu la chn trnh gi cao im.

- Cc cm bin thng minh tc cao PMU phn b trong mng c th c s dng ch th cht lng in v mt s p ng mt cch t ng. Cc cm bin ny c th a ra dng sng dng in. T nm 1980, xung nhp ng h t h thng nh v ton cu GPS c th c s dng o chnh xc thi gian trong li, c kh nng qun l h thng in p ng cc iu kin tc ng nhanh.

- Cc linh kin tin tin nh cc b in t cng sut, b lu tr in v cc linh kin chn on lm thay i cc kh nng v c tnh ca h thng. H thng in xoay chiu linh hot, truyn ti in mt chiu cao p, h thng ngun phn tn, cp siu dn...

- iu khin nng cao: T ng ho h thng in c kh nng d on nhanh chng v chnh xc cc gii php cho li in. Ba cng ngh iu khin nng cao c s dng l tc t thng minh phn tn, cc cng c phn tch (thut ton phn mm v my tnh tc cao), cc ng dng (SCADA, t ng ho trm, p ng ti) v tr tu nhn to.

Cc tiu chun cho h thng in thng minh- IEC TC 75 to nn h tiu chun quc t c th s dng nh mt phn h thng in thng minh. Cc tiu chun ny bao gm IEC 1850 kin trc trm t ng ho, IEC 61970/91968 m hnh thng tin chung cung cp thng tin s dng chuyn i d liu trong thng tin.

- MultiSpeak to nn quy chun nn tng chc nng phn phi ca h thng thng tin.

- IEEE to nn tiu chun C37.118 dng cho cc pha ng b.

- NIST gm ITU-TGhn mt tiu chun nhn dng cc lp h thng in thng minh truyn thng tc cao qua ng dy ti in, ng in thoi v cp ng trc.

I. QUAN IM PHT TRIN1. Quy hoch pht trin kinh t -x hi tnh Vnh Long n nm 2020 phi ph hp vi Chin lc pht trin kinh t - x hi ca c nc, Quy hoch tng th pht trin kinh t - x hi vngng bng sng Cu Long; bo m tnh ng b, thng nht vi quy hoch cc ngnh, lnh vc.

II. MC TIU PHT TRIN1. Mc tiu tng qut

Xy dng tnh Vnh Long thnh vng th sinh thi, xanh, sch, p, pht trin hi ha gia th v nng thn, nng cao i sng vt cht v tinh thn ca nhn dn; y mnh pht trin cng nghip v dch v theo hng cng ngh v cht lng cao; tng bc hnh thnh nn kinh t tri thc da trn ngun nhn lc c cht lng; tng cng quc phng, an ninh, gi vng n nh chnh tr v trt t an ton x hi.

Lin kt vi Cn Th, pht trin thnh vng kinh t ng lc, trung tm kinh t, o to, vn ha v khoa hc kthut ca vng ng bng sng Cu Long, gp phn cng c nc thc hin thnh cng mc tiu xy dng nc ta c bn tr thnh nc cng nghip vo nm 2020.

2. Mc tiu c th

a) V kinh t

- Tc tng trng kinh t bnh qun t 13%/nm giai on 2011 - 2015 v 14,5%/nm giai on 2016 - 2020; thu nhp bnh qun u ngi t trn 1.900 USD vo nm 2015 v t trn 4.000 USD vo nm 2020.

- Chuyn dch c cu kinh t theo hng tng dn t trng cc ngnh cng nghip, dch v; n nm 2015 c cu cc ngnh nng - lm - thy sn, cng nghip - xy dng, dch v trong GDP t 36% -26% - 38%; n nm 2020 tng ng l 23% - 32% - 45%.

- Phn u kim ngch xut khu n nm 2015 t 460 triu USD, nm 2020 t trn 1.000 triu USD; thu ngn sch bnh qun giai on 2011 - 2015 t 20%/nm v 22% - 23%/nm giai on 2016 -2020; t l huy ng vn u t pht trin ton x hi so vi GDP l 33 - 34%.

b) V x hi

- T l tng dn s t nhin nnh mc 1% - 1,1%/nm giai on 2011 - 2015 v 0,8% - 0,9%/nm giai on 2016- 2020; gim t l h ngho bnh qun hng nm (theo tiu chun mi) t 1,5% -2%; phn u n nm 2015, s x t tiu ch nng thn mi l 22 x v nm 2020 t 50% s x trong tnh.

- Phn u to vic lm mi cho khong 25.000 - 27.000 lao ng/nm giai on 2011 - 2015 v khong 18.000 -20.000 lao ng/nm giai on 2016 - 2020; t l lao ng qua o to nm 2015 l 55% v nm 2020 l 65 - 66%; gim t l lao ng trong nng nghip n nm 2015 cn khong 52% v nm 2020 cn 28%.

- n nm 2015, s hc sinh n trng trong tui mu gio t 80%, tiu hc t 100%, trung hc c s t trn 98%, trung hc ph thng t 63%; ph cp mu gio cho tr 5 tui; n nm 2020, cc t l trn tng ng l mu gio t 90%, trung hc c s t 100%, trung hc ph thng t 85%, hon thnh ph cp gio dc bc trung hc. Strng cc cp t chun quc gia l 40% vo nm 2015 v 50% - 60% vo nm 2020.

c) V mi trng

- Phn u n nm 2015, 100% ngi dn th, 60% ngi dn nng thn c s dng nc sch; t l thu gom cht thi rn sinh hot t 90% khu vc th v 60% khu vc nng thn.

- Phn u n nm 2020, 90% ngi dn nng thn c s dng nc sch; 100% cc trng hc c cung cp nc sinh hot; 100% nc thi, cht thi rn t cc c s y t c thu gom v xl; 100% cc khu, cm cng nghip c h thng x l nc thi.

d) V quc phng an ninh

Bo m quc phng, an ninh, gi vngn nh chnh tr, kim ch s gia tng, tin ti gim dn cc loi ti phm v t nn x hi.

III. NH HNG PHT TRIN CC NGNH, LNH VC1. V nng nghip, lm nghip, thy sn

Pht trin ton din theo hng sn xut hng ha cht lng cao, gn vi cng nghip ch bin su; m bo mi trng sinh thi. Phn u tc tng trng bnh qun ngnh nng nghip, lm nghip, thy sn t trn 5%/nm giai on 2011- 2015 v t 4% - 4,5%/nm giaion 2016 - 2020.

- Nng nghip: Xc nh cy la vn l cy ch lc, kt hp trng cc loi cy hoa mu nh rau, bp, khoai lang,u nnh; nghin cu chuyn i c cu cy trng ph hp vi iu kin t ai v nhu cu th trng tiu th nhm tng gi tr sn xut trn mt n v din tch; c th kt hp lun canh la - hoa mu, la - thy sn; n nh din tcht la khong 54.000 ha vo nm 2015 v khong 51.000 ha vo nm 2020; ng dng khoa hc, cng ngh nhm gim gi thnh sn xut, tng nng sut, cht lng sn phm; tin hnh c gii ha ng b, ch trng khu ch bin sau thu hoch. - Tp trung pht trin cc ngnh cng nghip ch o sau: Cng nghip thc phm v ung (ch bin cc loi nng sn thc phm, rau qu, nc gii kht cc loi); c kh nng nghip (my nng nghip, xe ci tin, my bm cc loi); cng nghip ha cht, cng nghip dc ang l nhng ngnh c th mnh hin nay ca Vnh Long; cng nghip nhthu ht nhiu lao ng (dt, may, giy dp, da, gi da; sn xut hng tiu dng).

Ch trng u t chiu su, i mi cng ngh, s dng c hiu qu ngun nguyn liu khai thc v sn xut vt liu xy dng, gm s m ngh theo hng sn xut cc loi vt liu xy dng khng nung, tn dng cc ngun ph thi ca cc ngnh cng nghip khc (xthan, x st v.v), tit kim t nng nghip lm nguyn liu v bi cha, gp phn thc hin mc tiu thay th 20- 25% gch t st nung vo nm 2015, 30 -40% vo nm 2020, tin ti xa b hon ton cc c s sn xut gch t st nung bng l th cng.

3. Pht trin thng mi, dch v

Phn u tng trng bnh qun t 13,5%/nm giai on 2011 - 2015 v 15,0%/nm giai on 2016 - 2020. Pht trin ngnh dch v theo hng a dng ha, u tin pht trin cc ngnh dch v c gi tr gia tng cao, hnh thnh cc ngnh dch v mi.

Pht trin mng li phn phi hng ha bn l, phn u t l hng ha bn l qua h thng phn phi hin i t khong 15% vo nm 2015 v t 20% vo nm 2020; xy dng h thng ch theo quy hoch, ch trng pht trin h thng ch u mi, ch nng thn; khuyn khch cc thnh phn kinh t tham gia xy dng ch v trung tm thng mi; m rng th trng xut khu, trong 5 - 7 nm ti nhng mt xut khu ch yu l nng sn, thy sn qua ch bin, dt may v mt s hng th cng m ngh. 4. Cc lnh vc x hi

a) Gio dc - o to

- Pht trin gio dc - o to phi t trong mi quan h pht trin tng th kinh t - x hi ca Tnh ng thi gn kt vi thnh ph Cn Th hng ti hnh thnh trung tm gio dc -o to ca Vng; nng cao cht lng gio dc ton din; tng cng o to vo to li i ng gio vin v cn b qun l gio dc, phn u duy tr 100% gio vin cc cp c chun ha. Phn u n nm 2015 c 40% v nm 2020 c 50- 60% tng s trng cc cp hc t chun quc gia.

- Xy dng c cu ngnh ngh o to ph hp vi yu cu ca nn kinh t, o to phi gn vi gii quyt vic lm sau o to; a dng ha cc loi hnh o to ngh theo hng nng cao cht lng; ch trng o to ngh cho lao ng nng thn, cng c mng li cc trng dy ngh.

- Tng quy m o to chuyn nghip, bnh qun s sinh vin i hc, cao ng, trung hc chuyn nghip nm 2015 khong 200 sinh vin/1 vn dn v nm 2020 t 250 sinh vin/1 vn dn.

b) Y t

- Thc hin chng trnh mc tiu quc gia v y t v dn s k hoch ha gia nh, nng cao sc khe cng ng theo quan im d phng tch cc, gio dc dinh dng, v sinh phng bnh, rn luyn thn th, nng cao hiu qu tr bnh. Tng cng u t c s vt cht trang thit b v i ng cn b y t t tuyn tnh n c s p ng nhu cu khm, cha bnh ngy cng tng v s lng v cht lng.

c) Vn ha, th dc th thao

- Bo tn, k tha v pht huy c chn lc cc gi tr vn ha truyn thng, hnh thnh np sng vn minh, gianh vn ha; phn u n nm 2015, 95% h gia nh t tiu chun gia nh vn ha, nm 2020, 100% h gia nh t tiu chun gia nh vn ha; y mnh xy dng i sng vn ha mi nng thn; tp trung xy dng h thng thit ch vn ha ng b cc cp.

- Pht trin phong tro th dc, th thao trong cc tng lp, c quan, on th ca x hi; y mnh cng tc x hi ha, tng thm ngun lc u t c s vt cht; nng cao cng tc gio dc th cht trong nh trng; ch trng o to, bi dng lc lng th thao thnh tch tham gia cc gii thi u cp vng, cp quc gia.

d) Gim ngho, gii quyt vic lm v bo m an sinh x hi

- Thc hin ng b, ton din v hiu qu cc chng trnh xa i, gim ngho; xy dng cc gii php, m hnh gim ngho bn vng, to iu kin cho ngi ngho pht trin sn xut; c chnh sch khuyn khch x, h gia nh thot ngho, khuyn khch cc doanh nghip dy ngh, to vic lm cho ngi ngho.

- Cc cp, cc ngnh, cc t chc chnh tr - x hi v nhn dn trong Tnh c trch nhim kim tra, gim st vic thc hin Quy hoch.

iu 2. Quy hoch tng thpht trin kinh t - x hi tnh Vnh Long n nm 2020 l c s cho vic lp, trnh duyt v trin khai thc hin cc quy hoch ngnh (quy hoch xy dng, quy hoch, k hoch s dng t v cc quy hoch khc c lin quan), cc d nu t trn a bn tnh Vnh Long.

iu 3. Giao y ban nhn dn tnh Vnh Long cn c ni dung Quy hoch c ph duyt ch o vic lp, duyt v trin khai thc hin theo quy nh cc ni dung sau:

1. Quy hoch tng th pht trin kinh t - x hi cp huyn; quy hoch xy dng; quy hoch, k hoch s dngt; quy hoch pht trin cc ngnh, lnh vc trong Tnh ph hp vi nhim vpht trin kinh t - x hi gn vi m bo quc phng, an ninh.

2. Lp cc k hoch di hn, trung hn, ngn hn gn vi cc d n c th c k hoch b tr vn u t ph hp.

3. Nghin cu xy dng, ban hnh hoc trnh cp c thm quyn ban hnh (nu vt qu thm quyn) mt s c ch,chnh sch ph hp vi yu cu pht trin kinh t - x hi ca Tnh.

iu 4. Cc B, ngnh lin quan trong phm vi chc nng, nhim v, quyn hn ca mnh c trch nhim:

1. Hng dn v gip y ban nhn dn tnh Vnh Long trong qu trnh thc hin Quy hoch.

2. Phi hp vi tnh Vnh Long trong qu trnh r sot, iu chnh, b sung quy hoch ngnh, lnh vc bo m tnh ng b, thng nht ca Quy hoch; xem xt, h tr Tnh trong vic huyng cc ngun vn u t trong nc v nc ngoi thc hin Quy hoch.

iu 5. Quyt nh ny c hiu lc thi hnh k t ngy k ban hnh.

iu 6. Ch tch y ban nhn dn tnh Vnh Long, cc B trng, Th trng c quan ngang B, Th trng cquan thuc Chnh ph chu trch nhim thi hnh Quyt nh ny./.

A. tin cy cung cp in:

nh gi tin cy cung cp in, EVN c cc quy nh v ch tiu sut s c (ng dy v trm bin p) trong qun l vn hnh h thng in lm c s cho vic nh gi cht lng qun l vn hnh ngun li p ng yu cu cung ng in lin tc cho khch hng. C th nh sau:

- Sut s c thong qua ng dy trung th : 12 v / 100 km.nm.

- Sut s c vnh cu ng dy trung th : 3,6 v / 100 km.nm.

- Sut s c vnh cu TBA : 1,8 v / 100 MBA.nm

T cc quy nh trn buc cc n v thnh vin phi tch cc a ra k hoch v cc phng n ci thin cht lng cung ng in trn h thng in ton quc, ng thi c tc ng tch cc n thc trch nhim ca i ng cn b cng nhn vin lm cng tc qun l k thut vn hnh h thng in. Tuy nhin, vic nh gi tin cy cung cp in qua ch tiu sut s c cn mt s bt cp sau :

- Ch tiu sut s c ch cho bit s ln mt in (do s c) trung bnh ca h thng. Ta khng bit c s ln v thi gian mt in ca khch hng, cng nh phm vi mt in, lng cng sut v in nng khng cung cp c (do mt in); t tnh ton cc thit hi do mt in gy ra v ra cc bin php thch hp gim s ln v thi gian mt in khch hng, cng nh gim phm vi mt in tng tin cy ca h thng.

- Vi ch tiu sut s c nu trn, ta khng thy r hiu qu kinh t em li ca cc d n ci to li in, lp t cc h thng t ng phn on s c cng nh h thng t ng ho li in phn phi, c bit l s cn thit phi xy dng cc mch lin lc gia cc trm ngun, cc mch vng cung cp in ... gim thi gian mt in cng nh hn ch phm vi (s h mt in, lng cng sut v in nng khng cung cp c) do s c hoc thao tc hay bo dng th nghim nh k.

T chc IEEE (Institute of Electrical and Electronic Engineers) ca M xy dng mt s ch s nh gi tin cy cung cp in, c th nh sau :

A.1 - Cc ch s nh gi tin cy v mt mt in ko di :

1. Ch s tn sut mt in trung bnh ca h thng (System Average Interruption Frequency Index SAIFI): Ch s ny cung cp thng tin v s ln mt in trung bnh ca mt khch hng (trong mt khu vc) trong mt nm.

2. Ch s thi gian mt in trung bnh ca h thng (System Average Interruption Duration Index - SAIDI): Ch s ny cung cp thng tin v thi gian (pht hoc gi) mt in trung bnh ca mt khch hng (trong mt khu vc) trong mt nm.

3. Ch s thi gian mt in trung bnh ca khch hng (Customer Average Interruption Duration Index - CAIDI): Ch s ny th hin thi gian trung bnh cn phc hi cung cp in cho khch hng trong mt ln mt in (vnh cu).

4. Ch s tng thi gian mt in trung bnh ca khch hng (Customer Total Average Interruption Duration Index - CTAIDI): i vi khch hng thc t mt in, ch s ny th hin tng thi gian trung bnh khch hng trong thng bo b mt in. Ch s ny c tnh ton nh ch s CAIDI, tr vic khch hng b mt in nhiu ln ch c tnh mt ln.

5. Ch s tn sut mt in trung bnh ca khch hng (Customer Average Interruption Frequency Index -CAIFI): Ch s ny th hin s ln mt in trung bnh ca mt khch hng (trong mt khu vc) trong mt nm.

6. Ch s sn sng cp in trung bnh (Average Service Availability Index ASAI): Ch s ny th hin thi gian trung bnh (thng tnh bng %) m khch hng c cung cp in trong vng mt nm. c nh ngha l t s gia tng s gi ca khch hng c cung cp trong nm v tng s gi khch hng yu cu (s gi khch hng yu cu = 24gi/ ngy*365 ngy = 8760 gi ).

7. Ch s tn sut mt in trung bnh ca h thng (Average System Interruption Frequency Index ASIFI) v mt ph ti : c nh ngha l t s gia tng s cng sut (kVA) b gin on trn tng s cng sut (KVA) c cung cp.

8. Ch s thi gian trung bnh mt in ca h thng (Average System Interruption Duration Index ASIDI) v mt ph ti : c nh ngha l t s gia tng in nng khng cung cp c (do b gin on cung cp in) trn tng s cng sut (KVA) c cung cp.

9. Ch s tn sut mt in trung bnh ca khch hng (Customers Experiencing Multiple Interruptions - CEMIn): Ch s ny theo di s s kin (n) nhng ln mt in i vi mt khch hng no . Mc ch l xc nh s phin toi cho khch hng m gi tr trung bnh khng thy c.

A.2 - Cc ch s nh gi tin cy v mt mt in thong qua

1. Ch s tn sut mt in thong qua trung bnh ca h thng (Momentary Average Interruption Frequency Index MAIFI): Ch s ny cung cp thng tin v s ln mt in thong qua trung bnh ca mt khch hng (trong mt khu vc) trong mt nm.

2. Ch s tn sut mt in thong qua trung bnh ca h thng (Momentary Average Interruption event Frequency Index MAIFIE): Ch s ny cung cp thng tin v con s trung bnh ca cc s kin mt in thong qua ca mt khch hng (trong mt khu vc) trong mt nm.

3. Ch s tn sut mt in (thong qua v ko di) trung bnh ca khch hng (Customers Experiencing Multiple Sustained Interruptions and Momentary Interruptions events CEMSMIn): Ch s ny theo di s s kin (n) nhng ln mt in thong qua v ko di i vi mt khch hng no . Mc ch l xc nh s phin toi cho khch hng m gi tr trung bnh khng thy c.

A.3 - Mt s ch s nh gi tin cy cung cp in khc

1. Ch s khng sn sng cp in trung bnh (Average Service Unavailability Index - ASUI)

2. Ch s in nng khng cung cp (Energy Not supplied Index - ENS)

3. Ch s in nng khng cung cp trung bnh (Average Energy Not supplied Index - AENS)

Phn ln cc nc trn th gii ang p dng cc ch s SAIFI, SAIDI, CAIFI, CAIDI nh gi tin cy cung cp in v hin nay Vit Nam ang trin khai p dng cc ch s SAIDI, SAIFI, MAIFI nh gi tin cy cung cp in.

B. Cc bin php nng cao tin cy cung cp in

B.1 - Cc bin php lm gim s c (ngn chn s c xy ra)

1. Nng cao cht lng ca thit b vn hnh: S dng cc thit b c cht lng vn hnh tt (lu : thit b c, vn hnh lu ngy hay thit b mi nhng c cht lng thp vn gy ra sut h hng cao) v c tnh t ng ha cao. Ln k hoch v tng bc thay th cc thit b c sut h hng cao bng cc thit b mi v c sut h hng thp.

V d nh Tng Cng ty in lc min Trung trin khai p dng cc cch in ng loi line post v pin post thay cho cc cch in ng loi pin type (truyn thng) c sut s c cao. Khuyn co khng s dng cc my ct (S&S), cc recloser (VR3S), cu ch t ri c sut s c cao.

2. Trong thit k, mua sm, lp t cn s dng cc vt t, thit b v p dng cc gii php ph hp vi iu kin vn hnh li in nhm gim bt cc s c c tc nhn t bn ngoi, v d nh :

- S dng dy bc cch in ngn nga cc s c do tip xc vi cc vt th khc.

- S dng cc thit b ph hp vi mi trng vn hnh nh s dng s chng nhim mn khi cc ng dy i qua khu vc gn bin b nhim mn,

- Lp t cc chng st ng dy, m phng cho cc ng dy i qua cc vng c mt st ln, sut s c do st cao.

3. Tng cng cng tc kim tra, bo dng ng dy, thit b vn hnh trn li ngn nga s c ch quan.

- Trang b y phng tin phc v cho cng tc qun l vn hnh, bo dng nh xe thang, thit b kim tra pht nng

- o to nng cao kin thc v tay ngh cng tnh k lut cho nhn vin vn hnh.

- Tng bc nng cao t l sa cha li in bng hnh thc hot-line (sa cha khi li in ang vn hnh).

B.2 - Cc bin php lm gim thi gian mt in (khoanh vng v khc phc s c nhanh)

1. Gim n mc ti thiu khu vc mt in bng cch tng s lng lp t thit b phn on.

2. Nhanh chng khoanh vng s c bng cch p dng cng ngh t ng ha li in phn phi nhm t ng phn vng s c.

3. Xy dng h thng mch kp (2 mch), mch vng

4. Khc phc s c nhanh.

- Xc nh nhanh im s c bng cc thit b chuyn dng d im s c nh thit b ch th s c (Fault indicator)

- Trang b cc thit b chuyn dng x l s c.

- Tng cng cng tc bi dng, hun luyn nhn vin vn hnh v trnh v k nng x l s c.

Phn tip theo s gii thiu mt thit bi bao s c ng dy trn khng (Fault indicator) loai FLA3 cua hang EMG/GERMANY c kh nng xac inh ngay vng s c, gip pht hin v x ly nhanh im s c, kt qu l gim c thi gian mt in ca khch hng. iu ny ng ngha vi vic ci thin ng k cc ch s SAIFI, SAIDI, CAIFI, CAIDI; nng cao cht lng cung cp in ca cc cng ty in lc.

C. Thit b bo s c FLA3 ca hng EMG (Cng ha Lin bang c)

C.1 - Nguyn l hoat ng

Thit b bo s c thc cht l cc cm bin dng in. Khi dng in i qua thit b bo s c c gi tr vt qu gi tr ci t trc (dng in v thi gian), thit b bo s c s tc ng v bo hiu bng n hay c gip nhn vin qun l vn hnh nhanh chng tm ra im s c.

C.2 Phm vi p dng

Minh ha vic s dng thit b bo s c trn li in hnh tiaFLA3 c dng cho ng dy trn khng.

Vi s li in nh hnh 1, s c loi FLA3 (Mt nm u nhnh r 1, hai nm sau nhnh r 2 v 3 nm u nhnh r 3). Khi c s c trn nhnh r NR3, s xut hin dng ngn mch chy qua cc thit b bo c 2 v 3 lm cc thit b ny tc ng bo s c qua tn hiu n v c. Khi my ct u ngun ct ra, nhn vin qun l vn hnh kim tra cc thit b bo s c:

- u tin kim tra thit b bo s c 1 nhnh r NR1, khng thy tn hiu chng t s c nm trn trc chnh pha sau nhnh r 1.

- Kim tra thit b ch bo s c 2, thy bo tn hiu, chng t c s c pha sau n. Reset li thit b ch th s c ny v kim tra tip.

- Kim tra thit b ch th bo s c 3 trn nhnh r NR3, thy bo tn hiu, chng t c s c trn nhnh r 3. C lp nhnh r NR3 v ngh ng li my ct u ngun cp in cho cc phn on khng b s c. Tin hnh kim tra v sa cha s c trn nhnh r NR3.

Thit b FLA3 cn c th pht huy hiu qu cao hn nu c 2 xut tuyn i ra t mt feeder. Trong trng hp , chng ta c th gim ti 50% thi gian d tm s c v khi , ch FLA3 trn xut tuyn c s c mi bo tn hiu, v chng ta c th c lp ngay xut tuyn v ng li my ct u ngun ti lp cung cp in cho xut tuyn khng b s c.

C.3 Nhng u im ca FLA3

1. Thit b FLA3 s dng lp t cho ng dy trn khng vi cp (hay dy trn) c ng knh ti 38mm (Maximum 40mm). Kt cu ngm FLA3, c thit k chc chn, thich hp lp t vi hu ht cc loi cp trn khng, ngay c cc loi cp trn khng c chiu dy lp cch in cao nh ti li in ca in lc thnh ph H Ch Minh.

2. Thit b FLA3 c thit k c th lp t hay tho ra bng so thao tc "Hot-Line" nn rt thun tin khi lp t hay tho g thay i v tr s dng trn li m khng phi cp in.

3. Ch th chnh xc v tin cy, s dng n gin v hiu qu.

4. Kt cu gn nh, nhng chc chn, m bo cho vic vn hnh an ton.

5. Ch th s c bng FLAG (mu cam) v LED (nh sng trng) nn c th d dng pht hin lc ban ngy hay ban m.

6. Cc thng s vn hnh ca FLA3 u c ci t qua "REMOTE CONTROL" sau khi c lp t trn li tu theo yu cu ca ngi s dng.

- Thi gian bo s c: 30 720min (12 gi) vi bc chnh l 30pht

- Dng hot ng: t 40 1.500A vi bc chnh 20A

- Thi gian chu xung (qu ): 40 300ms vi bc chnh 20ms (mi-li-giy)

7. Ngi s dng c th c kim tra hay iu chnh cc thng s vn hnh ci t ca FLA3 qua b "REMOTE CONTROL" di t. Phn mm n gin v thn thin vi End-User.

8. Thit b FLA3 c th hot ng theo thng s ci t theo yu cu ca ngi s dng hay hot ng theo ch "AUTO" (ch AUTO: thit b FLA3 hot ng theo s thay i dng ti ca li).

9. Thng qua b REMOTE CONTROL ngi s dng c th "SELF TEST " - kim tra hot ng ca FLA3 trc v sau khi lp t trn li.

10. Thng qua b REMOTE CONTROL ngi s dng c th c c dng in ang vn hnh trn li in m FLA3 ang treo.

20/04/2012 14:45:04Vin Nghin cu in nng (EPRI) tin hnh mt nghin cu nh gi nhm xc nhn loi cm bin nhit mi ca Cng ty Qun l Ri ro in lc (URMC) c th o chnh xc nhit ng dy truyn ti thng qua mt quang ph rng do dy dn sinh ra, cng nh cc iu kin ti hin trng.

Cc th nghim ca EPRI xc nhn cm bin nhit trc tip (Thermal Direct) c th o lng chnh xc nhit ng dy truyn ti.

Vic hon thnh cc th nghim chng minh rng khng cn thit phi phng on nhit dy dn. Vi cng ngh ny, ngnh in v cc khch hng s bit c chnh xc hn kh nng chu ti ca dy dn.

B phn th nghim cao p ca EPRI ti Lenox, Massachusetts thc hin mt cuc th nghim ngoi tri, vic o c c tin hnh so snh php o ca Thermal Direct vi thit b gim st ng dy ca EPRI. Thermal Direct c kh nng o nhit dy dn vi sai s t hn 50C trong iu kin vn hnh bnh thng ca ng dy truyn ti. Tt c cc o c ca EPRI v URMC c gi ring cho n khi hon thnh tng th nghim.

Douglass ni rng: Gi tr o nhit dy dn ca Thermal Direct bng hoc thp hn cht t so vi gi tr o c t thit b ca EPRI; gi tr o ny c chp nhn v a ra c kt qu c on kh tin cy trong iu kin nhit cao nht.
