rPrevention is better than cureMinhaz Merchant's article 'New Grid Of Govern-ance' (February 18) calls for strengthening fiveintegrated pivots of governance to checkmalpractices. But other than the EC,the otherbodies mentioned can't assure prevention ofmisdeeds. Rather than focus on cures, let'sstrengthen preventive mechanisms, processesand measures. There is need to make accessand delivery of public services simpler andtime-bound. This calls for clear and strictinstructions for both service providers andrecipients. More important, RTImust be streng-thened but with in-built deterrence againstfrivolous queries. It will ensure accountability,transparency and time-bound delivery ofservices. Further, we must introduce tech-nology in all areas of public life for better andfaster interaction, monitoring and surveillance.

Don't weaken the EC r 'With reference to the editorial 'Step BackNow' (February 23), if elections in India havebecome free and fair overthe years, the creditmust go to the Election Commission. Againstall odds, it has carried out its watchdog rolewithout succumbing to the pulls and pres-sures of those in power. However, the govern.ment must put all doubts to rest by rejectingthe proposal to give statutory shape to thecode of conduct. Without the power to en.force the model code of conduct, the ECwillbecome a helpless observer of violations.Also, trying violation cases in courts willmean ~ prolonged legal process. This will onlyhelp violators get way with their offences.The EC's hands should instead be strength.ened within its ambit of powers. The systemhas to be cleansed of money power and crime.
