EXECUTIVE SUMMARY

According to AMC to Part­66, type ratings should be endorsed on a licence in accordance with Appendix I to AMC to Part­66 ‘List of type ratings’.

A Notice of Proposed Amendment (NPA) is issued regularily to amend this list with changes coming from industry and to add new aircraft types or to remove aircraft types whose the TC has been surrended.

Details of the changes proposed by this NPA are presented in Chapter IV ‘Content of the draft Decision’.

A. Explanatory Note

I. General

1. The purpose of this Notice of Proposed Amendment (NPA) is to amend Annex IV to Decision 2003/19/RM of Commission Regulation (EC) No 2042/20031 Annex III (Part­ 66). Annex IV to Decision 2003/19/RM is the Acceptable Means of Compliance (AMC) to Part­66 which includes in its Appendix I the list of aircraft type ratings for aircraft maintenance licences (hereinafter referred to as ‘Part­66 AMC Appendix 1’).

2. The European Aviation Safety Agency (hereinafter referred to as the ‘Agency’) is directly involved in the rule­shaping process. It assists the Commission in its executive tasks by preparing draft regulations, and amendments thereof, for the implementation of Regulation (EC) No 216/2008 of the European Parliament and of the Council of 20 February 2008 2 (hereinafter referred to as the ‘Basic Regulation’) which are adopted as ‘Opinions’ (Article 19(1)). It also adopts Certification Specifications, including Acceptable Means of Compliance and Guidance Material to be used in the certification process (Article 19(2)).

3. When developing rules, the Agency is bound to follow a structured process as required by Article 52(1) of the Basic Regulation. Such process has been adopted by the Agency’s Management Board and is referred to as the ‘Rulemaking Procedure’ 3 .

4. This rulemaking activity is included in the Agency’s Rulemaking Programme for 2012­ 2015. It implements the rulemaking task RMT.0461.

5. The regular amendment of Part­66 AMC Appendix I is considered a permanent rulemaking task for the Agency. The last amendment to Decision 2003/19/RM was made by Decision 2012/004/R 4 . This NPA represents the eighth amendment to Decision 2003/19/RM. The comments to this NPA and the related responses will be published in a Comment­Response Document (CRD).

6. The text of this NPA has been developed by the Agency. It is submitted for consultation of all interested parties in accordance with Article 52 of the Basic Regulation and Articles 5(3) and 6 of the Rulemaking Procedure.

II. Consultation

7. To achieve optimal consultation, the Agency is publishing the draft Decision of the Executive Director on its website. Comments should be provided within 3 months in accordance with Article 6.4 of the Rulemaking Procedure.

III. Comment­Response Document (CRD)

11. All comments received in time will be responded to and incorporated in a Comment­ Response Document (CRD). The CRD will be available on the Agency’s website and in the Comment­Response Tool (CRT).

IV. Content of the draft Decision

12. The objective of Part­66 AMC Appendix I on aircraft type ratings for Part­66 aircraft maintenance licence is to propose a list of aircraft type ratings (aircraft/engine combinations) to promote a common standard throughout the Member States. This requires frequent amendments of the appendix to keep it up to date.

13. This NPA includes changes for:

(a) the addition of the following type ratings:

(1) in Group 1:

(i) Airbus A400M (EPI TP400) (Agency’s Decision pending for this type),

(ii) Gulfstream GVI (RRD BR725),

(iii) Gulfstream (IAI) G280 (Honeywell AS907)

(iv) RRJ­95 (PowerJet SaM146),

(v) AW189 (GE CT7).

(2) in Group 3:

(i) VARGA 2150/2180 (Lycoming),

(ii) Czech Sport PS­28 (Rotax),

(iii) PZL­110 Koliber (Franklin),

(iv) PZL­Koliber 150 Series (Lycoming),

(v) PZL­Koliber 160 (Lycoming),

(vi) SportStar RTC (Rotax),

(vii) CTLS­ELA (Rotax),

(viii) Issoire APM 40 (Continental),

(ix) Waco 2T Series (Lycoming),

(x) EM­11 (Lycoming),

(xi) Commander 720 (Lycoming)

(xii) CEAPR Robin DR 221 series (Lycoming);

(b) or the modification of the following type ratings:

(1) the Bombardier BD700 aeropane be extended to include Global 6000 and Global 5000 GVFD versions,

(2) Eurocopter EC 130 (Turbomeca Arriel 2B),

(3) Eurocopter SA365 N grouped with N1 and N2;

(c) or changes of the models included in the following ratings:

(1) Shorts SC7 (Honeywell TPE331);

(2) Vulcanair SF600 (RR Corp 250);

(3) Extra EA­200/300 Series (Lycoming);

(4) Philippine Aerospace Development Corp added models in the rating of BO 105 series (RR Corp 250);

(5) in the CRD 2011­07, further to detailed explanation from Cessna, the separation of type ratings for Citation Jet CJ3­Cessna 525B (Williams FJ 44) and Citation Jet CJ4­Cessna 525C (Williams FJ 44) was proposed to be added at next NPA in 2012; as a result the type ratings are separated here;

(6) also in CRD 2011­07, it had been proposed that the type rating of Cessna 551 should be moved from the Cessna 500/501/551 (PWC JT15D) to the Cessna 550/560 (JT15D), as a result the changes are reflected here;

(d) or the deletion of type ratings:

(1) Eurocopter SA 360 (Turbomeca Astazou XVIIIA) because the TC is surrended;

(2) SA 365 N because it is grouped together with SA 365 N1;

(3) Agusta AB 102 (PW S1H4) because the TC is surrended;

(e) and with regard to TC holders, the following names have changed:

(1) ALENIA AERONAUTICA,

(2) SYMPHONY AIRCRAFT Industries,

(3) ALEXANDRIA Aircraft LLC added to the Bellanca aeroplanes.

Note: It happened that some competent authorities had some difficulties in managing the Part­66 licences when the Agency modified this appendix by grouping or separating type ratings. Therefore, we inform here that, as explained in GM 66.A.45(b), when a type rating is already endorsed on a licence and by this appendix, is grouped with another one, there is no need that the holder attends an additional type training. This is typically the case in this NPA of grouping SA 365 N (Turbomeca Arriel 1) with SA 365 N1, AS 365 N2 (Turbomeca Arriel 1), which result in the final rating (Eurocopter SA 365 N/N1, AS 365 N2 (Turbomeca Arriel 1).

APPENDIX 1 TO ‘ACCEPTABLE MEANS OF COMPLIANCE’ TO PART­66

APPENDIX I

AIRCRAFT TYPE RATINGS

FOR PART­66 AIRCRAFT MAINTENANCE LICENCE

The following aircraft type ratings should be used to ensure a common standard throughout the Member States.

The inclusion of an aircraft type in the list does not indicate that the aircraft type has been already granted a type certificate under the Basic Regulation and its Implementing Rules.

The lists published in this appendix reflect as much as possible the list of products under EASA responsibility as published on the Agency’s website. As a result, a very limited number of types deriving from a modification approved under STC are shown in the list, the general principle being that these STCs are not listed here.

In order to keep this list current and type ratings consistent, any relevant information should be first passed on to the Agency via the following link: http://easa.europa.eu/webgate/rulemaking­enquiry/

Notes:

— When a modification is introduced by this Decision to an aircraft type rating or to an engine designation in the rating which affects licences already issued, the ratings on the AML licences may be modified by the competent authority at the next renewal or when the licence is reissued, unless there is an urgent reason to modify the licence.

— In the previous annex to ED Decision 2011/008/R some aircraft were classified in Group 5 ‘Aeroplanes multiple piston engine — metal structure’ and are now in Group 1 because they meet the definition for this group (i.e. aeroplanes with maximum certified altitude exceeding FL 290) and require individual ratings (typically the case of Cessna 400 Series aeroplanes). At the next renewal, or when the licence is reissued, the competent authority may endorse individual type ratings for these aeroplanes.

— In the case of aircraft listed in this appendix which is modified by an STC for installation of a different engine which would be subject to another type rating and is not listed in this appendix, the competent authority should inform the Agency and the Agency will define an appropriate type rating.

In the following tables:

— The column ‘TC Holder’ includes the TC holder as defined in the TCDS (EASA, FAA or other).

— Only the designations of ratings included in the column ‘Part­66 Type rating endorsement’ should be used for endorsing individual type ratings on Part­66 licences.

— In Group 3: a third column has been added to the right to specify the material of the structure and whether the aircraft is pressurized. If nothing is indicated for pressurization it means the aircraft is not pressurized.

— When adding limitations to a Part­66 licence (EASA Form 26), use the following codes:

• pressurized aeroplanes: PresAer;

• metal structure aeroplanes: MStAer;

• composite structure aeroplanes: CStAer;

• wood structure aeroplanes: WStAer;

• aeroplanes with metal tubing structure covered with fabric: MTStFAer.
