Window
Vision Statement for the Myanmar National Single Window
The MNSW will be an electronic, online facility that will enable fast and efficient processing of all regulatory requirements and will reduce the time, cost and effort of international trade related procedures through one-time data submission, parallel processing and a single decision making point.
The MNSW will facilitate trade for private sector stakeholders by improving transparency and accuracy as well as simplifying trade procedures in line with international good practice and it will enhance collaboration and integration between the private sector and government agencies.
We believe that the above Vision Statement could be adopted as it encompasses and clearly articulates the overall strategic objectives and desired outcomes
Business ModelThe Business Model comprises the Operational Model and the Governance Model.The Operational Model and the Governance Model are closely related. The roles and relationshipsbetween the entities involved in the Business Model are illustrated in the following diagram.
Impediments to the VisionGenerally, there was consensus from all participants about the following factors that could constitute an impediment to the realization of the vision for the MNSW. Lack of high level awareness of the scope and purpose of the MNSW Lack of tradition of collaboration between agencies Reluctance to change traditional manual and paper based processes and difficulty in replacing complex procedures with electronic transactions Traditional reliance on face-to-face contact Lack of familiarity with Information Technology Electronic banking is still not functioning across all sectors Poor Internet connectivity Poor electricity supply

ObjectiveThe objective of this activity is to assist the NSW/ASW team to plan and coordinate the development and implementation of a basic NSW in compliance with the Government’s commitment to improve trade facilitation in the region. Further, it will be important for the stakeholders in Myanmar to be informed and updated on NSW lessons learned from other Member States, to ensure efficient collaboration and co-operation in the development of their NSW platform.
•Assess the compliance of Myanmar with the agreed NSW readiness questionnaire, which specifies the technical and legal requisites to join the ASW live operation;•Review the Certificate of Origin issuance process of the Ministry of Commerce and required collaboration among responsible agencies, specifically Customs Authority of Myanmar and the Ministry of Commerce;•Review the processes in various agencies for the issuance of SPS certificates and the collaboration between those agencies and their Customs Authority;•Evaluate the readiness of their Customs system to accept and respond to electronic certificates of origin and to exchange export declaration information through the ACDD.•Raise awareness of the ASW and NSW setup, amongst government officers and the private sector;•Come up with recommendations on how to strengthen the close cooperation and coordination between the Customs Authority and relevant government agencies; and•Identify needs to support and expedite the development of the ATIGA Form D application, which would include the Certifying Issuing Agency, Customs, and Traders modules to comply with the agreed ATIGA Form D message implementation guide and process specifications;

ATIGA Form Ds•Importers can claim for preferential ATIGA rates through MACCS•They select the ATIGA rate and scan/upload the ATIGA Form D into MACCS•If the ATIGA Form D is verified as authentic, preferential treatment is given•In 2016, approx. 10,000 ATIGA Form Ds received, increasing each year

ATIGA Form Ds•The application and issuance of ATIGA Form Ds is a manual process•There are 17 "branches", each keep their own records•There is a service fee of 3,000 Kyats, plus 300 Kyats for application form•During FY 2016/17, approx. 6,500 ATIGA Form Ds issued, increasing each year•There are plans to develop an online system, but there is no budget this year
Import / Export Licences•Importers / Exporters apply for permission to import / export through agencies•Agencies issue recommendation letters to the Ministry of Commerce•There is an online licensing system called TradeNet, launched in 2004•Licences are issued based on recommendation letters, uploaded to MACCS•Licences are valid for 6 months•Different payment options

–1-100 Metric Tonnes = 3,000 Kyats–101-500 Metric Tonnes = 5,000 Kyats–> 501 Metric Tonnes = 10,000 Kyats
Import Permits•Ministry of Commerce does not issue licences for plant/plant products•Exporters (in the exporting country) must complete a questionnaire before export•Importers apply for permission to import together with supporting documents:

•If permission is granted, a permit is issued

Export Licences•Recommendation Letter issued at the same time as the Veterinary Certificate•The Ministry of Commerce issue Export Licence based on;
