THE HARKNESS FELLOWSHIPS OF THECOMMONWEALTH FUND—NEW YORK.

Australian Public Service Fellowships.THE Harkness Fellowships for education and travelin the United States are offered in different cate-gories to candidates from the United Kingdom, Aus-tralia, New Zealand and Western Europe.

2. In Australia, up to three Public Service Fel-lowships are offered in open competition each yearto outstanding men and women holding appoint-ments under the Commonwealth and State Gov-ernments of Australia.

3. A candidate must be qualified by education andexperience to carry out a definite scheme of ad-vanced study, research or inquiry related to a prob-lem which is of importance to the candidate's Gov-ernment and can be investigated to special advan-tage in the United States. Probationers or juniorofficers desiring elementary grounding or Universitydegrees are not eligible for these Fellowships.

NOTICE is hereby given that the rate books forthe year ending 30th June, 1964, of lands in theMetropolitan Water and Sewerage District andMetropolitan Main Drainage District No. 1, respec-tively, in the Metropolitan Water, Sewerage andDrainage Area, liable to be rated under the above-mentioned Act, have been made up and are nowopen to inspection by ratepayers.

In accordance with by-law No. 266 of the Metro-politan Water Supply, Sewerage and DrainageDepartment's By-laws, the said rates are payablein moieties on the 1st day of July, 1963, and the1st day of January, 1964.

Any ratepayer may appeal against any valuationof any land of which he is the owner or occupierincluded in a rate book, or any amendment thereof.

Notice of appeal must be made on the prescribedform to the Appeal Board and to the Ministerwithin 30 days after receipt by ratepayer of ratenotice or amended rate notice.

The ratepayer named in any rate notice oramended rate notice may apply in writing within14 days after receipt of the rate notice or amendedrate notice to the Minister for any question as towhether the land is or is not used for residential*purposes to be referred to the Appeal Board fordecision.
