Altogether, Sony Corporation's entertainment division, which comprises the Music Group and the Pictures Group, posted sales of $8.4 billion, up 24 percent compared to the previous year, and profits up 20.8 percent to $534.5 million. In a statement, the company says operating income increased in the entertainment division, thanks to "strong results [from the Music Group] outside Japan." The company also points out that "sales in the Music Group continued to rise despite the weak retail environment in the U.S.A." Sony Music's sales were fuelled by the success of acts such as Celine Dion, whose album Falling Into You has sold over 21 million units world- wide since its release in March 1996. NEWS MNow quota issue hits Austria

VIENNA - Austrian politicians andmusicians are calling for more home-grown music on 03, the country's onlynationwide CHR station.
03 is operated by public broadcast-er ORF. The station's programmingdirector Bogdan Roscic has respondedto the call by saying that there is nota large enough supply of Austrian -pro-duced music which fits the station'sformat to make such a move practical.
The issue came to the fore at theend of April, after an Austrian mem-ber of parliament, Giinter Krauter,launched an initiative to lobby formore Austrian music on 03.
In an interview with Austriandaily newspaper Der Standard,Krauter said that, "Sales in pre-
recorded music reached OS 4 billion($396 million) in 1996, but the largestshare of this money lined the pocketsof foreign companies." The MP sayshe would like to see more attentionpaid to domestic talent in localmedia-especially on state-owned03-and invited comparison with the40 percent quota for French -languagesongs on radio in France.
According to Der Standard,Krauter's initiative is supported by anumber of government members,including cultural spokesman FranzMorak and the head of the Greenparty, Christop Chorherr.
In the meantime, a petition callingfor a 25 percent quota for domesticmusic on 03 is being circulatedamong Austrian musicians. ToniKnittel, member of contemporary folk
band Bluatschnik (see story, page 10),is one who has signed the petition.
"Very few Austrian musicians weremade famous by 03," says Knittel,"and I think there should be more."Knittel adds that he believes the factthat 03 derives income from listeners'license fees should allow it to "havemore courage, and not only think witha commercial perspective in mind."
03's Roscic admits that the shareof Austrian music played on the sta-tion is shrinking. A survey for 1995shows that 23.5 percent of the sta-tion's music, advertisements and jin-gles were produced in Austria.Results for 1996 are due out in lateMay, and Roscic says he is sure thepercentage has fallen even further.
He points out that the station-which targets the 14-49 age bracket
with pop, rock and dance-still playsAustrian music that fits its format.Among the most popular domesticartists played are Rainhard Fendrich,Kurt Ostbahn, Bluatschink andAusseer Hardbradler. But he addsthat, "The supply of popular Austrianmusic that fits our format has driedup since the mid -1980s."
Roscic claims that 03 actively triesto support new local talent. The sta-tion maintains its own recording stu-dio and offers young musicians studiotime free of charge.
Refering to the current fierce com-petition for listeners between radio,cable and satellite TV and "real-timeradio" on the Internet, Roscic warns:"You cannot spoonfeed people whatsome politician thinks they wantto hear."

MADRID - Internal conflicts are threat-ening to split Spain's third largest pri-vate radio network.
News/talk formatted Onda CeroRadio (OCR) is facing a potential break-away by 60 out of its 180 associated sta-tions. Blas Herrero, deputy chair-man of Uni-prex-the com-pany whichoperates OCRon behalf of itsowners, Spain'sblind persons'association,Once-andowner of the 60 stations,is taking OCR to courtover financial matters.
Herrero is refusing toapprove the network'sfinancial results for 1995and 1996, because he dis-agrees with the way theprofits are distributed.
Herrero has alreadygrouped together his 60stations under thename Cadena Radio Blanca. He hopesto attract other stations and radiostars to join the group in a potentialnew national network. Herrero'sbroadcasting group could attractsome of the 200 new FM licencesbeing granted by the developmentministry in the next few months dur-ing the first phase of the planned allo-cation of 632 licenses this year.
Herrero and Once/Uniprex chair-man Jose Maria Arroyo have failed tobridge the gap between OCR andHerrero after several meetings. It isunderstood that Herrero also wants
to find a legal way to break a businessaccord which binds him to OCR untilJanuary 1999. Uniprex chairmanArroyo says, "We are doing every-thing possible for the accord to con-tinue and we are sure Herrero willaccept our offers."
One of the stars Herrero couldattract is OCR's most popular presen-ter Luis del Olmo. Del Olmo presentsthe morning programme, Protag-onistas, which vies with CadenaSER's Hoy Por Hoy as the country'smost popular radio show. The show isbroadcast by his own Barcelona -based station Onda Rambla and then
relayed throughout theOCR network.
OCR is now trying tobroadcast its other mainprogrammes throughrival Barcelona stationRadio Salud, which hasenraged Del Olmo. Inwhat is being interpretedby some as a veiled threatthat he may joinHerrero's new venture,Del Olmo comments,
"This pact (with Radio Salud) couldhave unforseen consequences."
OCR and its CHR sister networkOnda 10 have been losing listenerssteadily over the past year, despiterevamps at both networks. The latestEGM survey, covering January -March, gave OCR 2.4 million listen-ers, down from 2.8 million a year ago,while Onda 10 (formerly Onda CeroMusica) fell below 200,000 for thefirst time to 194,000 from 301,000 ayear earlier. OCR sources say that1996 gross sales were Ptall billion($76 million), yielding net profits ofPta150 million ($1 million).
Norwegian govt.investigates chart

Ono - Norway's Top 40 full -pricealbum chart is under official scrutiny.
Competition authority Konkurr-ansetilsynet is investigating a com-plaint by classical budget label Naxoswhich argues that the chart is anti-competitive and that the Norwegianrecord labels' body, GGF, is refusing toenter into normal "business relations"with the label.
Naxos contends that GGF's mini-mum price for charteligibility is an unfairrestriction of itstrade. Most Naxos
by GGF, and copyright is held jointly bythe trade group and VG. It excludes allproduct with a lower average retailprice than NKR 129 ($18), effectivelyremoving all Naxos' repertoire. Thestore price of full price CDs in Norwayis between NKR 159 ($22) and NKR189 ($27); Naxos' repertoire has retailprices ranging from NKR 59 ($8) toNKR 99 ($14).
Naxos is also claiming that GGF"denies business relations" with thecompany. Wiersholm, Mellbye & Bech
contends that GGF is atrade group and doesnot sell goods or ser-vices, and therefore it
kvAproduct appears in theless well -publicised bud-get chart in Norway.

Bech, states in a letter to the competi-tion authority that GGF has no controlover the decision by leading newspaperVerdens Gang (VG) not to publish thebudget chart, understood to be a factorbehind Naxos' complaint.
"If Konkurransetilsynet intends tointerfere with VG's editorial choice ofa music chart, GGF is not the appro-priate subject for the complaint," thelaw firm states in the letter, a copy ofwhich has been passed to Music &Media. The letter adds, "GGF com-piles the charts as a trade group andhas no influence on which charts VGwants to print."
The letter also argues that the divi-sion of budget price and full price prod-uct is justified, because lower pricescreate "artificial demand" for a product.

Englund states that he is keen toestablish whether the major label -spon-sored chart influences consumers buy-ing decisions. If so, he states, it may bedistorting competition between prod-ucts. "GGF is owned by the internation-al record companies, and Konkurr-ansetilsynet wants to investigate theeffects of [GGF] compiling this type ofchart," he concludes.
Konkurransetilsynet is expected tomake an official pronouncement withina few weeks.

`Abuse of power' silencesbrace of Belgian stationsby Marc Maes
ANTWERP - Belgium's regional mediaauthority Media Service for Flandershas taken two commercial stations offair-one permanently.
Antwerp -based CHR station RadioContact, has had its licence revoked,with effect from April 21. Media Servicealso imposed a 10 -day radio silence onAntwerp's domestic music channelRadio Expres, the city's second biggestcommercial station. Radio Expres-which recently joined with Nostalgie
and Top Radio VRM to form Antwerp'sbiggest commercial network (Music &Media, February 15)-was banned frombroadcasting for the period May 1-11.
Radio Contact was found to bebroadcasting with excessive antennapower in January. At that time, themedia authority decided to withdrawthe station's licence permanently.Radio Contact then appealed againstthe decision to the Flemish StateCouncil, claiming it had been forced toboost its antenna power in order tomaintain its official broadcasting
radius of eight kilometres. The appealwas turned down by the council earlierthis month, clearing the way for thegovernment to take the commercialbroadcaster off the air.
"Since the beginning of the year wehave withdrawn three licenses tem-porarily and revoked one permanently,"says a spokesman for Media Service.He justifies the authority's strictapproach towards stations illegallyboosting their antenna power as beingnecessary because, "It could provoke asnowball effect."

In response to a written ques-tion from a member of parliament,Radio Television Espanola (RTVE)director general Fernandez Lopez-Amor has told a parliamentary com-mission that, "Radio 1 and Radio 5 haveincreased their audiences, while RadioClasica and Radio 3 have stabilized."The figures are based on the recentEGM audience survey-the first thisyear-which covers the first quarter of1997. Lopez-Amor said RNE's flagship,news/talk station Radio 1, hadincreased its daily audience by 175,000to 1.8 million.

PARIS - The Reed MidemOrganisation has placed dance musicmore prominently than before in thepromotion of Midem Asia 1997 and inits concert programme.
The third annual Midem Asiatrade fair takes place in Hong Kongfrom May 21-23. Midem artisticdirector Bernard Batzen claims that,"This year, we will present a greaterdiversity of styles while putting astrong emphasis on techno." Batzendescribes the music mix at MidemAsia as, "50 percent dance and 50percent pop/rock."
According to the InternationalFederation of the PhonographicIndustry (IFPI), sales in Asia totalled$9 billion in 1996. Reed Midem esti-mates that dance music accounts for5 percent of the total Asian market.The organisation notes that individ-ual Asian markets are still dominat-ed by local acts, butEuropean artistshave made signifi-cant inroads overthe past two years.Midem Asia's Inter-national DanceGroove Party onMay 21 will reflectthis development,presenting artistssuch as Austria'sUnique 2,Denmark's Aquaand Sweden's Say and De De.

Based on his experience at MidemAsia in 1995 and 1996, Batzenobserves, "The Asians tend to attendconcerts [at Midem] by artists fromtheir own country, while theEuropeans go everywhere." Thisyear, most performances will takeplace in the convention buildingitself, with only a limited number ofconcerts booked into clubs in thevicinity of the building.

U2 'Pop' past2 million mark
LONDON - Nine new albums qualifiedfor Platinum Europe Awards, for salesin excess of 1 million units across thecontinent, as certified by theInternational Federation of thePhonographic Industry (IFPI) in April.
Indeed, U2's Pop (Island), andTina Turner's Wildest Dreams (EMI)both moved to double platinum, andQueen's Made In Heaven (EMI)passed the 5 million units mark.
Seven of the nine new members ofthe Platinum Europe club arealbums by European artists. Stockholm's AC stationsfaring well in first quarter
STOCKHOLM - The latest radio audi-ence figures in Stockholm, Sweden'slargest and toughest market see com-mercial hot AC station Energy movingup one notch in the public radio -domi-nated top five.
For the first time in the past 12months, the station has topped publicCHR broadcaster P3, albeit by a smallmargin. The first quarter ratings for1997 -as published by research insti-tute RUAB-show Energy beating P3in the race for fourth place, with a 9.8percent daily reach compared to P3's 9.7percent. However, the result also marksthe first time since 1994 that Energy'sdaily reach has fallen below the 10 per-cent mark.
Energy MD Chuck Maylin says he isnot worried by the station's falling audi-ence figures. "The new titles we playedin the first quarter of the year have not
been so strong," he comments. "Since weonly play new titles, a situation like thatcan hurt our ratings temporarily."
Public broadcasting companySveriges Radio (SR), which operates sixstations in Stockholm, continues todominate the market with AC stationP5 Radio Stockholm on first place with22.5 percent daily reach. SR news/talkstation P1 follows with 16 percent andnational music station P4 claims thirdplace with 10.1 percent daily reach.
As well as the six public channels,Stockholm has ten commercial stationscovering a city with a population of 1.5million. Market insiders have describedthe situation as "over -saturated."However, Carl -Johan Broms, managingdirector of SBS-owned AC station RadioCity, dismisses that view.
"Of course this market can take ten[commercial] stations," Broms says. "It'sdeveloping fast, and you can see that inthe niche -oriented stations. Today we
have rock, dance, hot AC and soft AC, allwith pretty stable audiences. It's a dif-ferent world from barely three yearsago, when everyone was chasing thesame listeners."
The latest figures for commercial softAC station Lugna Favoriter 104.7 RTLwould seem to indicate that there is stillroom for private stations to grow. Thestation can claim the biggest audienceincrease recorded in the first quarterratings, having improved its audienceby 17 percent to 111,000 listeners (7.6percent) daily reach.
Lugna Favoriter MD Peter Waak,celebrating the figures on the firstanniversary of the station's launch, sayshe is pleased with the results. "Therewere two other soft AC channels whenwe started out. Now one of them haschanged its format and the other is los-ing listeners fast," says Waak, who alsoholds the post of MD at CLT-ownedmodern rock station Bandit 105.5.

Is radio revealing a 'newWith talk of a "Federal Europe" and plans for a singlecurrency receiving high media exposure, it is perhapsironic that the last five years have witnessed a hugeincrease in the popularity of domestic -music -only radioin continental Europe, a fact reflected in the increasedsales of home-grown music product. Music & Mediaprofiles some of the leading domestic music radio sta-tions in Spain, the Netherlands and Italy, and looks atsome of the reasons for their success.
Dutch 'Chauvinism' scores

With a nod towardsMarco Borsato's 1995hit Dromen Zijn Bedrog(Dreams Are Mislead-ing), a 1996 Dutch gov-
ernmental investigation dubbed "DeMeeste Dromen Zijn Bedrog" ("MostDreams Are Misleading") looked intothe incredible-almost overnight-suc-cess of domestic product on the Dutchmusic market.
One of the observations of thisresearch, conducted by the Universityof Nijmegen, was the very significantinfluence of domestic music stationRadio Noordzee Nationaal (launchedin 1992), on which 80 percent ofall the records played areDutch product, with some62 percent sung in theDutch language.
Noordzee has beenmore than happy touse the results of thisand other similarresearch in its ongo-ing bid to obtainmore terrestrial fre-quencies onHolland's FMband. When itwas awarded aclutch of newterrestrial fre-quencies in1994, the sta-tion saw itsaudiencereach leapfrom 2.3 per-cent to around10 percent.
At themovement,Noordzee's terrestrial frequenciescover 70 percent of the Netherlands,with the eastern and southernprovinces excluded to a greater orlesser degree. It does, however, havecomplete national coverage via thecountry's cable TV and radio network.
Says Radio Noordzee pressspokesperson Jerney Kaagman, "Ourstrength is that we understand ourcountry is more than just 'greaterAmsterdam,' where the people hap-pen to speak English excellently. By

playing a lot of material in theirmother tongue, we give small villagesacross the country the idea thatthey're on the map too."
Kaagman adds, "Just look at what'son a jukebox in any bar in the country-side, and you instantly spot the dis-crepancy with the big cities. And as thequality of the product is nowadaysgood enough, there's no reason not toplay Dutch music next to the interna-tional hits."
Kaagman also cites much improvedmarketing strategies for new Dutchmusic as contributing to the station'sstrong ratings performance (it is cur-rently the Netherlands' second mostpopular commercial station after softAC outlet Sky Radio).
"Record companies now spend thesame amount of money marketing
domestic acts as they used todo on international stuff
in the past," she notes."A great realisationhas developed in theindustry that youcan actually earn
money fromDutch product.So they [the
record compa-nies] work harder at
it, whichcomes backin the formof increasedrevenues forthem andhigher mar-ketsharefor us."
MarcoBorsato'sconsistentdominanceof the Dutchcharts in thelast couple
of years prompted Polydor to set up anexclusively Dutch -language division ofits company in the Netherlands. As itsproduct is as typically Dutch as wood-en shoes and tulips, it has been namedCheese Music.
"The repertoire we deal withverges on what is called `schlager' inGermany, and around seven out of 10records we release are first played onRadio Noordzee," acknowledgesCheese product manager RickGemser. "The other stations only fol-
low when they have to-i.e. when therecord has charted."
Radio Noordzee's Kaagman, whohas a history as a recording artist inher own right as lead singer of leg-endary Dutch pop band Earth & Fire,remembers the thinking behind thestation's launch in 1992 very clearly."It had become very evident thatthere was a clear link between airplayand sales," she recalls. "What peopleget to hear is, at the end of the day,what they will buy. The founding ofthe station was an initiative of theIndependent Association of Authors ofLight Music [PALM], which felt thatpublic radio didn't pay enough atten-tion to domestic music."
Pride in a country's own musicalways plays an important role in thesuccess of domestic music, perhapseven more so in a "supra -national"Europe. "When, in a budgetary debate,the European parliament suggesteddropping Dutch in favour of Only four`official' languages, it was deemedunacceptable by the Dutch representa-tives in Strasbourg," says Kaagman.
"In such a political climate of[European] unification at the expenseof individual regional cultures," sheconcludes, "preserving your own iden-tity by keeping your own language andmusic becomes essential. With the helpof newly -introduced marketing tech-niques, this chauvinism is contributinggreatly to our station's success."
Spanish steps to successby Howell Llewellyn
Spain possibly reflects therecent success of domestic -music -only stations betterthan any of the otherEuropean countries.
However, both of Spain's most suc-cessful Spanish -language -only net-works both play some Latin Americanor U.S. material sung in Spanish aswell as "pure" domestic repertoire.
According to the official EstudioGeneral de Medios (EGM) ratingssurvey covering January -March 1997,Cadena SER's domestic music net-work Cadena Dial is the country's sec-ond most popular music network afterCHR net Los 40 Principales, with 1.8million weekday listeners.
Its even "purer" (in terms ofdomestic music) sister station Radioleis Spain's most popular radio networkoverall on a station -by -station basis-Radiole's 15 affiliates recorded animpressive total of 502,000 weekdaylisteners during the same EGM sur-vey period.
Both Cadena Dial (with 78 stationsin its network) and Radiole are part ofthe largest commercial radio group inSpain, Cadena SER. But their suc-cess, and that of domestic music radioin Spain in general, is largely attrib-uted to one man-Paco Herrera.

Herrera, who is director of both Dialand Radiole, took the reins of both net-works at their inception in 1990, and itwould have been difficult for SER toselect a more appropriate person. Bornin the southern Andalucian port ofCadiz 48 years ago, he is an expert notonly on flamenco music, but on theentire range of "Spanish song," whichincludes copla, bolero and sevillanas, aswell as Latin American derivationssuch as the tango, ranchero, Caribbeansalsa and merengue.
How does Herrera explain the suc-cess of his two networks? "There aretwo main reasons," he replies. "Thefact that there is more and more goodSpanish music, and the fact that prob-ably no more than five percent ofSpaniards understand English. A fewyears ago, people didn't mind if theycouldn't understand the lyrics [ofrecords], but that is changing, and lis-teners are getting fed up with thesame old Anglo-Saxon diet which they

concerts (even those by heavy metalbands), is that it seems everybody atthe gig knows every single word ofevery song. In Spain, song lyrics arepercieved as more important than inmuch Anglo-Saxon music.
Cadena Dial tends to play morechart material than Radiole, and it sdemographic covers a largely middle -to -lower classaudience."Dial is whatMum will lis-ten to withher son ordaughter andgranny, so itattracts a 15-60 age span,"Herrera says."It playsnational andLatinAmericanpop/rock, butnothing strident; flamenco; classicSpanish hits, and salsa and merengue."
Radiole is more specialist, and hasan upper middle class audience with a60/40 female bias. It plays ballads,boleros, tangos, rancheros, coplas,and sevillanas. "A lot of the audienceis made up of southern Spaniardsfrom Andalucia or Extremadura, whohave emigrated to the northernindustrial areas and miss the 'south-ern' sound they associate with home,"reveals Herrera. "But I don't want toexaggerate the point-this music ispopular in nearly all of Spain."
PolyGram Spain president andCEO Paco Bestard says he believesHerrera has achieved an enormousamount for Spanish music, a factwhich is reflected not only in the popu-larity of Dial and Radiole but also inthe sales charts over the past year.
"The amount of Spanish talent outthere is finally dawning on peoplewho thought it [talent] only existed inNew York or London," Bestard sug-gests. "Fans are not stupid, and theynow identify themselves with a lot of
the new prod-uct-they have discovered a sense ofpride that was maybe missing before."
Bestard mentions Isabel Pantoja,Rosana, Ketama, Marta Sanchez,Julio Iglesias and new PolyGramsigning, singer/songwriter IsmaelSerrano (whose debut album is cur-rently in the charts), as examples ofDial/Radiole success stories. "In somecases, they are artists who would not
otherwise beheard on thechart -based sta-tions, eventhough they areSpanish,"he says.
Herrera is soconvinced thepopularity of hisnetworks willgrow, "providingof course that weare grantedmore stationlicences," that he
is prepared to make a bold prediction."At the moment, Los 40
Principales' audience is nearly a mil-lion more than Dial's," he states. "Iseriously think that within 10 years,Dial can overtake Los 40 and becomeSpain's most popular music network."

Italia SMI: 'rags to riches'

The "kitchen sink" approach haspaid off for Italy's leadingdomestic music network RadioItalia Solo Musica Italiana(Radio Italia SMI).
So says Mario Volante, founder andmanaging director of Radio ItaliaSMI, reflecting on the station's modestbeginnings in February 1982, when hepioneered the domestic -music -onlyformat in Italy.
"I was presenting Italian musicprogrammes on several different localMilan stations, trying to convince theowners that an all -Italian music for -

in Europe?mat would work," he recalls.
"When no one was interested, Idecided to set up my own station. Westarted from the kitchen of my apart-ment with two tape machines and asmall transmitter, but because of theimmediate popularity of the format,we rapidly expanded to become thefirst syndicated network to achievenational coverage," says Volante,holding up the very screwdriverwhich, in 1989, was used to turn onthe transmitter which sent the sta-tion's signal over the Straits ofMessina to his home island ofSicily-enabling the network to fullycomplete its national coverage.
Latest Audiradio ratings giveRadio Italia SMI an average dailyaudience of over 3.7 million listeners,making it the fifth most -listened -tostation in Italy, and the country'sthird most popular commercial sta-tion. In the late '80s, when RadioItalia SMI topped the commercialradio ratings league, imitators sprangup in most regional markets.
Two of those, Bologna's Lattemiele(Milk & Honey) and Pisa's Radio Cuore(Radio Heart) subsequently expandedinto national syndicated networks,achieving a 1.8 million and 1.9 millionaverage dailyreach respec-tively.
Both of thenetworksoperate auto-mated non-stop music for-mats withnews and infor-mation inserts.Like ItaliaS M I ,
Lattemieleplays a widerange of Italianmusic, whilstRadio Cuorespecialises in amore focused easy -listening style.
Volante believes that whilst sta-tions like his own are partiallyresponsible for the increased popular-ity of domestic music in Italy, thequality of local production has alsobeen a major factor in the genre'snew-found success.
"Of course, the fact that domesticmusic can now be heard round the clock[on radio] is an important element, par-ticularly as quality music programmingon TV is rare in Italy," he says.
"However, the vast improvement inthe quality of domestic music produc-tion has been most significant inincreasing the popularity of localartists in recent years, not just in Italybut around the world."
Riccardo Usuelli, head of promo-tion at Universal Music Italy, notesthat the popularity of domestic musicformats has also influenced othermusic -led networks in Italy. "Apartfrom Italian dance music, Radio

Deejay played very little Italianmusic until recently," he says, "butnow they are playlisting indie-stylerock and rap product from Italianartists, especially since the drasticdecline in popularity of dance musicduring the past 18 months."
Volante says that, while RadioItalia SMI plays a wide variety ofItalian -language music genres, thestation leaves the breaking of themore alternative genres to outfitssuch as Radio Deejay. "The most left -field we get is to play an artist like
[rock singer/songwriter]Carmen Consoli,because sheappeared at theSanremo SongFestival, but an
indie rock actlike Litfiba-even though theyare now anestablishedband-won't geton regularrotation."

"Only20 percent are likely to tune around tohear other stations playing interna-tional artists."
Commenting on the increased levelof competition from Lattemiele andRadio Cuore (which have both regis-tered significant audience gains dur-ing the past year) Volante notes, "Inthe past six years many stations havetried to imitate our success. Somehave succeeded, but many havefailed. The situation has now sta-bilised, and there are no new playerscoming onto the market. Despiterecent revamps at both Lattemieleand Radio Cuore, Radio Italia SMIremains the point of reference forItalian music fans."

U.K. win shines new light on Eurovisionby Fred Bronson
DUBLIN - On May 3-for the firsttime in 16 years-a U.K. act won theannual Eurovision Song Contest.
The song which claimed victory atthe 42nd Eurovision event, held inDublin's Point Theatre, by runningup the biggest point total in the his-tory of the contest was Love Shine ALight by Katrina & the Waves. With
it, Kansas -born KatrinaLeskanich became the firstAmerican artist to ever winthe competition.
Runner up was the Irishentry Mysterious Woman
by Marc Roberts, witha difference of 70points, the biggest gapbetween the top twosongs since the con-test began. The U.Kwin broke anIrish/Scandinavian
grip on first place datingback to 1991, whenSweden took top hon-ours. Ireland won in1992, 1993, 1994, and1996, yielding only to
Norway in 1995, whenSecret Garden wonwith Nocturne.
Katrina & the Wavesare best remembered fortheir 1985 hit, WalkingOn Sunshine. DrummerAlex Cooper, bassistVmce de la Cruz, gui-tarist Kimberley Rew(one-time member ofU.K post -punk band theSoft Boys, fronted by cultsinger/songwriter RobinHitchcock) and leadsinger Leskanich haveremained together eversince, albeit withoutmuch chart success.
Asked whether the
Eurovision victory would damage theband's credibility, Leskanich couldonly laugh and reply, "What credibili-ty? Our careerhas been in thetoilet for 10years. This isa miracle!"
The songwas not writ-ten specificallyfor Eurovision.Cooper's broth-er requested asong that couldbe used to benefit theSamaritans charity. Rew com-posed Love Shine A Light andwas told it sounded like a songwhich could compete in thepopular song festival. A lastminute entry in the GreatBritish Song Contest, it wasone of eight semi-finalists andwon enough votes in a BBC -conducted telephone vote to representthe U.K. in Dublin.
The single was released in Britainone week before the contest on theEternal/WEA label, which turned lastyear's U.K. entry, Gina G's OohAah...Just A Little Bit into an inter-national hit, even though it onlyplaced eighth in the contest.
Two of the bravest entries thisyear were Stemmen I Mit Liu, a rapsong by Denmark's Thomas Laegard,and Minn Hinsti Dans, atechno/dance number by Iceland'sPaul Oscar. In a foreshadowing ofEurovision Song Contests to come,those two songs did especially well incountries which tried "televoting" forthe first time.
The much -parodied traditionalmethod of choosing a Eurovision win-ner is for each country to have a juryof 16 people voting, usually made upof 50 percent music industry profes-sionals and 50 percent members ofthe general public.
Norway's P3 fights 'libellous' claimsby Kai Roger Ottesen
OSLO - An advisory council toNorway's ministry of cultural affairshas claimed that CHR station P3 is notadhering to the code of standards forpublic broadcasting.
P3's parent company, state-ownedbroadcaster NRK, has retaliated by call-ing the council statement "libellous" anddemanding detailed documentationbacking the claim.
According to the advisory council,there are organized links between P3music director Nils Heldal and an infor-mal goup called Infopool, which includesP3 staff members, Warner MusicSweden, music retail chain Hysj-Hysjand clothing manufacturer Levi's, aswell as several advertising agencies andprint media.

DUBLIN - It wasn't just aboutEurovision in Dublin last week.
Local radio operators in Ireland wereprotesting at proposed broadcasting leg-islation which threatens to step-up thecriteria for "public service" program-ming on commercial radio.
At the Independent Radio andTelevision Commission's (IRTC) con-ference in Dublin on May 2, Irishbroadcasters expressed their angerover elements in the legislation whichwould force commercial operators toproduce and broadcast a higher per-centage of documentaries, currentaffairs and Irish language pro-grammes, and to schedule them inmore prominent parts of the day.
During his address to the conference,the author of the legislation, minister ofArt, Culture and the Gaeltacht, MichaelD. Higgins TD, told the delegates thatIrish media law needs, "A clear state-ment that public service broadcasting isan essential and central part of the mixof broadcasting services [commercialand RTE] in Ireland."
Higgins continued, "This is not todeny or denigrate the efforts of indepen-dent broadcasters who provide pro-gramming within their overall sched-ules which would fit easily into manypeoples understanding of a 'public ser-vice programme,' generally perceived asprogramming of a minority appeal, usu-ally broadcast outside of prime -time."
Charlie Collins, president of theAssociation of Independent RadioStations (AIRS) and chief executive of
Radio Highland, retorted thatHiggins had failed to produce a pro-posal which was balanced betweenthe private sector and public broad-caster RTE, which receives incomefrom licence fees and advertising.
Collins said, "Independent radio andthe advertising industry were bothignored by the minister when he wasdrawing up his legislative proposal."
The independent stations point outthat RTE has more producers andresearch staff to enable it to produce thekind of programming propagated byHiggins. Commercial radio delegatescontended that, if they were to producemore "public service" programmes,which are unattractive to advertisers,then the government should subsidiseprivate stations.
Higgins responded, "It would bemadness to attempt to devise a struc-ture that would seek to compensatebroadcasters for specific programmegenres." He added that commercialradio would be able to meet the criteriaof the proposed media law, "by includingboth popular programming which isprofitable in commercial terms as wellas minority programmes which can beunprofitable, by the provision of a com-prehensive programme schedule."
Some private broadcasters alsoaccused Higgins of "dragging his feet"on the legislation. The proposed broad-casting legislation has yet to be debatedin the Dail (Irish parliament). Many pri-vate broadcasters fear that this mightnot happen before the general election,which is likely to be called sometimelate this summer or in early autumn.

Back at the Party of oneby Dominic Pride
One disadvantage of doing everything yourselfis that when things go wrong, there's only oneperson to blame.
That shouldn't be a problem for KarlWallinger, judging by the songs on Egyptology(Chrysalis), the fourth album by his one -man -band, World Party.
For a start, the record is rooted in the fer-tile soil of singer/songwriter material fromwhich the current crop of bands such as Oasishave flourished. The Beatle-ish or Dylan-esqetone of the album makes it in keeping with thecurrent vogue for '60s and '70s nostalgia.
"Yes, I am nostalgic for my own past,because it reminds me ofmy happy childhood,"admits Wallinger, in hisSeaview Studios (over-looking London-andaround 50 miles from thecoast). "Those times feltgood, especially themusic. I'm trying to com-municate the warmth Iget from that music."
That warmth runsthrough Egyptology,which is released throughEMI companies on June 16. The first single,Beautiful Dream (released May 27), with itsmild Rolling Stones influences, is already atradio and has been added at London's VirginRadio and Capital 95.8. Vanity Fair, whichWallinger says is a comment on "sleaze" inBritish political life, features chirpingHammond organs, whilst ballad She's The Onecould be out of the John Lennon songbook.
Beyond a misty -eyed fondness for the timeof his youth, Wallinger argues the music fromthe period stands the tests of time. "That stuffhas a richness and a realness to it. It explainswhat it's like to be alive as a human being. Thesongs also lasted a long time," he notes "That'swhy you can still listen to Hendrix now-andthey use it to sell jeans."
For many years Wallinger was-despitesome high chart positions in Europe-cast intoin the musical wilderness. His fondness for adated sound and a laid-back approach to lifeclashed with the over -produced dance sounds
of the '80s and early '90s. Now "real" bands-and fake psychedelia-are back in vogue.
"Time has been delivered into my lap interms of what's going on today in music,"Wallinger notes, adding the caveat, "but I don'tthink it's gone full circle." The fact that radio cannow find a home for his songs is something of anaccident, he says: "Radio will do what it will. It'ssomething we have to observe."
Wallinger says he is also keen to promotean openness and honesty which he reckonswent out of the window in the '80s. "People aremore guarded about each other and that's todo with AIDS culture and they've taken thisaspect of self-consciousness. People won't say`I love you' as they think it's 'sloppy' or un-cool.
That makes me wantto write songs andplay devil's advocatewith the idea of 'cool.'People have gotsophisticated on asuperficial level."
Wallinger writesand produces most ofhis own material aswell as playing mostof the instruments. Aself-confessed control
freak, he also admits to being a perfectionist,which explains the four-year wait since his lastopus, Bang!. "The music would not exist if Iwasn't a control freak," he admits. "It's a way ofgetting what I want."
One observer describes the over -productiveWallinger as being "beyond A&R," meaningthat he could be left alone to create an album"without needing to be locked in a room with-out Diane Warren."
Once a member of the Waterboys, Wallingerwas signed to Ensign, the Chrysalis imprintrun by Nigel Grainge and Chris Hill. Sincethey left in 1993, he has been almost left to hisown devices, being A&R-ed by Chrysalis man-aging director Chris Briggs. "He has a differ-ent attitude to Nigel and Chris [Hill]. I am thegarden and he's the gardener, just movingthings around, but the stuff keeps growing.That's the risk-and the danger-of being[left alone]."
Wallinger will be touring and doing inter-national promotional duties in June and July.

K7'S KICKS IN THE MIXHaving boldly gone where no other tech -no compilation company had previouslytrod with its audio-visual X -Mix series,Berlin -based Studio K7 has, over thelast two years, established a reputationfor original compilation concepts.
Surprisingly, with sales per release ofX -Mix and the DJ Kicks series averaging40-60,000, founder Horst Wiedenmiillerwas frustrated. He comments: "We workclosely with an artist until a compilation comes out, do thepromotional work and then they're gone. It became frustrat-ing not to be able to build long term relationships."
The answer was simple; he started K7 Records for orig-inal acts, including Impulse. Says Wiedennitiller: "Sales
figures are modest compared to compila-tions, but bringing on artists fromscratch is our attempt to put somethingback into the industry."
However, despite the enthusiasm ofpress and TV, radio has not exactly beenbreathing down K7's neck. CommentsWiedenmuller: "Everything we'veachieved has been wholly without radio.

With Swedish duo Roxettein mid -sabbatical, mem-bers Marie Fredrikssonand Per Gessle haveresumed their solo careers.
Fredriksson released analbum in Sweden last year,and on May 5 this year,Gessle issued a solo set onhis own Fundamentallabel, through EMISweden and its international sister companies."I named it The World According To Gesslebecause this is my version of how I think popmusic should sound," he explains. "I did it just tokeep myself awake. I just like to work."
As well as working with Belinda Carlisle andpreparing for this album, Gessle undertook areunion tour and released an EP with his for-mer band Gyllene Tider (Golden Times). Thatband made Gessle a Swedish pop icon a fulldecade before Roxette broke internationally.
Do You Wanna Be My Baby?, the first singlefrom The World... has already topped theSwedish chart. Gessle's two previous solo out-ings, in 1983 and 1985 were in Swedish, butthis album is in English and has been influ-enced by the music he grew up with, notablyPhil Spector (and even Roy Wood's zany BritishSpector -copyists from the '70s, Wizzard). "Thisis a tribute to my record collection," Gesslesays. "The big thing for me is to show where Icome from and what I like, and still try to makeit sound '97. That's tough to do because I'm verymuch based in the '70s and the '60s."
He emphasises that his idea was not to make
a Roxette album without Marie."I tried to make the videos andthe artwork stand on their own.If you like Roxette I'm sureyou're going to love this albumbut it's not a Roxette album. It'sharder and rougher with moreguitars-and louder than anyRoxette record ever made."
Long-term Roxette produc-er Clarence Ofwerman and theduo's engineer Michael Ilbertworked with Gessle on the new
album. "Michael's a master at getting drumsounds and guitar sounds, and can make anyband sound really hard and edgy," says Gessle."My problem has always been to get 'attitude' inthe sound because my songs are well -structuredand very commercial, with lots of choruses.
"But," he concedes, "there's a tendency to let itbecome a little soft, too middle-of-the-road, andMichael made sure that wasn't the case. I'm usedto spending 10 or 11 months in the studio onevery album and this one took three months."
Gessle and Fredriksson have kept in touchthroughout Roxette's break and the pair plan toreturn to the studio towards the end of this year."I'm sure we still have the best Roxette albumsin the future," muses Gessle. "I think there haveto be outside projects, you need fresh air so asnot to get bored and sometimes you need to takea step backwards to get two steps ahead."

Austrian 'honesty' pays offby Susan L. Schuhmayer
Bluatschink never set out to be one of Austria'sleading "new folk" acts.
In 1990, the World Wide Fund for Naturescreened a film in the Austrian province ofTyrol about the Lech River. As chairman of alocal citizens' environmental initiative, oneToni Knittel penned a handful of songs to playat the event. Enlisting the help oflocal musician Peter Kaufmann,the two performed that evening-Bluatschink had arrived. The duotook their name from a local myth,under which youngsters areadmonished to stay away from theLech River so Bluatschink (BloodyHam) can't get them.
"We didn't intend to keepsinging," Knittel notes, but fivealbums later, Bluatschink are still going strong.Singing in local dialect, they tackle such sub-jects as environmental protection, racism andthe plight of Austria's farmers. "I think theaudience feels we are a little bit more honest inthis dialect," Knittel says. "We try to tell stories.If you don't understand the lyrics, a lot of ourideas get lost," adds the 34 -year -old, who writesthe majority of Bluatschink's songs.
Although usually classified as "new folk"because they sing in dialect, their latestAustrian hit, I Han Di Gera (I Love You),released in late February, is a bouncy, upbeat
love song, while their new album on Koch,Schwarz Weiss, (Black White), features an 11 -minute section Die Walt Isch Bunt (The World isColorful), about the joys of diversity. "I want totell people that if Austria is just an island, itbecomes boring," Knittel explains.
The pair's first steps in recording were tapingtheir songs and passing them to friends. Oneeventually came to Franz Koch, head of Koch
International. He invited Knittelto record an album, and in 1993,Bluatschink appeared. Last year'sFunka Fliaga sold close to 25,000copies in Austria. Schwarz Weiss,released in early April, hasalready nearly equalled thattotal, says the label.
Most of Bluatschink's airplayto date has been on 02, a state-owned station which produces
separate programming for each province. 03,the national hit radio station, originally gaveBluatschink an award in 1993 for producing thecountry's worst album. But the group's percep-tion at 03 has changed over the years, and thestation now airs their hits.
Currently, Austria has two private radio sta-tions and a new law allowing the creation ofmore took effect on May 1. But Knittel doesn'tthink that will have much impact on theAustrian radio scene. "They're private andthey're commercial," he concedes, "and they'llall play commercial music."

The superstar's first Virgin album reboundseighteen places to number 64 and clocks up its 52ndconsecutive week on the European Top 100 Albumschart, while its fifth single rockets from 83 to 5 andearns the Sales Breaker award on the Eurochart Hot100 Singles survey.
The re-recorded Star People '97 follows in thefootsteps of Jesus To A Child (whichreached number 2), Fastlove (number 3),Spinning The Wheel (number 5) and theless successful Older EP, which peakedat 25. The album has an IFPI PlatinumEurope certification for 3 million salesacross the continent and, unlike any ofthose singles, reached the very top of theEuropean chart.
Also completing a full year on the Top100, Eros Ramazzotti climbs back tonumber 57 with his 4 million -selling DoveC'E Musica (DDD). The album spent twoweeks at number 2 last June, but was locked out ofthe No.1 slot by the very same Mr Michael.Meanwhile, the Backstreet Boys' self -titled debutalbum (Jive) is already into its second chart year,logging its 53rd appearance on the Top 100 this week.

Strong showings on the French chart also fuel anumber of other big achievers this week. La PoupeeQui Fait Non (Polydor), a duet by Mylene Farmerand Khaled, is the highest new entry on theEurochart Hot 100 at number 34, while the top
debut on the albums list, at number23, is Jean-Louis Aubert's Stockholm(Virgin). In addition, a quiet week inthe upper echelons of the album chartmeans that the Sales Breakerspotlight shines on the number 33title-yet another French release,L'Ecole Du Micro D'Argent by IAM(Delabel), jumps twelve places in itsseventh chart week. The album'shighest position to date is 22, which iswhere it debuted in the April 5 issue.
A belated U.K release brings Red 5'spop -dance hit I Love You...Stop! back onto theEurochart at number 57 this week. The Zyx-signedsingle originally reached 52 in the March 1 issue on thestrength of its success in Germany, Switzerland andAustria; it's out in Britain on Telstar's Multiply label.
Back after a somewhat lengthier absence isonetime Spandau Ballet lead singer Tony Hadley,whose guest vocal appearance on Dance With Me(VC Recordings) helps Tin Tin Out claim a newentry at number 92.

U.K.'s Capital acquires Virgin Radiobroadcaster's £22 million ($35.7) debt.
Virgin Radio chief executive DavidCampbell and finance director AndyMonett are staying under theVirgin umbrella, moving intosimilar positions at thenewly -created Virgin Mediagroup. This will look afterBranson's emerging TV inter-ests, Virgin Radio Interna-tional (VRI) and Virgin Net.
The acquisition is subjectto the approval of U.K. regu-lator the Radio Authoritywhich will conduct a "publicinterest" study into theimplications of one mediagroup owning three stations in theLondon market. The government'sOffice of Fair Trading will also have togive its approval to the deal. In bothcases, rulings are not expected forapproximately three months.
Capital's portfolio already includesLondon market leader 95.8 CapitalFM, Capital Gold AM (London's num-ber two commercial station) and 11 top40/AC stations across the U.K. Theacquisition of Virgin Radio could pushCapital above the radio ownershipceiling permitted by current U.K.broadcasting legislation. If that is thecase, the group would have to disposeof some of its local radio interests.
Commenting on the purchase, Capi-tal's chairman Ian Irvine says, "Theacquisition of Virgin Radio is based onstrong commercial logic and fitssuperbly into the group's long-termstrategy of building a music entertain-ment group."
Richard Branson suggests the dealheralds the birth of a pre-eminent U.Kradio group, with resources to committo DAB. The U.K's three existingnational commercial radio broadcasters(Virgin Radio AM, Talk Radio and Clas-sic FM) are guaranteed DAB licencesfrom the Radio Authority next year.
The BBC's five national networks,funded by licence fees, are alreadybroadcasting on DAB, and most Londoncommercial stations are conductingpilot schemes with the new technology.
Says Branson, "The digital futurehas arrived. [The acquisition] creates anew force in British commercial radio
with the resources tocommit to a digital radiofuture and mount a con-certed challenge to theBBC's dominance of thisnew technology."
In the immediatefuture, there are noplans for restructuringVirgin's staffing, accord-ing to Capital's groupdirector of programmesRichard Park. "It's busi-ness as usual," he com-
ments, "Virgin has a programmer [IanGrace] and broadcasters who are undercontract and I can't see that changing.If anything, there could be job creation.I've been in touch with Ian Grace andtold him, 'It's your game.' He is incharge of programming and I'll give
him my views, should he ask for them.We are taking over a pretty good -goingship. All we will be doing in the openingstages is making an assessment."
In the long term, Park confirmsCapital will split Virgin's national AMand London services into two separateentities. Currently, Virgin simulcaststhe majority of its AOR output on bothstations. "Splitting the services is some-thing we should do," explains Park."When you are dealing with the countryas a whole, you are dealing with veryseparate issues [in programming] thanwhen you are dealing with London."
Park would not be drawn on musicprogramming details, but sources sug-gest the new Virgin FM service for Lon-don will adopt a rock format, targetingyoung male listeners. Eyre was quoted inthe May 7 edition of U.K national news-paper The Guardian, saying the servicewill be a "balls -out edgy rock station,"while the national service will have a

lighter guitar -based music policy.The Capital/Virgin deal was
announced alongside Capital's six-month financial results to the end ofMarch. The group's pre-tax profits roseby 9 percent compared to the same peri-od last year to £17 million ($27.6 mil-lion) with a turnover of £53.9 million($87.5 million). Last year, Virgin Radiowent into the black for the first timewith a £1.6 million ($2.6 million) profit.
The acquisition does not drop thecurtain on Branson's radio activity.Through Virgin Media's Virgin RadioInternational (VRI) division, the com-pany is pursuing commercial radiofranchises outside British shores. Itcurrently has applications lodged for anational FM AOR service in theNetherlands and one in Athens.
Virgin has also confirmed that it iscurrently negotiating a deal toincrease its holding in Paris rock sta-tion Oui FM (see below).
Oui FM set to change handsby Remi Bouton
PARIS - The ownership of Paris' onlyrock station is about to change hands.
The U.K.'s Virgin Media group ispoised to increase its share in Oui FM,giving it a majority stake in theParisian station. To date, VirginMedia owns 47 percent of Oui FM'soperating company and has signed aprovisional agreement with PolyGramFrance to acquire the 34 percentowned by the record company. Theremaining 19 percent is owned byCanadian conglomerate Pradeur.
Alain Rebillard, CEO of PolyGramFrance, says it is "premature" to saythat Virgin Media has taken over Poly -Gram's shares in Oui FM, but agreesthat, if everything goes according toplan, "PolyGram should be soon 'clisin-vesting' its stake in the station." Rebil-lard added, `We have made a provi-sional agreement [with Virgin Media]which still needs to be confirmed."
French broadcasting authority CSAhas the final say on any. changes inownership affecting broadcasting com-panies. Sources close to the deal sug-gest that the CSA is bound to considerthe change in the station's capitalstructure as substantial, and thereforewill ask for a full review of the situationbefore giving the green light to the deal.
One aspect which could pose a prob-lem is the position of Pradeur. A com-plaint from the Canadian group couldlead the CSA to force Virgin to acquirePradeur's shares. Virgin is, however,said to be not interested in acquiringPradeur's shares.
PolyGram became a shareholder inOui FM, along with Virgin Records, inthe late 1980s. Asked why PolyGram isnow selling its shares in the station,Rebillard explained that, "Oui FM wasnot a strategic investment for the group.When we invested in the station, ourgoal was to support a station with a rockformat we thought was needed in Paris.
What happened proved it was an effi-cient move, because the station has beenable to develop and is now profitablewith a constant growth in audience. Butwith only 34 percent of the shares, wedidn't have any real influence on the sta-tion. So we had to make a choice-eitherincrease our share, or leave."
Rebillard declined to reveal theamount offered by Virgin for the stakein Oui FM. In 1996, the station postedprofits of FFr 1.5 million ($263,000)and according to estimates, would beworth FFr 20 million ($3.5 million).This would put PolyGram's 34 percentat a price tag of $1.2 million.
According to a source close to thestation, current Oui FM general man-ager Bruno Delport, who has run thestation since 1991, informed the sta-tion's shareholders a few months agoabout his decision to step down andleave the station on June 30. Thedeparture, sources say, is not linked tothe deal.

Many European retailers expectHIStory In The Mix to perform well, butnot to outperform the 1995 package. "Ingeneral," says Jean Broeks, buyer atHolland's 140 -store Free Record Shop,"remix albums don't sell that well-butthis, of course, is Jackson and theremixes have been executed very well."The Free chain accounted for 10 percentof the 400,000 units which the originalHIStory sold in Holland.
Wolfgang Orthmayr, managingdirector of Germany's largest specialistmusic chain, World Of Music (WOM),approves of the remix release, and sayshe expects it to match sales of the 1995set. That sold 1.5 million copies in Ger-many, according to Epic Records productmanager Peter Graze.
In France, Thierry Hidoux, head ofrecords at the market -leading FNACchain, says the Jackson title faces stiffcompetition from current titles by U2,
Patricia Kaas and Julien Clerc, amongothers. "So it's notthe major event ofthe year," he com-ments. FNAC's pre-release orders donot match those ofHIStory, he adds.
Nevertheless,the strong airplayreaction to the sin-gle release of BloodOn The Dance Flooraugurs well for thealbum, as does TVexposure for Jack-son's 40 -minuteGhosts film. "I feelbetter about this than when HIStorywas released," says Victor Guzman,manager of the largest of Madrid Rock'ssix stores in the Spanish capital.
Virgin Retail Italy marketing direc-tor Edoardo Zipelli notes that, "There
is a large fan base who will buy any-thing that [Jackson] puts out."He also points, however, to theexistence of "a wider public, forwhom the new album will not beas interesting as one with all -new material."
Jackson's high profile andbroad demographic appeal meanspecialist music retailers will notnecessarily be the primary forcein selling HIStory In The Mix. Inthe U.K., the Asda supermarketchain (205 outlets) is especiallyenthusiastic. "We intend to makeit an event in-store in the waywe would a major Disneyrelease," says Steve Gallant, cat-
egory controller for home entertain-ment. "Jackson fits our customer pro-file wonderfully."
In France, Carrefour accounts foran estimated 15 percent of the musicmarket. Of Jackson's new album, "We

hope to sell as many albums as HISto-r y ," says Pierre Thiebert, who isresponsible for Sony products at thehypermarket chain. "The only thingthat troubles me is that there are onlyfive new tracks."
In neighbouring Holland, theVroom & Dreesman (V&D) depart-ment store chain is planning a majorpromotion around the latest HIStory.Buyer Karin Brinkhof says its pre -orders were 10,000 units, compared to5,000 for 1995's original HIStory, andto 7,500 for U2's Pop. STIVELL HARPS ONFrench label Dreyfus is releasing a double CD pack-age which celebrates 25 years as a recording artistby Brittany -born Celtic harp pioneer Alan Stivell.Released in France at the end of April, and with Eu-ropean release dates to follow, Zoom 1970-1995 con-tains 35 tracks which span Stivell's career, from1970's album Reflets to 1995's Brian Boru. Stivellhas recorded 18 albums to date, seven of which wentgold in France. Meanwhile, he is currently in thestudio, recording a new album to be released laterthis year. Stivell, born Alain Cochevelou, is the sonof a luthier from Brittany who built a replica of aCeltic harp, which was in use in the Middle Ages. Ata very early age, Stivell learned to play the instru-ment. He was in the forefront of the "Celtic musicrevolution" at the beginning of the '70s and is consid-ered a founding father of the world music scene. "Iam a world citizen and what I've tried to express isthe idea of a world without boundaries," says Stivell.

RADIOHEADS, MOVIE TUNESThom Yorke and Jonny Greenwood of Radioheadhave joined REM's Michael Stipe and formerSuede guitarist Bernard Butler to record RoxyMusic covers for the soundtrack of forthcomingfilm, Velvet Goldmine. Guitarist Greenwood sayshe and Yorke chose three songs 2HB, Ladytronand Bittersweet, from Stipe's list of about 40 sug-gestions and recorded them in London: "Thom didthe singing and it doesn't sound like Thom, whichis why it was so much fun to do," recalls Green-wood. The new Radiohead album, O.K. Computerwill be released ON June 16. It features thetrack, Exit Music, which plays over the end cred-its of William Shakespeare's Romeo & Juliet butwas not on the soundtrack album.

OTR hears that French media giant Havas has puton hold talks about its potential financial support forthe French "Dreamworks-inspired" project beingmasterminded by current Virgin France chairmanPatrick Zelnik. Zelnik, teaming with formerPolydor U.K. managing director Marc Lumbrosoand advertising whizz -kid Eric Thong Cong, aimsto set up a new French independent company activein various entertainment sectors-music, multime-dia, book publishing and audio-visual production.Zelnik is believed to be talking to other major groupsin order to secure financial backing for his project. Asource close to the project says, nevertheless, that"Havas has not actually pulled out yet."
Swedish promotor Karl-Beril Petterssonstruck paydirt when he booked Katrina & TheWaves to play at an open-air festival in the smalltown of Kisa. OTR hears that Pettersson pickedup on the song Love Shine A Light long before theEurovision Song Contest on May 3 and closed thedeal with the band at a cheap price. As freshlycrowned Eurovision champs, the band could pullan extra 3,000 visitors to Kisa on June 28, esti-mates Pettersson. In August, Katrina & TheWaves will play further Swedish gigs in ninth,Gothenburg and Stockholm.
Former Virgin Radio pro-gramme director Mark Story hasreached a settlement with thecompany following his replace-ment as programme director onApril 21 (Music & Media May 3).The amount of the settlement hasnot been disclosed, but Story says,"We have reached an amicableagreement to terminate our rela-tionship " Story confirms that heis part of an unnamed consortiumwhich will bid for the northwest regional commerciallicence soon to be advertised in the U.K.
Expect to hear soon that French gold networkRFM, owned by Europe 1 Communications, is tak-ing over L'Onde Latine, a regional network whichwas broadcasting in the South of France with musicprogramming dominated by Latin music and Frenchlanguage songs. L'Onde Latine is due to switch toRFM's programming, pending the approval of broad-casting authority CSA.
Some 350 commercial radio stations are current-ly licensed in Belgium's northern state of Flanders-OTR hears that a spokesman for the Flemish mediaauthority has claimed that the number is by far toolarge for the size of the state. The authority hasclearly taken a tough approach to license violationsover the first four months of this year-three licens-es have been revoked temporarily, one permanently(story, page 4). In the meantime, Flemish mediaminister Eric van Rompuy has proposed to parlia-ment to amend the current media legislation inorder to allow state-wide radio networks. Strong net-works and a media authority in favour of a morestreamlined radio landscape could put the squeezeon local stations pretty soon.
The PolyGram/Virgin Media negotiationsabout the future of Oui FM in Paris have obviouslybeen a well -guarded secret (story, page 20). WhenMusic & Media called the station's general manager
Bruno Delport to confirm thestory, he joked that the talksbetween PolyGram and Virginhad been going on without anyresult for so long that it hadbecome a sort of in-house soapopera. It was only after M&Mconfirmed to him thatPolyGram France CEOAlain R.ebillard had indeed
made a "provisional agreement" to sell PolyGram's34 percent stake to Virgin that Delport finally tookthe news seriously.
