I. MANDATE
To serve primarily as a general purpose government for the coordination and delivery of
basic, regular and delivery of effective governance of the inhabitants within its territorial
jurisdiction as provided in sec. 15-18 of R.A. 7160
II. VISION
A more progressive Maria Aurora with dedicated leaders prioritizing the welfare of highly
competitive, law-abiding and God-fearing Marians, providing prompt delivery of basic
services with sustained ecological balance living in peace, happiness and justice.
III. MISSION
To promote the general welfare of Marians, to transform them to be highly competitive
with great sense of spiritual value and sustain ecological balance for future generation to
live in peace happiness and justice.
IV. SERVICE PLEDGE:

1.
ISSUANCE OF MAYOR'S PERMIT
An application for a Mayor's Permit shall be filed
in the Business Permit and Licensing Office (BPLO). The form for the purpose shall be issued by the
same office
and shall set
forth the requisite information including the name and residence of the applicant, the description of business or undertaking that is to be conducted and such other data or pertinent information
as may be required.
Any false statement deliberately made by the applicants shall constitute sufficient ground for revoking or denying the permit issued by the Mayor, and the applicant or license may further be prosecuted in accordance with penalties provided in the Local Revenue Code.
A Mayor's Permit shall be refused to any person (1) who previously violated any ordinance or regulations governing permits granted; (2) whose business establishments or undertaking does not conform with zoning regulations and safety; (3) who has unsettled tax obligation, debt or other liability to the government; and, (4) who is disqualified under any provision of law or ordinance to establish, or operate the business being applied for.

The Office of the Municipal Engineer mission is to ensure Commercial building, Recreational Institutional Industrial and Residential homes constructed altered or maintained within the province jurisdiction meet recognized standard for quality of life and building safety. 4. ISSUANCE OF COMMUNITY TAX CERTIFICATE

Real Property Tax (RPT) - It is yearly AD VALOREM TAX on real property such as land, machinery & other improvement not specifically exempted under the law (Sec. 23 of Local Government Code). The maximum tax is 2% of the Assessed Value.

9. AID TO INDIVIDUAL/ FAMILIES IN CRISIS SITUATION:
Aid to individual/ families in crisis situation refers to the provision of limited assistance, in
cash to individuals, families who are hampered to function normally because of socio-
economic difficulties. The nature of difficulty is usually a short-term and emergency, thus
assistance is on a one-short deal basis.

Issuance of Social Case Study Report to individual or family in crisis situation for possible
availment of medical, burial, educational, and financial assistance from charitable
institutions (GOs & NGOs). These clients are those who are admitted in the hospital who
cannot manage to clear up their hospital accountability, usually clients who are diagnosed
with cancer, end stage renal disease and the like and requires long period or lifetime of
treatment to enable client to sustain expensive therapeutic requirements, bring them back
to normal social functioning and help them deal w/ the problem by providing well-timed
and sustainable assistance.

14. TIMELY REGISTRATION OF CIVIL REGISTRY DOCUMENTS (BIRTH, MARRIAGE AND DEATH)
Republic Act 3753 mandates that acts, events, legal instruments and court orders/decrees concerning the civil status of persons shall be recorded in the Civil Registry Office. The Vital events are registration of birth, death and marriage. It must be registered within 30 days from occurrence and beyond that period are considered delayed registration already that require sets of needed documentary evidences.
