times urged that the matter belooked into with a view to proper legislative action, and the Civic Fedcration is just the body to study such propositions. In some of thestates primary laws have been enacted recently with very beneficial re-sults. Some of the frauds which are most palpable in local politics repractically impossible under k good primary law. It is a queer con-tradiction, that the actual balloting on election day should be guardedao carefully by regulations to prevent fraud, and that all the prelimin-aries leading up to the voting should be ignored, in other words thatone may commit all the fraud ho is able to commit in the contest overselections of candidates but not after they are on the ballot, in votinglor jncm.

Some of the state, primary laws throw into public hands all thepreliminaries of selection of candidates. For example it is providedin at least one state that those who arc to run in the primary elctions,for places on the ticket, shall be declared candidates in some legaland' public why, for a stated lime before the primary voting. Thismakes the sudden springing of unknown or undesirable candidates, asa result of convention caucus trading, impossible. It places the matterof selecting party candidates directly in the hands of the people of theparty. In all the primary laws, a main feature is prevention of whathas always been a crying evil in local parties, and that is the votingof citizens in the primaries of more than one party. There have beenhot Republican primary fights here in which Democrats hnd HomeRulers, notoriously voted by the dozens. With the primary electionslegajized rind properly protected this cannot 'happen. The Civic Fed-eration is likely to do the country a real .service by making a studyof the various primary laws and preparing one suitable to our condi-tions for submission to the next legislature.

A Change OfAttitude

A careful reader of the leadingmainland dailies, cannot fail to bestruck with tlie change of attitudeand disposition toward the Presi-dent that is being displayed. Upto within a comparatively fewmonths, Roosevelt enjoyed the

unique distinction of a Chief Magistrate who was almost exemptlrom criticism. His breezy, reckless way of handling great questionscaptivated some. His apparent independence of politicians fascinatedothers. The rush and strcnuousness of his life carried still otherelements out of the ranks of the critics. His readiness of speechabounding-h- i commonplace moralities, and platitudes, spoken in strik-ing phraseology, and often at apparently the psychological moment,almost, deified him with large elements of the nation.

Ho waved away precedent with such a dash and gallop in getting.at great matters that the voice of those Who insisted that lie ignoredconstitutional rights and established dangerous precedents at thesame time, was lost in the acclaim that greeted him. The chorusof adulation led in many instances by such thoroughly well meaningmen as Jacob Riis drowned any criticism that equally well meaningand patriotic citizens less carried away, might utter.

Such faithful sycophants t6 power and influence as the Review ofReviews made up a clacque that for a time seemed absolute evidenceof universal popularity and an unprecedented satisfaction 011 the partof the American people with what the President has done, and isdoing.

Undoubtedly President Roosevelt has been popular beyond tilmostany oj his predecessors. Undoubtedly his personality has attachedto him the personal good will and liking, of an immense number ofpeople.. Without doubt his course in many of the most importantpublic matters that have come before the people have met the ap-

proval of the American people far beyond and outside of his own party,But a visible change is in evidence. There is a growing disposition

to scrutinize the President's methods and proposals and to apply tothem the tests that are ordinarily applied to such things. There isless disposition to look 011 his personal methods as the stamp or ec-

centricity of genius, and to call them by other ami less plensant'names.The man or the woman who incurs his displeasure or dares to

oppose him, is getting a better chance to be heard, There is a revoltnot alone in the newspapers, hut among others who come in contactwith him, to resent his veiled and patronizing censorship.' The attention that former Chief Engineer J, F, Wallace of thePanama Canal is receiving in 'his testimony before the Senate committee, regarding the management of Panama Canal affairs jg an indication of this. The Mrs. Minor Morris tiffair alone seems almost to have broughtout more widespread and biting criticism of the President than he liasreceived m connection with all other matters since he first becamePresident, Paragraphers who used to content themselves with Innocuous ists, arc now beginning to barb their shafts. Even the Washington Star which was never known' Polish a line that could heconstrued into criticism of the President, or that was not in sonjalrom ,prais,c or (lattery o what he (lid or proposetl to do, lately pub-lished the following paragraph:
