  • Introduction

    Overview

    Every five years, the MTA reviews its inventory of stations and parking facilities. This Parking

    and Station Inventory is undertaken to update information about each station and parking

    facility, to assist the MTA in planning for upgrades to existing locations, and to identify locations

    for possible new facilities. The Inventory is intended as a reference tool and is available in hard

    copy, online internally in a searchable database, and electronically, for planners, managers, and

    other government representatives needing information about the facilities.

    Using data gathered in 2014 and 2015, the Parking and Station Inventory presents information

    about each parking station or facility, including capacity and usage, Americans with Disabilities

    Act (ADA) accessibility, bicycle amenities, plug-in electric vehicle charging stations (PEV)

    availability, and connections to nearby transit. Historic capacity and use of spaces is also

    included, as well as mapped scatter diagrams identifying the origins of MTA parking patrons.

    The Inventory has 134 facilities. Ownership varies across the modes and facilities are often

    shared. For example, some stations are served by both MARC and the Washington

    Metropolitan Transit Authority (WMATA). Several lots have multiple owners (e.g. Amtrak, the

    National Park Service, or the Maryland State Highway Administration). Twenty six MTA

    stations have no parking.

    Inventory Organization

    The inventory is organized into sections for each mode with supporting parking: Commuter

    Bus; MARC Brunswick, Camden, and Penn lines; Light Rail; and Metro.

    For each parking facility, the following items are presented:

    An aerial photograph with satellite imagery captured from 2011 through 2013 at a 6

    inch resolution quality, which also includes a locator map to orient the user

    Characteristic amenities and service information for the facility, presented in table form

    A geocoded scatter diagram with customer catchment areas for each station showing

    customer origins, including concentric mileage rings identifying travel distances are

    provided.

    The final section of the inventory consists of a reference map, tables, and charts of data from

    the parking facilities master database compiled during the inventory and presented in

    spreadsheet format. The reference maps for each mode show the location of all the stations

    inventoried and also includes stations that do not have parking.

    utilized by customers who are not using MTA transit services and may be patronizing

  • Methodology

    Preliminary Analysis

    Data collection efforts focused on reusing available existing datasets and minimizing field time

    to maintain efficiency. To this end, all available boundary data was sourced from the MTA 2010

    Parking Facility Manual. The MTA GIS team performed in-house reviews to modify boundaries

    from the previous manual to include newly acquired sites, site expansion, new construction,

    modification, and closing of older sites. A standard numbering system was created to accurately

    identify each site and any associated parking lot features.

    To minimize field time, a review of each site was performed the day before its survey date by

    the field personnel to familiarize them with the site. A GIS Technician would use the latest

    available imagery to pre-populate as much of the attribute information as possible before

    visiting the site.

    On-Site Data Collection

    The data collected by the project team was intended to be relatively broad and not exhaustive

    from a technical viewpoint. For example, while stormwater/water quality facilities would be

    photographed if visible, a detailed analysis and survey of such facilities was not undertaken by

    the field team. Similarly, basic information was captured, such as the number of handicap spots

    present, but an analysis of whether the site was fully compliant with ADA legislation was not

    completed. Every site in the database was visited at least one time, including those facilities

    (such as some METRO stations) that have no parking.

    The on-site data collection surveys were conducted between June 9th and July 25th, 2014 and

    were based on the teams evaluation of site proximity. The team used the ArcGIS Collector

    application and a customized data collection form to capture the parking facility conditions. The

    polygon site boundaries were placed in the geodatabase utilizing the unique numbering system

    that allowed field teams to remotely access the boundary data on the tablets. Upon visiting the

    site and verifying its location, the team members surveyed the area within the boundaries to

    locate any of the required features (see Appendix A for complete list of features to be

    captured). If a feature was found, the field member stood near or on the feature and obtained

    its geographic position automatically using the tablets (iPad) GPS functionality tied into the

    Collector application. The information was then automatically uploaded to the corresponding

    ArcGIS online (AGOL) account for instantaneous warehousing. In addition to recording the GPS

    location for all features, a corresponding photograph was also taken and linked to the parking

    facility and feature through the unique lot ID.

    All features captured in the geodatabase were saved as either a point or polygon. In some cases

    more information was required to refine the specific type of the feature. For example, bike

    racks fall into a few representative designs: Swerve, Inverted U, Bicycle-Shaped etc. The field

    team member would characterize the rack based on its design and input this information into

    the tablet and transfer it into the geodatabase. To prevent errors, the data entry application

    contained a series of dropdowns (Domains) that forced the field crew to pick from a pre-set list

    of choices for the newly added features.

    Vehicle Tabulation

    The project team tabulated cars on each lot at each site visited during the spring, summer, fall,

    and winter seasons. To produce more representative results, days chosen for field work were

    restricted, eliminating Orioles home game days, all Mondays and Fridays, and the days before

    and after state recognized holidays.

    A variety of data collection methods for the car counts were evaluated, but ultimately, the

    simple technique of hand counting was determined to be the most feasible and efficient. The

    car tally was conducted using a handheld counting device while walking through the sites. At

    the end of each collecting session the totals were input into spreadsheets, making use of the

    standard numbering scheme. Ultimately, all data collected was combined to create the final

    geodatabase.

    All tables in the current document are derived from this final geodatabase. The maps in the

    final document are based on the original reference maps used by the field teams. The teams

    observations were used to make the maps more accurate and true to on the ground conditions.

    License Plate Data Collection

    During the fall counts, an additional data set of license plate numbers was obtained. The

    methodology for acquiring this data required MTA site teams to use a field data form that

    allowed them to quickly and accurately enter license plate numbers onto paper sheets. Utilizing

    extensive security protocols, all sheets were kept in a locked cabinet whose key was kept in a

    keypad secured box. On non-field days, MTA staff keyed in all license plate numbers into a

    spreadsheet with sheets assigned to each site. The spreadsheet was stored behind one layer of

    software encryption and two layers of physical security.

  • Transit Oriented Development in Maryland

    As Maryland continues to gain population and its roads become more congested, local and statewide planning agencies have, since the mid-1990s, embraced transit oriented development (TOD) as an antidote to sprawl. Generally, TOD provides a mix of residential and commercial development within a half mile of a transit station to which easy access is enhanced by the ability to walk or bike. As defined by Maryland statute, a TOD is: "a dense, mixed-use deliberately-planned development within a half-mile of transit stations that is designed to increase transit ridership". In February 2014, the MTA published Transit-Oriented Development Guidelines, a document designed to provide guidance on the planning, design, and development of TOD on a local level. Internally, the MTA Office of Planning and Capital Programming leads major transit planning studies and oversees internal review of TOD developer agreements.

    TOD projects currently exist along Light Rail, Metro, and MARC rail lines in Maryland and additional TODs are under consideration for other locations. TOD studies have been conducted for many sites, and as of June 2014, fifteen MARC, Light Rail, or Metro rail stations have been designated as targets for Transit Oriented Development.1 In Baltimore City, the area around the Cultural Center and the University of Baltimore/Mount Royal Light Rail station exemplifies the kind of community that is well served by transit, housing options, restaurants, shops, and other amenities.

    Successful Transit Oriented Development is more than the rudimentary combination of transit and amenities. While there is no one size fits all solution, research and experience have identified a number of strategies that successfully leverage transit service to provide economic benefits and convenience to those living nearby. Livable neighborhoods, active retail and commercial spaces, and the environmental benefits of reduced greenhouse gas are benefits of a successful Transit Oriented Development.

  • The MTA and the Americans with Disabilities Act (ADA)

    Overview

    The Americans with Disabilities Act (ADA) was signed into law on July 26, 1990, by President George H.W. Bush. The ADA is one of America's most comprehensive pieces of civil rights legislation that prohibits discrimination and guarantees that people with disabilities have the same opportunities as everyone else to participate in the mainstream of American life -- to enjoy employment opportunities, to purchase goods and services, and to participate in State and local government programs and services.

    MTA has made it a priority to assist customers who are physically challenged in accessing MTA services.

    MTA Facilities Engineering is the Division responsible for implementing ADA through the design of transportation facilities that support Operations as well as the riding public. This Division also provides technical support to insure that projects meet and comply with guidelines established by the Americans with Disabilities Act (ADA) along with sustainable standard practices. Facilities Engineering should be consulted regarding any modification to existing facilities or for new construction.

  • Bicycle Parking and Planning

    Bicycling is a natural match with transit, as it extends the reach of services provided by the

    MTA, and allows customers to reach these services from farther away than they could easily

    walk. Bicycle parking takes up less space than additional auto parking and is far more affordable

    to install; it is also less costly than increasing feeder transit service. The MTA currently provides

    bicycle parking at half of its transit stations and is working to expand. Whenever station

    facilities are evaluated or upgraded, current and potential demand for bicycle parking and plans

    that incorporate appropriate options should be coordinated with the Environmental Planning

    Division.

    State Guidance

    The 2014 MDOT Bicycle & Pedestrian Master Plan includes several strategies related to bicycle

    parking that may be implemented by the MTA. These include:

    Provide covered bicycle parking spaces at rail transit stations and park & ride lots where

    demand for bicycle access exists or is likely

    Provide high security bike parking at stations and lots where needed

    Support installation of bike share stations at transit hubs and other high demand

    locations

    Incorporate siting guidelines for bike facilities into appropriate guidance documents

    Quantity

    While the appropriate amount of bicycle parking will vary by location, a percentage of total

    boardings may be used to develop a guide for the minimum amount of bicycle parking needed.

    At each station, the Environmental Planning Division has evaluated levels of bicycle usage along

    with other factors such as street and trail connectivity to surrounding neighborhoods,

    frequency of transit service, and proximity to on-street bike facilities or trails to help determine

    the appropriate amount of bike parking for each location. While the amount of bike storage

    may vary from station to station, there will generally be a minimum of two high quality racks (4

    bicycles) or enough racks for 0.5% of boardings, whichever is larger. At stations with greater

    demand additional bicycle parking capacity, covered where possible, should be installed. As of

    2014, Penn Station has 97 bicycle parking spaces, Camden Yards has 46 bicycle spaces, and the

    BWI Marshall MARC station has 30 bicycle parking spaces.

    Design

    Many bicycle parking options are available, and the selection of appropriate designs varies by

    location and conditions. The Environmental Planning Division is involved in the planning and

    design of bicycle parking. Bicycle Parking Guidelines from the Association of Pedestrian &

    Bicycle Professionals (APBP) are a great source of information for spacing and layout of bike

    parking. Bike parking should be located as close as possible to the destination so that people

    are likely to use the intended facility rather than choosing to lock their bikes to poles, railings,

    or other infrastructure.

    Bicycle Parking (uncovered)

    Uncovered bike parking is by far the most affordable and easiest options and should be

    initially sufficient at most locations to ensure that bicycling to the station is an option.

    The best option is to provide a bicycle rack that can support a bicycle frame in two

    locations; made of square metal piping of sufficient diameter to reduce the ease of

    cutting the pipe; and arranged so that a U lock can fit around the rack, bicycle frame,

    and front wheel.

    MTA is moving away from using the types of bicycle racks that dont support the frame

    of the bicycle and require locking to thin and insecure segments of the rack. Whenever

    possible these are being replaced with improved racks that provide more security for

    bicyclists.

    Covered Bicycle Parking

    Covered bicycle parking is especially important for transit locations where commuters

    are parking year-round and leaving their bicycles for many hours. As noted above, the

    MDOT Bicycle & Pedestrian Master Plan strongly encourages the use of covered bike

    parking at transit stations. Given the cost involved, this may not be feasible at all

    locations, but where higher levels of bicycle ridership are present, it is worthwhile.

    Availability of covered bicycle parking helps attract transit riders and keeps riders

    bicycling throughout the year.

    Covered bike storage may be located inside a station, under the eaves of an existing

    building, under a dedicated cover, or in a secure bicycle cage. The cheapest and

    easiest covered option is within existing infrastructure, and this should be utilized

    wherever possible. MTA has purchased shelters for Penn and Camden Stations that

    store 14 vertical bicycle racks under each shelter. The MTA is also looking at other, more

    attractive options, and may incorporate a mix of vertical and horizontal bike storage at

    several high-demand locations throughout the MTA system.

    At locations with the highest demand, or where there is an available opportunity, it may

    be worth building large-scale, limited access, secure bicycle parking. WMATA has

    installed one of these enhanced facilities at the College Park Metro & MARC station and

    Baltimore City DOT has one at a downtown parking garage. BWI MARC Station is a

    possibility for secure bike parking and locations where parking structures are being built

    should consider this option or other ways to incorporate bike parking.

    Lockers

    The MTA currently has 194 lockers disbursed among 19 different locations. The lockers

    work well for customers at locations where there are few eyes on the street.

    However, security concerns, infestation by bugs or animals, annual leases by a single

    user, the need for management by MTA staff, and space constraints may limit the future

    use of bicycle lockers.

    Bike Sharing

    A relatively new phenomenon, bike sharing, is expanding rapidly and is another way to connect

    bikes and transit. In bike sharing systems, users purchase a daily, monthly, or yearly

    membership that gives them access to a network of bicycles that they may use. Docks of

    bicycles are scattered throughout the community, making one-way travel possible.

    The Federal Transit Administration considers bike sharing to be a transit mode and is

    encouraging transit agencies to consider providing space for these at transit facilities. The

    Washington, D.C. region has a large bike sharing network; Baltimore City is anticipating starting

    a system in 2015, and other jurisdictions in Maryland are evaluating the options. Future parking

    lot designs should keep bike sharing programs in mind when planning for bicycle access.

  • Plug-In Electric Vehicle Charging Outlets

    The MTA currently has electric vehicle charging capacity for eighteen parking spaces at six different locations and is looking to dramatically increase that amount. This effort will support the states efforts to reduce emissions and increase the number of plug-in electric vehicles in Maryland.

    With funding from the Maryland Energy Administration (MEA), the Environmental Planning Division and Facilities Engineering are currently working to install Electric Vehicle Supply Equipment (EVSE) at additional locations throughout the system. However, as part of the expansion of customer parking, the capacity for Plug-In Electric Vehicle (PEV) charging should be increased.

    Installation of PEV charging capacity may involve upgrades to the electrical panel in order to provide sufficient capacity for charging and other power needs. Installation may also involve trenching of conduit to the parking spaces and installation of a base for the charging units. For projects currently under design, the MTA is planning for the installation of charging capacity for two parking spaces per parking location, with conduit to support charging at four more spaces. This will enable future installation at limited cost as the demand for PEV charging availability grows.
