SummaryMaritime Study Forum (MSF) Monitor endeavors to bring all aspects of maritime concern to our readers in a glimpse. The Monitor covers the Global maritime outlook, with special attention on Pakistan and the Indo-Pacific region. News, Opinions, Events, all things of interest are covered. The month of November saw Pakistan Navy conduct maritime exercise Seaspark-18 and PM Imran Khan highlighting the importance of Gwadar Port for China to gain access to the rest of the region, in the Shanghai Expo. President Arif Alvi inaugurates the 10th International Defense Exhibition and Seminar (IDEAS – 2018); while PN Chief of Staff Admiral Zafar Mahmood Abbasi and Commander of the UAE Naval Forces Sheikh Saeed bin Hamdan discussed the bilateral relations between the two countries. PN conducted a beach-cleaning and tree plantation awareness campaign at Sea-View and Maqbool Ahmed wrote a piece ‘The mysterious case of land acquisitions in Baluchistan’.

In the regional context there were several major developments, Washington allowed Indian companies to continue importing oil from Iran up till March; Iran’s Navy announced Iran will develop a new destroyer, with two new submarines joining Iran’s naval fleet. India held it biennial Indian Ocean Naval Symposium, marking IONS as a catalyst for SAGAR’. In this month we also found Bill Spindle and Rajesh Roy discuss how the Iranian Port Project poses a dilemma for the US and M. Ashraf Haidari stressing in his article that Afghanistan’s stabilization can ensure maritime security in the region.

In the global front we saw tensions intensifying between Russia and Ukraine. The US temporarily allowed eight importers to keep buying Iranian oil. Tensions in the SCS remained as US Navy ships sail through Taiwan Strait for the third time this year and the Taiwan Navy got two warships from the US. Meanwhile, China is promoting its new CM-401 supersonic ballistic anti-ship missile. Annual Brunei-US naval was also an event of interest.

Hannah Leung wrote ‘Five Asian countries dump more plastic into oceans than anyone else combined’. Christopher Miller and Jacqueline Wester Mann  reflect on five years of conflict in Ukraine since the 2013.

Notable events were organized for instance; Safety4Sea  Conference was organized in Hamburg, Germany. World Ocean Council (WOC) organized the 6th Sustainable Ocean Summit in Hong Kong, China. IDEAS – 2018 Maritime Conference was organized by Bahria University Karachi, Pakistan. World’s first Sustainable Blue Economy Conference was organized in Nairobi, Kenya.

Pakistan Navy conducts maritime exercise Seaspark-18

Pakistan Navy kicked-off its 2018 round of Major Maritime Exercise, Sea Spark-18 on October 15th. The inaugural ceremony was held at PNS Johar Karachi, attended by the Chief of the Naval Staff Admiral Zafar Mahmood Abbasi and other naval top brass. All operational units of Pakistan Navy including ships, submarines, aircraft, UAVs, Special Forces and Pak Marines along with elements of Pakistan Maritime Security Agency (PMSA), Pak Army and Pakistan Air Force are participating in the biennial exercise.1

PM Khan terms CPEC 'mechanism' for trade, connectivity at Shanghai Expo

PM Khan highlighted Pakistan's importance to President Xi's ambitious Belt and Road economic initiative — of which CPEC is a part — and said that access to Gwadar Port is vital for China to gain access to the rest of the region.2

IPS Signs MoU with National Institute of Maritime Affairs

The MoU – which was signed by Rear Admiral (R) Mukhtar Khan HI (M), director general, NIMA and Khalid Rahman, director general, IPS – will pave way for collaboration between the two institutions for joint research and organization of seminars, conferences and roundtables in the areas of maritime affairs.3

Pakistan Navy conducts beach-cleaning and plantation campaign

In order to create awareness of cleanliness among the people, the Pakistan Navy (PN) conducted a beach-cleaning and tree plantation campaign at Sea-View.4

Tsunami a lurking calamity risk to Pakistan’s coastal region

NDMA conducts awareness workshops and drills with the assistance and cooperation of UNDP and its various offices associated with disaster management and other donor organizations in various schools of Baluchistan and Sindh provinces that are vulnerable to Tsunami.5

Bahria Foundation working to setup Shipyards, Ports, LNG Terminal in Karachi

Bahria Foundation is working closely with various International experts for the construction of Shipyards, Ports, and LNG Terminal etc. in Karachi.6

On 27th Nov President Arif Alvi inaugurated the 10th International Defence Exhibition and Seminar (IDEAS – 2018) with the resolve that arms production in the country has been and will always be for the defense purposes and never for the offense.7

Pakistani Navy Chief of Staff Admiral Zafar Mahmood Abbasi today met with Commander of the UAE Naval Forces Sheikh Saeed bin Hamdan bin Mohammed Al Nahyan… the two sides discussed the bilat-eral relations between the two countries, and a number of professional and technical matters of common concern.8

The mysterious case of land acquisitions in Balochistan

Mir Ibrahim Bizenjo owns land – a huge amount of it – in various parts of the coastal district of Gwadar. He also owns a lot of large motorized fishing boats — some registered in Pakistan, others in Oman across the Arabian Sea from Pakistan’s Makran coast.9

Trump grants India waiver from Iran oil sanctions

Washington has agreed to allow Indian companies to continue importing oil from Iran until March. However, India is the second biggest importer of oil from Iran, behind China, and when the US previously imposed sanctions on Iran, before the Iran deal was agreed in 2015, India, China, Japan, South Korea, Turkey, and Taiwan all won exemptions.1

57 Iranian navy flotillas dispatched to far seas in 11 years

The Islamic Republic of Iran navy has dispatched 57 flotillas to far seas since 2007 to safeguard the country’s national interests against piracy, said a navy commander.2

Iran developing new destroyer: Commander

Iran’s Navy Commander Rear Admiral Hossein Khanzadi said, “the country is working on a new naval destroyer, dubbed Dena. Iran has turned the threat of foreign sanctions into an opportunity and become self-sufficient in manufacturing naval gear.3

INS Arihant: India’s first indigenous nuclear-powered sub-marine completes Nuclear Triad

The indigenous INS Arihant India’s first nuclear-powered submarine successfully completed its first deterrence patrol. The Ship Submersible Ballistic Nuclear (SSBN) submarine is part of Indian Navy’s India’s Eastern Naval Command. 5

Two new submarines join Iran's naval fleet

Two Ghadir-class submarines capable of launching subsurface-to-sur-face missiles, torpedoes and mines have joined Iran's naval fleet. Iran has so far launched different classes of domestically-built advanced submarines including Ghadir, Qaem, Nahang, Tareq and Sina.6

Sri Lankan Navy accused of chasing away over 3000 Tamil Nadu fishermen from island waters 

Indian fishermen from Tamil Nadu have accused the Sri Lankan Navy personnel of snapping their fishing nets and chasing them back to Indian waters while they were fishing near the Katchatheevu Islet.1

Ukrainian Navy Commander: conflict with Russia in Black Sea is highly probable

Ukraine intends to establish a naval base in the Sea of Azov due to Rus-sia's hostile activities in the region. Ukrainian Navy Commander Vice Admiral Ihor Voronchenko believes that the situation in the Black Sea could become as tense as the situation in the Sea of Azov.2

U.S. allows eight importers to keep buying Iran oil for now

The United States said, it will temporarily allow eight importers to keep buying Iranian oil… Under U.S. law, exceptions can be granted for up to 180 days. “We will ultimately move Iran to zero crude oil. That’ll take us some number of months to do that,” Pompeo…3

Japan: Entire Island near region coveted by Russia mysteriously disappears

If the island is confirmed to have slipped beneath the waves, Japan could see its territorial waters shrink, which would have implications for its regional dispute with Russia over control of an island chain nearby.4

China’s 500-Ship Navy Suddenly Appear Horizon

US Navy has had 18 unsafe or unprofessional encounters with China since 2016

According to CNN, the US Navy destroyer sailed near the disputed Spratly Islands. The Chinese vessel came as close as 45 m of the USS Decatur and threatened to confront if the USS vessel would not change the course. Such encounters are not uncommon between China and USA. There have been 18 such aggressive military or naval encounters between China and US since 2016.

Annual Brunei-US naval drill kicks off

The five-day exercise will see ships, aircrafts and personnel from both navies involved in jungle training, tracking and patrolling operations in the South China Sea, and an anti-air warfare drill designed to increase proficiency in missile defence.

Tension escalates after Russia seizes Ukraine naval ships

Russia has fired on and seized three Ukrainian naval vessels off the Crimean Peninsula in a major escalation of tensions between the two countries. Two gunboats and a tug were captured by Russian forces. A number of Ukrainian crew members were injured.8

China promotes new CM-401 supersonic ballistic anti-ship missile

Chinese defense company offers its new CM-401 supersonic ballistic anti-ship missile for the export market. The CM-401 missile is a new type of high supersonic ballistic anti-ship missile, using near space trajecto-ry, and capable of all-course high supersonic maneuverable flight, terminal diving and high-velocity top-attacking, various platform launching firing. It is mainly used to rapidly and exactly attack medi-um-large sized vessels and ships, formations and port targets.9

Taiwan navy gets two warships from US as China tensions grow

Taiwanese President Tsai Ing-wen vowed yesterday that the island would not “concede one step” in defending itself as she inaugurated two frigates bought from the United States aimed at boosting Taipei's naval capabilities against China.10

US Navy ships sail through Taiwan Strait for third time this year

The USS Stockdale, a destroyer, and the USNS Pecos, which is a replenishment oiler, sailed through the strait as part of a “routine” tran-sit.11

Five Asian Countries Dump More Plastic into Oceans Than Anyone Else Combined: How You Can Help

China, Indonesia, Philippines, Thailand, and Vietnam are dumping more plastic into oceans than the rest of the world combined. Indonesia’s Citarum River, blackened by debris beyond recognition, has been dubbed the most polluted river in the world. Safety4Sea Conference, Hamburg

The pro bono event on 7th Nov. brought together global experts who focused on the recent and future challenges toward safe, smart and green shipping excellence and sustainable shipping. 1

6th Sustainable Ocean Summit Hong Kong

The 6th Sustainable Ocean Summit (SOS), organized by the World Ocean Council (WOC), will take place in Hong Kong, 14-16 November 2018 around the theme: “Ocean Sustainable Development – Connect-ing Asia and the World” and with Mr. Kenneth C. K. Koo, TCC Group Chairman and CEO, as Conference Chair.2

IDEAS – 2018 Maritime Conference

On 28 Nov., the Maritime Conference on ‘Security Dynamics and Requirement of Innovative Solutions for Indian Ocean Region’ was held as a part of IDEAS 2018. The Conference provides an opportunity to maritime community to share knowledge of technological advance-ments, expertise and learning for ensuring comprehensive security at seas.3

World’s first Sustainable Blue Economy Conference, Kenya

Blue economies: Growth through humanity’s relationship with water. From Nov 26-28 Kenyan capital Nairobi hosted the world’s first Sustain-able Blue Economy Conference, a summit focusing on how countries can benefit from what is called a blue Economy.4
