CHOICE. Students, Parents, Educators. We each have a choice. Will we see only the challenges? Or will we see the opportunities?

Mar ysv i l le i s changing. We are opening a new high school campus this fall – Marysville Getchell. Another new school … one

year early … and on budget. High School students have their choice of eight small learning communities: Heritage, Mountain View, Arts and Tech, Pathways of Choice, Bio-Med, International Communications, Construction and Engineering, School for the Entrepreneur. These high interest areas are tied to future career growth in Snohomish County. And our high schools are small enough that each student can know every teacher and student well.

Marysville is changing. In the last ten years we have gone from 20% low income (qualifying for free and reduced lunch) to 40%. We have gone from less than 1% ELL (English Language Learners) to 6%. We have increased student diversity from 15% to 33%. Hispanics now make up our largest ethnic group, followed closely by Native and Asian students. This rich diversity makes us a community of communities.

The world is changing. We live in a global economy. More of our businesses and employers compete across the world, across the U.S. … not just across town. 80% of new jobs require some college. Even trades and mechanics jobs require higher levels of math and reading. Test scores, increasingly, determine the future of our students and the success of our schools. Education is seen as a “civil right” which either prepares or hinders students in the quest for a successful future.

Educators in Marysville are now asked to insure that all students – every student – 100% - reach high standards …proficient in reading and math,

graduating on time, successful in college and career. And we are asked to accomplish this in a time of increased diversity with students who learn in different ways.

WE HAVE A CHOICE. Our future … the future of our schools … our communities … our students … depends on our answer. Let each of us commit to seize the opportunity. My personal commitment … and the commitment that I would ask of each of you is:

WORK HARD. Success depends far more on hard work, dedication and commitment than it does on talent or good luck. We expect a lot from educators in Marysville. We as educators must work hard. We also need your help. We need hard work and dedication from students and parents as well. Attendance matters. Homework matters. Doing our best matters. Commit to working hard.

We can’t be successful when we give up, give in, and give only half hearted effort.

BE POSITIVE. I’ve been reading The Traveler’s Gift* by Andy Andrews. I recommend it. Read it for yourself. Buy it for secondary students. Read it to older elementary students. One of his quotes is: “Fear is a poor chisel with which to carve out tomorrow.” We know that our brain shuts down when we are afraid. We make poorer choices and don’t hear as well. Look for and celebrate every success. Put up posters of what success means to you. Notice and compliment the success of others. Pick heroes and heroines that you want to be like.

BE OPEN. Accept and embrace diversity. We live in a diverse world. Being at home in the world is an important life skill. My son has lived for extended periods – months and years – in over a dozen countries. His ability to be cross cultural has opened doors he never imagined. Go out of your way to make friends from different cultures. Learn what unites us. Learn one thing that you appreciate about another culture. Build bridges not barriers. Speak up when someone tries to put others down.

Yes, we have a choice in Marysville. We can look at our circumstances and choose the easy way,

the negative way, the closed way. OR we can build character by determining to work hard, be positive and be open.

I’ll end with two more quotes from Andy Andrews and The Traveler’s Gift:

Crunch Time: Both the contrac-tor and district are putting the final touches on the new Marysville Getch-ell High School. The $92 million proj-ect will provide a new home for four smaller learning communities and 1400 students. Each school will hold an open house during the week prior to the first day of school. The City is working hard to com-plete the Ingraham Boulevard Exchange from 88th to 84th Street. Final district work includes coordination of: new furniture, final cleaning, new library books, new text-books, computer equipment, and tele-phones.

This project was approved by Marys-ville voters as part of the 2006 Bond Election. Grove Elementary was deliv-ered one year early and under budget. Getchell is now being delivered one

year early and on budget. All proj-ects promised in the 2006 Bond

are on track to be completed as promised. Good stewardship also allowed those funds to be

stretched to include additional safety projects, land for future school sites, and improved turf

and track at both Marysville Pilchuck and Marysville Getchell.

Election Day — Tuesday, August 17, 2010

Dear Marysville Community:

At their May 18th meeting, the Marysville School Board decided to ask citizens to vote on a supplemental levy on August 17, 2010. If approved, the supplemental levy would add $1.5 mil-lion per year to support education pro-grams. The cost to taxpayers of a house valued at $250,000 would be about $50 more per year or about $4 per month.

As you know, the State of Washing-ton has been making major reductions in funding for K-12 public education, as well as other state-funded services. This has impacted all school districts

and resulted in a number of program, service, and staffing level reductions. The legislature also “declared an emer-gency” by giving voters an opportunity to make up some of the lost funding through this August 17th Supplemen-tal Levy.

We will continue to maximize the use of precious and limited resources. This supplemental levy will not solve all of the budget problems at the dis-trict and state level. We have made cuts of about $2.5 million per year for the last two years. And we expect to lose another $3 million in one-time federal funds at the end of the coming year. This supplemental levy of $1.5 million will simply help offset cuts that would otherwise have to be much bigger.

The school board wrestled with this issue at some length. Clearly, many of you are dealing with fiscal challenges in your work and personal lives. It is not the best time to ask voters for school funding. It is also not the best time to ignore the needs and make even deeper cuts to education programs.

Given this law change and the pro-found need for resources to serve stu-dents in our schools, the School Board felt it was their duty to bring this ques-tion to our community. We appreciate and respect you, and we will do our best to serve students in our schools with or without these funds; still, it goes with-out saying that having the resources will allow us to better address student learning needs in these fiscal times.

Message from the Board

On August 17, 2010 voters in Marys-ville School District will have the opportunity to vote on a Supplemental Education Support Levy.

“Each year the budget cuts we make get harder. There are no easy cuts left to make. We are putting this question before our voters on behalf of student programs,” Former Board President Sherri Crenshaw said. “We appreci-ate the strong support for our Febru-ary Levy and now ask for these supplemental dollars to help us offset further significant reductions in the year to come.”

The district has signed on with SchoolMessenger, the company that provides notification services for parental outreach, emergency broad-casts, student attendance alerts and other communications for education.

The system is able to automatically call parents for a variety of reasons that impact the safety and academic performance of students. SchoolMes-senger will be used to complement the district’s community outreach efforts and emergency preparedness

procedures, and to inform parents of upcoming school events such as state-wide testing and parent meetings. As a comprehensive communication tool, SchoolMessenger will contribute to the district’s involvement initiatives, allowing the district to engage the broader educational community about a wide range of topics affecting stu-dents’ academic success.

SchoolMessenger will not replace current modes of school communica-tion. Principals will still be accessible

for live visits and we will still send home paper-based memoranda. Acqui-sition of the SchoolMessenger system is intended to reinforce the district’s commitment to remain personally connected to parents. SchoolMessen-ger notification services (http://www.schoolmessenger.com) are provided by Reliance Communications of Santa Cruz, California, serving thousands of schools, districts, colleges and univer-sities with timely alerts since 1999.

Career and Technical Education

Career and Technical Education offers students in grades 9 - 12 an opportunity to explore career options, support basic academic and life skills, and enables achievement of leadership skills and options for high skill, high wage employment preparation, and advanced and continuing education.

Marysville School District offers programs in the following career path-way areas: Auto Technology; Business Education and Computer Technology; Construction Technology; Culinary Arts; Family & Consumer Sciences; Manufacturing Technology; Market-ing; NJROTC; Pre-Engineering; Sports Medicine; Video Productions, and Work Based Learning. Courses within pro-grams may vary by building or small learning community.

Special Education/Learning Support Services

The Marysville School District pro-vides special education support for students with disabilities from birth through age 21. Specialists includ-ing school psychologists, speech/language patholo-gists, occupational and physical therapists, nurses and teachers are available to evaluate students and provide extra support ser-vices for those who qualify. Students with disabilities have a range of services available depending on need.

Commonly identified areas include delayed development in speech, language or communica-tion, motor or physical development, self-help skills, behavior or emo-tional needs or learning delays that are affecting the child’s ability to understand and use new information. Every student who receives special education services must have a current evaluation and a current signed Individualized Edu-cation Program (IEP) that has been developed jointly by teachers, parents and other professionals. Please call the Learning Support Services Depart-ment at 360-653-0828 or contact the school psychologist at your neighbor-hood school to refer a student for an evaluation or for more information. Please note that all services, including appropriate referrals for evaluation, are provided free of charge to the par-ent or guardian.

Annual Facilities Notification

The 1986 Asbestos Hazardous Emergency Response Act (AHERA) requires school districts to identify buildings that con-tain asbestos. The act also requires school facilities

to maintain written man-agement plans. Manage-ment plans are available for review at our maintenance office at 4220 80th Street NE.

The2001 Legislature passed House Bill 1451 that requires school districts to notify the public of pest control and herbicide use. An interested person can register with the school dis-trict to receive notification of pesticide application or can contact the district for

further information about the Inte-grated Pest Management Plan (IPMP). The IPMP plan is available for review at our maintenance office at 4220 80th

Student RecordsAnd the Law

Most information about our stu-dents is confidential and cannot be made public without consent of parents or guardians. The Family Educational Rights and Privacy Act (FERPA) pro-hibit schools from releasing informa-tion without permission, except for what is termed “Directory Informa-tion”. Directory information about stu-dents may be released by the District without parental consent. The Marys-ville School District has designated in Policy 4080, Section 8, and the follow-ing items as “Directory Information.”

This means the District may release, without written consent, the student’s, parent’s/guardian’s name, address and telephone number; date and place of birth; major field of study; participa-tion in officially recognized activities and sports; weight and height of mem-bers of athletic teams; dates of atten-dance; degrees and awards received; the most recent previous educational agency or institution attended by the student; and photographs of students for public information purposes.

This does not mean that this infor-mation is freely available to anyone, but rather only for authorized, school-

related purposes. A student’s name will be excluded from any such list of students on written request by a parent or guardian received by Octo-ber 1, 2010. Furthermore, a parent or guardian may request that any or all of these categories of information not be released under any circumstances without their consent. Such requests should be addressed in writing to the building principal and need to be updated annually. The school district will not release directory information for commercial purposes.

Obtaining Student RecordsParents and students over 18 years

of age have the right to:1. Inspect and review the student’s

education records.2. Request the amendment of the

student’s education records that the parent or eligible student believes are inaccurate or misleading.

3. Consent to disclosures of person-ally identifiable information contained in the student’s education records, except to the extent the FERPA autho-rizes disclosure without consent.

4. File a complaint with the U.S. Department of Education concerning alleged failures by the District to com-ply with the requirements of FERPA.

Student InsuranceThe Marysville School District has

a very active safety program that is committed to the safety of our stu-dents; however, the District is not responsible for student accidents on District property unless the District is found to be negligent. For those fami-lies who may not already have health and accident insurance for their stu-dents, the Marysville School District makes available Student Accident & Health Insurance, administrated by Myers-Stevens & Toohey & Co., Inc. Information regarding this insurance coverage and its costs is sent home at the beginning of the school year and is also available in your school’s main office. For additional student insurance options please see the Health Services article on page 8. Notification of Rights under FERPA

The Family Educational Rights and Privacy Act (FERPA) afford par-ents and students over 18 years of age (“eligible students”) certain rights with respect to the student’s education records. These rights are:

(1) The right to inspect and review the student’s education records within 45 days of the day the school receives a request for access.

Parents or eligible students should submit to the school principal a writ-ten request that identifies the record(s) they wish to inspect. The principal will make arrangements for access and notify the parent or eligible student of the time and place where the records may be inspected.

(2) The right to request the amend-ment of the student’s education records that the parent or eligible student believes is inaccurate.

Parents or eligible students may ask the school to amend a record that they believe is inaccurate. They should write the school principal, clearly iden-tify the part of the record they want changed, and specify why it is inac-curate. If the school decides not to amend the record as requested by the parent or eligible student, the school will notify the parent or eligible stu-dent of the decision and advise them of their right to a hearing regarding the request for amendment. Additional information regarding the hearing pro-cedures will be provided to the parent or eligible student when notified of the right to a hearing.

(3) The right to consent to disclo-sures of personally identifiable infor-mation contained in the student’s education records, except to the extent that FERPA authorizes disclosure without con sent.

One exception, which permits dis-closure without consent, is disclosure to school officials with legitimate edu-cational interests. A school official is a person employed by the school as an ad ministrator, supervisor, instruc-tor, or support staff member (includ-ing health or medical staff and law enforcement unit personnel); a person serving on the school board; a person or com pany with whom the school has contracted to perform a special task

(such as an attorney, audi tor, medical consultant, or therapist); or a parent or student serving on an official commit-tee, such as a disciplinary or grievance committee, or assisting another school official in performing his or her tasks.

A school official has a legitimate educational interest if the official needs to review an educa tion record in order to fulfill his or her professional responsibility.

Upon request, the School discloses education records without consent to officials of another school district in which a student seeks or intends to enroll.

Title ISchools that have a free/reduced

lunch percentage at or above the district average qualify for additional funding through a Title I federal grant. Funds are used to support qualified strug-gling students in reading and/or math. In Marysville School District, Title I funds are allocated to elementary schools. Six of our eleven elementary schools qualify for Title I federal fund-ing this coming school year: Cascade, Liberty, Marshall, Quil Ceda, Shoultes and Tulalip. Heritage High School also receives funding. Supplemental Educational Services

The term supplemental educational services refer to extra help provided to students in reading, language arts, and/or math. This extra help can be provided before or after school, on week-ends, or during the summer. As part of the No Child Left Behind Act, when a disadvantaged child is attending a low performing school, federal funds can be used to provide supplemental educa-tional services for that child. Cascade, Liberty, Marshall, Shoultes and Quil Ceda Elementary students qualify for supplemental services this year.

Adequate Yearly Progress District

ResultsAs part of our efforts

to communicate with families and commu-nity members about important information regarding our school district, this letter is written to let families know about the Ade-quate Yearly Progress (AYP) status of the Marysville School District. As part of the federal NCLB legislation, schools and districts must report their Adequate Yearly Progress on student achievement to the public. In our state, results from the High School Proficiency Exams (HSPE) as well as the Measurements of Student Progress (MSP) for grades 3-8 are being used as the basis for measuring whether schools and school districts made AYP. Achievement is measured for all stu-dents as well as for several subgroups of students. In all, student progress for Marysville students is measured in many different areas – any one area, or cell, that does not make AYP means that we as a district do not make AYP. All schools and districts that fail to make AYP for 2 consecutive years in any of the same cells are identified for improvement. Marysville School Dis-trict is in school improvement step 2 and we are revising our district plan to address the groups not making AYP. Results of the adequate yearly progress calculations as well as infor-mation for individual schools will be available on the state superintendent’s

Report Card website (http://www.k12.wa.us).

Schools not meeting AYP will be identified in August and the district will notify those school families of the option for Public School Choice trans-fer. Should your family receive a let-ter, please contact your principal or the Director of Categorical Programs (360-657-0293) by August 31, 2010 to be considered for school choice.

Of more interest to many parents are their own student’s HSPE or MSP results. These results for individual students will be mailed home in Sep-

tember after the HSPE or MSP results have been finalized by the Office of the Superintendent of Public Instruction (OSPI).

AthleticsAnnually students must submit

a completed athletic registration in order to be eligible to participate. The completed registration with the follow-ing information is required:

• Signatures from required parties and contact information

• Students must have a current physical and insurance to participate. Physicals are good for 24 months (two years).

• Students must pay for their school’s A.S.B. card and participa-tion fee before they will be allowed to compete. 2010-11 participation fees are $100 per sport for high school and $40 for middle level. Participation fee may be waived if the family is on the Free and Reduced Lunch Program and signed the release of information on F & R application.

The Marysville School District expects the educational and support staff to act in a professional manner and according to accepted educational

practice, and furthermore presumes that citizens and employees are committed to act in the best interest of students.

However, we recognize the rights of individuals to present complaints or concerns directly to practices occurring in the schools. The purpose of these guidelines is to assist in handling such complaints in the most timely and effective manner.

The Board of Directors relies on its teachers, staff, and administrators to resolve concerns of citizens. It is the policy of the Board to provide

for such resolutions first at the level most directly involved and in an informal manner, if possible. If such resolution cannot be accomplished, however, procedures are available for review at the highest administrative level with an opportunity for appeal to the School Board.

Life Threatening Health Conditions and Medications

If your child has a life threatening health condition (e.g. seizures, diabe-tes, anaphylaxis, asthma) or require medication during the school day we ask that you contact the building nurse at your child’s school.

Medications at SchoolStudents who require medication

during the school day must comply with State Law and District Policies. This includes over-the-counter or non-prescription medications. These regu-lations must include: written orders from a licensed health provider, writ-ten permission from parent, and must be brought to school in proper labeled container. Parents are encouraged to give medications outside of school hours when possible. Washington State law allows only oral medications

to be given in schools; any other means of administration (such as injections) can only be done by a licensed nurse. Please contact Health Services @ 360-651-5748 for further information, forms, or questions.

Life Threatening Health Conditions

Washington State law requires students with life-threatening health conditions to have an Emergency Care Plan in place prior to attending school. Please contact Health Services @ 360-651-5748 for further information, forms, or questions.

Illness/Injury When your student is ill, please do

not sent them to school until he/she is able to participate in a full day of school activities. In case of fever (100 degrees or more), the student’s temper-ature should be back to normal for at least 24 hours (without the use of fever reducing medications), before the stu-dent returns to school. If your child has been hospitalized, had surgery, or a significant illness/injury, please

contact your child’s school prior to the student returning, to obtain a return-to-school form. A physician’s signature is required, and possibly a health plan for a safe return to school.

Communicable Diseases (Like Influenza)

Marysville Health Services works closely with Snohomish Health Depart-ment and will continue to monitor for any updates or actions required for student, staff and community safety. If there are new developments we will issue communications through parent letters and the district website. We encourage all to practice the follow-ing and remind your child: to cover their cough and sneezes, wash hands regularly, and to stay home when ill. ImmunizationsWashington State law (RCW

28A.210.160) require that all students have a Certificate of Immunization Status on file and that is compli-ant with state requirements prior to attendance. When submitting vac-cine dates to school, please include the month, date and year the vaccine was

The Marysville School District 2006 Bond Oversight Committee is a community-based group established to bring outside oversight into the spending practices of the district as they relate to voter approved fund-ing. Specifically, they are to review spending in 4 main categories; school construction, land acquisi-tion, health and safety projects and technology upgrades. Original funds

from the 2006 voter approved bonds were $118.2m for the construction of Grove Elementary and Getchell High Schools, health and safety proj-ects and land acquisition. Voters also approved a $5m technology levy to upgrade technology deficiencies in the district. In addition, the district issued $14m in non-voted bonds for the construction of the A&T campus which also came under the commit-tees review. Matching dollars from the state and cost savings realized during construction added another $25m to the spending plan. To-date the committee has reviewed total expenditures of approximately $128m

since its inception. I believe they have provided a valuable service to this community and helped keep the pro-cess transparent and respectful of each dollar spent.

This past year saw the opening of Grove Elementary which was very well received by the students and public alike. This new facility was the district’s first use of a multi-story building at the elementary level and provided both cost and space efficien-cies to the public. The project opened on time and under budget allowing excess resources to be diverted to other capital needs in the district. Building design and materials held up

well in the first year of operation and should provide a long lasting asset for the district. Marysville Getchell High School continues to meet the aggres-sive cost and opening targets of the district. It should open under budget and one year ahead of schedule. Once again, I believe the Marysville com-munity is going to have a new facil-ity that will bring great pride along with expanded educational and rec-reational resources for many years to come.

market conditions to secure sights for future expansion needs. These pur-chases were far below the market val-ues being used in previous models and should provide huge financial benefits to the district in the future. Technol-ogy upgrades continued throughout the district with the completion of the main communications hub from which all schools will be served. Additionally, expanded fiber and wireless projects were completed and rewiring at Allen Creek as a result of favorable mar-ket conditions leading to significant

cost savings in the original plan. Future funding is becom-ing an issue and full implementation will be dependant on future budget alloca-tions and voter fund-ing. Having said that, the current level of service is far beyond what was originally planned when fund-

ing first became avail-able in 2006.

Health and Safety was the benefactor of approximately $3m in additional projects through cost savings realized in those proj-ects proposed in the 2006 bond. This helped the district make great strides in updating deficient areas through-out the district. Shrinking budgets will have a negative impact to future allocations going forward, but once again, a lot has been accomplished and exceeded prior projections to the benefit of the taxpayers and future users of the facilities.

Other than a few changes to the

ranks of the committee, I feel we had a very successful year providing over-sight and feedback to the district. My only feeling of regret was our failure as a community to get behind and pass the proposed bond to keep the process moving forward. These are great times to get caught-up on facil-ity renovation and we, as a commu-

Several initiatives are designed to help insure student success for all students.

Understanding – All district administrators have been trained in ‘undoing racism’ – how low expecta-tions and hidden barriers hold stu-dents back.

Cultural Competency – A dis-trict wide multi-cultural respect committee meets several times each year to learn together how best to insure that each student knows that teachers care about them and that each student sees evidence of success for students like themselves.

Strong Instruction – The ele-mentary math and reading materi-als have been found to be effective with students of all cultures. Action research projects are being com-pleted in each building to identify best teaching strategies.

After reviewing district test scores, meeting with staff representative, and holding public sessions, the board approved the following district improvement goals:

Curtis Takahashi and Mary Jane Miller were selected as Premier Part-ners in Educating Marysville Students and were honored at a special recogni-tion ceremony in May.

Curtis is very dedicated to the youth of the Marysville School District and Snohomish County. He networks with employers to promote education and training opportunities for young people. Curtis serves on our district Career and Technical Education Gen-eral Advisory Committee and sees that the district gets resources and support

for a number of initiatives from student participation in career-related activi-ties to connections with local employ-ers. Curtis also serves as treasurer for the MERIT Foundation; a sub-commit-tee of the Marysville Manufacturing Technology Advisory Committee.

Mary Jane has donated her time and talents to the students of Marysville Mountain View High School as well as the Marysville community at large. Her presence and support of schools and the district is incomparable. She loves the students and is always will-

ing to spend time with and be of sup-port to them. Mary Jane recruits many community volunteers to become active in the schools and to participate on special committees.

Mary Jane and her husband, Ross, have been the driving force behind many activities of Marysville Mountain View High School’s students and staff. Her support and wonderful attitude has truly been a gift to the Marysville School District, the students, and all who have the pleasure to know her.

Marysville Online MOVE UP Program (9 – 12)

MOVE UP is a digital school pro-gram, designed for students to com-plete their educational coursework

on-line. Over 100 courses offered through Advanced Academics pro-vide options to students who desire this type of learning environment. Students complete all of their courses online. There are no classroom dis-tractions or peer pressure. Highly skilled, Washington State Certified Teachers are available for support and communicate with students weekly. Students receive one-on-one attention on-line, via telephone, email, or online chat. Spanish-speaking teachers are available. Online chat and interactive learning sessions are also available. Students meeting all district and state graduation requirements will receive a diploma from the Marysville School District. School Home Partnership (K – 12)

S.Ho.P.P. is a Parent Partner pro-gram whose students are enrolled as full-time students in Marysville School

District, but complete the majority of their schoolwork outside of the class-room setting. They work with a con-sulting teacher to develop a learning plan that consists of a combination of online courses, contract learning, and direct instruction classes. The parents of K-8 students provide instruction at home, using district curriculum. Ninth through twelfth grade stuents typically complete three courses each quarter, earning up to six credits per year. They focus on college and career planning through an advisory pro-cess, using Navigation 101 curriculum to meet state and district graduation requirements. Students meet weekly with their consulting teacher to pro-vide evidence of adequate progress. Normally, students must complete 25 hours of learning activities per week. Satisfactory progress is based on time spent on schoolwork, academic profi-ciency, and the amount of work com-pleted each week. To be successful, students must be independent learn-ers with strong academic support from home.

SOAR (9 – 12) SOAR is a Contract Based Learn-

ing alternative program within the larger Marysville School District Small Learning Community sys-tem. SOAR is “alternative” because it has different time requirements, and focuses on integrated, thematic-based core curriculum, and indepen-dent learning. Class sizes are smaller, students can come for morning or afternoon sessions, and students work independently outside of class on homework and projects to meet the individual learning goals they design with their advisors. SOAR provides an option for students with unique learning needs who are not finding success in a typical school setting. SOAR offers a program that will help them find success through shorter terms, integrated learning, personal responsibility, relationships and rel-evance.
