Description of the Environment

22. The study area shall be up to a distance of 5 km from boundary of the proposed site and all

along the collection network/route map of tanker movement, treated wastewater carrying

pipe-line and the receiving environment and the point of disposal.

23. All the coordinates of the project site may be demarcated on the Toposheet (1:50000 scale)

24. Land use of the study area should include data about the residential/ institutional/ nearest

village/township/locality/ housing society etc., based on the satellite imagery.

25. Baseline data on the study area w.r.t different components of environment, viz. air, noise,

water, land, and biological and socioeconomic collected as per guidance given in the manual.

26. Site-specific meteorological data of one season.

27. Ambient Air Quality (AAQ) data (except monsoon) to be given along with the dates of

monitoring. The parameters to be covered shall include suspended particulate matter (SPM)

Respirable suspended particulate mapper (RSPM), SO2, NOx, and VOCs. The location of the

monitoring stations should be decided in such way that the factors like pre-dominant

downwind direction, population zone and sensitive receptors including reserved forests, if any

are considered. There should be at least one monitoring station in upwind direction and one

downwind direction at about 500 m.

28. Assessment of receiving water bodies/land and groundwater for all the relevant

environmental parameters.

29. Noise monitoring of all four sides of the project site.

30. Monitoring of odour emissions from the project site.

31. Details of flora and fauna. In case of any scheduled fauna, conservation plan should be

provided.

32. If any incompatible land-use attributes fall within 5 km radius of the project boundary,

proponent shall describe the sensitivity (distance, area and significance) and propose the

CRZ, if any should also be demarcated. The recommendations of the State Coastal

Management Authority for the activities to be taken up in the CEZ.

ENVIRONMENTAL MANAGEMENT PLAN A. OBJECTIVES OF ENVIRONMENTAL MANAGEMENT PLAN

The main objective in formulating the environmental management plan is:

• To minimize the air emission, noise and hazardous waste with appropriate technology

• To comply with all the regulations stipulated by MoEFCC/ Central/ State Pollution Control

Boards related to liquid effluents discharge and air emission as per Air & Water Pollution

control Acts and laws

• To handle hazardous waste as per Hazardous Waste (Management, Handling and

Transboundary Movement) Rule, 2008

• To improve overall environmental status by implementing efficient environmental

management system

• To establish green belt around the project area to reduce impact of pollution and also to

improve the aesthetic value of the area

• To provide good quality of occupational hygiene in working condition to employees to improve

the working efficiency and occupational health and safety

• To conduct the skill- up-gradation training programs

• Conduct mock drills and training on-site and off-site emergencies

• To allocate the required funds for the effective environmental management

• Continuous development and search for innovative technologies for better environment

B. ENVIRONMENTAL MANAGEMENT CELL (IMC)

As a part of the existing environment management system, Pai & Pai Chemicals (I) Pvt. Ltd.

has proposed to take care of the Environment, Health & Safety of the workers and

environment. The EHS cell keeps a close watch on the performance of the pollution control

equipment, emissions from the sources and the quality of surrounding environment in

accordance with the monitoring program.

The EMC will also monitors the general and preventive maintenance of pollution control

system / equipment undertaken by the maintenance department to achieve optimum

efficiency of the control equipments and to maintain the quality environment. The cell will

with the legislative requirement and will regularly furnish the same to the concern statutory

authorities. The setup of the Environmental Health & Safety Management Cell for proposed

project shall be the same as that of existing unit and as presented below.

C. RESPONSIBILITY ENVIRONMENTAL MANAGEMENT CELL

The EMC has the responsibility to supervise or undertake the monitoring of various

environmental parameters by periodical monitoring and analysis of effluent, air, water

and noise quality to abate the pollution and also to ensure that whatever control or

preventive measures are implemented are working as per the requirement. It will also

monitor the growth of the green belt in and around the plant so that required measures

can be recommended in time.

The actual operation and maintenance of pollution control equipments shall be the

responsibility of respective department head or a Plant in charge. The Safety, health and

environment shall also be responsible to look after preparation of environment statement

report, carrying out environment audit, preparation of Water Cess Return and consent

application etc. under various Acts and Rules applicable to the CETP. The provision of The

water (Prevention and Control of Pollution) Act, 1974, The Air (Prevention and Control of

D. AIR POLLUTION CONTROL

• Stack with adequate height will be provided with DG Set. It will be ensured that the emission of

PM, SO2, NOX and CO shall be confirmed within the norms prescribed by CPCB

• All necessary safety measures shall be implemented. All other action plans as well as clean-up

procedures for combating emergency situations like leakage shall be in-place

• Necessary records shall be maintained for work place monitoring done on regular basis.

Regular review and necessary proceedings shall be ensured by proponent for timely correction

& improvement in the safety system of the unit

• All storage, handling & transfer shall be done with properly designed facilities

• Based on the sludge type appropriate storage Shed shall be provided with leak proof walls and

concrete

• Regular water sprinkling shall be carried out in and around the plant site

• Thick green belt shall developed to control the air pollution

E. WATER POLLUTION CONTROL

A full-fledged primary physico-chemical treatment, secondary biological treatment followed by

tertiary treatment is proposed. The following steps would be taken to prevent and reduce the water

pollution in the area:

• To measure the quantity of inlet and outlet effluent appropriate size flow meter will be

installed and will be periodically monitored

• Adequate quantity of land has been air marked for the development of Green belt around the

facility to reduce the emission beyond the plant boundary

• Treated water will be fit for Non-potable domestic uses

• Laboratory with all required analytical instruments like pH meter, analytical balance,

Colorimeter etc. are proposed for routine analysis of various parameters to ensure the

suitability and adequacy of treatment. The wastewater parameters including heavy metals, pH,

BOD, COD, TSS, TDS, DO etc. shall be analyzed and record maintained

• All these data shall be compared with the standard parameters set for CETP by KSPCB

• All the chemicals will be stored and handled safely based on the requirement of MSDS

• Preventive maintenance program will be developed and implemented

• If required, inlet and out let shall be provided with on line monitoring facility for important

parameters or as suggested by the KSPCB

• Plant shall be operated on SCADA system

Disposal System

Treated water fit for re-use for non potable uses viz; Gardening, Flushing Toilets, and Vehicle

washing or any other non-potable industrial uses/to meet disposal standards for natural Nala.

And the sludge disposed as manure in gardening and agricultural use.

F. SOLID WASTE MANAGEMENT

During construction phase, major component of the solid waste can be the overburden of the area

which will be removed during clearing of the land. The over burden will be stored at the suitable place

so that it can be used for Green Belt Development. Other waste such as metal, nonmetal plastic and

other material will be stored and send to the authorized waste management unit or to the recyclers.

During operation, the major part of the waste will be the bio-sludge which is need to dewatered and

stored scientifically as mentioned above and disposed off suitably at disposal facility. The record of

sludge generation and its disposal shall be maintained and will be available for audits if required.

Apart from this, there will be generation of biological sludge from Sludge Digester will be used as

manure for farming purpose. Chemical Sludge shall be disposed to Authorized Hazardous Waste

Management Facility.

G. GREEN BELT DEVELOPMENT

Tree plantation is one of the most effective remedial measures to control the Air pollution and

noise pollution. It also adds into the aesthetic look of the site and improves the climatology of

the area as well as sustains and supports the biosphere. It is an established fact that trees and

vegetation acts as a vast natural sink for the gaseous as well as particulate air pollutants due

to enormous surface area of leaves. It also helps to attenuate the ambient noise level.

particulate and interacting with gaseous pollutant before it reaches to the ground. Tree

plantation also acts as buffer and absorber against accidental release of pollutant. More than

33% of total area is proposed for Green Belt Development. While selecting the type and

species of the Trees emphasis shall be given to select the local species so that growth shall be

proper.

The selection of the plant species suitable for plantation at CETP will be governed by

guiding factors as mentioned below:

• The tree should be tolerant to air pollutants present in the area

• The tree should be able to grow and succeed on soil of the area, shall be evergreen, inhabitant,

having minimum of leaf falls. Local species shall be given preference to have seasonal growth and

greenery

• The tree should be tall in peripheral curtain plantation and with large canopy in primary and

secondary level

• The tree should be fast growing and indigenous and should be maintain ecological and hydro

geological balance of the region

• It is also recommended to plant few trees, which are sensitive to air pollution so that in case of air

pollution beyond limit, it will act as an indicator of air pollution and timely control measures need

to be taken

• It is also recommended to carry out extensive plantation within premises where ever space is

available

H. ODOR MANAGEMENT PLAN

Following controlling measures shall be implemented to avoid the odor problem: • All the aspects of odor control have been adopted during designing of the treatment plant

• Aerobic condition will be maintained

• Minimum turbulence in effluent flow

• Avoiding the solid inventory and sludge backlog

• Continuous disposal of sludge

• Proper operating condition will be maintained
