1. SUMMARY M/s KANODIA INFRATECH LIMITED is a body corporate incorporated under the provisions of the

Companies Act, 1956 and registered with the Registrar of Companies; U.P. & Uttaranchal vide

Incorporation Certificate U74900UP2010PLC039750 of 2010 dated 3rd March, 2010. The registered

office of the company is situated at B 38/13A, Tulsipur, Mahmoorganj, Varanasi, UP and Factory at

Aurangabad Industrial Area, Growth Centre, Bihar

Objective:

The main objects of the company are to establish and carry in India or elsewhere the business to

produce, manufacture, process, refine, prepare, import, export, purchase, sell, manipulate, finish, pack,

repack, mix, grade, operate and to act as brokers agents, consultants, merchants, stockiest, distributors,

suppliers, providers, collaborators, consignors, C & F agents, indenting agents, job workers.

M/S Kanodia Infratech Limited is located at Durgavati, Bhabhua, Bihar. Main raw material is Clinker,

Gypsum, Fly Ash & Slag. The company will set up 12,00,000 TPA Cement Grinding Unit. The

company has already identified and acquired land and is in the process of implementation of the project,

implementation schedule whereof is estimated as given below:

(iii) Need for the project & its Importance to the Country and / or Region. Cement is the most essential raw material in any kind of construction activity. Accordingly, cement

industry plays a crucial role in the infrastructural development of the country. Given the vast

geographical size and massive population of the country, various construction activities undertaken by

the Central Government, State Governments, Public Sector Undertaking and other organizations,

including private sector generate huge demand for cement.In India mainly three types of cement

produced. The Portland Pozzolana Cement (PPC) enjoys the major share (67%) of the total production,

followed by Ordinary Portland Cement (OPC) (25%) and Portland Slag Cement (PSC) (8%). During

2008-09, the industry consumed 35 million tonnes of fly-ash and 7.5 million tonnes of slag. According

to the Ministry a continuous increase in the production of blended cement is expected to reduce the

problem of waste disposal, improve energy efficiency and reduce carbon footprint. With regard to

current status of cement concrete roads in National Highways Authority of India (NHAI) projects, the

representatives of Ministry of Road Transport and Highways informed the Committee that the Ministry

had issued a circular in 1998 in which it had directed that the Government should construct cement

concrete road especially in high rain fall area, urban areas etc., where these roads are more durable and

their maintenance cost is also less.

Cement consumption will also increase substantially with greater usage in new areas such as cement concrete roads, extensive cement concrete canal linings and pre-fabricated houses. (iv) Demand Supply Gap Cement is the most essential raw material in any kind of construction activity. Accordingly, cement

industry plays a crucial role in the infrastructural development of the country. Given the vast

and foremost requirement of every household and, therefore, market demand of cement for private

consumption is increasing constantly.

during the last five years is as given below:-

As per the Report of the Working Group on Cement Industry for the XI Five Year Plan (2007-2012), the projected demand of cement for the next three years is as given below:-

The Government took up the development of highways/roads by constructing/ improving the

highways/roads network through the programmes of Golden Quadrilateral and North-South, East-West

corridors as also rural connectivity roads through Pradhan Mantri Gramin Sadak Yojana

(PMGSY).consequently in the profitability of the industry. Moreover, because of easy availability of

low cost housing loans and tax incentives connected with such loans as evidenced in recent years, there

is a boom for housing constructions, which consequently increase demand for cement. In view of above

there is good scope for the Mini Cement Plants.

(v) Import Vs. Indigenous Production

Raw Material: Clinker and Gypsum as additive, Fly- Ash, Slag etc.

Flyash will be procured from Hindalco and Gypsum from Rajasthan & Clinker from MP

The main raw material for the grinding unit is Clinker and Gypsum as additive, Fly- Ash, Slag etc.India

is also producing different varieties of cement like Ordinary Portland Cement (OPC), Portland

Pozzolana Cement (PPC), Portland Blast Furnace Slag Cement (PBFS), Oil Well Cement, Rapid

Hardening Portland Cement, Sulphate Resisting Portland Cement, White Cement etc. Production of

these varieties of cement conform to the BIS Specifications. Also, some cement plants have set up

dedicated jetties for promoting bulk transportation and export.

(vi) Domestic /Export markets Cement consumption in India is expected to rise by 8–9 per cent over the next year, taking the estimated

cement consumption in 2013–14 to about 280–285 MT, from around 260 MT in the 2012–13 fiscal, as

per the Cement Manufacturers Association (CMA).

The cement industry may continue to witness a steady market for the better half of the year with fresh

capacity of 20MT going on stream in 2014, taking the industry capacity to 370 MT.

The Indian cement sector is expected to witness positive growth in coming years, with demand set to

increase at compound annual growth rate (CAGR) of more than 8 per cent during 2013–14 to 2015–16,

according to RNCOS report titled, ‘Indian Cement Industry Outlook 2016’. The cement and gypsum

products sector in India has attracted foreign direct investments (FDI) worth US$ 2,879.95 million

between April 2000 to November 2013, according to data published by the Department of Industrial

Policy and Promotion (DIPP). Apart from meeting the entire domestic demand, the industry is also

exporting cement and clinker. The export of cement during 2001-02 and 2003-04 was 5.14 million

tones and 6.92 million tons respectively. Export during April-May, 2003 was 1.35 million tones. Major

exporters were Gujarat Ambuja Cements Ltd and L & T Ltd.

(vii) Employment generation (Direct & Indirect) due to the project.

The unit requires the following skilled, unskilled and administrative staff, which is available locally. The

company will be recruiting these personnel before the trial production:

Manufacturing process: Technology for cement manufacturing is easily available and there are several cement plant suppliers

who provide services on turnkey basis. Grinding unit mainly consist of few process which are detailed

here.

All the raw material such as clinker, gypsum, fly-ash, slag etc. are used in a prefixed formula and fed

through a volumetric feeder in fixed proportion to a bucket elevator which in turn feeds a hopper fitted

with a volumetric table feeder, feeding the ball mill, the ball mill grind the mix to a homogeneous

mixture and this mixture is known as cement. This homogeneous mixture is then stored in the silos and

packed when needed. In between the ball mill and storing silos there is a dust collector, which plays a

crucial role in the prevention of pollution by sucking all the dust produced by the grinding process.

(v) Showing the project layout, component of the project etc should be given. Project site layout plan is enclosed as Annexure-II (a) and manufacturing process is shown in Fig. 3.

(vi) Raw Material required along with estimated quantity, likely sources, marketing area of final

products, Mode of transport of raw material & finished products. Raw Material: Clinker and Gypsum as additive, Fly- Ash, Slag etc.

a) Clinker

The total clinker requirement of the grinding unit will be 800000 TPA. The required clinker shall be

procured from Madhya Pradesh. The clinker will be transported by railway wagons/ roadway to the

plant site and unloaded with the help of wagon tippler. The clinker will be stored in RCC storage silos.

b) Gypsum

The annual requirement of gypsum will be 300000 TPA. The required quantity of gypsum will be

obtained from gypsum mines in Rajasthan. Gypsum will be transported through railway wagons and

unloaded by wagon tippler. Gypsum will be crushed and subsequently transported through conveyor

belt to the gypsum stockpile.

c) Fly ash

The waste fly ash generated from thermal power plant at Renukoot will be utilized as raw material for

the proposed cement grinding unit. Total fly ash requirement of 100000 TPA for the grinding unit.

The different varieties of cement produced in Indian can be described as ordinary Portland, Portland

pozzolona, Portland Blast Furnance Slag, special High Strength Cement, Low Heat Cement, Oil Well

cement, Colored Cement and White Cement. Raw material as well as finished product shall be

transported mainly by Rail and Road. As the site is well located, so there is no problem regarding

transportation of the same.

Consumption of Clinker and Fly Ash for production of Cement per ton has been considered at 75% and and at 25% respectively. Consumption of Gypsum is projected to be at 2% of Cement Production.

(vii) Resources optimization / Recycling & reuse envisaged in the project, if any, should be briefly

produced.

All the raw material such as clinker, gypsum, fly-ash, slag etc. are used in a prefixed formula and fed

Cement kiln dust (CKD) is the fine-grained, solid, highly alkaline waste removed from cement kiln

exhaust gas by air pollution control devices. Because much of the CKD is actually un-reacted raw

materials, large amounts of it can and are, recycled back into the production process. Some CKD is

reused directly, while some requires treatment prior to reuse. CKD not returned to the production

process is typically disposed in land-based disposal units (i.e., landfills, waste piles, or surface

impoundments), although some is also sold for beneficial reuse.

CKD is categorized by EPA as a "special waste" and has been temporarily exempted from federal

hazardous waste regulations under Subtitle C of the Resource Conservation and Recovery Act (RCRA).

EPA is in the process of developing standards for the management of CKD and has published a set of

proposed Subtitle D (i.e., non-hazardous, solid waste) regulations to govern CKD management

(viii) Availability of water its source, energy / power requirement & source should be given.

The company has acquired a plot of land measuring 26500 Sq Mtr. The power required will be 8000

KVA for 4000 TPD Cement Plant. Water would be required for human consumption and for general

purposes.

(ix) Quantities of wastes to be generated (liquid & solid) and scheme for their management /

disposal.

Liquid Waste: Only domestic sewage for which septic tank with soak pit has been proposed. No waste water shall be generated in this unit which needs to be treated.

Solid Waste: Only domestic solid waste will be generated.

3. SITE ANALYSIS i. Connectivity

Rail:

Railway Station near the project site is Karmansaha Railway Station (5.4 km)and Dhaniacha Railway

Station (6.8 km)The district has only a major station at Mohania, officially known as Bhabua

Road(BBU) on the Howrah-Delhi Grand Chord (450 km) in Gaya-Mughalsarai Section.

Road

National Highway 2 (G.T. Road) crosses through Mohania Town. Project Site is situated 3km away

from G.T Road. National Highway 30 originates from Mohania and connects with the capital Patna via

Arrah. Apart from these,there are also a few state highways in the city. Mohania is connected to Bauxar

via Ramgarh from the south and with Bhabua (district capital, Adhaura, Bhagwanpur) from the south.

The State Highway 14 connects Bhabua to Mohania. Bhabua Road Railway Station is (Mohania Town)

situated on Gaya–Mughalsarai section of Grand Chord Railway line. Bhabua (the district headquarters)

is 14 km southward from the Bhabua Road railway station. The famous Mundeshawari Devi Temple

(the 'oldest functional' temple of world) is about 10 km south to Bhabua and about 25 km south to the

railway station. If someone wants to visit the temple then he should arrive at Bhabua Road station first

then he may take a direct bus to Mundeshawari Devi temple or may first take bus to Bhabua andthen an

auto/tempo to the temple.

ii. Land Form, Land use & Land ownership The company will set up 1200000 TPA Cement Grinding Unit. The company has already acquired land

at Durgavati, Bhabhua, Bihar and is in the process, of implementation of the project. The company has

finalized a plot of land admeasuring 4 Acre at Durgavati, Bhabhua, Bihar. The site is well connected by

Road. Cost of land has not been considered for finance, but it will be available to bank as collateral

security. Present market value of the land is Rs.380.00 lacs. Land use certificate is enclosed as

Out of the total geographical area of the Bhabhua district, 31.22% is covered by the forest, mainly in

Adhaura, Chainpur and Bhagwanpur blocks. Paddy, Wheat, Barley and Maize are the main cereal crops

of the district. Among pulses, gram occupies the maximum area of cultivation, followed by Mansur,

Arhar, Moong and Urod. Sugar cane and potatoes are the main cash crops. Timber, Bamboo, Firewood,

Bhabhua district occupies an area of 3,362 square kilometres (1,298 sq m), comparatively equivalent to Russia'sVaygach Island. The Bhabhua Range and Rohtas Plateau cover the southern part of this district. The Karmnasha and Durgawati rivers run through the district. A large forest covers part of Bhabhua; it measures 1, 06,300 hectares and contains the Bhabhua Wildlife Sanctuary which is home to tigers, leopards and chinkaras. Almost the entire area within 10 Km. radius is semi-urban and Industrial area with some agricultural land sprinkled here and there. There is no forest, national park, wild life sanctuary, eco-sensitive area existing within 10 Km. radius.

The Climate of the district is somewhat extreme in nature. i.e. quite hot during the summer and fairly cold during the winter. January is the coldest month when the mean minimum temperature comes down to approximately 4 degree C. The temperature starts rising from March and reaches its peak in May when the mercury touches 45 degree C. Rain starts sometime in mid June and lasts till mid September. The district gets easterly wind from June to September, and from October to May wind direction reverses. Maximum rains occur during the months of July and August b (289 mm).

4. PLANNING BRIEF

i. Planning Concept (types of industries, facilities, transportation etc.), Town & Country planning / Development Authority Classification.

The site / factory are located in the, Plot no 208, 209,210 Village Kurari Post Karmansaha, Durgavati, Bhabhua, Bihar.

ii. Population Projection Bhabhua District Population 2011

In 2011, Bhabhua had population of 1,626,384 of which male and female were 847,006 and 779,378

respectively. In 2001 census, Bhabhua had a population of 1,289,074 of which males were 677,623 and

remaining 611,451 were females. Bhabhua District population constituted 1.56 percent of total

Maharashtra population. In 2001 census, this figure for Bhabhua District was at 1.55 percent of

Maharashtra population.

Bhabhua District Density 2011

The initial provisional data released by census India 2011, shows that density of Bhabhua district for

2011 is 488 people per sq. km. In 2001, Bhabhua district density was at 387 people per sq. km. Bhabhua

district administers 3,332 square kilometers of areas.

Bhabhua Literacy Rate 2011

Average literacy rate of Bhabhua in 2011 were 69.34 compared to 55.09 of 2001. If things are looked

out at gender wise, male and female literacy were 79.37 and 58.40 respectively. For 2001 census, same

figures stood at 69.64 and 38.79 in Bhabhua District. Total literate in Bhabhua District were 920,276 of

which male and female were 549,923 and 370,353 respectively. In 2001, Bhabhua District had 561,854

in its district.

Bhabhua Sex Ratio 2011

With regards to Sex Ratio in Bhabhua, it stood at 920 per 1000 male compared to 2001 census figure of

902. The average national sex ratio in India is 940 as per latest reports of Census 2011 Directorate. In

2011 census, child sex ratio is 942 girls per 1000 boys compared to figure of 940 girls per 1000 boys of

2001 census data.

Bhabhua Child Population 2011

In census enumeration, data regarding child under 0-6 age were also collected for all districts including

Bhabhua. There were total 299,281 children under age of 0-6 against 269,812 of 2001 census. Of total

299,281 male and female were 154,105 and 145,176 respectively. Child Sex Ratio as per census 2011

was 942 compared to 940 of census 2001. In 2011, Children under 0-6 formed 18.40 percent of Bhabhua

District compared to 20.93 percent of 2001. There was net change of -2.53 percent in this compared to

previous census of India.

Bhabhua District Urban Population 2011

Out of the total Bhabhua population for 2011 census, 4.03 percent lives in urban regions of district. In

total 65,571 people lives in urban areas of which males are 34,708 and females are 30,863. Sex Ratio in

urban region of Bhabhua district is 889 as per 2011 census data. Similarly child sex ratio in Bhabhua

district was 912 in 2011 census. Child population (0-6) in urban region was 9,629 of which males and

females were 5,035 and 4,594. This child population figure of Bhabhua district is 14.51 % of total urban

population. Average literacy rate in Bhabhua district as per census 2011 is 82.64 % of which males and

females are 88.29 % and 76.26 % literates respectively. In actual number 46,231 people are literate in

urban region of which males and females are 26,198 and 20,033 respectively.

Bhabhua District Rural Population 2011

As per 2011 census, 95.97 % population of Bhabhua districts lives in rural areas of villages. The total

Bhabhua district population living in rural areas is 1,560,813 of which males and females are 812,298

and 748,515 respectively. In rural areas of Bhabhua district, sex ratio is 921 females per 1000 males. If

child sex ratio data of Bhabhua district is considered, figure is 943 girls per 1000 boys. Child population

in the age 0-6 is 289,652 in rural areas of which males were 149,070 and females were 140,582. The

child population comprises 18.35 % of total rural population of Bhabhua district. Literacy rate in rural

areas of Bhabhua district is 68.76 % as per census data 2011. Gender wise, male and female literacy

stood at 78.97 and 57.62 percent respectively. In total, 874,045 people were literate of which males and

females were 523,725 and 350,320 respectively.

(iv) Social Infrastructure Schools, colleges, hospitals & healthcare centers, shopping malls & bazaars, cinema halls, community

centers etc. are all available nearby.

(v) Connectivity (Traffic & transportation Road/Rail/Metro/water ways etc.) Raw material as well as finished product shall be transported mainly by Rail and Road. As the site is

well located, so there is no problem regarding transportation of the same.

Rail Railway Station near the project site is Karmansaha Railway Station (5.4 km)and Dhaniacha Railway

Station (6.8 km). The district has only a major station at Mohania, officially known as Bhabua Road

(BBU) on the Howrah-Delhi Grand Chord (450 km) in Gaya-Mughalsarai Section.

Road National Highway 2 (G.T. Road) crosses through Mohania Town. Project Site is situated 3km away

from G.T Road. National Highway 30 originates from Mohania and connects with the capital Patna via

Arrah. Apart from these,there are also a few state highways in the city. Mohania is connected to Bauxar

via Ramgarh from the south and with Bhabua (district capital, Adhaura, Bhagwanpur) from the south.

The State Highway 14 connects Bhabua to Mohania. Bhabua Road Railway Station is (Mohania Town)

situated on Gaya–Mughalsarai section of Grand Chord Railway line. Bhabua (the district headquarters)

is 14 km southward from the Bhabua Road railway station. The famous Mundeshawari Devi Temple

(the 'oldest functional' temple of world) is about 10 km south to Bhabua and about 25 km south to the

railway station. If someone wants to visit the temple then he should arrive at Bhabua Road station first

then he may take a direct bus to Mundeshawari Devi temple or may first take bus to Bhabua andthen an

auto/tempo to the temple.

(vi) Drinking Water Management (source & supply of water) Domestic use only water requirement is 3 KLD .Water would be required for human consumption and

for general purposes. Company have made Provision for tube-well with overhead tank in the scheme for

meeting out water requirement,

(vii) Sewerage System Sewerage system shall be not proposed

(viii) Industrial waste Management Liquid Waste: Only domestic sewage for which septic tank with soak pit has been proposed. No waste water shall be generated in this unit which needs to be treated.

Solid Waste: Only domestic solid waste will be generated. (ix) Solid waste Management Solid Waste: Only domestic solid waste will be generated and will be managed as per MSW (M & H) Rule. (x) Power requirement & supply /source.

The power required will be 8000 KVA for 4000 TPD Cement Plant. The company will apply for

required power connection in due course. Further Company will purchase a Gen Set of 6000 KVA for

alternate of power requirement.

6. REHABILITATION & RESETTLEMENT PLAN (i) Policy to be adopted (central/state) in respect of the project affected persons including Home Oustees, Land Oustees & Landless Laborers. In the project none of person is affected so there is no need of any type of rehabilitation for people Home Oustees, Land Oustees & Landless Laborers. For land less laborers temporary shelters will be provided. The land has been already acquired the coast of land is 380 lacs.
