These topics are related with “personnel matters” e.g. leave, promot ion, disciplinaryact ion etc matter applicable to of f icers in Central Service.

You’ve to do select ive reading of only those topics/informat ion that can be asked fromMult i-Choice Quest ion format. For example: The leave travel concession (LTC) isadmissible to the Central Govt. employees while on study leave.

But No need to mugup minute details, dates, names, numbers.

General Financial Rules

This deals with budget and Expenditure related matters in ministries and departments.

From that PDF f ile, prepare Chapter 2, 3, 4, 5, 6 and 8.

Again no need to go in minute details. Most of the content given in that PDF f ile is not‘exam-worhty’.

Just prepare stuf f that can be asked in MCQ format. for example what items go inCapital account, what items go in Revenue account and so on.

This topic deals with how to actually work in a Government of f ice=how to draf t let ters,what to do with “daks”, record-keeping, f iling, inspect ion etc.

Same principle: Just get brief overview of Exam-worthy informat ion. No need to do Ph.DFor example

How to approach HRM for CISR?

HRM topic might feel daunt ing and boring. Because they talk about lot of abstract stuf f .

BUT the concepts and principles related to mot ivat ion, communicat ion, leadership,recruitment and promot ion = very easy to f rame MCQs from them.

So prepare them thoroughly f rom the given PDF f iles. (without gett ing bogged down bythe abstract and philosophical stuf f ).

When you search HRM on egyankosh.ac.in, it throws up truckload of results. They’vespecial courses of PG diploma in HRM etc. But those booklets go in way too much detail.

On the other hand MA Public Administrat ion (MPA-014) has covered HRM in verycondensed form, therefore I’ve compiled the PDFs most ly f rom MPA-014 (and not thePGDHRM course).

Those CSIR aspirants, who’re simultaneously preparing for UPSC /State PSC (RAS, Punjab etc)with Public Administrat ion optional subject :

Prepare chapter 2, 4, 5, 7, 8, 9, 11 and 12 f rom M.Laxmikanth’s book on PublicAdministrat ion AND solve the mock MCQ quest ions given at the end of those chapters.

Some unwanted advice, warnings etc.

When we talk of IAS, CAT, IBPS= these exams are held at regular interval, hence thereis lot of informat ion, experience-sharing and material f rom reputed book publisher (TataMacgrawhill, Pearson, Arihant, S.Chand etc).

But Exams like RBI, APFC, CSIR = Diwali t ime for some moneyminded people. They justassemble topics f rom here and there, come out with some “Readymadeguidebook/Material” for Rs.2000, 5000 or 6000/- (depending on how rare the exam is andhow desperate the public is.) don’t waste your precious money on such things. Alwaysprefer authent ic sources and standard reference books. If you believe there is some singlemagical guidebook to crack CSIR exam then you’re living in a fairyworld.

Better prepare your own notes f rom CCS. (we are talking about 60 marks here: Thatmeans 40% of Paper II is made up of CCS topic.)

for NCERT and M.Laxmikanth: no need to maintain notes as such, just revise themoften.

You may use Mrunal’s Autonotemaker to quickly prepare notes out of PDF Files(provided that you’ve Microsoft XP Operat ing System).

HR, MBA topics don’t stay in long term memory= frequent revision necessary.

Current af fairs preparat ion beyond a level= diminishing rate of returns.

And most important ly, don’t push your luck by t icking doubtful quest ions, just to crosssome imaginary cutof fs, else you’ll lose in negat ive marking.

(although I’m f iling R.T.I to get previous papers and cutof fs but) there are three reasons whythey won’t be of much help:

1. In 2009’s recruitment round, they did not have negat ive marking system.

2. In 2009’s recruitment round, they did not have HR and MBA topics, only PublicAdministrat ion and in that too, the Public Administrat ion syllabus was very broad -almostident ical to the erstwhile Civil Service (preliminary) Public Administrat ion paper.

3. In 2009, They had descript ive paper on let ter writ ing and comprehension.
