I am delighted to present the achievements,accomplishments and challenges of the MNDAat this year’s Ministerial Platform tocommemorate the mid-term Anniversary ofPresident Goodluck Jonathan’s Administration.

Let me express appreciation to the HonMinister of Information, Mr. Labaran Maku forproviding the opportunity for this presentation.

As you are all aware, the Niger Delta region whichprovides over 80% of the country’s total revenueand 95% of its total export earnings suffers fromenvironmental degradation and pollution caused byoil spills, gas leaks and flares.

The region has high unemployment rate among theyouths and women, poor infrastructural facilitiesand high prevalence of diseases. The regiontherefore, illustrates a development paradoxcharacterised by endemic poverty in the midst ofabundant human and rich natural resources.

The thrusts of the projects and programmes ofthe Ministry for the transformation of theregion are to achieve infrastructuraldevelopment, environmental sustainability,peace & stability and socio-economicdevelopment in the Niger Delta.

The key targets for the region in consonance with the Transformation Agenda of the present Administration include:

Increased access to physical and social infrastructure (Roads, Water, Electricity, Housing, Health care and School facilities);

Preservation and conservation of the environment through remediation, rehabilitation and restoration of degraded and polluted ecosystem;

Elimination of militancy through consolidation of post –amnesty projects and programmes;

Reduction of oil-related conflicts in the region;

Reduction in the high incidence of poverty caused by oil extraction activities in the areas;

Reduction in the rate of unemployment.

Peace and Security

The Ministry intervenedsignificantly throughroutinely organized securityand consultative meetingsto sustain the peace andsecurity in the region. Thishas resulted in an increase inoil production from pre-Amnesty level of about700,000 bpd to the currentlevel of about 2.5m bpd.

Skills Acquisition

The Ministry has trained over 706 non-militantyouths across the 9 Niger Delta States toacquire skills in various sectors of the economy.Some of the trainees are now gainfullyemployed.

East – West Road

The Dualization of the East-West Road whichcommenced in 2006 and was taken over by theMinistry at 10% completion in 2010, has nowreached over 52% completion. With the level ofcommitment by this administration, the Road willbe completed by the end of December, 2014.

Some sections of the Road have been completedand are due for handing over by the contractors.

iv. 35 nos of the 41 nos bridges substantially completed.

B. Reconstruction of Owerri-Elele Road, Imo/Rivers State (35.15km)

iii. 20 nos of the 28 nos culverts completed

C. Reconstruction of Benin Abraka Road, Edo/Delta State (25km)

i. 15km to Binder course;

ii. 15km to wearing course; and

iii. 2 nos of the 10 nos culverts completed

Other Roads

The Ministry is also constructing 12 other roads spread across the 9 States. The roads which are at various levels of completion are:

1. Owerri – Omerelu Road, 34.14km in Imo/Rivers States 48.10%,

2. Port Harcourt/Aba Expressway – Obehia – Azumini – UkanafunRoad, 50Km in Abia/ Akwa Ibom States, Sections I &II - 34.98%

3. Construction of 35Km Okputuite-Mbato Junction - Orie Market -Lomara (Igwebuike) Road in Abia State – 14.48%;

4. Construction of 18km Ogriagbene-Torugbene Road in Delta State(Phase 1 & II) 26.03%;

5. Re-construction of 25km Benin – Abraka Road in Edo State, Phase I – 46.09%;

6. Construction of 18.5km Orhorho Junction – Odurobu – Kpakiama -Bomadi Road in Delta State, Phase I – 29.40%;

Skills Acquisition Centres

The Ministry is building 9 Skills Acquisition Centres,one in each state of the region. The Skills AcquisitionCentres are designed to train youths to acquire skillsto enable them work in various sectors of theeconomy, in particular Oil and Gas, Commerce,Tourism, Agriculture, ICT, Construction and Maritime.Four of the Centres will be completed to commenceoperation this year.

Housing Scheme

The construction of 360 Units of Housing, of 40units of 2 and 3 bedroom Bungalows in each ofthe 9 states has reached about 65%completion. Some of the housing units will becommissioned and allocated to thebeneficiaries before the end of this year.

Environmental SustainabilityAs a result of years of oil exploration and

exploitation by the oil companies in the NigerDelta, the region has suffered a high degree ofenvironmental degradation which has seriouslyaffected the livelihood of the people. To addressthis challenge, the Ministry has embarked onvarious programmes of environmental remediation,reclamation and rehabilitation in some of theaffected communities in the region. Some of thereclaimed, remediated and rehabilitated areasinclude:

The Ministry is embarking on the establishment ofIndustrial Parks in the Niger Delta region. The IndustrialParks which will consist of 5,000 Small and MeduimEnterprises (SMEs) to manufacture and produce goodsand services in over 100 different sectors/areas of theeconomy will be a replica of the model in Ankara, Turkey.

The Ministry has signed a Memorandum ofUnderstanding (MoU) with Ostim of Turkey for theestablishment of Industrial Parks in the Niger Deltaregion.

The technical work on the project has commenced andsome States in the region have indicated interest.

This model is to be replicated in the 9 States of the Niger Delta.

Job Creation

It should be noted that the work on theDualization of the East-West Road;Remediation, Reclamation and Rehabilitationwork; Construction of Skills AcquisitionCentres; and Building of Housing Units by theMinistry in the 9 States of the Niger Delta havecreated jobs for over 9,000 people in theregion.

COLLABORATIVE DEVELOPMENT PROGRAMMES: Niger Delta Action Plan

In realization of the fact that Government alone(Federal, State and Local governments) cannotprovide the huge financial resources required toaddress the developmental challenges of the region,the Ministry in collaboration with developmentpartners has produced a development blue printcalled the Niger Delta Action Plan with focus onthree pillars:

Infrastructure Investment Programme:

Emphasizing investment in large-scale infrastructure development such as urbanand new town development, coastal and inland water ways construction, watertransportation; dredging and environmental remediation.

Social Sector Investment programme:

Focusing on community-based programmes with emphasis onagriculture, health and sanitation, education, employment creation, smalland medium enterprises and skills training, conflict resolution andcommunity security stabilization measures; and

Institutional Capacity Development and Multi-Stakeholder Trust Fund:

Support capacity development for project implementation and resourcemobilization.

Establishment of a Multi-Stakeholder Trust Fund which defines thegovernance structure for development partnership and the financialmechanism/resource mobilization for Programme implementation.

Establishment of National Council on Niger Delta

National Council on Niger Delta has been established and was inaugurated by Mr. President on the 26th of April, 2013

The inaugural meeting of the National Council on Niger Delta was preceded by the Stakeholders’ Conference which endorsed the Niger Delta Action plan for the consideration and approval of the Council.

The Council subsequently approved the Action Plan for implementation.

The process for the implementation of the Action Plan has commenced.

i. The Ministry is faced with budgetary constraints inthe implementation of its projects andprogrammes.

ii. The terrain in most parts of the region makesinfrastructural development a difficult task. Highcosts of projects and technology required forinfrastructure projects as a result of the terrainconstitute a serious challenge.

iii Even though youthrestiveness and insecurity inthe region have abated,intermittent disruption ofprojects by the youths andexcessive demands oncontractors by communities/individuals and incidences ofkidnapping still constituteserious problems. Thissituation has often times ledto work stoppages.

It is pertinent to note that the National Council on Niger Deltahas approved the Niger Delta Action Plan as a framework for thedevelopment of the region.

The Ministry has commenced the implementation/operationalisation of the Action Plan.

The National Council on Niger Delta and the Niger Delta ActionPlan are fundamental tools for the Ministry in coordinatingdevelopmental projects and programmes for the transformationof the region.

The MNDA is pursuing a number of alternative means of fundingits projects and programmes to address the current budgetaryconstraints
