1. INTRODUCTION

The Objectives of the Presentation • The presentation elucidates the achievements and progress made by the

ministry in the last two years. It provides a compendium of the Ministry’scontribution to the Transformation Agenda (TA) of the presentadministration of His Excellency, Dr Ebele Goodluck Jonathan, GCFR.Factual information and statistical data is presented to cover theperformance of the ministry within the last two years of thisadministration.

• It is hoped that this presentation will acquaint the press and the public onthe programmes of this Ministry including the platforms for theirimplementation.

• It will then systematically renew its commitments towards deliveringeffective and efficient labour administration services to the Nigerianpeople as a seal of its contribution to democracy and good governance.

• The report highlights the key achievements in the sector in promoting:

General qualitative labour administration processes

Industrial peace and harmony as a basic framework for theattainment of high and stable productivity, and sustainableeconomic growth and development

The formulation, implementation as well as the monitoring ofemployment policies as enunciated in the National Action Planon Employment Creation (NAPEC) targeted at job creation bythe establishment of more skills acquisition centers,implementation of local content policy in all sectors, andensuring fair labour practices to retain existing jobs.

Enthronement of decent work with the attainment of itssupporting four strategic pillars, namely; job creation, rights atwork, social protection and social dialogue, with gender equalityas a crosscutting objective

• The report further highlight the vision, mission, mandates andefforts of the Ministry to promote the thematic areas of SocialSecurity, followed by the strategic goals and the thematicachievements which were derived from the key PerformanceIndicators (KPI) using facts, figures, pictures and photographs to

showcase the quantum and quality of the deliverables.

2. BACKGROUND

• The Federal Ministry of Labour and Productivity is one of the oldestministries in the country. It started as a department of Labour in thethen Colonial Office in 1932. In 1951, it became a full-fledgedministry with Chief S.L. Akinola appointed as the first HonourableMinister.

• The Ministry is structured into (9) Departments and five (5)Parastatals. It is within this structural framework that the ministryoperates to provide, promote and sustain the much neededindustrial peace and harmony which are necessary for enhancedproductivity of the citizens as critical inputs for growth anddevelopment.

• The ministry has continued to play pivotal roles within the broadframework of promoting good governance and shaping governmentactivities at various levels.

• The ministry has further responded to contemporary global and nationalchallenges by formulating employment policies, providing employmentservices, promoting productivity and competitiveness, building consensuson emerging labour issues, putting in place effective labour inspection andsocial security systems including skills development and certification andpromoting sound labour-management relations all of which have beenlargely influenced by international labour standards and diplomacy asembodied in the ILO Conventions and recommendations.

• It is the clearing house for all labour related issues including labourstatistics in the country. The Ministry also has a network of State Offices inthe thirty six (36) States of the Federation and the FCT.

2.10 Vision StatementTo have a society with peaceful and harmoniousindustrial relations; where safe and decent work areGuaranteed; and social security for all Nigerians is ensured.

2.30 Mandate• Employment Generation with focus on the implementation of the National

Action Plan on Employment Creation (NAPEC) document and therealization of the Local Employment Content Initiatives which tagsgeneration of employment to award of contracts.

• Labour Administration by effecting and supervising all the ratified anddomesticated ILO Labour Standards

• Skills Development through the diversification in all states of theFederation of the mandate of the newly created Department of SkillsDevelopment & Certification in 2012.

• Productivity Enhancement• Promotion of Industrial Peace and Harmony in all sectors to encourage

and attract direct foreign investment and Public Private Partnerships in theprivatization processes where deemed necessary.

• Social Security Coverage by empowering the newly created Department ofSocial Security in 2012

4.0 THEMATIC ACHIEVEMENTS IN LINE WITH THE MINISTRY’S MANDATE AND MR. PRESIDENT’S TRANSFORMATION AGENDA

• The role of the Ministry as highlighted in the Vision20:20.20 documents and the strategic objective to bepursued under the 1st NIP is the creation of decentjob opportunities through improving the businessenvironment to allow inflow of investments,enhanced efficiency and productivity and promotionof industrial peace and harmony.

• It is on the premise of the above objective that theFederal Ministry of Labour and Productivity presentsits Mid-Term achievements from May 29th, 2011 –May 28th, 2013 in the following order:

• From the period under review 398 trade disputes were apprehended, 301 disputes representing 78% were completely and successfully resolved with 87 cases representing 22% pending at various stages of settlement

• The Joint action by the two Federation Trade Unions –NLC and TUC over the delay in the implementation of the New National Minimum Wage in 2011

• ASUU over implementation of Collective Agreement.

• NUPENG/PENGASSAN over a number of issuesbordering on unfair labour practices in 2011

• PHCN on Power Reform Programme, which is on-going and about to be concluded.

• 299 cases were referred to the Industrial ArbitrationPanel, 244 cases have been concluded, 47 awaitingAward and 8 pending.

• The Ministry addressed the issue of relativity in thesalaries of Federal Civil Service Employees. Thisresulted in an increase of 53% in the salary of FederalCivil Servants;

• The IAP office in Lagos is located on the 6th, 7th, 9th & 11thfloors of the Information Building, 15 Awolowo Road, Ikoyi.The renovation is on-going and is at 40% completion level.

Creating Decent Job Opportunities

• Approval and production of National Action Planon Employment Creation (NAPEC) by FederalExecutive Council (FEC) as a National workingdocument to be incorporated into the NationalDevelopment Plan. The document has since beenproduced and ready for implementation. Wheneffectively implemented, the NAPEC document istailored to generate approximately five millionjobs yearly in the short run. The documentidentifies eleven key sectors as growth drivers tobe harnessed for immediate job creation;

• Approval of FEC that all Council memos for contract award shouldmandatorily indicate Local Employment Content Implication (LECI);

• It is proposed that every Contract approved by the FEC is expected tohave a corresponding opportunity for job creation and employmentopportunity

• As at April 2012, FEC approved contracts generated /created about198,534 jobs nationwide.

• National Labour Migration Policy formulated

Enthronement of Nigeria’s Global Pact Decent Work Country Programme (DWCP I & II) - an ILO employment strategy to mitigate impact of the global economic and financial crisis on working families. The Honourable Minister was invited to the 2010 United Nation (UN) Global Compact Leaders Summit and the Ministry has continued to reap the dividends of that participation. In addition, the Ministry has concluded all aspect of the Pact as it affect the following issues:

• Principle 3 – Business should uphold the freedom of association and the effective recognition, in good faith, of the right to Collective Bargaining

• Principle 4 – The elimination of all forms of forced & compulsory labour

• Principle 5 – The effective abolition of child labour• Principle 6 – The elimination of discrimination in respect of

employment and occupation28

• Established the National Electronic Labour exchange. Asophisticated mechanism developed for the delivery oflabour exchange services, with the aim of having anaccurate statistics of Jobless Youths for properemployment policies and planning. The Ministry in 2012recorded a total of 97.53% (6,952 as against 7,128targeted) on number of applications received frompublic and private employment Agencies (PEAs) forregistration;

• Established an e-library assisted by the Bureau of PublicService Reform and World Bank;

• Issued 150 new Recruiters Licenses and launching ofCode of Conduct for private employment Agencies;

• Received ILO high level mission led by Executive Director onEmployment, Jose Manuel Salazar Xirinachs to provide technicalassistance for Capacity Building, Youth Employment, SkillDevelopment, Labour Force Survey/Labour Market InformationSystem among others;

• 139,371 employed candidates took part in skill acquisition invocational, technical and agric trades;

• 75,640 entrepreneurial skills acquisition for graduate of tertiaryinstitutions and artisans;

• Provided 4,379 soft loans to set up micro and cottage enterprises;• Provided 3,255 transient jobs for graduates of tertiary institutions;• A job fair was undertaken in conjunction with NDE within the

period under review;• Offered 54,847 employment counseling services to the unemployed

at various job centres;

• 150 women were trained under the Lady Chauffeur TrainingScheme flagged by Her Excellency First Lady of the FederalRepublic of Nigeria Dr. Mrs. Patience Jonathan on Friday 4th

May 2012 (Ariaria Foundation of the 1st Lady);

• Constructed three Agric Skills Training Centres (ASTCs) in Jigawa, Zamfara and Cross River States;

• Rehabilitation of 10 Agric Skills Training Centre in Abia, Ebonyi, Kaduna, Benue, Oyo, Kwara, Taraba, Delta, Ogun and Kano,

• Construction of 9 MDG/NDE skills acquisition centres in each of the three Senatorial Districts in Akwa Ibom, Ondo and Nasarawa States;

• Commenced the construction of 10 Model SkillsAcquisition Centres which are at various stages ofcompletion in Katsina, Sokoto, Yobe, FCT, Delta,Anambra, Rivers, Kwara, Ekiti and Oyo States. Out ofthis three have been completed in FCT, Katsina andSokoto;

• A total of 276,820 persons were trained under thevarious programmes of the Directorate within theperiod under review. Out of this 171,317 ofunemployed persons imparted with marketablevocational/technical/entrepreneurial/agriculturalskills that enhanced their employability

4.0 Social Security and Safety Nets

• A new Department of Social Security was created andcurrently functioning in the Ministry. Its mandate is topromote coordinated and universal approach to socialsecurity in the nation and extend social protection tovulnerable Nigerians.

• The Department is putting in place a social securitypolicy that would reflect the nation’s need and level ofeconomic development, taking into consideration thetradition as well as the modern socio-cultural valuesand norms. To this end, the Ministry participated in ameeting of a task-force of ECOWAS Commission in2012 to finalize the document on the ILO conventionon Social Security No. 102;

• Processed the enactment of a new Employee’s CompensationAct which gives additional social protection to all workers whomay sustain injury at workplace. It is hoped that Nigeria willcommence the process of ratification of the Convention inphases in view of its wide range;

• Inauguration of the new Board of Directors of the NigeriaSocial Insurance Trust Fund (NSITF) on 24th January, 2013

• On the passing of the Employee Compensation Act in 2010, the NigeriaSocial Trust Fund (NSITF) was resuscitated and currently functioning. Asat the end of May, 2013, a total number of 9,409,259 (NSITFinformation comprising of data from NSITF, PENCOM and NHIS) peopleare benefiting from various social security scheme as against 8,000,000targeted for 2013. This is a 118.6% achievement even as at May. Wehope to achieve a minimum of 180% by the year end.

• No. of Organized Private Sector Employers registered as at30/04/2013 is 3,621

• Estimated no. of employees covered as at 30/04/2013 fromthat sector is752,000

• For the Public Sector, Federal Government has paid fortreasury funded MDAs with effect from last quarter of 2011 todate.

• Computerization project has reached advanced stage and theFund’s ICT Project will hopefully be commissioned soon.

• No. of Accidents Reported nationwide as at 30/04/2013 is535

• No. of Claims settled as at 31/04/2013 is 317• Amount involved N53,926,466.83

• The processing of the outstanding 218 claims (535-317)has reached advanced stage for payment.

• NSITF-NECA Workplace Intervention Project throughwhich OSH audit of randomly selected 25 employerswere carried out in year 2012, with a plan to expandcoverage of employers this year. Three of theemployers whose OSH standards were adjudgedexcellent via the OSH audit report were given awardsof Ambulances, while some others got safetyequipments of diverse kinds. • As at May 2013, percentage change and improvementof man-day lost due to industrial accidents, injuries andsickness resulting in absenteeism at the work place wasreduced significantly to 9.5%;

• This improvement was as a result of increasedworkplace inspection of 7,846 conducted against 7,207targeted for 2012. Consequently, 8.9% increase ininspection was recorded. The number of accidentsreported was 72 as against 360 targeted as benchmark.

• There was therefore a positive 80% drop in industrialaccident due to increase in workplace inspection.

• The Ministry took over the Community Service Scheme ofthe Subsidy Re-Investment and EmpowermentProgramme (SURE-P) from Federal Ministry of Finance.The Scheme has already engaged 120,000 persons out ofthe 185,000 targeted for the year 2013.

• The Community Service, Women and YouthEmpowerment (CSWYE) project, is one of thecomponents under the Social Safety Net Programme(SSNP), Which is just one out of the eight (8) programmesunder the Subsidy Reinvestment and EmpowermentProgramme (SURE-P) of the Federal Government.

• The SURE-P unit of the ministry carried out amonitoring and appraisal assignment of theimplementation of the scheme in the South-South geo-political zone with a visit to Asaba in Delta state. Thevisit was very successful in view of the results recordedand recommendations aimed at improving servicedelivery in other geo-political zones of the country

5.0 CONCLUSIONS

• The Ministry has moved ahead with the changing timeswith world globalisation and its fall-outs by adopting newParadigm shift from traditional orientation to moderndevelopmental framework amenable to progress andsustainability in the discharge of its mandate.

• Nigeria is currently facing the challenge of unemployment,underemployment and social exclusion. More jobs need becreated or generated through increased IT penetration inthe states and local governments and development ofentrepreneurial culture to incite the country to tap thelargely untapped industrial potentials and globalopportunities. Nigeria’s socio-economic conditions in thelast two decades have been characterized byunemployment crises and mass poverty.

• For the ministry to be able to effectively meet the currentchallenges and implement ILO Decent Work Agenda there is a hugeneed for building the capacity of labour administration throughelaboration and implementation of labour policies

• By 2020, Nigeria is expected to have a large, strong, diversified,sustainable and competitive economy that effectively harnesses thetalents and energies of its people and responsibly exploits itsnatural endowments to guarantee a high standard of living andquality of life to its citizens.

• The ministry has a very crucial role to play in achieving this feat as ithas the mandate to facilitate and promote peaceful, productive andharmonious industrial relations, safe and decent workingenvironment and enhanced social security coverage for allNigerians.

• In discharging its functions, the Ministry is backedby legal frameworks already listed above.

• In applying the legal framework, a human face ishowever adopted to enable effectivecommunication and information sharing whichare bedrock of Social dialogue with its SocialPartners

• The Social Partners, namely; NECA, NLC and TUChave been an intrinsic part of the success inachieving less Man-day loss in industrial actionsduring the year under review.

• The Ministry in the years ahead is determined, withnecessary enabling factors, to attain its zenith within theTransformation Agenda
