Introduction
Mountain Creek State High School is a coeducational government school situated at 100 Lady Musgrave Drive, Mountain Creek, on Queensland’s Sunshine Coast.
The School was established in a staged sequence commencing in 1994 on the site of the former Mooloolaba Airport and has grown from an enrolment of 360 in its foundation year to nearly 2000 students in 2012. In this relatively short time the School has been recognised for its progressive and innovative approach to education underpinned by a supportive school culture and engaging education programs. As an International Baccalaureate School Mountain Creek SHS also has a strong international focus in its curriculum and operations. Mountain Creek SHS has actively fostered partnerships with local service providers and the community to improve opportunities for student engagement in the workplace and participation via enhanced study options, charity work, networking and other educational opportunities.

“To be the Sunshine Coast’s premier education facility in the provision of a quality and relevant public school secondary education preparing our young people for sustainable employment opportunities and citizenship responsibilities.”
The strategic factors in section 2.1 have been identified in support of this vision and the Master Plan will provide the necessary infrastructure to facilitate the desired pedagogical practices and outcomes.
The key requirements for the master plan process were to:• Provide options and strategies to address
key objectives over the next 10 years and beyond.
• Define priorities.• Stage the proposed work.• Include an estimate of capital works and
maintenance costs.
2.3 Independent Public Schools
During the formulation of this Master Plan, Mountain Creek SHS was endorsed by the State Government as one of Queensland’s first Independent Public Schools (IPS). This initiative aims to improve outcomes for students by providing increased autonomy in decision making, cutting of red tape, and removal of layers of management within individual schools.
This milestone acknowledges a history of independent thinking and community based initiatives at Mountain Creek State High School, and will lend more weight to implementing the intent of the Master Plan and its evolution into the future.
Master Plan Brief
As is evident in numerous high schools around Queensland, Mountain Creek School has outgrown its original design population of around 1200 students. In order to accommodate more and more students over time the Schools building stock has been bolstered either by introducing semipermanent portable classrooms around the fringes of the site or by establishing new buildings on vacant areas of the campus without necessarily considering the appropriateness of the service and location in relation to a Master Plan for the School. Development of facilities within the School over the past 5-7 years has necessarily deviated from the original site Master Plan due to over population and the way government funding has traditionally been implemented.
Current (2012) School estimates are that at least 1800 students will attend the high school over the next 10 years, with approximately 200 Year 7 students commencing in 2015 as part of the state governments proposal to shift Year 7 to high schools throughout the state. The developed Master Plan is to consider a maximum capacity of 2000 students.
The following factors have been identified as significant drivers in planning the strategic direction of the School:1. Economic FactorsDevelopment of the emerging Kawana Health Precinct Project including the Health and Wellbeing Learning Precinct.
Construction of a new private hospital (2013) - related private service providers - health professionals and suites.Construction of a new University Hospital (2016) - related health services - professional, paraprofessional, and service.The continued importance of Tourism and Hospitality to the growth of the region.The continued importance of trade skills to the growth of the region. The Sunshine Coast is still one of the six fastest growing areas in Australia.
2. Mountain Creek SHS is set on 14.3 ha of land in Mountain Creek, approximately 100km north of Brisbane. Although near a well populated residential catchment the school sits in a small education precinct which includes a local State Primary School and the Sunshine Coast Institute of TAFE Mooloolaba Campus. To the east the School is bordered by the state controlled Sunshine Motorway and to the north is a tennis club and vacant tract of land which are owned by the local Council.
The Site Analysis drawing on page 9 identifies some of the existing issues apparent on the campus. Items of primary importance are also described in more detail below.
Located within the Sunshine Coast Region, Mountain Creeks SHS is zoned as Special Purpose under the current planning scheme and as such all future development will need to be considered as part of an impact assessable development approval. Advice from a suitably qualified Town Planner will be required to obtain a full explanation and understanding of existing planning controls, their implications, and how future planning changes could affect development.
Construction of buildings, civil works, & services infrastructure is required to meet applicable
state and federal legislation and standards, as well as the guideline requirements set out by the Department of Education, Training, and Employment (DETE). The requirement to meet DETE guidelines remains unchanged as part of independent state school initiative.
3.3 Access and EgressDue to the large school population and the close proximity to other educational facilities Mountain Creek SHS operates a “split shift” timetable to alleviate traffic congestion. The local primary school and TAFE generally operate their timetables so as not to conflict with each other.
Access to Mountain Creek SHS is primarily by bus and car with several entry points off Lady Musgrave Drive (refer to the Existing Site Plan, page 6). At present the Student Services Building has its own entry point and car parking which provides discreet access for parents and students. The intended “main entry” driveway is one-way and enters past the current administration building. There is however a lack of clarity with this as the “main entry” and it is often confused with the much larger two-way entry further to the south.

This two-way entry is also a cause of concern as it must filter various types of traffic at peak times including cars, buses, bikes, and pedestrians, as well as providing access to the Schools internal road and service network. There is also another one-way entry and one-way exit along the road frontage of the School.
Students arriving by school bus enter via the one-way “main entry” and are conveniently dropped off on the footpath adjacent to the school grounds, although there is little or no covered access from kerb side to the internal covered walkway system. Likewise when waiting for buses/parents, students have limited weather cover.
Because there is no clearly defined main entry to the school and numerous traffic flows utilise the same access ways, there are particular concerns about student safety, as well as the need to reduce traffic cross overs around the central two-way entry at peak times. The major conflict occurs where buses, cars, bicycles, and students circulate around the entry, requiring a high level of supervision to ensure safety, and this is a significant element of this Master Plan.
Students also arrive on public buses which set down on Lady Musgrave Drive, and good pedestrian access ways are provided from the bus stop to the School.
There is a service/emergency access road through and around the school which is partially unformed and this will need to be retained into
the future. The service road to the north of the campus is heavily used for staff parking but in an ad hoc manner. There has been suggestion that bike parking and access routes need to be more clearly defined for both safety and way finding.
3.4 Orientation, Topography & ClimateThe School Campus fronting Lady Musgrave Drive runs generally from north-west to south-east and existing building stock is well oriented to a northerly aspect.
The topography varies by approximately 5.5 metres between the high points of the site in the west and the playing fields in the east. Slopes and grades are typically fairly gentle and conducive to disabled access however this will need to be carefully considered when implementing new buildings, in particular for building of multiple storeys.
There is no current full survey of the entire campus and it is recommended that this be undertaken and maintained indefinitely to permit project planning and facilitate future building phases and their related services.
The local climate is consistent with south-east Queensland’s sub-tropical coastal conditions with generally mild and dry winters, and summers that are hot and wet. The campus is located approximately 2km from the east coast of Australia allowing well designed buildings to take full advantage of the cooling sea breezes.

Some early design documents for school services and infrastructure are available from DETE however these date back to 1994 when the school was built. Many of the subsequent upgrades and changes have not been lodged with the Department and/or have not been transferred to a master set of documents as a reference point for the school. Additionally many of the records are available in paper copy only.
As part of future planning for the campus it is recommended that a survey is completed for all services to locate and record systems and capacities in a digital format which is then continually upgraded as development works occurs on the site. The survey should include recommendations on how to implement the Master Plan over time and identify when and where major deficiencies are possible and how these might be mitigated and planned for during future building stages. Reporting of this nature will help avoid interruption to services and accommodate maintenance and capital cost planning into the future.
A detailed vegetation assessment and preliminary campus landscape proposal is included in Appendix B.
The majority of buildings on the School campus were establish between 1994 and 1996 during the staged construction of the school. Many are in good condition structurally however most appear weather faded externally and many would not meet current codes and regulations.
Investigation of existing GLA buildings has revealed that they do not comply with current DETE guidelines for spatial provisions and ventilation. An option to reconfigure these modules to achieve compliance has been considered (refer sketch options Appendix A) however this would result in fewer GLA’s per building and involve considerable intervention with structural elements.
Issues related to GLA reconfiguration include: limited options for alternate teaching space during refurbishment works; low yield and
general sprawl imposed by single storey buildings (pedestrian travel distances and future flexibility of building provisions on the site have been identified as issues to be addressed by the Master Plan); the cost and benefit analysis when compared with new purpose designed GLA buildings over two or more storeys.
Although refurbishment of existing GLA’s remains possible in the future, the Master Plan proposes to replace existing GLA’s, and other buildings, overtime in order to implement the best possible outcome for students, in accordance with contemporary thinking now and into the future, as the school’s existing building stock is eventually reprovided.

This section identifies future priorities and works as part of a 10 year Master Plan for the School including issues related to education & delivery, planning, and implementation. As this Master Plan has only limited input from User feedback, stakeholders, and other Consultants, these discussions are primarily concerned with identifying the need for further advice and consultation in order to establish relevant issues and refine individual project briefs over time. It is essential that this work is undertaken prior to major Master Plan elements being constructed, however the work can be targeted and staged to facilitate emerging projects and priorities for
the School.
5.2 General Issues To Be AddressedThe following issues have been identified as significant when considering the future planning of Mountain Creek SHS:• Improved quality of external spaces
including a range of spatial types for play, learning, gathering, and the like. Provision of covered breakout spaces with a north or northeasterly orientation.
• The ‘sprawl’ of facilities across the campus in recent years needs to be contained and buildings consolidated. In response, the introduction of multi-storey buildings is proposed to reduce travel distances and activate areas of the site for high quality external spaces, future development, and rationalisation of school functions, including way finding and access.
• Audit and improve the overall provision of toilets, showers and change facilities across the campus for staff, students, and visitors including during outside of school hours events and sporting activities.
• Identify and resolve transport access issues and conflicts between various modes of travel including pedestrian, car, bikes & scooters, and buses.
• Consider appropriate locations of activities on the campus, e.g. consolidating ancillary buildings away from the primary road frontage and developing key facilities in their place.
• Consider and pursue opportunities for community & commercial engagement on the campus including partnerships and provision of commercial tenancies that complement student education and improve pathways.
• Consider and pursue opportunities for social and cultural engagement on the campus.
• Provide covered access, drop-off/waiting, and bike parking areas where possible and practical.
• Improved quality of internal and external environments to support the best possible outcomes for students.
• Make provision for a range of projects to be undertaken over time, ie large scale & small scale, high expenditure and low expenditure, long duration and short duration.
• Develop a sense of place as part of a first class urban environment.

This Master Plan aims to provide optimum outcomes for all aspects of the Schools environment over time and whilst there is considerable work to be done to fulfil the requirements of this document, it can be progressed and amended as necessary to reflect the changing needs and priorities of the School, its students, staff, and the local community. What has become apparent through exploring this Master Plan is the need for Mountain Creek SHS to change both pedagogically and physically if students and staff are to meet their educational challenges and objectives into the future.
The 10 year and Completed Master Plans are shown on subsequent pages with supplementary explanations and priorities in the following clauses.
5.4.1 Key Pedagogical Priorities• Junior Secondary Report underway - to be

OTHER WORKS - Projects and Facilities that can be undertaken at any time as funding permits:• Construct new Kindergarten / Child Care Building at the front of the School.
Reconfigure parking and access for safety and autonomy.• Bus shelters and covered walkway links that provide sheltered access to existing
school walkway network and dry waiting for buses/pickup. Consider the aesthetic’s of these structures which are at the public face of the School and should assist in way finding for visitors.
• Interim refurbishment of Canteen & surrounding outdoor areas. Ultimately Canteen to be replaced.
• Progressive refurbishment of the Home Economics Building.• General maintenance, refurbishment, and development of existing buildings and
landscape spaces.

• Passenger lift (supports the introduction of a first floor walkway network over time).
• Emphasis on creating a clear and visible main entry for the School.

STAGE 8A - Construction new two storey Canteen, Home Economics, and GLA block including:• Demolish existing administration building to facilitate
new building.
STAGE 8B:• Canteen and Home Economics on the ground floor with
integrated amenities. .• 8 GLA’s on the first floor (or 6 GLA’s with a staff centre
facility).• Utilise lift in Administration Building (Stage 6A) for
disabled access.• Commission new facilities and decant services.
STAGE 8C:• Demolish existing Canteen building.• Possible temporary refit of existing Home Economics
block for interim use, or demolish and utilise external space.
• Commence staged landscape redevelopment of “Creekers Mall” running from the science precinct in the west down to the open playing fields in the east.
STAGE 9A - Construct new two storey Sports, Learning, and Ancillary building including:
• Remove existing bush and carry out preparatory civil works to raise floor level.
• Ancillary services consolidated on ground floor along with new sports change, toilet, & shower facilities.
• Flexible learning areas, function space, and observation balconies on first floor.
• Provide observation areas in the form of embankments or concrete bleachers.
