Dioxin was also tested by ATSDR in -fruit, vegetables, nuts from Mossville yards -yard soil, indoor dust and attic dust from Mossville homes -fish species caught and eaten by Mossville residents

The attic dust samples had the highest concentration of Dioxin of all samples collected 922.77 ppt

The Dioxin congeners detected in the crops, dust and fish samples corresponded to the Dioxin congeners released by Georgia Gulf Conoco Phillips (Phillips 66) Sasol North America PPG Industries Entergy, Roy S. Nelson Power Plan

Georgia Gulf Air Permit Renewal and Modification

Georgia Gulf submitted an air permit renewal and modification application to the La Department of Environmental Quality (LA DEQ). As part of the review process, LA DEQ required Georgia Gulf to submit modeling results for ambient air concentrations of Vinyl Chloride Monomer (VCM) and Ethylene Dichloride (EDC). The computer modeling results indicates that the maximum offsite concentrations of VCM and EDC exceed the LA Ambient Air Standard on the roadways, railroads, industrial properties and forested area surrounding the Georgia Gulf facility. The maximum VCM ambient air concentration off site was 6.69 ug/m3 in 2007. This is 5.6 times the Louisiana Ambient Air Standard (1.19 ug/m3). The maximum EDC ambient air concentration off site was 20.06 ug/m3 in 2009. This is 5.2 times the Louisiana Ambient Air Standard (3.85 ug/m3).

On August 10, 2012, Georgia Gulf submitted to DEQ, in response to a request from DEQ, information on the quantity of VCM and EDC emissions that would have to be reduced to approach the ambient air standards at the fence line of the Georgia Gulf facility. The fugitive emissions of VCM would have to be reduced by 84%, and the fugitive emissions of EDC would have to be reduced by 83%. To accomplish such emissions reductions, Georgia Gulf would have had to replace valves and connectors in VCM and EDC service. Georgia Gulf estimated the cost of the purchase of valves and connectors, replacement of the components and production down time, and determined that the cost to lower fugitive emissions would be economically infeasible.

LA DEQ granted the renewal and modified air permit to Georgia Gulf on August 13, 2012. On September 12, 2012, MEAN filed suit to challenge the granting of the permit in the 19th Judicial District Court in Baton Rouge. On September 18, 2012, the court stayed the effectiveness of the newly issues permit.

Georgia Gulf Proposed New Chlor-Alkali Plant

From mid June 2012 through July 19, 2012, LA DEQ held a public comment period on a proposed new Georgia Gulf Chlor-Alkali Plant. Georgia Gulf was proposing to add a Chlor-Alkali Plant adjacent to the Georgia Gulf VCM Monomer Plant. Comments were submitted during the comment period on behalf of MEAN.

On July 24, 2012, Georgia Gulf requested that the permitting process for the proposed Chlor-Alkali Plant be suspended. On September 6, 2012, LA DEQ notified Georgia Gulf that the agency was suspending all permitting activities on the proposed Chlor-Alkali Plant.

On July 19, 2012, Georgia Gulf announced they are buying PPG Industries Chlor-Alkali and Derivatives business.

Certainteed Corp.

The Certainteed Corp. is regulated as an area source of air emissions of Vinyl Chloride Monomer and associated chemicals. The Certainteed Corp. facility released 2,540 pounds of Vinyl Chloride in 2011. During the summer of 2012, EPA issues PVC emissions control limit standards for Polyvinyl Chloride Resin facilities. The rules dealt with 17 facilities which included major sources of Vinyl Chloride emissions and two area sources, Certainteed in Calcasieu Parish and Oxy Vinyl in Deer Park,TX. The area source standards issued by EPA did not require the reduction in Vinyl Chloride emissions from process vents, stripper resins, and wastewater. The area source rules set weaker standards for additional emission points.

In June 2012, MEAN, Louisiana Environmental Action Network, Air Alliance Houston, Sierra Club and Earthjustice filed a petition with the Environmental Protection Agency for reconsideration of the new emission standards for the area sources. In response to the filing for reconsideration, EPA officials from Research Triangle Park will come to Mossville in late February or early March 2013. The EPA officials will hold meetings with the MEAN Board followed by a meeting with the public. Participation in the public meeting is critical to inform EPA of the situations in Mossville.
