Dear Members and Friends, I think you can look forward to an outstanding time at our Spring 2019 Educational Conference in Portland/Salem, Oregon, March 31-April 2. Once again, we are proud to present a program of outstanding speakers starting with a visit to the Morrow Equipment Company facility where we will be introduced to the configuration and intricacies of Tower Cranes. This CCAA program will continue with presentations covering best practices for surveyors, possible solutions to legal issues, graphic descriptions of crane deficiencies, and a roundtable discussion centered on surveyor safety. There will be a social gathering on Sunday evening, networking breakfasts, and included lunches, all at the hotel. The goal of CCAA has always been to provide educational conferences that benefit crane surveyors in their daily work. We endeavor to provide multiple opportunities for the exchange of ideas and experiences among the attendees during the breaks and gatherings. Included in our planning is our concern for Crane Surveyor safety. Several years ago, CCAA embarked on the development of a way in which to distinguish CCAA surveyors by providing a designation which would demonstrate their competence. Out of this effort the designation of Certified Crane Surveyor emerged. We now offer qualifying tests for mobile, bridge, and tower crane surveyors at our conferences. Don’t miss this opportunity to gather with your peers and hear from experienced crane surveyors. Presentation: Inspection Types Defined
Donald O’Rourke of National Crane Services will discuss the Condition Inspection in his Inspection Type III presentation series. This is probably the most common inspection type, so it’s vital for the Crane Surveyor to have it clearly defined. Donald will discuss the various aspects of the Condition Inspection and define the uniqueness of it.
NCCCO Program Update Representative: Richard (Dick) Thompson, CSP Manager of California Affairs National Commission for the Certification of Crane Operators (NCCCO)
Richard (Dick) Thompson Technical Coordinator NCCCO Dick is a veteran of 48 years in the construction industry, with a safety and risk management record spanning three decades. He has worked throughout California and the western U.S. liaising closely with all operational levels to manage effective safety programs to identify and mitigate hazards in heavy construction and mining environments. He is a Certified Safety Professional (CSP), a CCO-certified crane operator (TSS and TLL), CCO-Certified Rigger Level I and II and Signalperson, Class A Driver, as well as an OSHA 10- and 30-Hour Instructor, and he was recently appointed to California’s Occupational Safety and Health Standards Board Advisory Committee tasked with consolidating the state’s crane safety orders. Dick is also NCCCO’s primary point of contact with California employers, industry groups and state jurisdictions such as Cal-OSHA.

Traumatic Crane Accidents
Often, we don’t really see the cause of traumatic crane accidents! Our 2019 Spring Educational Conference will present JR Bristow showing an array of crane failures which cost the industry millions of dollars. The session will be centered on a Power Point program that will provide graphic scenes of crane failures, most of which were undiscovered until the accident. JR will present commentary on the causes of the accidents, most of which were ignored by people who had the responsibility to inspect, record and warn of the deficiency.
Howard (JR) Bristow, president and CEO, founded Truck &
Equipment Specialists in 1978 after cutting his teeth by
working in his father’s auto body shop. JR grew up the
proverbial “grease monkey,” learning about engines and axles
while lying on the dirty cement floor of a garage and changing
oil. From those early experiences, JR moved on to other
categories of equipment, eventually becoming specialized in
most categories of construction and marine equipment.
Over the years, JR has provided expert witness testimony in numerous cases involving
heavy construction accidents. He has acted as the heavy equipment consultant to the
New York City Department of Design and Construction and holds active memberships to
the Crane Certification Association of America (CCAA), the Specialized Carriers and
Riggers Association (SC&RA), and the Truck Axle & Frame Repair Association (TARA).
JR brings expertise, a strong work ethic, and a relentless commitment to do what’s right
to heavy construction equipment appraisal and claim adjudication.

Presentation:
Wire Rope Inspection Workshop From identifying different deformation patterns to proper methods of measuring the diameter of a wire rope, this workshop will give the participants a lasting impression of the basic tools required to inspect and some insight into what can be learned from inspecting a wire rope.
Justin Brown is Director at Unirope Limited and Product Manager for Python High Performance Wire Rope in the United States and Canada. He also serves as a Board member for the Associated Wire Rope Fabricators (AWRF).
Tony Fastuca is Vice President of ASC Industries - Python America. He is an active member of the SC&RA as well as

Presentation: Risks of Litigation The legal environment is one that is strange to most of us, so we will be provided with a brief review of a previous presentation of the pitfalls and dynamics that relate to legal issues, followed by a discussion of recommendations that can be employed to reduce the risks of litigation, at the Spring Educational Conference, by CCAA past president Ray Feidt. Ray’s experience as a trainer and manager of Stephenson Equipment makes him well prepared to make this “Possible Solutions” presentation to the legal risks. I’m confident that Ray will provide information and insight that will help us be prepared to protect ourselves from an unexpected occurrence.
Ray Feidt is the Corporate Inspection/Training Manager for Stephenson Equipment, Inc., a full service Manitowoc Crane Group Dealer in Pennsylvania and New York State. Ray, formally a crane operator and crane technician for 28 years, is an NCCCO certified: operator, signalperson, rigger, crane inspector and lift director and is an NCCCO
Accredited Practical examiner. He is the Past President of the Crane Certification Association of America (CCAA), Past Chairman of the Pennsylvania State Board of Crane Operators, serves on the NCCCO Crane Inspector Program Management Committee (CIMC), has been published in Crane Hotline magazine twice and presented on the topic of crane inspections at the 2014 and 2017 Con-expo.

Presentation: Things We Can’t See Dennis O’Rourke of National Crane Services will discuss the “Things We Can’t See” while inspecting tower cranes. There are ways to reduce the risk of missing a deficiency. Dennis will discuss the issue of tower inspection and stress concentration. He will talk about the problem of proper assembly and confirming the integrity of the attachments to the foundation. The conditions and types of fasteners will be addressed as well as confirming that the assembly drawings for the crane have been correctly followed. The issue of checking if the tower is plumb will be considered.
Over fifty years experience in the industrial, maritime, military and construction fields working with heavy equipment and material handling devices. As a safety engineer during this period, I have developed and/or presented over 520 safety-training programs for all representative elements of government and industry. I have also performed 100’s of load test and certifications of various cranes.
My responsibilities include; direct the operational and administrative functions of the company and act as senior consultant and training advisor. Also responsible for formulating and presenting crane operator and inspection training programs for mobile - hydraulic, lattice boom, and friction cranes and overhead cranes. As well as, performs crane inspections, load tests, crane maintenance and design, heavy lift consulting, and accident reconstruction investigation. Supervise inspections and testing of cranes. Supervise testing and certification of rigging gear and slings on our test bed fixture

Surveyor Safety Roundtable John Davis — Roundtable Moderator
Crane Surveyor Safety is a subject that deserves much more attention than we give to it. The CCAA Spring Educational Conference will include a Crane Surveyor Safety Roundtable during which we will invite the audience to participate. Dennis O’Rourke will lead a discussion on Electrocution problems. David Raraigh will introduce the subject of Fatigue as it relates to safety. Ray Feidt will discuss Slips and Falls as the subject applies to Crane Surveyors. John Davis will referee the Roundtable and make sure the audience has ample opportunity to comment. Please feel free to participate in this discussion.

SUBJECT: CCS EXAMS SCHEDULED FOR THE 2019 SPRING CONFERENCE IN SALEM,
OREGON
The Crane Certification Association of America announces the continuation of the
Certified Crane Surveyor Testing Program. MOBILE, TOWER and OVERHEAD CRANE exams
will be conducted at the Spring Educational Conference to be held in Salem, OR March 31
- April 2, 2019.
The CCS Program provides practicing crane surveyors with a means to demonstrate their
knowledge of applicable regulations, standards and core elements of crane inspection
and testing.
CCAA members who successfully pass the CCS competency exams for Mobile, Tower or
Overhead Cranes, receive their CCS card and certificate, which gives them the distinction
of having qualified for the CCS professional designation. The CCS designation provides
credibility and additional assurances to customers that surveyors have been tested and
are qualified to inspect and test their equipment.
The CCAA is dedicated to promoting a safe environment for the hoisting and lifting
industry by improving the crane inspection and certification profession. The professional
development of crane surveyors is on-going through CCAA dissemination of inspection
and certification subject matter, educational conferences, on-line resources, seminars,
product training and plant tours. Surveyors holding the CCS credential shall remain CCAA
members in good standing and satisfy association requirements for continuing education
and professional development.
