    The Board of Education hasofficially chosen Director of Curriculum and Instruction Ca-role L. Butler as its interim su-perintendent.

    At the BOE special meetingon Tuesday, Dec. 1, the boardunanimously voted in favor of naming Butler as interim super-intendent of schools. Butler’scontract is effective from Dec. 1to July 1.

    The Moorestown Town Councilwill see an empty seat at the nextmeeting, as Councilman GregNewcomer has resigned.

    At the council meeting on Mon-day, Dec. 1, Newcomer announcedhis resignation, “effective imme-diately,” much to the shock of council and the public.

    “I feel like it was a great deci-sion. I certainly will miss it verymuch, but I need to move on anddo the things that I need to do. Ineed to get my throat better, and,after having major surgery, youhave a regimen to do, so I’m justtrying to keep up with thosethings. Someone else can step upand do what is needed to be doneand best for town,” Newcomersaid.

    Newcomer made the an-nouncement early in the meeting,citing his health and wanting tospend more time with his familyas reasons for leaving. Newcomerreceived a kidney transplant ear-lier this year.

    The councilman made his deci-sion to resign after much think-ing and resolved it would be forthe best.

    “I just needed to spend more

    time with myfamily and thethings I amdoing, like tak-ing care of myhealth,” New-comer said.

    Accordingto TownshipManager ScottCarew, the an-nouncementcame as a shock to everyone inthe room and took over the atmos-phere of the meeting. Newcomerdid not reveal his plans prior tothe meeting. Carew said after theshock, there was concern for hishealth.

    “(We all) understand how im-portant Moorestown is to him. Hewas a passionate volunteer longbefore council. For him to stepback, it must’ve been difficult for

    him. It makes one concerned forhis health and well-being,” Carewsaid.

    Prior to his election, Newcom-er was very active in the commu-nity for almost all of his 30 yearsin town. Newcomer participatedin the township’s recreation de-partment, Third Floor Commit-tee, Moorestown Youth Baseball,

    After the initial shock of Coun-cilman Greg Newcomer resigninglast week wore off, council contin-ued with its business for the nightunder a more melancholy atmos-phere.

    At the meeting, there was dis-cussion of the naming of Lenolafields, a public hearing on a grant

    application and an announce-ment of the cancellation of theTownship Council Boards andCommittees Dinner. All ordi-nances and resolutions werepassed unanimously that night bya 4-0 vote.

    Toward the end of each year,the township hosts the TownshipCouncil Boards and CommitteesDinner. This year, it was plannedfor Dec. 7 at the Moorestown Com-munity House. It was announcedthe dinner would be cancelled

    and the funds usually used for thedinner would instead go towardthe MCH for its rebuilding efforts,Township Manager Scott Carewsaid.

    The MCH was damaged by afire on Nov. 17. The fire was most-ly contained to the attic, and thehouse has since begun theprocess of reopening, but stillisn’t fully operational.

    The township staff was work-

    ing hand in hand to help the MCHearly on by hosting events theMCH was to host and told thegroups that moved their events totownship facilities to, instead of paying the township, make a do-nation to the MCH.

    For its next meeting, council isinviting the firefighters, police,volunteers and citizens whohelped with the fire that night socouncil can honor their efforts,according to Carew. The MCHboard is also invited to attend.

    Also during the meeting, therewas the discussion of name con-siderations for two ball fields onLenola Road, located near theLenola Firehouse on the oppositeside of the street. The name of former Mayor Walter T. Maahswas brought up, and Mayor Victo-ria Napolitano read a “poignant”email from his granddaughter on

    as if they were on a NASCAR track?You’d think someone was giving awayfree hundred dollar bills.

    Do they not know we have children

    walking around town? Do they notcare about the safety of other mo-torists? Do they not care about theirown safety?

    Seems like today, everyone is in arush at all times; it seems like it’s get-ting worse with each passing year.

    Somehow, by some miracle, New Jer-sey drivers aren’t the worst in the na-tion, at least according to an annual

    study recently released by CarInsur-

    anceComparison.com. Well, we’re al-most the worst – we rank 45th on thislist of the nation’s worst drivers.

    If we’re not the worst, we’d hate tobe on the road in Minnesota, whosedrivers were collectively ranked as theworst in the nation.

    Even though we’re not as bad assome of our American brethren, it’s

    worth repeating: Slow down out there!Nothing can be of such importance

    that you need to speed and drive errati-cally ... every time you drive! It’s justnot possible that your wife is givingbirth for the fifth time this week.

    Our children are walking our

    streets. Our elderly are still behind thewheel. Our ready, willing and able areout on the roads, trying to get shoppingdone. And t’s going to be extra crowdedlike this for a few more weeks yet.

    Let’s make sure everyone gets wherethey’re going safely. Let’s all share theroad with each other, and let’s stopbeing such maniacs – even if we’re notthe most maniacal in the country.

    At the Moorestown Township Board of Education special meeting, business ad-

    ministrator Lynn Shugars gave a presenta-tion on early budget projections for the2016-2017 school year. The projections havea deficit of $1.4 million, based on expendi-tures of $68 million and revenue of $66.6million, including a 2 percent tax levy in-crease.

    “These are just projections. This is basi-cally just taking the 2015-2016 budget andprojecting it into the 2016-2017 budget.These are not exact numbers, these are justestimates,” Shugars said.

    The school district begins the budgetprocess early to see challenges and otherthings that need to be thought about for theupcoming year. Shugars gave the presenta-tion to make the board aware of the upcom-ing year.

    For 2016-2017, it is predicted that expen-ditures will total around $68 million, which

    is a 3.99 percent increase over the 2015-2016school year. This is based off an increase inlease purchase, for technology and text-books, 2 percent increase in salaries and12.6 percent increase in employee benefits.

    Revenue predicted is $66.6 million, includ-ing a 2 percent tax levy hike. That leavesthe school district with a $1.4 milliondeficit.

    The district has the possibility to usebanked cap from the 2013-2014 school year,totaling $742,894. However, that would stillleave about a $700,000 gap.

    The potential tax impact for the averageassessed home at $446,500 would result inan increase of $121.46 at a 2 percenttax levy increase and $204.95 with bankedcap added.

    “Our revenues are not keeping up withour expenditures and we have the potentialof a deficit, just using projections, of $1.4million. So that is something we will haveto think about as we move into this budget.Are there other revenue sources we can tapinto? Are there other cost-cutting measures

    to make those revenues and expenditureseven out?” Shugars asked.

    During the presentation, Shugars alsosuggested the board bring back the idea of having a participation fee, or pay-to-play,

    for sports, clubs and theater. This wouldcreate additional revenue for the schooldistrict. The participation fee exampleused that night was $100 for clubs, sportsand theater in the high school and $75 inthe middle school.

    Board members talked about their con-cerns with the pay-to-play numbers, assome activities cost more than others andit doesn’t seem fair for everyone to pay thesame amount, they said.

    It is anticipated the board will onceagain receive updates on the 2016-2017budget process in January, the first week of February after budget software and guide-lines are released, and the first week of March after the release of state aid. Theinitial submission for the budget is March22. A public hearing will be held betweenApril 25 and May 9.

    A press release from theMoorestown Township PublicSchools announced the districthad offered the position to Butleron Nov. 19. Before she could offi-cially be appointed, the board hadto obtain the approval of the exec-utive county superintendent onthe contract.

    The special BOE meeting washeld on Dec. 1 to appoint Butler asthe interim superintendent, asbusiness administrator LynnShugars’ contract was expiringon that day. The executive countysuperintendent had given ap-proval of the appointment earlierthat week.

    “We are pleased to appoint Ms.Butler as the interim superin-tendent and look forward to work-ing with her to continue the workbeing done to make theMoorestown schools the best theycan be for students, staff and thecommunity,” BOE PresidentKathy Goldenberg said afterthanking Shugars for her role asacting superintendent.

    Butler has been withMoorestown Township Public

    Schools since 2007, where shestarted as the principal of William Allen Middle School. In2013, she left that position to be-come Moorestown’s director of curriculum and instruction. But-ler has 26 years of experience inpublic education. Prior to comingto Moorestown, Butler was the as-sistant principal of MontgomeryMiddle School in Skillman as wellas the principal of the Mont-gomery Summer EnrichmentProgram.

    Butler earned her bachelor’sdegree at Eastern College and iscertified in early childhood, ele-mentary education and specialeducation in New Jersey, Pennsyl-vania and Georgia. She earnedher master’s degree from Villano-va University in administrationand supervision.

    Butler has already hopped intothe new leadership position,treating it as if she were the per-manent superintendent.

    “Even though interim is on mytitle, I am working very hard al-ready to continue to move the dis-trict forward. I’m working al-

    ready with community members,the board and staff to keep usgoing forward. I’m treating it as if this is an opportunity to movemyself forward and the districtas well,” Butler said.

    Butler said she is interested inbecoming the permanent super-intendent.

    “I will continue to move thisdistrict forward until an officialpermanent superintendent isnamed. I’m looking forward tomoving our district forward, soour reputation stays strong. I’dlike to see us be a leader so otherdistricts will look at us for mod-els,” Butler said.

    According to Goldenberg in aprevious interview, the board willproceed with its search for a per-manent superintendent, whichhas been its goal since the previ-ous superintendent, Timothy J.Rehm, resigned in August. Theboard intends to conduct andcomplete its search for a perma-

    nent superintendent with the ob- jective of appointing someone tofill this position by July 1. Theboard is in the process of appoint-ing a professional search consult-ant or firm to conduct this search.

    the Moorestown school district,the Strawbridge Lake Associa-tion, the Planning Board andwith MoorArts, the town theaterprogram that benefits youthscholarships. He was also namedthe Citizen of the Year in 2004.

    Newcomer, who was elected in2012, was the only Democrat onthe five-member council.

    While on the board, Newcomer

    was proud of working to help get

    the Town Hall and library fin-ished and up and running, help-ing the recreation building getnew items such as the kitchenand being a part of the processfor other infrastructures.

    Newcomer had one year re-maining on his term. It will be upto the Democratic Party to submitthree nominees to fill the remain-der of his term. One of two ac-tions can be taken from there.The first would be to have councilchoose one of the nominations tofulfill Newcomer’s unexpiredterm. If council does not chooseone of those nominated, the Dem-ocratic Party would then choosefrom those it has nominated.

    The person would then besworn in like any other councilmember and fill the seat of theunexpired term. The seat is up forelection next November.

    in the best manner and thatboards and committees keep in-volved. He would also like to seeeveryone participate in town asmuch as possible.

    “I think this town is great. Thetown has a lot of g reat assets andwill continue to make progress inall areas … The staff, fire depart-ment, police, volunteers and thelike, they all work hard to makethe town what it is, and we needto keep going forward to keep thistown great,” Newcomer said.

    This won’t be the last you see of Newcomer, as he said he wouldlike to continue to try to partici-pate in the town, down the road.

    “I want to thank everyone whohas helped me along the way. Ithas been wonderful to be involvedin all of these things in town. It isalways the work of many hands;we have a lot of great involvedpeople in town,” Newcomer said.

    Maahs was described to havehad a tremendous influence onthe Moorestown and Lenola com-munity and continues to have in-fluence that is still positive andsignificant today. CouncilwomanStacey Jordan said he was an in-spiration for her to follow interms of civic involvement whenshe moved to town, according toCarew.

    After the discussion, Carewsaid he would report back tocouncil on what needs to be doneto officially change the names of the fields and all other details atthe next council meeting.

    The public hearing for the reso-

    lution authorizing the 2016 Appli-cation for Funding Under Com-munity Development Block Grantwas held last week as well. Thetownship would like to use thegrant to install ADA-compliantcurb ramps in certain areas of the township known to be used byelderly residents and those withphysical disabilities. It was legis-lation that Newcomer pushed forwhile on council.

    “He brought this idea to my at-tention earlier this year. Unfortu-nately, he left and didn’t get tovote on it,” Carew said.

    The rest of council unanimous-ly approved the resolution. If thetownship is able to secure thefunding, ramps would be placedat: Union Street/West MainStreet; Union Street/West ThirdStreet; Somers Avenue/HighlandAvenue; Crescent Avenue/High-

    land Avenue; Crescent

    Avenue/Pembrook Avenue;Somers Avenue/Pembrook Av-enue; and HighlandAvenue/Shady Lane.

    Three ordinances of note wereapproved on second reading:

    • The ordinance to replace vari-ous water mains, calling for theappropriation of $1.65 millionand the issuance of $1.57 millionin bonds or notes

    • The ordinance replacing theposition of police director with apolice chief

    • The ordinance that would setthe police chief’s salary between$110,000 and $165,000. The longevi-ty cap is set at $8,580.

    Lt. Lee Lieber was officiallynamed the acting police chief,having full power as police chief,since the previous police directorHarry Johnson passed away inApril. There is a civil serviceprocess the township must gothrough to determine the perma-nent chief. The process to appoint

    the police chief will take place in2016.Other ordinances approved on

    second reading were for the 2016Roads Resurfacing Program, re-construction of Walnut Avenueand a portion of Third Street,purchase of police vehicles andequipment, purchase of variouspublic works vehicles and equip-ment, installation of field lightingcontrols at Wesley Bishop Parkand Pryor Park, and various pave-ment repairs.

    Two ordinances were intro-duced and approved on first read-ing at the meeting as well. Thefirst ordinance was a change tosalaries and compensation for anadditional position at the Recre-ation Department. The second or-dinance will have some changesin fees under the constructioncode.
