The Moorestown TownshipCouncil passed the 2015 proposedbudget on first reading in a four-to-one vote on Monday, April 13.Residents will see a 2 percent taxrate increase if the proposedbudget passes.

The total multipurpose tax is$0.412 cents per $100 of assessedproperty value, which is a totalincrease of eight-tenths of a cent.That represents a $36 annual in-crease for the average assessedhome of $446,500.

The 2 percent increase is made

up of a 1 percent increase for thelibrary budget, which is a state re-quirement, and a 1 percent in-crease of the municipal budget.

The current fund for the budg-et is $23.8 million, with the waterand sewer utilities fund budget at$9.2 million. According toMoorestown chief financial offi-cer Tom Merchel, the municipal

increase is due to a $203,000 in-crease in budget appropriationsand a $233,000 decrease in rev-enues.

This decrease was due to thetownship using less surplus andcollecting fewer delinquent taxesthis year. The township is using$2.03 million in surplus this year,which is $85,000 less than last

year, leaving $5 million remain-ing in surplus. According toMerchel, last year, the townshipmade up for delinquent taxes notcollected the previous year. Thatmeans there was less money tocollect this year.

No staff or services were cutfrom the budget.

Councilmember Stacy Jordan

said she felt it was a very respon-sible budget, and CouncilmemberGreg Newcomer was happy thebudget didn’t cut any jobs or serv-ices.

They, along with Manny Delga-do and Phil Garwood, approvedthe budget, and Mayor VictoriaNapolitano voted “no.”

Napolitano chose not to elabo-rate on why she chose to vote“no,” however when questionedby citizen Robert Gorman, shedid say she didn’t propose cuttinganything from the budget.

The public hearing for the

budget is scheduled for May 18 at7:30 p.m. in the Town Hall. A copyof the budget will be available onthe township website atwww.moorestown.nj.us.

Other budgetary items passedwere an ordinance on first read-ing to exceed the municipal budg-et appropriation limits and estab-lish cap bank, and a budget reso-

lution establishing a tax levy of the Moorestown Open Space,Recreation and Farmland andHistoric Preservation Trust FundProgram.

According to township manag-er Scott Carew, the ordinance isonly to establish cap bank, andthe township isn’t even close toexceeding the 2 percent cap.

“This is not the part to exceedthe municipal budget, this is thepart to establish a cap bank. Thetownship is nowhere close to com-ing to that.

“This just necessary for coun-

cil to do,” Carew said.Council unanimously passed

the budget resolution establish-ing a tax levy of the MoorestownOpen Space, Recreation andFarmland and Historic Preserva-tion Trust Fund Program, whichestablishes the open space taxlevy at $0.01 per $100 of assessedproperty valuation for 2014.

Moorestown resident andFriends School senior AdamMohsen-Breen decided to dosomething about a problem hesaw. He believes the Muslim com-munity has been getting a lot of negative press as of late. Unfortu-nately, because of this, bullyingin the Muslim community isn’tunheard of.

So Mohsen-Breen wrote chil-dren’s books to educate the youthabout the Muslim communityand how bullying because of

their religion affects them nega-tively.Because of these books,

Mohsen-Breen was awarded acertificate of accomplishment forthe Princeton Prize in Race Rela-tions, a national awards programthat recognizes students whose ef-forts have had a significant posi-tive impact on race relations intheir communities.

Mohsen-Breen’s entry to theprogram highlighted three chil-dren’s books he authored about

Islam to challenge Muslim stereo-types and discourage bullying:“Grandfather’s Promise,” “Lailaand Gabe” and “Tarek’s Lesson.”

Each book addresses a differenttype of bullying against Muslimsand stresses community respon-sibility.

As a Muslim, and the son of aCuban father and an Egyptianmother, Mohsen-Breen saw aneed for picture books that wouldmake children think criticallyabout religion and race.

“It was important to me toraise awareness for this issue, es-pecially with our media coveragealmost always associating Islamexclusively with violent fanatics,ignoring the basic nonviolenttenets of the religion,” Mohsen-

Breen said.Mohsen-Breen grew up lovingto write and used it to expresshimself. Along with his own expe-riences of racism, as well as hisfamily’s and children in focusgroups who also experienced bul-lying, he decided to put all of those stories into books about theMuslim community.

“I think what inspired me towrite the books was seeing howmembers of my family and com-munity have been targets of bul-

lying, solely because they wereMuslim,” Mohsen-Breen said.“Another thing that motivated meto write them was the almost ex-

clusively negative portrayal of Muslims in the news. I wanted touse my books as a way to raiseawareness for problems facingthe Muslim community, and toget kids to connect with Muslims

bout 10 years ago, we started a

contest of sorts that helped us

give back to the community of

Haddonfield.

In the contest, we ask residents of

Haddonfield – which, at the time, was

one of the only towns where we had a

newspaper – to submit short essaystelling the community why a local non-

profit group deserved to receive a do-

nation. We gathered all the nominating

essays, published them and held a com-

munity-wide vote to see who was most

deserving.

After we tallied the votes, we donat-

ed $500 to the organization that won,

and we also gave $100 to the person

who wrote that particular essay. For

us, this contest –which we called The

Ray of Hope – was a way for us to give

back to the community in an extreme-

ly impactful way.

The smaller organizations that re-

ceived nominations – such as a CubScout troop, a garden club, a senior cit-

izens club or a book reading club –

often do as much for the community as

the larger, more well-known non-prof-

its do, but they just don’t receive the

same attention, or financial backing.

We’re not saying that the March of

Dimes, Red Cross or other non-profits

don’t support worthy causes or are not

deserving of donations; we’re just say-

ing the $500 we were donating had

more of an impact on the local town

organizations, since they operate with

a much smaller budget.

Last year, as we celebrated our com-

pany’s 10th anniversary, with now 10

newspapers that we publish, we ex-

panded on this idea by creating The

Ray of Hope Fund – a part of the Com-

munity Foundation of South Jersey –

to make similar micro-donations to

community organizations that have a

significant impact in the neighbor-hoods they serve.

We’ve been collecting tax-deductible

donations over the last year, and are

still collecting them online at

Now, we’re about ready to start dis-

tributing some of this money. But first,

we need your input.

The following reports are on file withthe Moorestown Police Department:

On April 1, due to a motor ve-hicle stop, a 20-year-old male of Willingboro was arrested andcharged with possession of drugparaphernalia for having a pipeand a grinder. He was releasedon a summons.

On April 4, arrested and charged withtheft was a 31-year-old man of Mt. Holly.The man took a ring off the counter atHelzberg Diamonds on Nixon Drive whenthe victim removed the ring, placing it onthe counter while trying on engagement

rings. The value of the ring was $150, andit was recovered. He was released on asummons.

On April 6, arrested andcharged with shoplifting was a27-year-old woman of Willing-boro. She concealed clothingand accessories in her handbagvalued at $333.40 from Mar-

shalls Department Store on Route 38. Shewas released on a summons.

On April 8, a 38-year-old man of Cin-naminson was arrested and charged withshoplifting. He took two pairs of shorts anda men’s polo shirt, total value $138, fromBoscov’s Department Store in the

Moorestown Mall. He was released on asummons.

On April 10, a 25-year-old female of Williamstown was arrested and chargedwith shoplifting. She placed two boxes of beauty creams in her coat pocket valued at$36.98 from Marshalls Department Store.She posted $35 on a warrant and was re-leased.

On April 12, as the result of a motor ve-

hicle accident, a 19-year-old individual of Palmyra was arrested and charged withpossession of marijuana under 50 gramsand possession of drug paraphernalia, agrinder. The individual was released on asummons.

Mohsen-Breen’s guidancecouncilor Meredith Hanamirianwas the one who suggested heapply for the Princeton Prize.After doing some research, theyboth felt his project would be agood match for the award. It wasthe first time a MFS student ap-plied for the Princeton Prize.

he was receiving the award, hewas ecstatic. He didn’t think hewould get any recognition for hisbooks and wasn’t going to contin-ue with publishing books. Howev-er, winning the prize inspiredhim and gave him more motiva-tion to continue.

“I was incredibly honored toreceive the Princeton Prize. Thatreally gave me a lot of motivationto continue doing this work andmake my books available to alarger community. It gave me a lotof motivation and inspiration,”Mohsen-Breen said.

Mohsen-Breen and his familywere invited to a reception inhonor of the award winners onWednesday, April 15 on PrincetonUniversity’s campus, which coin-cidentally was also Mohsen-Breen’s birthday.

“It was great! It was a nice way

to celebrate my birthday with myfamily, and my grandparentswere able to come, too,” Mohsen-Breen said.

There were other prizewinnerswho attended the reception alongwith Mohsen-Breen, and each re-

ceived an award and shared a bitabout their projects. Mohsen-Breen felt a little nervous becauseof all the incredible people whowere there. However, he ultimate-ly was happy to share more abouthis books and make more peopleaware of the issues that Muslimscan often face.

Mohsen-Breen will be attend-

ing Harvard University this fall.Although he is unsure of what hewants to do, he is thinking of con-

centrating in Middle Easternstudies, though definitely want-ing to continue writing.

The ordinance on encroach-ments into public open space landamended some definitions, estab-lished violations and inserted en-

forcements.Definitions included encroach-

ment, dumping, township ease-ment and township open space.Encroachment is defined as “anyunauthorized activity on town-ship open space or township ease-ment, unless specifically permit-ted pursuant to the written termsof the easement, that causes dam-age or alteration to the land, vege-tation, drainage, groundwater orother features thereon or restrictsthe use thereof” and then listsitems including playsets, walls,roads, trimming trees and more.

No person may encroach or

cause another person to encroachon township open space or town-ship easement without the ex-press written permission of theTownship Council. Without ob-taining express written permis-sion from the Township Council,the township may institute an ac-tion to halt or remedy such en-croachment.

The zoning officer shall be re-sponsible for enforcement of theprovisions. If a violation occurs,and a property owner does not re-move or contract for the removalof the violation within 45 days of the date of notice of violation, thezoning officer shall cause a cita-tion to be issued with a penaltyup to $500 for each day the viola-tion continues.

The township may, at its discre-tion, remove or contract for theremoval of the encroachmentfrom the township property orpublic right of way, the cost of which shall be the responsibility

of the property owner and shallbe assessed as a lien against theproperty owner on which the en-croachment originated.

An instrumentalrelationship is the one betweenthe department and the Recre-ation Advisory Committee. Thisindependent, advisory bodyworks closely with the director of Parks & Recreation to ensure awide variety of activities are of-fered to residents of Moorestown.The RAC serves in advisory ca-

pacity to both the department andMoorestown Town Council. Themembers of this committee comefrom many different backgroundsand offer insightful and impor-tant perspectives on recreation.

The RAC is filled by communi-ty members whose mission it is toprovide the Moorestown Commu-nity with outstanding services.The most unique element of thiscommittee is the Teen Memberseats. This year, the department

is pleased to announce an in-crease in student participation.The Department of Parks &Recreation is looking for highschool students entering 10th and11th grades in fall 2015 to partici-pate in this committee. TeenMember seats in the past hadbeen limited to two positions, butthis year, the RAC is seeking ap-plicants to fill four seats.

The Recreation Advisory Com-mittee Teen Member positionsare open to all Moorestown High

School rising sophomores and ris-ing juniors. The sophomore posi-tion is held for two academicyears, from September-June, andthe junior position is help for oneacademic year. The committeedoes not meet in July and August.As a Teen Member it is importantto have a variety of perspectivesand a variety of backgrounds towork with the RAC. Recreation isno longer simply defined as“sports” or “outdoor activity.”

Recreation encompasses a varietyof activities and events that allowcommunity members to come to-gether and participate as a com-munity. The RAC is essential tothe development of recreation

programs and the input of theteens on this committee helps to

shape programming.This spring, the department

asks all interested rising sopho-mores and juniors who are inter-ested in applying to respond tothis Call To Serve. As with anytownship committee, residents in-terested in applying for a commit-tee are to complete the Call ToServe application listed on the
