MCA Board meetings are held the second Tuesday of every month.Montpelier homeowners are encouraged to attend.

To my neighbors:

For those of you who attended the lively sessionof last month's membership and board meeting,

there was a great deal of discussion regardingthe proposed bylaw changes.  Several membersposed   good questions or expressed concernabout specific aspects of a change.  In addition,a number of members suggested that including abrief explanation of why each change was pro-posed would be helpful in giving people somecontext in which to make a decision. A couple ofmembers offered to help coordinate thosechanges, suggestions, clarification etc., so thatwe can relaunch this initiative in the near future.Please know that this was and still is a dauntingproject as our documentation is not always in

synch and often involves line by line compari-sons as well as some interpretation as to originalmeanin.  That said, I would like to take a momentto thank James Mathis for a fantastic effort atgetting all of this in order and shepherdingit  through several iterations  so that these finalchanges can be made on a solid foundation.

With the weather gearing toward more outdooractivities, please be sure to take note of yoursurroundings and your impact. If you see un-usual activity, report it appropriately.  We have agreat security team who work closely with the

police, but they can always use extra help.  If yousee something you can do to clean up or makethe common grounds more attractive, jump in.We contract with some of the local kids to keepthe common areas tidy, but they too can usesome help.   Our beautification committee hashad to take a bit of a back seat to some of themore time restricted issues, but they have beenworking hard to suggest improvements in land-scape and usage of the common grounds, soyou may be seeing some of their results in theupcoming weeks.

The community yard sale is coming May 17, soclean out your closets and fill your drivewayswith goodies. This is a good opportunity to re-new/reuse/recycle…..or make a killing on

Ebay.  It's also a fun way to meet your neighbors.I took a tour of the community last year (the ru-mor that I bought a purple kilt once owned byPatrick O'Kane is sadly untrue) and I spoke withseveral people who claimed it was a very suc-cessful day.  I was able to empty my own drive-way using freecycle (nod to this great volunteernetwork) and plan to do so one more (last) thisyear.

Lastly, if you see a board or committee memberout and about, please take a minute to saythanks.  I am hopeful our extended meetings are

getting behind us, but  it is worth noting everyoneinvolved in them has worked incredibly hard overthe past few months -- to the point where we hadto go home with unfinished business on morethan one occasion because we had stayed pastthe facility's closing time.   Thankfully, Deerfieldlet us run a bit long where needed, but it was notwithout some hard decisions and a lot  effort oneveryone's part.

OK, really lastly -- depending on when (or if ) youread this, Earth Day may have come and gone,however, since I am incapable of allowing a

chance to pass without singing the praises ofearth and sky, and reminding people that we arethe keepers of that earth and sky -- look up, lookdown, look around, take your charge to heart anddo what you can.

A group of our teenagers has volunteered to cleanup the dead leaves that have been blowingaround inside the pool fence. They are working forcommunity service hours.   I will provide theirnames at a future date but I want to thank them forcaring.  Please remember that these young adultswill be on the board of directors 10 years fromnow.

Several mature people (age 21 and older) are neededto work as gate attendants at the Montpelier Commu-nity Pool from Memorial Day weekend through LaborDay.

Applicants will be contract workers, not employees ofthe Montpelier Community Association, and thereforeresponsible for paying any taxes due and there are nobenefits offered.   $10.00 per hour.

No computer skills are needed.   Gate attendants willverify that anyone entering the pool is an MCA mem-ber, in good standing, with photos submitted for anypool user over age 6. Gate attendants will also issueguest passes and track guest usage.   Applicants neednot be Montpelier members.

Mary Lee Chatrnuck was born December 13,1926, in Philippi, WV, a daughter of the late Fre-derick E. O'Neal, Sr. and Georgia E. (Poling)O'Neal. In 1942 at the beginning of WW II, her

family moved to Washington D.C. On April 8,1949, she married Stephen (Steve) Chatrnuck inWashington, D.C., who preceded her in death De-cember 31 1995. Residing in Silver Spring, MD,she passed at 11 p.m. Monday, March 3, 2008. 

Mrs. Chatrnuck graduated from Eastern HighSchool and The George Washington University(Class of 1960) in Washington, D.C., with a B.SDegree in Zoology. Having served 21 years from1962 until 1987, she retired as a government ser-vant for the National Security Council, the Officeof Science and Technology, Executive Office of

the President of the United States, in Washington,D.C., and the Secretary of the Navy. During thistime she served on the NSC staffs under Presi-dents Kennedy, Johnson, Nixon, Ford, Carter, andReagan. 

She actively supported Colonial WilliamsburgFoundation and her college Delta Zeta Sorority.

She was a member of the board ATLAS CharitableCorporation in Laurel Maryland and a past Presi-dent of the Montpelier Community Association, inwhich she was extremely active. 

Mrs. Chatrnuck's interment will be this summerat the Arlington National Cemetery with her hus-band, Mr. Stephen Chatrnuck. In Honest andFaithful Service, he had served with the 392Fighter Squadron, Army of the United States dur-ing World War II. As a final resting place, we felt itonly fitting for Mary Lee to again join her husbandof 46 years and continue to keep her "eye" on theWhite House and Executive Offices, in death asshe did in life. 

Mary Lee Chatrnuck held fond memories of eachof you. We are sure that Mary Lee would want

you to know that in her final days, her "house wasin order, her bags were packed, and she was atpeace". Thank you for contributing to the life ofMary Lee Chatrnuck, a life of dedication, contribu-tion and satisfaction.

Editor’s note: I was privileged to knowMary Lee.   She knew more about theMontpelier community (& a lot of otherthings) than anyone I ever met.  She wasthe one to go to for the answers.  While

many of us can’t remember our own lotnumbers, Mary Lee could tell you thecolor, style, street, and many times the

current and former owners of any housein the community.  In the few years that Iknew her she held block parties for herChurchfield Lane neighbors, attendedboard meetings, chaired committees,

handled resale packages,  affidavits andassessments, newsletters for non-resident owners and refreshments for the

annual meeting.  She reluctantly movedfrom her Churchfield Framingham in theSpring of 2005, but she still read thenewsletter and kept up with Montpelierthrough her many friends.   Thank you

Trustees Absent with Cause:  Minnie Clark Lamarand Patricia EisenbergCommunity Members Present:  Mary Hughes, JamesMathis, Marie Eppelmann, Dawn Puma, Helen Hass,John Martin, David Henkin, Mark Henkin, Mary Derrick,Bob Derrick, Paul Buehler, Richard Dengler. President Kendra Wagner called the meeting to orderat 6:50.  There was a quorum present to conduct busi-ness. Secretary’s Report: Kendra WagnerThe February, 2008 minutes were read and a motionwas made by Trustee Witt and seconded by TrusteePettit to accept the minutes. The motion passed unani-mously.  Treasurer’s Report: Jeri WittTrustee Witt stated in the interest of time she hadpassed out copies of the treasurer’s report (see at-tached) and asked if there were any questions.  Trus-tee Douville asked if the swim team had gotten theirdonation check yet and it was explained the checkwould be cut later in the spring when all the assess-ments had been paid and we were sure of the total.  Administrative Assistant Report: Mary Hughes

The responses regarding the paid gate attendant at thepool have been mostly from younger persons.  TheBoard maintained it must be an adult at this position.524 Assessments have been paid – see breakdown inthe treasurer’s report.Late letters on Assessments will be sent out around3/21/08.   Committee Reports:ACCC: Marcia Segura, ChairSee Attached.  The ACCC decided not to intervene onthe behalf of a homeowner who had already beenturned over to the MCA attorney.

Two homeowners attended who had been fined andwanted to appeal.  They were told they would first haveto appeal to the ACCC but a member reported that theACCC had already lowered the fine.  They were satis-fied with the decision by the ACCC and left the meet-ing. Benevolent Fund: Jan McCullagh, ChairNo report – Treasurer states no changes 

Facilities: Paul PettitThe landscaping contract is due for renewal.  TrusteePettit sent out 4 proposals but only received 2 back.

One was Medina and the other was Green Thumb – which we are using now.  Medina’s proposal is morethan Green Thumb’s but Trustee Pettit feels Medina ismuch more responsive when contacted.  Also, GreenThumb has bookkeeping problems and the bills from2007 were not submitted on a timely basis.  A motionwas made by Trustee Coldren-Walker and secondedby Trustee Martin that we accept the Medina Land-scaping contract if they reduce the price to the amountin our 2008 budget and we get credit for the summermonths when there is no cutting due to drought, etc.The Criscuoli contract was tabled until the next Boardmeeting. Governing Documents:  James MathisMr. Mathis thanked Mary Hughes for her fine job ofgetting all the relevant information regarding the by-laws and voting for same in the March newsletter. Social Committee: Susan MathisThe Easter egg hunt is March 16, 2008 weather per-mitting.  Rain is predicted and the ground may be toowet. Insurance: Trustee Rowland stated that after listening to the poolcompanies and their explanation of insurance they pro-

vide he has additional questions for our insurancecompany. Pool Committee: American Pools, Winkler Pools andLighthouse Pools gave presentations.  (See attachedcomparison sheet).  Richard Dengler reported that inhaving the electrical panel changed at the pool it wasdiscovered the door to the electrical closet was in vio-lation of code.  He got a price of $858.00 for the doorto be changed.  A motion was made by Julia Coldren-Walker and seconded by Terry Rowland and passedunanimously that we have this work done.Trustee Wagner made a motion to hold a special board

meeting to award the pool contract for Tuesday, March25 at 6:45 pm.  The motion was seconded by TrusteeDouville and passed unanimously.  The location is pre-sumed to be Deerfield Community Center, preschoolroom, but availability will be verified by Trustee Wag-ner. Security Committee: The police will be enforcing thestop signs due to complaints regarding the speed

Pool: It was decided to repair the concrete with

skim coating as we do not have time for extensiverepairs before pool opensPump reconditioning being done – cost around$500.00.  Bids for concrete pad and planters –  ta-bled for this meeting.   Guards at swim team prac-tices – table until swim team rep is present.  Outsideshowers – working on bids.   Extending fence – working on bids.  Protocols still needed.Treasurer: The 2007 review will be held overuntil 4/15/07.  WSSC check has been received.Federal grant for hiring of retirees is in the works.Facilities:   Protocols – still working on them.  BikeRack will be up by time pool open.  Criscuoli’s – held

asked the pool committee why they had not pre-sented a bid from Community Pools which was lessthan all of the other bids presented.  The pool chair-person stated that poor performance last year andhis problems working with the company led to hisdecision.  He could not continue as pool chairpersonif this company managed the pool.  Their bid is for aone-year contract with a three-year option.   Mr.Buehler was asked if he had hired a guard on hisown last year, but he stated that he had not.   Anemail (soft) copy of the contract, incorporating all thesuggested revisions, should be distributed to allboard members before the next meeting.  Mr. Mathisclarified that three contracts were presented by thepool committee and the board can also consider thebid from Community.   The board will ultimately de-cide which contract to accept.  The board presidentand one other trustee will sign the contract. The next meeting will be held on Tuesday, March25, 2008 at 6:45 at Deerfield Recreation Center,preschool room.   The motion was made and sec-onded to adjourn at 9:22 P.M.  The motion passedunanimously.

No new construction, addition, or alteration of aMontpelier home shall be made without prior ap-proval (see approval form on following page)

from the Architectural Control & Compliance Com-mittee.  This includes satellite dish installation. Allexterior colors and materials shall blend harmo-niously with the neighboring dwellings. Pro-ceeding without prior approval shall constitute acovenant violation subject to enforcement, includingfines.  

 

BOAT, CAMPER, RV, TRAILERPOLICY

 

Boats, campers, RVs, and trailers must be in stor-

age from November 1 through April 31.  They maynot be stored or parked on your property.

 

UNLICENSED CARS  

Article IV, section 5 of the covenants states no vehi-cle can be stored on any lot except inside the ga-rage.  All cars, covered or uncovered, must have avalid license tag and sticker. Residents may be required to provide proof of licensing if the license tag is not clearly visible on the vehicle .  In additionto the covenant above, Prince George’s CountyCode states “it is unlawful to have more than one

motor vehicle ... dismantled, inoperable or unli-censed on your premises. The one vehicle that isallowed must be inside a closed garage.”

 

USE OF PODS, DUMPSTERS,ETC.

 Approval must be obtained from the ACCC beforeplacing a PODS, dumpster, or similar structure onany lot. The maximum time that the structure can beon the lot must also be approved by the ACCC.

Failure to obtain such prior approval will result in afine of up to $1,000.  Failure to remove the structurewithin the agreed time limit will result in a fine of upto $500 per month until the structure is removed orapproval for an extension is obtained.

 

NOTICE OF ENFORCEMENT 

In 2008 Campers, Recreational Vehicles, Utility Trailers, etc. will follow the sameparking restrictions as boats.  From November 1 through April 31 they may not

be parked or stored on your property.

Beaware when posting information to this site thatthere are members outside of our community whohave access to the information and MCA, Inc. is notresponsible for content or membership.  WELCOME TO MONTPELIERCommunity meetings are held monthly by the Boardof Trustees.  All residents are invited to attend themeetings which are scheduled the second Tuesdayof every month at 6:45 PM at Deerfield Run Com-munity Center. Your lot has a number from 1 to 699 which was as-signed by the developer of the community.  It is notthe “plat” or “block” number assigned by the county.

This lot number is your identification for many thingsin the community such as pool entry and assess-ment payments.  Contact Mary Hughes at 240 938-1995 or [email protected] for information.  Montpelier is a community with covenants whichare enforced by the Architectural Control and Com-pliance Committee (ACCC).  All residents must sub-mit a Request for Approval to the ACCC before anyconstruction, addition, or alteration of their Montpe-lier home is started.   Prior approval must also berequested for PODS, dumpsters and similar struc-tures.   Failure to obtainprior approval from the

ACCC can result in fines of $50 to $1,000 per viola-tion and more.  This includes fences (new and re-placement), sheds, and satellite dish installation.  Ifthere is any question, please contact the ACCCbefore proceeding.   Fencing is not allowed in thefront yard including electric fencing .   The ACCCmust investigate any complaint they receive from ahomeowner no matter how trivial the complaint mayseem to other homeowners.  The ACCC meets thefirst Thursday of the month at 7:00 PM.   ContactMarcia Segura 301 725-7586 for more information.

 Boats, recreational vehicles, utility trailers andcampers can be kept in your driveway only May 1thru October 31st.  After that they must be stored offsite.  There is a monthly fine if they are not removed

on a timely basis. Each homeowner should have a copy of our gov-erning documents.   Under Maryland law when ahouse in a covenant controlled community is soldthe governing documents must be part of the settle-ment.  If you do not have a copy they can be pur-chased for $10.  If you are selling your Montpelierhome, you are required to purchase a Resale Pack-age for the new owner for $25.   Contact DawnPuma at 301 776-7947 for more information. FACILITIESThe pool is open from the Saturday of MemorialDay weekend through the Monday of Labor Day.  Itis open to Montpelier residents  and their paidguests only.  Your assessments must be paid in fulland you must have a picture of each member ofyour family on file to use the pool facilities.  Guestpasses are $25 (check only) and are good for 5 vis-its.  They can be purchased at the pool.  Childrenunder age six do not require a guest pass.  Guestpasses are kept on file on the pool computer.Guest passes do not expire.   An extended familymembership may be purchased for $50 per person(over age 6) by any resident.  The extended familymember must also have a photo on file at the pool.

 Community members organize a summer swimteam for children called the Marlins.  If you are inter-ested, look for the form which appears in this news-letter. The playground is open year round.   The tenniscourts are for Montpelier residents only and arelocked.   If you wish to use the tennis courts, youcan request the lock combination from any Boardmember.   No outside groups may use any of thefacilities, including the soccer field and baseballdiamond.

 SOCIALThe Social Committee Chairperson has many activi-ties for the community throughout the year and canalways use an extra hand.  To assist her call SusanMathis at 240 593-2881 or watch the newsletter tosee what she has planned.   There are holidayhouse decorating contests and Santa Claus visits inDecember, a Springtime Easter Egg Hunt, severalpool parties and many other interesting activities for

hours, please call any board member/committeechairperson for information on ways to earn servicehours. COUNTY SERVICES & INFORMATIONTrash pickup is Tuesday and Friday.  Residents mustprovide their own trash cans.  Recycling is Wednes-day.  If you need a new or replacement bin call 301952-7630.   For any other recycling information call301 883-5045.  Bagged leaves, grass clippings andother yard debris is picked up on Wednesdays frommid-April through mid-January. Limbs should be nomore than 4 feet in length should be tied in bundles.

Call (301) 952-7630 for more information.  Bulky trash pickup is arranged by appointment onlyand is usually scheduled for about two weeks afteryour call. They take household items such as stoves,mattresses, refrigerators, sofas, etc., but no con-struction material, fencing or anything of that nature.A limited number of tires are also accepted.   Itemsshould go to the curb the night before the appoint-ment only.   To make an appointment call 301 952-7600.  The first 11 feet, or the width of the concrete apron

on your driveway, belongs to Prince George’sCounty.  That includes the trees and there could be a

fine for trimming or damaging those trees.  You canplant shrubs or flowers, but the county can destroythem digging etc. and not have to reimburse you.Tree trimming number is 301 499-8520.  Leaves during the fall and winter are always a prob-lem in our community for those relying on the county

vacuum schedule.  The county posts a notice of leafvacuuming, but rarely is that done on schedule andsometimes they don’t get here at all.  Leaves can bebagged and left for the regular Wednesday yardwaste pick-up through mid-January.  There is no limitto the number of bags left for pick-up.  If you use thecounty leaf vacuuming, please remember thatleaves should never be raked into the street – only to the edge of your property.   Raking yourleaves into the street and just leaving them thereuntil the county picks them up is a hazard for ourneighbors who walk or jog and especially for our chil-dren who must walk in the center of the street to

avoid piles of leaves.  Additionally, leaves raked intothe street tend to migrate to the storm drains contrib-uting to storm drain damage.  You are also subject toPrince George’s County fines for raking leaves intothe street and leaving them there.  

 The county requires licensing of many pets, includingdogs, cats and ferrets.   (Prince George's CountyCode, Section 3-145).   Licenses must be obtainedwithin thirty (30) days after residence is established.The county “leash law” requires that animals be keptunder restraint by leash, confined to premises, orunder the effective control of the owner at all times.

Sec. 3-139 requires that animal excrement be re-moved immediately.
