1 INTRODUCTIONOn April 16, 2009, the Commission issued an Order in Docket No CP95-35-001 "AmendingAuthorization Under Section 3 of the Natural Gas Act" authorizing the siting, constructionand operation of the EcoElectrica Terminal Modification Project ("Order") to supply naturalgas to a planned Puerto Rico Electric Power Authority ("PREP A") pipeline, the Gasoductodel Sur pipeline, which would, in tum, supply the Aguirre Combined Cycle Power Plant inSalinas, Puerto Rico.In accordance with Environmental Condition No.5 of the Order and the associated InitialImplementation Plan EcoElectrica filed its first Monthly Status Report with the Commissionon June 15, 2009. The Monthly Status Report described events on the island that hadimpacted the proposed construction schedule for the Terminal Modification Project. Inparticular the strategic plan for the development of the energy sector in Puerto Rico had beenplaced under review and reconsideration by new government administration as it reevaluatedthe makeup of Puerto Rico's diversified energy portfolio following the government's April

included in this Monthly Status Report 2 that covers the period June 16, 2009 throughAugust 31, 2010.

2 SUMMARY OF PROJECT STATUSThe purpose of the EcoElectrica Terminal Modification Project is to supply natural gas toPREP A for use in the new Natural Gas Combined Cycle power facility that will beconstructed in the vicinity of the existing PREPA owned South Coast Steam Power Plantand, in the short term, to supply natural gas to the converted steam boilers #5 and #6 also atthe Costa Sur Power Plant. As described in the Order, EcoElectrica proposes to modify itsLNG terminal operations to increase its natural gas sendout capacity by an additional 77.4(average) to 93 (peak) million standard cubic feet per day ("MMscf/d"). The TerminalModification Project involves the installation of additional equipment by EcoElectrica toprocess the increased throughput of LNG.Because of recent changes in the PREP A Capacity Expansion Plan to consider keyenvironmental and fuel diversification goals of the Government of Puerto Rico's Public
