Child Protection & Welfare

• Further decrease in cases awaiting allocation: 3,661 cases awaiting allocation at the end of May 2020, down 15% (630) on April 2020 (4,291) and 38% (2,283) on May 2019 (5,944).

Fifth consecutive monthly decrease and the fewest number for the period May 2019 – May 2020.

• Highest number of cases awaiting in Dublin South West/Kildare/West Wicklow (945) followed by Dublin North (443), Waterford/Wexford (344), and Louth/Meath (334). These four areas

account for 56% (2,066) of cases awaiting allocation. Two areas (Cavan/Monaghan and Mayo) have no cases awaiting allocation.

• 15 areas reported a decrease in cases awaiting allocation from April 2020. Largest decrease reported by Dublin South Central (down 172 to 270) followed by Waterford/Wexford (down

119 to 344), Dublin North (down 91 to 443) and Cork (down 70 to 259).

• 233 high priority cases awaiting allocation; 32% (112) decrease from April 2020 (345) and a 75% (714) decrease from May 2019 (947)

Cases of Retrospective Abuse

• Further decrease in cases awaiting allocation. At least 549 cases awaiting allocation at the end of May 2020; 15 fewer than April (56) and the third consecutive decrease.

• Highest number awaiting in WD/WX (153) followed by DSW/K/WW (103), Cork (66), CW/K/ST (49), Donegal (39) and Dublin South Central (38). These six areas account for 82% (448) of

cases awaiting allocation. Six areas (Dublin, South East/Wicklow, Midlands, Cavan/Monaghan, SLWC, Mayo and Midwest) have no cases awaiting allocation. Data from Kerry not

provided for Jan – May 2020 – area advised it is under-going validation.

Children in Care

• Decrease in the number of children in care. A total of 5,968 children in care at the end of May 2020; 11 fewer than April 2020 (5,979) and first decrease after two increases

• Decrease in the number of children in placements with private providers. A total of 700 (12%) children in care at the end of May 2020 were in placements with private providers;

11 fewer than April 2020 (711) and 44 (7%) more than May 2019 (656).

Child Protection Notification System

• Increase in the number of children listed as “active” on the CPNS. A total of 957 children listed as “active” at the end of May 2020; 52 (15%) more than April 2020 (905). Second

consecutive monthly increase after seven consecutive decreases. Increase needs to be interpreted with caution due to the deferral of some reviews in accordance with guidance issued due

to the COVID-19 restrictions

• All children listed as “active” at the end of May 2020 had an allocated social worker.

Children’s Services Regulation

• Further decrease in the number of early years services on the national register. A total of 4,310 early years services on the register at the end of May 2020, five fewer than April

2020 (4,315), and 72 (2%) fewer than May 2019 (4,382). No inspections done in May 2020, due to services being closed.

• Further decrease in the number of children awaiting assessment for registration for home education. A total of 372 children awaiting assessment at the end of May 2020, 54 fewer than April 2020 (426). Seventh consecutive decrease and the fewest number for the period May 2019 – May 2020

Tusla Education Support Services

• Decrease in referrals on waiting list for educational welfare services. A total of 2,404 referrals on a waiting list at the end of May 2020; 101 (4%) fewer than April 2020

(2,505) when the highest number since June 2019 (2,766) was reported.

• 5,427 referrals in May 2020, 13% (621) more than April 2020 (4,806) and 15 more than

May 2019 (5,412). 13/17 areas reported an increase from April 2020.

• Decrease in March and April 2020 expected due to the closing of schools on 12th March

2020.

It should be noted that the data presented is based on referrals logged on NCCIS at the timeareas submit their data to the QA Directorate for reporting. Referrals logged after the datethe data are submitted are not included, nor are figures updated retrospectively. Hence itis likely that the actual number of referrals for each of the months shown is higher.

1 Referrals include referrals meeting the eligibility criteria for child protection and welfare services, multiple reports of the same concern and referrals not meeting the eligibility criteria for child protection and welfare services. Referrals not meeting the eligibility criteria for child protection and welfare include: A Request for Diversion to another agency; A report in which there are no reasonable grounds for concern or no harm identified to a child indicated; A report that does not warrant a Tusla Child Protection & Welfare led intervention (these could be children who need additional supports to stop problems or difficulties worsening but social work led intervention is not required, consider a diversion to PPFS). Clarified in guidance issued to staff in October 2019.

Open Cases

• 22,026 cases open to social work; 2% (533) fewer than April 2020 (22,559) and 14%

(3,518) fewer than May 2019 (25,544).

• Fewest number of open cases for the period May 2019 to May 2020.

• 11/17 areas reported a decrease from April 2020

Allocated Cases

• 18,365 open cases allocated to a social worker; accounts for 83% of open cases.

• Slight increase (97) in allocated cases from April 2020 (18,268) and a 6% (1,235) decrease

from May 2019 (19,600).

• 12/17 areas reported an increase from April 2020.

Cases Awaiting Allocation

• 3,661 cases awaiting allocation at the end of May 2020; accounts for

17% of open cases (22,026)

• 15% (630) decrease in cases awaiting allocation from April 2020 (4,291)

and 38% (2,283) decrease from May 2019 (5,944). Fifth consecutive monthly

decrease and the fewest number for the period May 2019 – May 2020.

• Highest number of cases awaiting in Dublin South West/Kildare/West

Wicklow (945) followed by Dublin North (443), Waterford/Wexford (344),

and Louth/Meath (334). These four areas account for 56% (2,066) of cases

awaiting allocation.

• Two areas (Cavan/Monaghan and Mayo) have no cases awaiting allocation

accounts for 6% of all cases awaiting allocation

• 32% (112) decrease in high priority cases from April 2020 (345) and 75%

(714) decrease from May 2019 (947)

• Highest number reported by Waterford/Wexford (60) followed by

Midlands (37), DSW/K/WW (33), Cork (33).

• At least 31% (1,146) of cases awaiting allocation at the end of

April 2020 were “active on duty”1. Based on data for 15 areas.

1Active on Duty: A case awaiting allocation may be “active” on a “duty” system. This means that there are actions being undertaken by a dedicated duty team or rotating social workers on a duty roster to progress the protection and welfare of the child. Examples of actions being undertaken include telephone calls relating to the concern, visits to see children, completing initial assessments and child in care reviews or care plans. The actions undertaken must have occurred within the monthly MTP reporting period. There must be evidence of actions progressing the protection and welfare of the child and not simply a management review of a file. These cases will form a separate category on the MTP returns template under cases awaiting allocation.

• 1 area (SLWC) reported a slight increase (6) in cases awaiting allocation

from April 2020

• 15 areas reported a decrease in cases awaiting allocation from April

2020; largest decrease reported by Dublin South Central (down 172 to 270)

followed by Waterford/Wexford (down 119 to 344), Dublin North (down 91 to

443) and Cork (down 70 to 259).

• All areas with the exception of DSW/K/WW had fewer cases awaiting

allocation at the end of May 2020 than May 2019.

Cases Awaiting Allocation

• 48% (945) of open cases in DSW/K/WW1 are unallocated, the highest percentage of all

areas. CW/K/ST reports the next highest percentage at 27% (292) followed by LH/MH (24%;

334) and Waterford/Wexford (21%; 344). The national average is 17%.

• One area (Midlands) has reported five consecutive decreases, three areas (Dublin South

Central, Louth/Meath and Midwest) have reported four consecutive monthly decreases, while a

further area (DSW/K/WW) has reported three consecutive decreases. No area has reported

two or more consecutive increases.

A restructuring of CPW structures has taken place within KWW/DSW and our go live date with the new structure was 23rd March. There has been significant staff movement between teams during this period and in preparation for the restructuring. While this is progressing, the current Covid 19 emergency is impacting on capacity to progress aspects of this. There have been a consistently high number of staff vacancies over the last 6-month period which has impacted particularly on the number of unallocated cases. A mitigating factor in this however is that assurances can be given that high level of work has taken place to ensure review of files/referrals in area. There may be significant fluctuations in the data during this period until the new systems are firmly established. Continued high level of vacancies is also significantly impacting on capacity to allocate cases and also to progress organisational/structural changes. It is anticipated that allocation figures will increase again in the coming months and there has been a significant amount of review work ongoing on. Additionally the area is making ongoing efforts to try and increase the staffing levels”

Referrals

• At least 171 referrals of retrospective abuse in May 2020; five fewer than

April 2020 (176). Data for Feb-May based on data from 16 areas, remaining area

(Kerry) advised that their data is under-going validation.

• This brings referrals for the first five months of 2020 to at least 1,081

Open Cases

• At least 1,444 cases open to social work at the end of May 2020; 37 fewer

than April 2020 (1,481). Data for Jan-May based on data from 16 areas,

remaining area (Kerry) advised that their data is under-going validation.

• 8 areas reported an decrease in open cases from April 2020; largest decrease

reported by DSW/K/WW (down 36) followed by Midlands (down 15) and

GY/RN (down 7).

Allocated Cases

• At least 895 open cases allocated to a social worker at the end of May 2020;

22 fewer than April 2020 (917).

• 7 areas reported a decrease in allocated cases from April 2020. Largest decrease

reported by CW/K/ST (down 24) followed by DSW/K/WW (down 21) and Midlands

(down 14).

• Allocated cases account for 62% of open cases

for 82% (448) of cases awaiting allocation. Six areas (Dublin, South East/Wicklow,

• 7 areas reported a decrease in cases awaiting allocation from April 2020; largest

decrease reported by DSW/K/WW (down 15) followed by Midwest (down 14)

• Six areas (Dublin South East/Wicklow, Midlands, CN/MN, SLWC, Mayo and

Midwest) have no cases awaiting allocation.

• 38% (549) of open cases are awaiting allocation nationally, with 6 areas reporting a

percentage equal to or higher than the national average. Highest percentage

reported by CW/K/ST (100%) followed by WD/WX (67%) and Donegal (57%).

• All areas with the exception of LH/MH, Cork, CW/K/ST, WD/WX, and GY/RN

had fewer cases awaiting allocation at the end of May 2020 than May 2019.

• Two areas (DSW/K/WW and Donegal) have reported three consecutive

decreases

• One area (WD/WX) has reported four consecutive monthly increases resulting

in a 63% (59) increase while CW/K/ST have reported three consecutive

monthly increases

than April 2020 (624).

• This brings to 3,539 the number of reports for the first five months of 2020;

41% (2,415) fewer than the same period in 2019 (5,954)1

• Mandated reports accounted for 14% (735) of all referrals received (5,427)

• The number of mandated reports for May 2020 by area ranged from six

(Sligo/Leitrim/West Cavan) to 107 (DSW/K/WW).

• 12 areas reported fewer than 50 reports, four areas (Dublin South Central,

Midlands, CW/K/ST and Midwest) reported between 50 and 100 reports

while the remaining area (DSW/K/WW) reported more than 100 reports.

• As a percentage of referrals, the highest percentage was reported by

CW/K/ST (26%) followed by DSW/K/WW (20%).

• The lowest percentage was reported by Cork (4%)

more than April (111). Data for Feb-May based on data from 16 areas,

remaining area (Kerry) advised that their data is under-going validation.

2020 (171).

• The majority (81%; 83) of reports for May 2020 where category of abuse was

in relative foster care, 7% (411) are in residential care and 2% (103) are in

“other” care placements.

• 16 of the 411 children in residential placements are in special care

• 700 (12%) children in care at the end of May 2020 were in

placements with private providers; 11 fewer than April 2020 and 44

(7%) more than May 2019 (656).

• 58% (409) of children in placements with private providers were in foster

than April 2020 (905). Second consecutive increase after seven consecutive

monthly decreases.

The number of children listed as "active" in recent weeks needs to be interpreted with

caution, due to some review child protection conferences (where decisions are made to

remove children listed as "active") being deferred. Guidance issued by Tusla on foot of

the COVID-19 restrictions advises that following discussion and evaluation of safety

plans, review conferences may be deferred for a maximum of 3 months.

• All children listed as “active” at the end of May 2020 had an allocated social

worker.

• Highest number of children listed as “active” at the end of May 2020

reported by CW/K/ST (118) followed by Midwest (113) and Cork (103).

• Fewest number listed as “active” reported by Cavan/Monaghan (10)
