Main St., Ste 652, Pueblo, CO 81003 Vol. 26 Number 4 Security to Be Focus of October Luncheon Police officer Brandon Beauvais will update us on methods to increase safety for businesses and individuals in the downtown area at our Thursday, October 27 meeting, 11:45 a.m., which will be held in the community room at the Police Department Building, 200 S. Main Street. Officer Beauvais will also bring statistics on actual, rather than perceived, crime in the area. We think you will be somewhat surprised at the actuality. Pueblo Crime Stoppers will sponsor the meeting. All general meetings are open to anyone. Full members are contacted to remind them of the meetings. Please let us know if you are vegetarian or need gluten-free food so we can notify the caterer. Reservations are very important; we will need an exact count for the caterer. Cost to attend is $20 if your reservation is received by 4 p.m., Monday, October 24; billing and late reservation rates are $25. Reservations may be made by email to margaret@pueblodowntown. com, via our website pueblodowntown.com or by calling the office at 543-7155. Reservations for the meeting which are not cancelled by Monday, 4 p.m. will be charged at the $25 billing rate. We accept Master Card and VISA. Replacement Streetscape Due for Area South of Fourth The area of Main Street which was “updated” in the 1970’s and 1980’s has planters and trash receptacles which are falling apart. The Pueblo Downtown Association board had decided that our next step will be to begin replacing those items as funds permit. We will use the approximately $5,000 in profits from Dancing with the Pueblo Starz along with a grant from the City of Pueblo to begin the process this off season. To preserve continuity we will begin replacing items at 4 th and work south. As those of you who are more familiar with the area are aware, the 30 and 40 year old units are larger than those we have been installing since the mid-1990’s; We will undoubtedly need to consider additional pieces in a grouping to fill spaces on those large bumped out corners. The sidewalks in that area are mostly wide enough to allow ease of placement. Some of the walks could be in better shape than they are at this writing. If you are a property owners and feel that your sidewalks could use the help, remember that Association members can receive matching funds of up to 20% of total cost for replacement. As far as street furnishings go we expect that it will take two to five years to replace all items depending on funding. M M M M Close-ups of aging planters show cracks and broken rims.

How to Get Paid for Energy-Efficient Upgrades— Get Ready to Love the Ones You (May) Dislike

If you were thinking of upgrading the truck you have been driving for years with a nicer liking, safer one that also gets much better gas mileage, what would you think if someone offered to cover a big chunk of the cost of the new one?

Utilities are loved by few of their customers and seldom receive thank you notes. However, if one offered

you the means to be more energy efficient, increase your workers’ productivity and improve the safety of your business, would you consider jotting them a few lines? How about if they offered to lower your monthly electricity bill? Still not convinced? How about if they also offered to pay for a good part of these energy efficiency upgrades?

Luckily Black Hills Energy is one such utility making this offer to small businesses within their service area, which includes downtown Pueblo. While it has been in existence since 2012, many businesses in the area are unaware of this program. Some that are aware of it, understandably, have dismissed it as being too good to be true.

So exactly why is Black Hills offering this program? The Colorado legislature enacted HB 1037 back in 2007, which required investor-owned utilities (such as Black Hills) to provide financial incentives to customers for purchasing more efficient equipment. The law also requires the utilities to meet minimum energy savings goals and authorizes the Colorado Public Utilities Commission to establish and revise savings goals.

How does the program work? This program is for commercial customers only, with an average electric demand use of 350 kilowatts of less per year. Small business customers will receive a free lighting energy evaluation of their facility to identify potential energy savings. Eligible projects include high efficiency lighting upgrades, LED exit

signs, occupancy sensors and lighting controls, and commercial refrigeration measures.

You’ll also receive: A customized proposal detailing energy efficient recommendations; Installation scheduled and completed at your convenience; Old lamps and ballasts removed and recycled; Up to 70 percent “incentive” towards installation and equipment costs; Remaining portion of the project financed through SmartWatt, interest-free.

Who is SmartWatt? We serve as the contractor for the Black Hills Energy efficiency program, meaning that we conduct the energy evaluations, prepare and present proposals for the up-grades and oversee licensed, local Pueblo contractors who conduct the installations.

Want to learn more? Check out Black Hills Energy website or give SmartWatt a call (719-924-8307). Additionally, I (Dan Golden) attend most of the Downtown and Chamber functions, so please look me up.

The Pueblo Downtown Association has done a wonderful job in helping revitalize the downtown area. Planters have been planted, fresh coats of paint applied, new businesses are opening, new buildings are going up and older buildings are getting well needed face-lifts and upgrades. Take advantage of this great upgrade program, get better lighting with lower monthly bills and maintenance fees. And then get ready to write that thank you note to your favorite utility!

Guest Columnists WelcomeIf you would like to submit a guest column for “Street Talk,” it

would be welcome. You will receive a by-line with your contribution. All you need to do is email your material of 500 words or less to [email protected] by mid-month before publication (i.e. by October 7 for mid-November).

Parade of Lights Entries Available NowA great way to make Puebloans aware of your business is with

an entry into the November 26th Parade of Lights. Entry forms are available from the parade website, puebloparadeoflights.com; they are due by October 28. The theme for this year’s parade is Rockin’ Around the Christmas Tree. The committee has many judging categories for awards for floats and other entries. You could win recognition for your efforts and additional publicity. Commercial entries are $75; non-profit and other entries are $50. We also encourage you to consider one of the many sponsorship levels ($2,500 Signature to $250) to help make the parade happen. If you would like to discuss either an entry or a sponsorship, you may contact Mike Carlisle, 671-1424 or the Downtown Association office, 543-7155, [email protected].

As business people, retailers particularly, you should at the very least have your business decorated for the holiday and be open as close to parade time as possible; we realize that once people begin setting up on the sidewalks, it is hard for customers to get into your business.

contact Margaret at the office about reselling them. We do have a program which allows you to return unsold units for a nearly full refund. The season for best sales is just around the corner; call 543-7155 or email [email protected] if you would like to participate in the program.

Matching Funds Available for Sidewalks, Outdoor Security CamerasThe weather is cooling, but there is still time make needed

repairs and improvements to your property. If your sidewalks are deteriorating, we can help. Several years ago the Pueblo Downtown Association created a pool of matching funds for sidewalk replacement for its members we will match two percent per year of paid membership up to 10 years, or 20%, of the job cost. We did put a $1,500 cap on the match.

Beginning this year we have added another match to the mix. We will provide the same sort of match for the installation

of outdoor security cameras. Again the match is two percent for each year of paid membership up to 10 years. We did cap the match at $1,000, but we also will provide an instant $20 match to any member even a brand new one. One other condition of the match is that you agree to provide access to the record if the police department requests it.

We feel that this gives all members an equal chance for help with needed improvements and helps make downtown a safer and more welcoming place to do business.

This story is a re-print from the 1910 Colorado Journal of Industry. For years after I came to Pueblo, I had assumed that West Street was just named that because it was in the west part of the city.

It was actually named after Mr. George West, a businessman and mayor of the city. The building has been removed and a fenced parking lot is at the site on Union Ave. Here is the text from the Journal:

Never has there been a time in the history of any American city that has seen the establishment of more gigantic enterprises in all branches of industry than in Pueblo’s history. Here and there and everywhere have arisen temples of the shrine of Mammon, giants in size and financial strength and almost international in extent and scope of trade.

Especially favored in this respect has been the furniture business, supported by the steady increase incident to the constant establishment of new homes and offices. By far the greatest and wealthiest corporation which has chosen this city for a base of operations in the furniture line is that widely-known, old established and time honored institution, The West Bros Furniture Company.

Their mammoth three story with basement floor premises, located at 117-119 South Union avenue, occupies an aggregate floor area of 24,000 square feet. In addition to this are two large warehouses stocked with furniture, carpets, draperies, stoves, refrigerators, crockery ware, tin and granite ware; in fact, everything in the general house furnishing line. They were established twelve years ago by George F. West, and subsequently incorporated with a capital stock of $20,000, full paid at the time of incorporation, under the Colorado state charter, since when it has arisen out of comparative obscurity to its present standard as the foremost furniture house in southern Colorado.

This concern conducts a business of great magnitude, extending throughout the entire states of Colorado and New Mexico, employing therein a large number of men and several delivery wagons are busily engaged with the details of its local and foreign shipments.

In connection with this great establishment is an undertaking department, located at the lower floor of the Board of Trade building under the personal supervision of Mr. W. H. Sweeney, where they carry all kinds of undertakers’ supplies, with the finest funeral cars in the city. This department has the finest rooms in the state.

The officers of the

company are Hon. George F. West, president; N.A. Eyer, vice president; W.H. Sweeney, secretary and John T. West, treasurer.

Hon. George F. West is a native of Kentucky, a pioneer of the state of Colorado, a resident of Pueblo for the past twelve years and was formerly engaged in the mining business for about eight years; is a large real estate owner and prominently identified with the Masons, Select Friends of the Red Men and Woodmen of the World. He is 45 years of age and through his strict adherence to the dictates of integrity he has won present success. He holds at the present time the prominent position of mayor of Pueblo.

Mr. N. A. Eyer, the vice president, is a native of Indiana, 30 years old, has lived in Pueblo for the past ten years, and all this time has been with the firm; is a prominent Mason, member of the Woodmen of the World, Maccabees and I.O.O.F.

Mr. W. H. Sweeney, secretary, is a Canadian by birth, but has lived most of his life in Colorado for the past thirty years a resident of this city. He is 55 years of age, and has been quite extensively interested in mines. He has been engaged in the furniture and undertaking business in this city for twenty-five years, and was for many years a member of the old firm of Perkins & Sweeney. He is a member of the Masons, Odd Fellows and Elks.

The treasurer, Mr. John T. West, is a brother of Hon. George F. West. He also hails from the Blue Grass country; is 44 years of age; has been connected with his brother in several business operations; is a prominent member of the I.O.O.F., Workmen, Elks and the Woodmen of the World. All of these gentlemen are old residents of our municipality, highly connected socially and commercially and represent the highest type of citizenship.
