SECTION A. Description of project activity

A.1. Purpose and general description of project activity

>>

Energy Efficiency measures at DMRC Phase II stations (hereafter referred to as the “Project”) developed by

Delhi Metro Rail Corporation Ltd. (hereafter referred to as the DMRC) is located in state of Delhi, India. The

project involves implementation of energy efficiency measures in selected stations of Phase II of Delhi Metro

managed by DMRC as listed in section A.3.1.4 of PDD.

The energy efficiency measures have been undertaken primarily in the Heating, Venting and Air Conditioning

(HVAC) system, lighting system and other energy efficient measures of station buildings. The measures

adopted in the HVAC system result in reduction in electrical energy consumption, in comparison to that for a

station building forming a part of Phase I of Delhi Metro with similar size (in terms of floor area) and

architectural perspectives. Energy efficient measures adopted by DMRC in its Phase II stations are as follows:

1. T-8 tube lights with 67 lumen/w efficacy have been provided on Elevated stations and no incandescent

lamps have been used for lighting

2. Variable Voltage Variable Frequency (VVVF) control drive system in Lifts & Escalators, which matches

the power requirements with actual load. The Escalators have been provided with idling speed of 0.2m/sec

against the normal operating speed of 0.5m/sec or 0.65m/sec. This has resulted in estimated energy saving

of 1%.

The baseline scenario identified in registered PDD is the same as the scenario existing prior to the start of

implementation of the project activity i.e. Phase II stations implemented using similar technologies as Phase I

with no energy efficiency measures.

The project activity includes 37 over-ground (elevated) metro station buildings forming a part of Phase II of

SECTION C. Description of monitoring system

>>

DMRC has implemented following structure for data monitoring, collection, data archiving and calibration of

equipments for this project activity. DMRC is the responsible entity for all monitoring procedures verifying the

VERs generated by the power project annually.

Monitoring Plan Objective and Organization

DMRC monitors the electricity consumed in all the station buildings forming the part of project activity. The

data is archived electronically and will be stored for 2 years after the end of the crediting period.

To ensure that the data is reliable and transparent, the project entity has established Quality Assurance and

Quality Control (QA&QC) measures to effectively control and manage data reading, recording, auditing as well

as archiving data and all relevant documents. The data is monitored on a monthly basis and submitted to

Quality Assurance team of project proponent.

Quality Assurance and Quality Control

QA&QC procedures for recording, maintaining and archiving data have been implemented as part of this Gold

Standard project activity.

QA&QC measures have been implemented to ensure the accuracy of metering and safety aspects of the project

operation. The metering devices are inspected properly and periodically, according to state electricity board’s

specifications and requirements to ensure accuracy in the readings. In addition to that, regular station meter

calibrations for both the project and baseline stations are being carried out.

Training and maintenance procedures: Carbon credit Quality Advisor ensured training to on-site staff with

respect to adherence to the Monitoring Plan of the project activity.

Internal audit of all the records of the plant will be carried out twice a year. During these audits all the data and

parameters that need to be monitored as per the monitoring plan would be checked and shortcomings if any will

be reported and addresses.

Data Storage and Archiving

In order to facilitate auditors’ reference and for any future requirement, relevant literature relating to the project

such as the project material and monitoring results are indexed. All the data items monitored under the

monitoring plan will be kept for 2 years after the end of crediting period or till the last issuance of VERs for this

project activity, whichever occurs later. The data will be maintained in both electronic and paper formats. The

data will be stored in following manner:

A copy of data will be maintained in electronic and paper format on-site for anytime reference and validation.

The energy consumption per station data and calibration certificates of all stations will be maintained in the

E&M Division of DMRC, Metro Bhawan. The operational area for each station is stored in the Civil Division

of DMRC, Metro Bhawan.

A copy of data will be stored in paper format by project operator in their branch office in safe storage.

SECTION D. Sustainability Monitoring Plan

According to GS toolkit, the sustainability monitoring plan is required for each non-neutral indicator according

to GS Annex I. The indicators directly impacting sustainability are positive in nature and hence do not require

mitigation measures. However the main parameter for the project activity which is energy conservation by the

Phase II metro stations has been monitored during the entire crediting period. The energy conservation by

Phase II stations is calculated on the basis of energy consumption data by each station of the project activity.

Since it is a neutral parameter, hence a mitigation measure is not applicable to this parameter. The project as a

whole contributes to sustainability as evident from the sustainable matrix described below. Thus the table for

the non-neutral parameters is not applicable to the project activity. However, to have a better assessment for the

impact of the project activity on the sustainable development, the major parameter of the project which is

energy consumption by metro stations has been monitored quantitatively and qualitatively during the crediting

period.

Current situation of parameter By implementation of various energy efficiency measures in the

project stations a total of 13228 MWh of electrical energy has

been saved by Delhi Metro within the monitoring period. This has

henceforth resulted in reduction in GHG emissions and

contributed to sustainability of the project activity.

analysis of Particulate Matter PM10 content in air, which is a

respirable particulate matter primarily responsible for respiratory

problems.

Current situation of parameter Ground Water & Waste Water Monitoring and analysis was

carried out for the following three depots of phase II of the Delhi

Metro:

1. Sultanpur

2.Yamuna Bank

3. Sarita Vihar

This is a component of a 3 year Environmental Monitoring Plan

(which includes Ambient Air Monitoring, Noise Monitoring,

Vibration Monitoring & Solid Waste Testing) that began in April

2013.

This process involves the monitoring and analysis of Ground

Water samples & Waste Water samples emanating from Effluent

Treatment Plants installed at various DMRC depots. The

following parameters were to be monitored

pH

Chemical Oxygen Demand

Biochemical Oxygen Demand

Total Suspended Solids

Oil & Grease

After the analysis of these samples it was found that almost all

parameters were falling within the Range of Prescribed Limits

by Central Pollution Control Board (CPCB).

The overall performance of Effluent Treatment Plants (ETPs)

installed at Yamuna Bank, Sarita Vihar and Sultanpur Depot was

very good since the content of all the parameters in the ETP Inlet

Sample was found to be less by a significant extent in ETP

outlet.

The pH content was within the safe limits.

TSS (Total Suspended Solids) values along with the other

parameters were also within the prescribed limits at all locations

indicating that the ground water is good and safe for Domestic

purpose.

Noise Monitoring and analysis was carried out near the

3. DMRC Yamuna Bank Staff Quarters

This is a component of a 3 year Environmental Monitoring Plan

(which includes Ambient Air Monitoring, Ground Water

Analysis, Wastewater Analysis, Vibration Monitoring & Solid

Waste Testing) that began in April 2013.

This process involves measuring Ambient Noise near and around

selected metro stations and other DMRC establishments.

Current situation of parameter Delhi Metro Rail Corporation Ltd., being a socially responsible

organization, accords high priority to social issues. Various

awareness programmes have been conducted by DMRC from

time to time to educate its stakeholder. Some of the activities

undertaken by DMRC are mentioned hereunder3:

1. For creating knowledge about HIV/AIDS/STI among labour

engaged in the construction work of Delhi Mass Rapid

Transit System, awareness programmes have continually

been conducted from time to time near Anand Vihar station.

The medium used to spread awareness include banners,

posters, street plays, songs, group discussions, counseling

and magic shows.

2. DMRC is providing medical facilities and education

services to its labourers and their children.

3. A Children’s Home, to accommodate 125 children, at Tis

Hazari having 5 dormitories, two classrooms, a playground,

an amphitheatre, a library and a mess has been constructed

by DMRC. The children home is provided with all

necessary furniture and is managed by Salaam Balak Trust.

4. Opening a ‘Winter Age Home’ in Kalkaji near Govindpuri

Metro Station, New Delhi and it is being run from

November to March every year since 2011 in collaboration

with the NGO ‘Help Age India’ for the welfare of Senior

Citizens.

Current situation of parameter

DMRC has been actively4 involved in strengthening human and

institutional capacity of society at large in the form of the

following initiatives:

1. Creating knowledge about HIV/AIDS/STI among labour

engaged in the construction work of Delhi Mass Rapid

Transit System, awareness programmes have continually

been conducted from time to time near Anand Vihar station.

The medium used to spread awareness include banners,

posters, street plays, songs, group discussions, counseling

and magic shows.

2. Opening a ‘Winter Age Home’ in Kalkaji near Govindpuri

Metro Station, New Delhi and it is being run from

November to March every year since 2011 in collaboration

with the NGO ‘Help Age India’ for the welfare of Senior

Citizens.

3. Conducting Community Interaction Programmes from time

to time to consult local residents, Resident Welfare

Associations and Project Affected Persons.

DMRC is already taking up activities to enhance human and

institutional capacity. Similarly, the carbon revenue obtained

from the project activity will be partly utilized for enhancing

human and institutional capacity in dealing with sustainability

issues.

recruitment on a regular basis. With each phase of operation the

and related expenses was around ₨ 36,541 lakhs.
