    1. General Background

    Ministry of Peace and Reconstruction (MoPR) is implementing Emergency Peace Support

    Project (EPSP) utilizing IDA grant wort !" million #SD e$ui%alent (SDR &'& million) or

    tis purpose te project financing agreement was signed on *+ August *"", and made

    effecti%e on '- Septem.er *"", /e Project period is e0tended up to 1une *"'2 wit

    restructuring

    /e o.jecti%e of te EPSP is to contri.ute to te peace process .y pro%iding interim cas

    transfers and ser%ices to eligi.le conflict affected groups and .y increasing transparency and

    accounta.ility in te deli%ery of tese .enefits /e Project as tree components3 ')rea.ilitation support to conflict4affected families and indi%iduals5 *) cas .enefits to te

    families and widows of tose 6illed as a result of conflict5 and &) capacity .uilding of 6ey

    institutional structures in support of te peace process and Project Management Support

    #nder te 7omponent4' te Project as launced Employment and Self Employment

    Ser%ices (ESES) Program wic see6s to pro%ide employment related rea.ilitation ser%ices

    to %ictims of te ten year armed conflict and teir immediate families /e tree ser%ices

    offered include jo. placement8 micro9small .usiness assistance and %ocational training

    /e pilot pase of ESES was initiated in early *"'* co%ering '* districts /irteen ser%ice

    pro%iders in total were selected and fielded to pro%ide tese ser%ices to &8"&" .eneficiaries

    :ased on te success of te pilot pase te EPSP is planning for national roll out of te ESES

    program co%ering all te remaining +' conflict4affected districts witin 1une *"'2 /e

    national rollout will .e accomplised in two pases4 first pase co%ering 2& districts in '"

    geograpical clusters and te second pase co%ering ', districts in 2 geograpical clusters

    /e ESES Program is .eing implemented following te ield Implementation Manual (IM)

    ; Employment9Self4Employment Ser%ices (ESES) and

    implementation pase acti%ities related to attendance of .eneficiaries8 training9ser%ice

    courses8 training9ser%ices facilities including materials and e$uipment8 distri.ution of

    allowances to te .eneficiaries8 counseling for jo. placement8 s6ills testing8 and e%aluation of

    trainees and trainers9instructors will re$uire proper attention Similarly8 in post4ser%ice pase

    acti%ities related to employment %erification of te .eneficiaries need to .e gi%en priority for

    ensuring $uality4results

    De%elop and update8 as necessary8 te monitoring and e%aluation framewor6 and

    guidelines for ESES program5

    Assist te Pu.lic Information97ommunication Specialist in esta.lising and

    maintaining te Management Information System (MIS) to ensure effecti%e collation

    and recording of monitoring8 reporting and e%aluation information including trac6ing

    of participation of affected indi%iduals in ser%ices5 and ser%ice pro%ider proposals8

    contracts8 deli%ery of ser%ices8 and dis.ursement of funds5

    7ompile and analyze monitoring and e%aluation data su.mitted .y te :RS for

    reporting5

    Prepare montly8 $uarterly and annual reports to .e su.mitted to te MoPR5 Prepare monitoring scedules and conduct spot4%isits to te ESES districts to monitor

    $uality of ESES acti%ities (inputs8 processes8 and outputs) ($nne%&3)and prepare and

    Prepare employment %erification plan and scedule and %erify te employment9jo.
