• Monitoring and Evaluation is a process that helps
improve performance and achieve results. Its goal is
to improve current and future management outputs,
outcomes and impact.
• Primary beneficiary of M&E = colleges.
• Secondary beneficiary = DHET ~ for improving
accountability and compliance.
• Previously M&E conducted via the National Treasury
stipulated guidelines and template (conditional grant
compliance).
• To date:
• M&E Framework developed.
• M&E Guidelines and template developed.
• Web-based M&E tool developed.

• Re-emphasis on the Strategic/APP/Ops Plans.
• Understanding and agreement that the M&E
Process is primarily for the colleges.
• Commitment from colleges that they will assist with
the M&E requirements, first to monitor, evaluate and
improve their own processes and secondly to
comply with reporting requirements.
• This is work in progress, and constructive feedback
is appreciated to assist in improving processes.
• M&E process should go a long way in assisting and
improving future DHET/TVET Colleges future
planning processes.
• M&E of national, DHET, colleges and community
priorities.

Governance and Management – status quo

• All colleges have college council members,
internal and external.
• There are vacancies in some colleges, including
Donors.
• Section 10(4) and some Section 10(6) vacancies
are being finalised.
• Section 10(4) vacancy adverts to be issued once
every two months – depending on vacancies.
• Council Manual, Standard Operating Procedures
have been issued to colleges.
• College management vacancies in some colleges.
• Plans for college councils and principals meeting.

Continuing Education and Training Act No. 16 of
2006 (as amended).
• Percentage compliance with governance
