I.Dare2WowM&EPlanning

The Monitoring and Evaluation Planing - M&E Strategy, has been developed by theDare2Wowconsortiuminordertoprovideclearanceontwoimportantsubjects:

• M&EofProjectPerformance

Monitoring focuses on the management and supervision of the project activities, seeking toimprove efficiency and overall effectiveness of project implementation. This is a continuousprocessfromallpartnerstocollectinformationontheactualimplementationofprojectactivitiescomparedtothesameasbeingscheduledontheprojectproposalapplication–theperformanceevaluation is looking at delivering quality outputs in a timely manner, identifying possibleproblems and constraints – technical, human resources and financial), to make clearrecommendationsforcorrectactions,identifylessonslearntandbestpracticesfordealingwithpossible issues, etc. Performance evaluation is to assess the project’s success in achieving itsobjections.

• M&EofProjectImpactContinuousmonitoringthroughouttheproject’slifeonhowoutcomesareachieved,monitoringofthefivekeyindicatorsasstatedwithintheprojectproposalandfurtherreview/refineoftheseindicatorsinregardswiththeproject’sdevelopment.

In this context, “Textile heritage - from theWoodenloOmWeavingtotheDigitalARt”(DARE2WOW)aims to reach its objectives through three maincomponents:

1. Transnational cooperation andinformation sharing to promotesustainable and productive projectimplementation – looking closely atprojectactivitiesandoutcomes;

2. Capacityandknowledgedevelopmentatall levels to promote and supportsustainable project management withregards to the partnering teamsinvolved;

3. Implementationofimprovedpracticesinthe area of textile production andexploration to benefit all stakeholdersand users – focusing on the project’stargetgroup.

Monitoringandevaluatingproject’sperformanceandimpactwillcontributetoimprovedecisionmaking andmanagement, by keeping the progress on track towards achieving the outcomes,developingtheobjectivesandintegratingthelessonslearntintotheplanningprocess.

Ayearafter theproject’sexecution,amidtermreportwillbesubmitted to the fundingagency(July2016),andattheendoftheprojectafinalevaluationwilltakeplace–September&October2017.

Mid-TermEvaluationA year in the project (around July-August 2016) a mid-term evaluation will determine theprogressthathasbeenmadetowardsachievingtheoutcomessetwithintheinitialproposal.Thiswill be an opportunity to collect constructive recommendations to address key problemsidentifies.TheMid-Termevaluationisto:

• Revieweffectiveness,efficiencyandtimelinessofprojectimplementation;• Analyse partnership involvement on the implementation of the different tasks

withregardstotheWorkingPackagesassetintheprojectproposal;• Identifyissuesrequiringdecisionsandremedialactions;• Identify lessons learned about the project design, implementation and

management;• Highlighttechnicalachievements;• Analysewhetherallproposedactivitiesareontrackwithrespecttoachievingthe

expectedresults;and• Proposeanymid-coursecorrectionsand/oradjustmentsasnecessary.

FinalEvaluationTheFinalevaluationistotakeplacetwomonthsaftercompletingtheprojectandwillfocusonthe same issues as theMid-Term evaluation. In addition, the final evaluationwill review theproject’s impact,analysesustainabilityandwhethertheprojecthasreachedtheoutcomesthathavebeendesignedtocomplete.

II.ProjectPerformanceM&E of project performance focuses on the record of information related to the projectimplementation process (input), activities and outputs. The importance of monitoring andevaluationtheprojectperformanceservestwopurposes:

1. Totracktheactivitiesachieved–compareplannedversusachieved,andassestheeffectsofbothexternalfactorsandinternalprojectoperations;

2. Toassessresults(outputs)andfindsolutions(whenneeded)tokeepprojectontrack.ProjectactivitiesTheapprovedactionsonthisprojectare:

1. DevelopingaCurriculumforAdultEducation,and2. Creatinganinteractiveonlinetool-platformforeducatorsandstudents,andallinterested

partiestodiveintheworldoftextileproductionandexploration.Theprojectproposalhas suggesteda larger listof activities that stillneed tobe completed inorder for the approved two to be achieved. In that sense the international partnership hasdecidedtocarryonallasmuchaspossible.

1. Researchingandanalysingthetextileheritageofeachofthepartneringcountrieslookingspecifically at methods, patterns, symbols, etc. that has determinesocial/political/economical status.Thesecondanalysis thatwillbeperformedwill lookspecificallyattheindustrialisationandglobalisationoftextileproductionwithregardstothecountry’sinvolvement–whathasthedigitalerabroughttothisindustryandhowitischanging every day. The third analysis will accent on the environmental effect textileindustry has in every partnering country, the methods used in the past that could betransferredtoday.Thisthirdanalysiswillbeespeciallyvaluablewiththelegacythatcouldbethebaseofmoreinnovativeandunorthodoxpracticesforpeopletousetoday;

2. Researchingtheexistingknowledgeandunderstandingofadultsonthesubject(textile,industrialisation,ecology)byconductingasurveyineverycountrywithminimumof25adults(age18+);collectingcase-storiesofsuccess/mentoringstoriesofsuccessfromtherealparticipantsthroughtheinterviews;

3. Developing a new collaborative, comprehensive and accessible Curriculum for AdultsEducation for textile production and exploitation together with a Glossary – thecurriculum is to give an opportunity for the partnering organisations or any otherinterested parties to create and run a course in adult education as part of their owncourseofferings.

4. Developing a self-sufficient interactiveonline trainingmodule that followsall theworkcompletedon1,2and3throughthemethodofthe"guideddiscovery";

5. Arrangingworkshopsatnationalleveltopresenttheprojectresultsonresearch,analysisand the established curriculum, together with a pilot-test of the online tool as aneducationaltoolforadults;

6. Promoting, increasing and exploiting further the European collaboration in the area ofincreasingthepracticalskillforadults;

7. DisseminatingtheprojectresultsasmodelforbestpracticesandwidenthecooperationtoneworganisationsinadulteducationinEuropethroughthepartnersnetworkandtheinteractivewebsite.

Inordertoensureasmoothprojectprocessandasabasisofaclearworkdistributionbetweencoordinatingorganizationandprojectpartnersorganizations the followingrolesandtasksareforeseenforthedifferentorganizations.The project comprises of 8 distinct working packages (WP). Partners will lead theimplementation of the chosen working package and the Applicant will lead managing workpackageandwillsupportallwork.Theleader(s)ofeachWPhastoelaboratethedetailedworkplanforthatparticularWPandtoprovidetheotherpartnerswithallneededdocumentsandforms.TheWPleader(s)providethespecific implementation instruments andmonitor their application by the other partners. ForeachWP,whichisnotleadbytheApplicant,theresponsiblePartnershallfirstconsultwiththeApplicantandagreeupontheproposedworkplananddocuments,andafterthat-informalltheotherpartners.AsparticipantsintheimplementationoftheWP,allpartnersshouldfollowtheworkplanandtheinstructionsgivenbytheleader(s)ofthatWP.WorkingPackages(WP)WP1.Management[WP1–theApplicant(Spain)]Overallmanagementoftheproject–bothactivitiesandfinances.WP2.Researchandanalysis[WP2–Italy1]Thecompletedanalyticalworkwillbecomethebaseofahandbookforthedevelopedcourseinadult’seducation.WP3.Questionnairesandinterviews[WP3–Bulgaria]Thiswillhelpdevelopthestudents'evaluationwhenundergoingthedevelopedcourseinadultseducation.WP4.Curriculumforadultseducationintextileproductionandexploitation[WP4–Italy2]CurriculumwithGlossaryforthecommonwordsinthetextile/fashionareawithtranslationinallpartneringlanguages.WP5.Establishingtheinteractiveonlineplatform[WP5–theUK]Google Analytics evaluated and quality evaluated from the international expert team of theproject.WP6.Workshopsandpilot-test[WP6–Latvia]Workshopsatnational level todefinetheexactparametersofreachof thecreatedCurriculumandonlineusualtrafficwithregardstotargetgroupanddisseminationabilitiesatnationallevelandinternationally;

III.ProjectImpactTheassessmentofprojectimpactwillbebasedon4specificandcomplimentaryactivities:1.Allpartneringorganizationswillobservetheimmediateimpacttheprojecthasontheirowninstitutions,personnelandstudents.Thiswillhelptrackcompletion,recognizingeffortsandidentifyinglessonslearnedforbetterimplementation,applyingchangeswhereandwhenneededandimprovingperformanceoftheprojectasawhole.2.Stakeholdersdiscussiongroupsatlocal/communitylevel(especiallytowardsthesecondyearofprojectimplementationwhenallpartnerswillberunninglocalworkshopsandgeneraldisseminationevents)aroundtheprojectoutputsandresults.Thesewillhelptoanalyzeinformation,identifylessonslearnt,andmakerecommendationsaboutprojectimplementation,andtoassessthechangesbroughtupbytheproject.Theimpactwillbereviewedduringthemid-termreportaswellasthefinalreportthatistobesubmittedtotheNationalAgency.3.Fieldsurveystoassesschangesinthesocialbenefitsforallinvolved–towardstheendoftheproject,mainlyduringtheInternationalConferencewheretheprojectwillbecompletedandallprojectachievementswillbepresentedatonceinfrontofalargeaudience.4.Continuingmaintenanceofalldigitalproducts–projectonlinetoolandsocialmediachannels.Theseactivitieswillbeassessforbothmid-termandfinalevaluationinordertoinfluencetheprojectoutcomesandgiverecommendationsforimprovedimplementationandwithregardstoanyfollow-upactions.Themainindicatorswouldbeonlocallevel:Bestpracticesaremainstreamedintheprojectprocesses;Informationandknowledgegeneratedbytheprojectisavailableaswellasaccessiblebyallinterestedpartiesandinaneasytounderstandandnavigatemanner;Locallypartnerscontinuetoapplyproject’soutcomesintheirregularwork.OnInternationalleveltheindicatorsthatwouldbelookedforare:Theprojecthascreatedaworkingconsortiumwherepartnersarecooperatingandlearningamongeach-other;Thecreatedpartnershipremainsactiveandcontinuestoattractpeopleinterestedintheprojectsubject.Thecreatedpartnershipcontinuestocollaboratewithdifferentstakeholdersforsustainableimpactofallprojectoutcomes.Themeasurementoftheimpacts,previouslymentionedintheprojectwillbecarriedoutbyanassessmentoftheoverallimpactanddetailedimpactassessment.Wewillusecommon

techniquessuchasmeetings,consultationoftheparties,interestedbythisproject,assessmentoftheeffectsanduseoftheresultsofresearchesandanalysisprovidedduringtheimplementationaswellaspresentationoftheproject’sinnovativeproductsinthereallifeandpractice.Quantitativemethodswillbeusedtoobtainclearevidenceofpositivebehaviorchangeamongthepeoplethatwillactivelyparticipateintheallprojectactivities,findingtheconnectionbetweentheimplementationofproject’sinnovativeproductsandpositivechangeinthepractice.Thefollowingmethodsaretobeused:surveywithquestionnaires,interviewsandworkshopswheresharingthegoodpracticesinusingtheproject’sproduct;monitoringperformance/demanddata;unobtrusivemonitoringofteachingpractices;dataanalysisoftheproduct(feedbackofthepilottestingoftheproduct),GoogleAnalyticsfortheinternetflowontheproject’swebsiteincludingwithdetailsoncountriesaccess.Numberofviewersandnumberofregisteredusers,numberofattendeesonallprojectseventsandworkshops,numberofpeopleparticipatedinquestionnairesandsurveys.SustainabilityProjectactivitieswillenhancetheinterestofallstakeholders–fromindividualstoinstitutionsworkinginthefiledforparticipationinaninitiativethataddressestheirtextileknowledgeanddevelopingskillsintheareaoftextileproductionandexploitationforbuildingapositivepracticalhabits.TheprojectislookingattheinnovativewayofreachingtothebroaderaudiencebyapplyingtheapproachesandmethodologiesbasedonICTsandcreatinganinnovativeproductwithhighquality.Thisistohelpachievingtheobjectivesofbothlevels-projectandErasmusPlusprogramwherethepositiveresultswilltriggertheinterestofallstakeholdersforfurtheractionsinthefiled.Successfulcompletionoftheprojectactivitieswillenabletheteamofallpartneringorganizationstogainvaluableexperienceintheorganizationandmanagementofinternationalactivities,encouragingtheengagementinsuchactivitiesaftertheproject’send.Thesuccessfulstartappliedwiththecurrentprojectwillensuresustainedinterestamongallstakeholdersforlookingformorefutureopportunitiestocontinuethework.Thisprojectaimstoraiseawarenessontheimportancethatallpeopleshouldhavewhenthesubjectoftextileisdiscussed–fromhistoricandculturalpointofviewtothepracticalmethodsoftextileproductionandexploitationinmodernbutalsoeco-friendlyway,whicheventuallyreflecttoahugeextentonoursocietyasawhole.Theprojectwillbedevelopedthroughsubsequentactivitiesonlocalgroundthusgettingtheeffectofupgradeandfollowers.Focusingonthemethodsuseinnon-formaleducationfromaculturalpointofview–practicesusedlocallythatreflectthelocalcultureandareeffectivetotransfertoothercountrieswillhavetheintendedimpactonlocal,regionalandnationallevel,andpartnersinthisprojectwillbeencouragedtoorganizeeventstopromotetheactivitiesoftheproject.Thiswillensurethesustainabilityoftheresultsthatwillaffectwideraudienceofindirectbeneficiaries.Allpartnerswillseeknewopportunitiesandnewpartnershipsforparticipatingtootherprojectsunderthe"ErasmusPlus"programaswellasotherEuropeancooperationprogramsinthefieldofreallifefinancialeducation.
