While there are so many loose ends on Capitol Hill, one thing is certai n: Change is coming.Farm bill. Optimism is waning that the House and Senate will reach a reasonable agreement on afive-year farm bill. Without a compromise, farm policy reverts back t o 1949 permanent law or yetanother costly extension goes into eff ect. According to Sara Wyant, editor of Agri-Pulse, the big-gest hindrances to the real deal include:Food stamp reform and the work requirements in the House bill. How to compromise on the commodity title. The House bill includes a choice of pr ice-based andrevenue-based subsidies and bases calculations on planted acres. The Senate bill focuses on revenuesupports and historic base acres.Whether or not conservation compliance should be linked to crop insurance. How to make dairy policy more market oriented. If a new farm bill does indeed pass, USDA will need at least six months to tackle the back-endwork before the new programs reach the farm, Wyant adds. The working lands conservationprograms should be straightforward to continue.Renewable Fuel Standard . Maybe more vital than the farm bill, Wyant says, is the RenewableFuel Standard (RFS). For 2014, the Environmental Protection Agency (EPA) is proposing to lowerthe RFS from 18.15 billion gallons to 15.21 billion gallons of ethanol and biodiesel for blending intofuel. The proposal will go to a 60-day comment period before becoming final.Final is a long ways of f, though. Its pretty clear that biofuel groups will sue EPA over the newrules, says Scott Irwin, University of Illinois agricultural economist. Where we ultimately comeout will probably rest in the hands of a D.C. judge.Regulatory hurdles . From the Food Safety Modernization Act and labeling genetically modifiedfoods to the 2008 Gulf Hypoxia Action Plan and Clean Water Act, the push to regulate modern-dayproduction agriculture is real. As 2014 arrives, 12 states along the Mississippi River are finalizingtheir Gulf hypoxia action plans to help reduce the amount of nitrogen and phosphorus flowing intothe Gulf. While there wont be runof f police, there will be press ure for farmers to adopt BMPs[best management practices], says John Dillard, Farm Journal legal columnist. If the BMPsarent sufficient to meet thegoals, we are stepping intounknown territory as far asEPAs authority to mandatechanges in productionpractices. In 2014, keep a close eyeon the ChesapeakeBays approach to

reducing total maximumdaily loads because it is theblueprint for how EPA plansto address all other majorwatersheds.

THE CREATION- On Sunday, January 26 at 2pm, HubbardHall will present a Music from Salem Listening Club about Haydnsmasterwork The Creation, led by Peter Subers. Franz Josef Haydn visited London twice during the 1790s. There he heard theoratorios of Handel for the first time and returned to Vienna deter-mined to write his own work in the form. The libretto he used, based on the Genesis story, the Psalms, and Miltons Paradise Lost, had been originally refused by Handel, but Haydn used it to delivera masterpiece that ranks among his finest. Described by one criticas the very embodiment of Enlightenment idealism, The Cre-ation remains an abiding testament not only t o the grandeur of ourworld, but to its sacred origin as well. Join us as we explore, throughrecording and discussion, this magnificent work. No musical knowl-edge is required, just a willing set of ears. The January 26 Listen-ing Club will take place at 2:00pm at Hubbard Halls Dance Studioin Cambridge, NY. Cost is $10. Pay at door, or pre-register athubbardhall.org or 518-677-2495 Music from Salem is a chambermusic series that brings together musicians of int ernational repu-tation to prepare and perform chamber music, as well as to leadeducational workshops and seminars, in the peace and beauty of rural Washington County, New York. JURIED B&W PHOTOGRAPHY SHOW- The Shirt Factory Gallery announcesa call for entries for its second annual Juried Show. The theme is black and whitephotography; with a maximum entry size of 24 inches in any direction. The juroris Dr. Rene OBrien, Professor of Photography at SUNY Adirondack inQueensbury, New York. The deadline for entries has been extended to Saturday,January 18 , 2014 and application information is online at www.shirtfactorygf.com.We chose the black and white photography theme to tie in with The HydeCollections Ansel Adams exhibit that runs from January to April, says ShirtFactory Co-Manager Kate Austin-Avon. The Hyde is right around the cornerfrom us and we thought that photos would be on peoples minds. We had greatfoot traffic with our Georgia OKeeffe inspired show that tied in with the Hydesblockbuster summer exhibit of 2012, so we wanted to support them and offertheir visitors more to see when they come to Glens Falls. Our inaugural juriedshow of small works last year was incredibly successful, and we do plan to makesmall works a biennial theme, coming up again in late winter of 2015. We areaccepting applications through www.onlinejuriedshows.com, says show coordi-nator Dave Francis. This will make it easier for applicants to apply, and wereexpecting a broader reach with this tool. First prize for this show is $200 cash, and other prizes will also be awarded. The show seeks sponsors for specialprizes. The show opens with a reception and awards ceremony on Friday, Feb-ruary 7, 2013, from 5 to 7 p.m. and runs through Friday, March 14.
