Ineligible use of grant funds:

• Political advocacy, fundraising, or lobbying

• Litigation or legally mandated mitigation projects

In 2018 , projects must occur in United States

• Projects in Mexico and Canada may be eligible again in future years

Eastern monarch population priority areas

• Arkansas, Illinois, Indiana, Iowa, Kansas, Michigan, Minnesota, Missouri, Nebraska, North Dakota, Oklahoma, Ohio, Pennsylvania, South Dakota, Texas, Wisconsin

Western monarch population priority areas

• On or adjacent to U.S. Forest Service and BLM land • Overwintering sites

• Federal, state and tribal lands

• Local government lands

• Rights-of-way • Agricultural lands

• Other private lands

• Western habitats on or near Forest Service or BLM lands

• Western monarch overwintering sites

• Habitat Improvement

• Outreach and Organizational Coordination

Strong, focused outcomes in a single category will tend to compete better than a less-focused project that spans both categories

Goal: Increase quality, quantity and connectivity of monarch and pollinator habitat Strategies

• Restore and enhance habitat, with emphasis on milkweed and a diversity of nectar plants

• Increase native seed and seedling supply, with emphasis on improving sustainability and affordability

• Protect and improve overwintering sites

Define the step-by-step restoration plan (site prep, project size, techniques used, maintenance plan, etc.) Please describe the intended use of seed or seedlings

• Budget must comply with OMB Uniform Guidance

Matching funds of at least 1:1 in non-federal funds will be required Matching contributions may include:

• Cash • Staff and volunteer time • Work performed • Materials and services donated

• Cost of land acquisition/easement • Allowable indirect costs not covered by grant

funding • Other tangible contributions to project goals

Match must be:

• Verifiable from the grantee’s records

• Not included as contributions for any other award

• Necessary and reasonable for accomplishment of project or program objectives

• Allowable costs based on the program and funding source guidelines

• Committed directly to the project and must be used within the period of performance

• Duration is typically 2 years (or two full field seasons)

• Start date should be no earlier than August 1, 2018

• Match must be spent between project start and end dates

• Projects selected to receive Federal funding may be subject to requirements under the:

• National Environmental Policy Act

• Endangered Species Act

• National Historic Preservation Act

• Award payments are primarily reimbursable

• Grantees may request reimbursement at any time after finalizing a grant agreement
