Develop skills to address complex issues in a changing environment, anticipate and innovate
in water policy and governance
The management of water resources faces environmental, climatic,political and economic challenges. In this changing environment,innovativepoliciesshouldbedesignedtofostercollaborationsbetweenStates,thecivilsocietyandtheprivatesector.Tothisend,practitionersanddecision-makersneedtodevelopnewanalyticalskills.
The Institute for Environmental Sciences of the University of GenevalaunchesthesecondeditionofthecertifyingSummerSchoolinWaterGovernance: Frameworks and Negotiations. This two-weeks trainingisaimed todeliverskillsandknowledgebasedon the latestscientificresearch that are applicable in professional contexts. Participants willlearnhow tousewatergovernance tools toaddresscomplexpoliticalsituations,beresilientwhenacrisisstrikes,andinnovateinthefaceofriskanduncertainty.
Our teaching philosophy is to encourage interactions between thepractice and results from scientific research.Trainers and participantswillbeinvitedtosharetheirexpertiseandtheirprofessionalexperiences.
Inadditiontotheon-siteclassesgivenattheSummerSchool,aMOOCinWaterManagementandPolicy isofferedtotheparticipantsontheCourseraplatform.CompletionoftheMOOC(ideallypriortheSummerSchool) and of a final thesis (to be delivered by September 2018) arerequiredtoobtaintheCertificateofAdvancedStudies(CAS).

Objectives¡ Identify and analyse the new challenges of water resource
managementattheglobalscale,consideringthewholewatercycle.¡ Analyse hydrodiplomacy and actors’ strategies and understand
trendsandfunctioningofwatergovernanceatthegloballevel.¡ Providetoolstowaterprofessionalsfortheanalysisofwaterpolicy
issuesandthemanagementoftheresourceinthefaceofriskanduncertainty.
¡ Developwork-relatedskillssuchas:abilitytoanalyseinternationallegal and institutional frameworks, and the related negotiations;abilitytopreventandregulatewaterconflicts.
¡ Developacommunityofpracticeinthefieldofwatergovernance.
Learning Outcomes¡ Implement strategies which take into consideration both political
andpracticalissuesofwatermanagement.¡ Usetoolsfortheanalysisandthemanagementofwaterpolicyissues,
inachangingenvironment(political,economic,environmental).¡ Analyselegalframework,theirdevelopmentandthemanagement
scopeoftheresource.¡ Managecomplexsituationandimplementinnovativesolutions.¡ Communicate effectively on policy and strategic issues regarding
waterresource.¡ Anticipateinterandintra-sectoralwaterconflictsandresolvethese
conflictswithwatermanagementtools.

Programme Structure¡5 modules, equating to 125 hours of teaching and 145 hours of
personalstudy.
¡The first module is a distance learning class (MOOC) on WaterManagementandPolicy.
¡Modules2-5areclassroomteachingclasses,organisedonafull-timebasisoveraperiodoftwoweeks,3-15June,2019.
¡Eachmodulecorrespondsto1ECTS.
¡Thesemodulesarecompletedbyathesisthatcounts5ECTS.
¡TheteachinglanguageisEnglish.
¡TheCASequatestoatotalof270hoursofstudy,i.e.10ECTScredits.1ECTS(EuropeanCreditTransferandAccumulationSystem)equatesto25-30hoursofwork(teachingandpersonalstudy).

Portfolio ThesisThefinalprojectconsistsofathesis,writteninthetwomonthsfollowingtheSummerSchool.Thethesistopicischosenwiththeagreementofthesteeringcommittee.Theobjectiveistoproduceanin-depthanalysisofaspecificquestion,relevanttothe–professionalandpersonal–interestsof the participant, with a critical perspective and a multidisciplinaryapproach.
Diploma AwardedTheCertificateofAdvancedStudiesinWaterGovernance:FrameworksandNegotiations/ Le certificat de formation continue en Gouvernance de l'eau: structures et négociations isawarded,subject to theassessmentcriteriabeingmetforeachmodule,bytheInstituteforEnvironmentalSciences of the University of Geneva. It equates to 10 ECTS (EuropeanCredit Transfer and Accumulation System) for 95 hours of on-sitetraining.
