1.0 Introduction
1.1 Patrick Parsons Limited (PPL) have been appointed by Urban Agency to prepare a Mobility Management Plan to accompany the proposed application for the Provision of water based recreational facility at George’s Dock and Custom House Quay, Dublin 1, incorporating the following: provision of a white water rafting course utilising the existing George’s Dock basin, which
is a protected structure, including;a. a central flat water training facility including water polo amenity,b. white water slalom course,c. kayak/raft conveyor,d. pumping station and water treatment plant,e. a mechanical control centre and electrical substations,f. enhancement of existing public lighting and provision of low illumination level
floodlighting for waterbased activities; andg. swift water rescue centre with floodable urban street with mock enclosures
forming a ‘rescue village’. The demolition of former Dublin Docklands Development Authority office building and
removal of 6 no. existing trees at Custom House Quay. Construction of two new quaysidebuildings with a combined total floor area of 763.98 m² and maximum height of 5.5m.The east building incorporating land based activities including changing rooms, reception,staff amenity area, equipment storage. The west building comprising replacement officesand conference room for the use of Dublin City Council Docklands office. Ancillarylandscaped public open space between these proposed quayside buildings includingsurface water attenuation area and quayside walkway;
Reconfigured and resurfaced public open space where necessary to the existing plaza atGeorges’s Dock, including the removal of 4 no. existing trees, making good any damagecaused by construction work, and the provision of temporary construction compound.Connection to public surface water drainage system; and
Conservation and protection works to the lock gate and quay walls together withretention and protection of the triumphal arch on site and the partial removal of thetimber boardwalk and insertion of access structures to the canal channel at the sea wall.

2.0 Objectives of Mobility Management Plan
2.1 It is known that the use of car for daily commuting has become a significant issue. The Canal
Cordon Report 2017 shows that the use of sustainable modes of transport is increasing in
Dublin. Public transport usage has increased by just under 5% between 2006 and 2017. The
use of private cars has decreased by almost 20% since 2006. Non-motorised modes of
transport like walking and cycling have increased from the previous year by 16% and 5.9%
respectively. The development of the Dublin Whitewater Course and Quayside Buildings can
further contribute to the increase of more sustainable modes of transport with the right
measures.
2.2 A Mobility Management Plan aims to integrate transport, its users and site management
issues in a coordinated manner to reduce transport costs and create a more sustainable
environment for both the employers, staff and visitors. This will be done by informing and
encouraging staff to use sustainable means of travel.
2.3 The Dublin City Development Plan (2016-2022) states that Mobility Management Plan should
seek to encourage the use of sustainable modes of transport such as public transport, walking
and cycling. The plan includes two objectives directly linked to Mobility Management; these
are as follows:
• MTO23: To require Travel Plans and Transport Assessments for all relevant new
developments and/or extensions or alterations to existing developments
• MTO24: To review and monitor Travel Plans through the Dublin City Council Mobility
Management Section
2.4 The objectives of this Mobility Management Plan are as follows:
• Reduce car journeys to and from the site;
• Increase the number of people who share their journeys by car;
• Reduce the number of trips during rush-hour;
• Enable staff and visitors to use alternative, more sustainable modes of transport

3.0 Site Access Arrangements
Site Description
3.1 The application sites are located on George’s Dock, approximately 1km east of Dublin City
Centre. Specifically, the White-Water Rafting Course is on Georges Dock and the Quayside
Buildings will be constructed between Custom House Quay and the River Liffey, in place of the
former Dublin Docklands Development Authority (DDDA) office building. The site location is
shown on Figure 3.1.

4.0 Proposed Development
4.1 The proposal is for the removal of the existing material along with remnant services in
George’s Dock and the demolition of the existing former DDDA office building to make way
for the construction of the White-Water Rafting Course and the Quayside Buildings - White
Water Rafting Centre and Dublin Docklands Office.
White Water Rafting Course 4.2 The Whitewater course constructed in Georges Dock will consist of a rescue village channel
and a course that is set around the perimeter of the quay walls. The course is geared towards
all levels of participation, with events ranging from amateur to expert rafting competitions.
4.3 The central island will contain a canoe polo pitch and some ‘mock structures’ for training and
testing by first responders. The canoe polo pitch will allow swimming and specialist training
on site.
4.4 A sub station and control room will also be constructed near the existing arch.
Quayside Buildings – White Water Rafting Centre and Dublin Docklands Office 4.5 The Ground floor of the Quayside buildings will host the White Rafting Centre and the Dublin
Docklands Office. The Proposed Ground Floor Plan is attached at Appendix B.
Demand Estimates and Travel Management 4.6 The estimated number of visitors from year 1 to year 5 of operations is shown on Table 4.1.

4.7 The course will be in operation no earlier than 8am and no later than 10pm. Tickets will be
pre-purchased for specific time slots and therefore the flow of people to the facility can be
controlled, resulting in no queuing and unnecessary travel. The site can further be manged by
dictating demand during less busy periods, this will spread out the flow in and out of the
facility and balancing it more evenly.
4.8 Phone Apps and GPS will be utilised so that anyone unfamiliar with the area, or even Dublin,
can be informed of the multi-modal accessibility of the site as part of any ticket purchase.
User Group Schedule 4.9 The White Water Rafting Course will be used by different groups of people; these are as
follows:
• User A – External Paddler
This group will arrive with their own kayak and either; drop off near to Triumphal Arch; or
paddle in from Poolbeg landing stage at Ringsend. There is projected to be approximately
7 of these users per day on average. Their initial contact with the centre will be via the
quayside buildings.
• User B – Resident Club Paddler or Rental Paddler
This user will be arriving without equipment and will approach the centre from either
existing parking facilities or public transport. Kayak drop off is not required as these will
use the WWRC rental fleet or club / private kayak stored in designated secure storage on
the river pontoons. Their initial contact with the centre will be via the quayside
buildings.
• User C – Rafter and general visitor/spectator
Similar to User B, this user will be arriving without equipment. Many of this these
arrivals will largely be made up of group bookings, but on the day purchases will be
common during the peak season. They will usually approach the centre from private
group transport such as minibuses or public transport. Their initial contact with the
centre will be via the quayside buildings.
• User D – Fire & Rescue Personnel
This user group will be the most divergent from the typical user, but will arrive in groups
for planned training using the Swift Water Rescue Village. Due to heavy kit and equipment,
drop off for Users D will likely be near to Triumphal Arch.

4.10 The Whitewater Rafting centre will be able to drop equipment adjacent to the proposed sub
station and MCC room where there is a lockable area behind. The only approach will be to
drive east on the R801 and use the existing left hand turn towards the arch. The centre will
have lockers for kit and equipment and personal belongings. Kayaks and rafts will be stored
on a pontoon in the River Liffey, with space for 5 rafts and up to 40 kayaks.
4.11 Disabled person drop off area to be provided near the Triumphal Arch.
4.12 Cycling parking, 5 cycle stands, will be provided adjacent to the sub-station. There are also 8
existing cycle stands along George’s Dock. 4 existing cycle stands, next to the existing former
Dublin Docklands Development Authority building, are to be retained and relocated next to
the western Quayside Building.
4.13 The centre does not have any parking, so visitors and staff will have to park elsewhere. Table
4.2 shows the nearest car and coach parking facilities to the White Water Rafting Centre along
with their hourly cost. It should be noted due to the City Centre location and very good
connectivity to public transport, most visitors will not need to use the car. All users will be
informed that no car parking is provided at the site at the time of booking and sustainable
travel information will be provided; on tickets; on promotional literature; and on the website.
4.14 Employees and patrons of the proposed facility will largely avail of enhanced public transport,
and excellent walking and cycling access that already exist to the site and where use of private
vehicles and private coaches is anticipated existing parking facilities in relatively close
proximity to the application site are available for use. It is anticipated that requirements for
prior booking and advance information on and encouragement of sustainable modes of
transport will ensure that parking congestion will be avoided.

5.0 Transport Model Types
Introduction
5.1 A key element of national, regional and local policy is to ensure that developments are located
in areas where alternative modes of travel are available. Developments should be located
close to complementary land uses. This supports the aims of integrating planning and
transport, providing more sustainable transport choices, reducing overall travel and car use.
This section of the Mobility Management Plan reviews the accessibility of the site via
alternative travel modes of travel such as:
• Public Transport;
• Cycling; and
• Walking.
Bus
5.2 The closest bus stops to the proposed developments is around 130m (2 mins walk) east and
west of George’s Dock. Custom House Quay Bus Stops and Outside Connolly Bus Stops are
shown in Figure 5.1. These stops are served by bus nos. 14, 15, 27, 27a, 27b, 27x, 42, 43, 53,
120, 121, 123 and 130.

5.3 The development is well serviced by a significant number of Dublin Bus Services as well as
other Private Bus Services. A brief bus service summary is shown in Table 5.1 below and full
timetables are attached as Appendix C. These services allow access from a wide area of the
City and also connect directly to the airport.

5.4 BusConnects has proposed the Core Bus Corridor Project which aims to deliver 230kms of
dedicated bus lanes and 200km of cycle tracks along 16 of the busiest corridors of Dublin,
shown in Figure 5.2. This project could provide a more efficient mode of transport for visitors
and employees of the proposed development. An extract of the proposed improvement is
shown in Appendix D.

Luas
5.5 The Red Line route of the Luas runs and stops north of the proposed site. This line runs east-
west though the north side of Dublin, then towards Tallaght and Saggart. The closest Green
line stop is approximately 650m (8mins walk) west of the proposed site. The Green line runs
north-south through Dublin, from Broombridge via Sandyford to Bride’s Glen. Both lines stop
at main streets and major suburbs and towns along their route. Appendix E shows a map of
the Luas routes. The Luas operating hours, frequencies and average journey times are as
follows:
• Monday to Friday – 05:30 to 00:30
• Saturdays – 06:30 to 00:30
• Sundays and Public Holidays – 07:00 to 23:00
• Services run at regular 3-4-minute intervals at peak time and every 15 minutes at night
• Saturday services generally run on St. Patrick’s Day and Good Friday
• No service on Christmas Day
Trains and DART
5.6 Connolly Station serves as a focal point in the Irish route network and is approximately 170m
(3 minutes’ walk) from the proposed site. There are three intercity routes served in this
station, services to Belfast Central; Sligo Mac Diarmada; and Rosslare Europort.
5.7 Tara St Stations and Docklands Stations are the next closest stations to the development,
around 7 minutes’ walk.
5.8 4 platforms in Connolly station are equipped with overhead wires for Dublin Area Rapid Transit
system (DART), Dublin’s electric rail system. Eight DARTs per hour serve the station, these are:
• 2 per hour to Howth
• 2 per hour to Malahide
• 2 per hour to Bray
• 2 per hour to Greystones
5.9 The Dublin Rail map, which shows services via trains; DARTs; and Luas is attached at
Appendix F.
5.10 A Metro Line is proposed along O’Connell Street, which will further improve accessibility to
the development.

Cycling
5.11 The Dublin city has released the Dublin City Development Plan (2016-2022) which sets out
movement and transport policies for the city. The plan shows that 5% of the mode share in
2014 accounts for cycling. The council aims to increase that amount to a minimum of 25%.
5.12 The development plan has set out a number of policies to encourage the use of bicycles, these
are as follows:
• To improve existing roads and junctions, and develop new and safe cycling routes
• To promote health, social and environmental benefits of cycling
• To provide secure and dry bike parking facilities at public transport hubs
• To provide traffic calmed areas and limit speed to 30kph at appropriate locations
throughout the city
• To continue to increase permeability in urban areas in line with the National Transport
Authority’s document ‘Permeability – a best practice guide’
5.13 Dublin has an interconnected cycling network that allows good provision for cycling. The
extract, Figure 5.3, from Greater Dublin area Cycle Network Plan by the National Transport
Authority shows that there are existing cycling facilities in the vicinity of the proposed site.
The original version of the map showing the existing cycling facilities of Dublin can be found
in Appendix G. Cycleways are also provided on Georges Dock as part of the BusConnect
proposals as shown in Appendix D.

5.14 Dublin City Council and the National Transport Authority has proposed the Liffey Cycle Route,
which will provide a safe, continues and segregated cycle facility in both directions between
Phoenix Park / Heuston Station and the Tom Clarke East Link Bridge. A summary of the Liffey
Cycle Route Project is attached as Appendix H. The Liffey Cycle Route could further improve
accessibility to the proposed developments for visitors and employees.
5.15 Visitors to the development will have access to Dublinbikes, which are distributed throughout
the city centre to enable easy access and optimal use. This is a self-service bike rental system
open to everyone from the age of 14 years old. It enables users to travel through the city
centre, commute between home and work and get out and about to enjoy the city at their
leisure. The nearest Dublinbike station, No.8, is located at Custom House Quay, opposite the
EPIC The Irish Emigration Museum, a minute walk west of the proposed Quayside Building.
This station has a capacity of 30 bikes.
Walking
5.16 Footways and footpaths along all links around the vicinity of the proposed sites are well lit and
well maintained. Pedestrian crossing facilities are present at all major junctions around
George’s Dock. The pedestrian movement between the quay building and the main area will
require customers to cross the main road using the existing pedestrian crossing at the west of
the quay building. At low tide users will paddle round to the course from the pontoon on the
Liffey. Pedestrian movement within the facility is covered in the Architect’s report.
Coach Parking
5.17 There may be infrequent times when visitors arrive by coaches, projected to be 1-2 per week,
(i.e. school trips or team building days etc.). Coaches will be able to use the four existing drop
off bays near to the development along Custom House Quay (Hilton Garden Inn Hotel) and
North Wall Quay (Citi Bank, Spencer Hotel and A&L Goodbody) for drop off and pick up only.
They will also be able to use the coach parking facilities at the National Transport Authority
Coach Park within the North Docklands, being a 12 minute walk from the site.
Summary
5.18 Overall, it has been established that sustainable modes of transport are widely available and
accessible to and from the development site. Future plans including the Liffey Cycle Route
Project and BusConnects’ Core Bus Corridor Project, which will develop cycling and bus
facilities in the Greater Dublin Area, will further improve cycling and bus provision to the site.

6.0 Specific Measures
Introduction
6.1 In order to achieve the objectives, set out in this Mobility Management Plan, a number of
specific measures and initiatives will be put in place.
Car club / Car sharing
6.2 Car sharing will be encouraged between employees and visitors should they need to travel by
car. A private car sharing scheme will be set up on www.carsharing.ie, allowing employees to
register as a car sharer and organise car sharing trips to and from the workplace.
6.3 Go Car is a pay as you go car rental scheme, which has numerous locations around the city.
The nearest rental stations are located at City Quay and Talbot Place.
Public Transport Information
6.4 Public transport information will be made readily available to all employees and visitors. This
information will include service timetables, routes, fares and ticket prices. It could be
displayed on the tickets, promotional literature and on the website for visitors. It will also be
displayed on notice boards of the reception or employee kitchen for staff use. The information
will be monitored regularly to make sure all information is up to date.
6.5 Incentives for visitors travelling by public transport, walking or cycling will be provided, such
incentives include free coffee, snacks etc.
Public Transport Fares and Offers
6.6 Employees using public transport to work could receive reduced fares and offers from the
TaxSaver Commuter Ticket Scheme set up in 2000. The Scheme is operated directly by Irish
Rail, Dublin Bus, Bus Eireann and other approved providers. Employees participating in the
scheme will benefit from reduced income tax, PRSI and Universal Social Charge (USC)
payments.
6.7 Facility users could get discounts and vouchers for public transport if they use public transport
to and from the facility, if the site partners with Dublin Bus.
6.8 Bus and LUAS times will be made available on the leaflets, as well as, real time bus and LUAS
information on the facility’s website. Maps of local bus and LUAS routes, and nearest stops
will be shown on the notice boards.

Flexible Working Hours
6.9 The Council operates a flexi-time system that offer staff flexible working hours to avoid
travelling in rush hour and peak traffic periods. This may lead to reduced traffic and shorter
travel time. Also, alternative modes of transport, such as public transport, may become more
attractive due to less congestion and more dependable travel times.
Cycle to Work Incentives
6.10 The Council is registered with the Cycle to Work Scheme. This scheme will help employees
obtain Tax-free brand-new bikes and safety equipment worth up to €1000 for employees.
Employees who cycle to work will have access to locker facilities and emergency equipment
like bike pumps, helmets, lights etc. Cycle safety training and visits from bike mechanics to
check and repair bikes could also be implemented.
6.11 Employees who choose to walk, run or cycle to work will be given access to the centre’s
changing and showering facilities.
6.12 Dublinbikes stations, cycle routes and maps will be publicised on notice boards and could also
be displayed on tickets and on the facility’s website.
Walk to Work Incentives
6.13 Employees taking part in schemes such as Walk to Work Wednesday will be encouraged.
Smart Travel Accessibility Walking Maps will be displayed on notice boards for visitors and
staff.
Poolbeg Yacht Club
6.14 For public kayaking sessions, at key times a boat shuttle using a pair of Rigid Inflatable Boats
(RIBs), one for paddlers and one for kayaks from Poolbeg Yacht Club at Ringsend would be an
option. The journey time is approximately 6 minutes.

7.0 Phasing & Monitoring
7.1 Monitoring is an important part of any Mobility Management Plan (MMP). This will be
implemented by conducting an employee travel survey, 6 months after the facility’s initial
operation. The Management Mobility Plan along with its schemes and measures will be
reviewed accordingly to the results of the travel survey.
7.2 The travel surveys will be issued to employees and the MMP reviewed on a minimum yearly
basis. The Plan will be updated to include new schemes that could encourage employees to
use more sustainable modes of transport.
7.3 Mobility Management Plan Co-ordinators will be appointed. The co-ordinators will be
responsible this monitoring and duties such as:
• Assessment of Staff Travel Surveys
• Review targets and objectives
• Review of mobility management schemes and initiatives

8.1 Conducting the specific measures to achieve the objectives set in this Mobility Management
Plan will bring about benefits to the employees and employers.
8.2 Benefits to the Employee
• Reduced Commuting Costs – The cost of commuting can reduce due to the TaxSaver
Commuter Ticket Scheme. Commuting costs can also be entirely written off by
cycling and taking advantage of the Cycle to Work Scheme.
• Better Health – The use of non-motorised and more active modes of transport like
walking and cycling can bring about health benefits
• Reduced Stress – A more reliable and cost-effective way of travelling to work can
assist reduce stress
8.3 Benefits to the Employers
• Improved Accessibility – A decrease in congestion accessing the workplace along
with increase in travel alternatives will benefit both employees and visitors, as well
as resulting to improved customer service and better reputation
• Increased Employee Productivity – Flexibility in the workplace can lead to lower
stress levels, happier and more productive workforce
• Eco-friendly - Employers encouraging the use of more sustainable modes of
transport will enhance the organisation’s reputation as being eco-friendly

Liffey Cycle Route / Options Assessment Summary
4.1 SectionsThe Liffey Cycle Route encompasses an area from the Phoenix Park in the West to the Tom Clarke East Link Bridge in the East, a distance of almost 5km and travels through one of the most congested and densely populated areas of the city. The character and function of the river corridor varies along its length, from the peri-urban western section, through the historic and core city centre, to the recent city expansion through the docklands. The route has therefore been considered in four sections.
4.2 Appraisal:Each section was appraised in line with the requirements of the Common Appraisal Framework (CAF). This standardised process is used in transport assessment projects in Ireland, which considers relevant factors under five categories, which are:
