Mobility Management is about creating community connections

• A well-connected and diverse transportation system is the key to community-wide mobility.

• It begins and ends with the customer, rider, or client.

• We encourage communities' visions in which the entire transportation network works together.

• Deliver the transportation options that best meet the community's needs.

Work with Mobility Managers to use CCAM tools to Support Coordination

• Have discussions with colleagues across Federal agencies & their grant programs

• Undertake an inventory and collaborate on identifying local opportunities• Integrate in regional coordination and transportation advisory work - use

Federal programs resource as a sort of “checklist” for engagement• Launch partnerships with projects across Federal sectors• Develop communication and informational blurbs across agency programs• Hold informational meetings to enhance awareness across sectors• Invite representatives of these programs into advisory roles• Work with your regional liaison at NCMM to help you implement these

tools

NCMM Resource for Statewide Mobility Management

Statewide Mobility Management: Factors Affecting the Creation and Success of Networks (July 2020). Builds on the findings presented in the 2018 Mobility Management: State of the States Report. It documents the ways in which statewide mobility management networks are at the forefront of the next generation of the delivery of transportation services. Although there is no single blueprint for implementing a successful network – and definitions of “success” vary widely – the research and analysis demonstrate that there exist a growing body of best or promising practices around mobility management that can greatly benefit existing and nascent networks.

Moving Towards the Ideal Network

• Today’s statewide mobility management networks are growing along multiple dimensions: • Collaboration among state DOTs, private transportation providers, human

service organizations, and community partners continues to improve • State level agencies such as state departments of health, whose primary

mission is not transportation, are participating in discussions about mobility management

• Awareness of the topic increases as mobility management coordinators engage in more public outreach through their employers as well as community partners

• Interest in mobility management as a career path is attracting talent from across sectors

Peer State Mobility Management Examples

Ohio – built a network of over 29 mobility managers, featuring standardized Coordinated Transportation Planning, public education on local transportation options, and representation for rural/urban community needs for regional approaches

Massachusetts – MassMobility, a joint initiative between MA’s Executive Office of Health and Human Services and MassDOT aims to increase mobility for seniors, individuals with disabilities, low-income commuters through information sharing and RCC’s

Kansas - 2010 state law titled “Transportation Works for Kansas” (T-WORKS) led to KDOT developing a Regional Transit Business Model Volume I-II, which creates coordinated transit districts (CTDs) and leverages mobility management

Tennessee – Legislature created Office of Accessible Transportation with a coordination mandate that can work through human resource agencies for regional implementation

• ACL released the Strategic Framework for Action: State Opportunities to Integrate Services and Improve Outcomes for Older Adults and People with Disabilities on June 10, 2020.

• ACL developed the Strategic Framework to support state efforts to:• Address the holistic needs of older adults and people with disabilities through

program coordination and integration with health care financing and delivery; and• Support partnerships across health care and social service organizations to improve

health care outcomes and lower costs by effectively addressing social determinants of health.

• This Strategic Framework also seeks to highlight effective approaches for collaboration across state agencies (Aging, Disability, Medicaid, Transportation, Housing, etc.) to improve program coordination and availability of services and supports to individuals in need.https://acl.gov/news-and-events/announcements/seeking-input-strategic-framework-action
