Sandy has changed thebay dramatically

Six months after superstorm Sandy hitour shores, coastal waterways are still lit-tered with debris – some within view butplenty of it still lurking beneath the water’ssurface, town Supervisor Kate Murrayremarked recently.

“There has been a great change to ourwaters and we are facing unique safetychallenges this boating season. Boatersneed to be on high alert, use caution and beaware of surroundings,” she said.

Joining Supervisor Murray at a boaterssafety briefing this week were RobWeltner, president of Operation SPLASH(Stop Polluting, Littering And Save theHarbors) with other members ofSPLASH; County Executive Edward P.Mangano; town Councilwoman AngieCullin; and Chris Squeri, executive direc-tor of the New York Marine TradesAssociation.

They had gathered at the Town ofHempstead’s Department of Waterwaysand Conservation building in Freeportto caution boaters about the “new nor-mal out in the bays,” said Rob Weltner,as well as to ask mariners to reportdebris in local waterways.

Hempstead Town’s Conservation andWaterways team has removed all kinds ofdebris, including lumber, damaged boats,

sections of bulkhead, broken docks,machinery, entire bayhouses and roofing.

Another complicating factor associatedwith recovering post-Sandy marine debrisis that the debris is dynamic, moving inand out of waterways with surging andreceding tides.

Additionally, wind shifts, tidal dynam-ics and water current move waterboundhot tubs, bulkheads and furniture aroundthe waterways. “On Monday there couldbe a sofa in the waters off of Massapequabut by Thursday, you’ll find it in [thewaters off] Island Park,” said SupervisorMurray.

These items can present serious hazardsto those operating boats, wave runners,sailboats and other water craft. SupervisorMurray said the debris could be particular-ly hazardous to water skiers and thosebeing towed behind boats in tubes.

“Boaters should use extreme cautionwhen they return to the waters this spring,”said County Executive Mangano. “Thebays are still littered with dangerous debris.”

800 tons to dateTo date, the town has collected more

than 800 tons of debris. “We will continueto collect debris throughout the year,” saidSupervisor Murray. “This is much tooimportant to the well being of our resi-dents and for the environment and, ofcourse, it is a safety issue,” she added.

At its March cleanup, OperationSPLASH removed 41,000 pounds [over20 tons] of garbage in three hours.

“There is more debris than ever,” saidMr. Weltner.

Boaters also need to be attentive tochanges in the bottom depths of bays andwaterways. The storm caused shoaling andother changes to the topography of the bot-toms of the bays and waterways, he said.

“Please take it slow; think of it as yourfirst time on the water,” said Mr. Weltner.“I’ve been boating for 50 years and I ranaground out there. If you are going out tothe canyon at night, it can be treacherous,so be careful. Sediment has moved, inletshave opened and closed. This storm[Sandy] changed the life of the bay.”

Additionally, boaters can help return thebays to a more pristine and safer conditionby reporting any floating debris toHempstead Bay constables at 801-5608,

said Supervisor Murray. Impediments to navigation in Jones

Inlet and other federal channels should bebrought to the attention of the U.S. CoastGuard at 785-2921. Residents can alsohelp in cleaning up the bay by contactingOperation SPLASH at www.opera-tionsplash.net.

Finally, any serious water accidents maybe reported to 911 for the Nassau CountyPolice Department’s Marine Bureau. TheCoast Guard, the state Department ofEnvironmental Conservation (DEC) andTown of Hempstead Bay constables alsohave jurisdiction along the South ShoreEstuary.

“Enjoy, but be careful,” concluded Ms.Murray. “Use common sense steps for asafe and happy boating season.”

The Hempstead Town Board approvedthe new councilmanic districts, 5-1, after acontentious public hearing Tuesday, April9.

For the residents of the Merricks andBellmores, there is little change. Voterswill remain in Councilmanic District 5,represented by Councilwoman AngieCullin of Freeport, and District 6, a townboard seat held by Councilman GaryHudes. Both voted in favor of the newmap.

The map is required to be redrawn every10 years to reflect a changing population asrevealed in the latest census.

The latest federal census shows there isa growing minority population in some

parts of the Town of Hempstead, includingElmont, Valley Stream, Freeport andBaldwin.

There are approximately 760,000 resi-dents in the town. The new map has a devi-ation of 5.93% (well within the accepteddeviation as required by law) from themost-populous to the least-populous dis-trict.

However, dozens of residents urged theTown Board to put off the vote on the pro-posed map in order to weigh public com-ment, and to hold additional public hear-ings in the evening when more residentsare able to attend.

Residents also asked the town board toconsider other proposed maps – one drawnby the Town of Hempstead DemocraticCommittee and the other by the League of

Women Voters, a nonpartisan organization,which proposed the creation of two coun-cilmanic districts in which the majority ofits voters are from minority communities.

Since 1991 the Town of Hempstead hashad one such “majority/minority” council-manic district represented byCouncilwoman Goosby that includes theVillage of Hempstead, Uniondale,Roosevelt, North Freeport and NorthBaldwin.

The new map keeps 99.4% of Ms.Goosby’s district intact, although theMitchel Field, Uniondale area has beenmoved from her district into Garden City,the predominately white District 2, alongwith Elmont. Many thought the minorityvote would be diluted in this fashion.

The League of Women Voters submittedits map “incumbent-blind and driven bythe data from the 2010 census,” saidBarbara Epstein, co-president of theLeague of Women Voters of East Nassau.

They created two majority minority dis-tricts – District 1 including Hempstead,Uniondale, Roosevelt, Freeport andBaldwin; and District 2 that would includeElmont, Valley Stream, Lakeview,Malverne and part of Hempstead.

“This District 2 would keep the Elmont-

Valley Stream community [as one], onethat has recently elected minority represen-tatives in the county Legislature and stateAssembly, together in a single districtinstead of splitting it directly in half,” stat-ed Mrs. Epstein.

But Town Attorney Joseph Ra repeated-ly asserted that the map met all require-ments under the United States Constitutionand the federal Voting Rights Act of oneperson-one vote.

He added that there was not “enough ofa demographic change and would weakenCouncilmanic District 1 if we created asecond majority/minority district.”

“You simply have to look at the popula-tion changes which have occurred over thelast 10 years in the Town of Hempstead,”said Ms. Epstein in a written statement sheread earlier in the meeting.

“With less than a 0.5% increase in totaltown population since the 2000 census, wehave seen a significant change in the loca-tion of people and their numbers, as veri-fied by the 2010 census. In the Town ofHempstead, the 2010 census showed thatthe non-Hispanic white population shrankby 12.6% since 2000 and is now just under60% of the total. On the other hand, the

The other marathonMonday was Patriot Day in Boston, meant to celebrate the bravery of

our founding fathers. But it was also another darker kind of day, with blastsat the finish line of the Boston Marathon killing an eight-year-old child,among others, and proving that evil still lurks.

They set off another kind of marathon, with first responders and emer-gency medical personnel working furiously to save many, many lives.They are the real heroes of the day, the true patriots.

Let's not forget to thank the first responders who live and work amongus every day, who just as suddenly could once again be called upon to helpin a disaster, natural or manmade.

Rolling over in his graveThat’s what Benjamin Franklin, newspaper publisher, Founding Father,

and the nation’s first postmaster would be doing. Saturday mail has beensaved for the moment, but the post office continues to operate at a loss,partly because it has to prefund pensions, something no other departmentis required to do.

To compensate, it is attempting to balance its books by privatizing asmuch as possible and going after the most profitable business, instead ofadhering to its mandate of securing communication for all, which is cru-cial and necessary in a democracy.

Our newspaper subscribers are incensed when they do not receive theirnewspaper on time because we are bumped by Pennysavers, even thoughperiodicals class is supposed to receive faster service than standard class.It is both frustrating to us and heartwarming when you call, but why notlet your local post office know? No poem as lovely as a treeHurricane Sandy took down many, many trees and electrical lines with

them. Homes were damaged when trees fell on them. It is no wonder thatnow in the spring so many homeowners have decided to take down per-fectly healthy trees in order to protect their homes in future storms.

Are we headed towards the “Queensification” of our community? Itwould be sad to lose so many trees for their shade, for the way they cleanthe air, for the sake of the birds and wildlife that live in them, and for theprotection from erosion that their roots provide.

The Town of Hempstead offers help with replacing storm-damagedtrees, preferably in the fall. Next week both Earth Day and Arbor Day areobserved, and trees bought from the Arbor Day Foundation help supportthe environment worldwide. Local nurseries stand ready to provide adviceon which trees can replace those taken down.

It is said that every man should plant a tree (and write a book and have achild) in his lifetime. Let’s each plant a tree that, as Joyce Kilmer wrote, “liftsits leafy arms to pray.” After Sandy, we can use all the prayers we can get.

Next weekend, April 26 through 28, theMerrick Chamber of Commerce hosts itsannual KidsFest in the parking lot of theMerrick LIRR. This event has come to ear-mark the start of spring in the community— and this year, it means more than ever.

With businesses and residents in thethroes of recovering from the fall super-storm, the Merrick Chamber ofCommerce event offers a time of renew-al and reconnection. Everyone is invited!

On display will be members of thechamber talking about their businesses,services and selling their goods. NassauCounty crafters return with unique itemsfor sale. Music will be performedthroughout the weekend as well as per-formances from dancers and a music

competition. Entertainment will be atboth ends of the parking lot at the gazebo,where radio stations K-Joy and 94.3 TheShark will play music and live perform-ances from Charlie Dane, Kayla Stockertand the band Iridesense.

The Showmobile at the west end of theparking lot is where Rising StarsPerforming Arts will present its singingcontest finalists; dancers from IntegralBallet will perform at their booth loca-tion. More acts may be added as the fes-tival gets closer.

On Friday, April 26 (beginning at 6p.m.), only the midway carnival area willbe open with rides, games and food byNewton Shows. Saturday, April 27 andSunday, April 28 (10 a.m.-6 p.m., ridesbegin at 11 a.m.) is when visitors canbegin to check out the vendors. The open-

Town Councilwoman Angie Cullin,Councilman Tony Santino, CouncilmanGary Hudes and Councilman EdwardAmbrosino also voted in favor of the map.

Councilman James Darcy voted againstthe map. Town Supervisor Kate Murraydid not attend the hearing due to illness,said Councilman Santino.

Prevention of plantar warts is the best cureby Drs. Leon and Douglas Livington

As summertime approaches, it is impor-tant to take the necessary precautions toavoid problems with your feet

Many of us enjoy walking around barefootas the warm weather comes around but,unfortunately, this leaves us highly suscepti-ble to contracting warts.

The type of wart most common to be foundon the feet and toes are plantar warts. They canbe found on the bottom of our feet, typically onthe heel and/or ball, but can appear anywhere.

Plantar warts are caused by a virus, specifi-cally, the human papillomavirus. Some peoplemay come in contact with the virus but may notbecome infected. Even people of the same fam-

ily respond differently to the virus. Different factors play a role in this, but most-

ly it all depends on how our immune systemreacts to the virus.

The virus enters through tiny openings, cuts orabrasions in the skin, especially when our skin iswet or water logged. Once the virus enters, it canspontaneously resolve or it can become a painfullesion. If left untreated, warts can become verypainful and can spread to other areas of the skin.

Plantar warts thrive in warm, moist environ-ments. This makes it very common to contractthe virus when walking barefoot in areas such aspublic restrooms, locker rooms and publicswimming areas.

Plantar warts are often mistaken for a corn orcallus. A way to differentiate is that warts will

appear with black pinpoint spots. If you noticethese pinpoint spots then you may want to haveyour podiatrist take a look at it to determine if itis a plantar wart.

The best prevention technique to avoid get-ting a plantar wart is wearing shoes, especiallyaround the pool and when using a public bath-room.

Also, do not share socks or shoes with others.The incubation period for this virus is up to threemonths, so even though you may share shoesand/or socks with people who do not showsymptoms of the virus, it is possible they can bespreading it without knowing it.

Change socks and shoes daily and keep yourfeet dry and clean. These prevention techniquesare helpful in fighting against other unwanted

organisms as well. There are different treatment options to get rid

of plantar warts. One treatment option iscryosurgery to eliminate warts. This is a mini-mally invasive procedure that uses very lowtemperatures to destroy the virus.

This treatment has barely any side effects andallows patients to continue regular activitieswithout interruption. It is highly suggested thatself-treatment of warts be avoided, as doing socan harm healthy tissue, which can be extreme-ly painful.

Ride to Montauk event nears

NMFD to hold a recruitment day

With the Ride to Montauk 108-mile bikeride date of June 1 looming, fundraising is amain priority for Katie Neary.

The leukemia research fundraiser hasbeen a large priority for Ms. Neary. Hermotivation began four years ago with diag-nosis of her daughter’s best friend. Fromthat moment on her daughter’s friend’shealth improved, even as Ms. Neary’s moti-vation has remained.

The annual event plays a big role in Ms.Neary’s life all year, between training aswell as fundraising. The minimum donationstarts at $1,800, but that number is only aminimum goal for her.

All year she has sold lollipops for a dol-lar each to help hit this goal. These deliciousdonations can be bought athttp://pages.teamintraining.org/li/mon-tjune13/KatieNeary.

Ms. Neary bikes all year and maintains ahealthy diet. As the date approaches, shebegins training every Sunday with her teamat Absolutely Fit.

Absolutely Fit is not only the site for hercycling training but was the location for her“Spin for a Cure” event. On Saturday, Ms.Neary, with the help of owner Susan Sachs,hosted a two-hour, $20 spinathon thatgrossed a total of $700 for the cause.

With the help of the event Ms. Neary hasnow raised about $2,000 for her bikingfundraiser that helps push for a cure.

The event was a success because of theattendance of spinners, runners, athletesand survivors. The music, the energy andthe sponsors – Metromodes and TraderJoe’s – developed a warm and motivatingyet exciting mood.

Ms. Neary said, “Everyone walked awayfeeling good, nobody wanted to get off thebikes. The people have been so great payingit forward. I’m still on cloud nine.”

She concluded, “I am so motivated bythe people, the attitude and motivation for acure. A special thanks for help and motiva-tion to Susan Sachs.”

With this kind of dedication and motiva-tion the Ride to Montauk will be a exhila-rating event.

The North Merrick Fire Departmentwill open its doors to the community onSaturday, April 27, and Sunday, April28, from 2-6 p.m. at the North MerrickFire Department, 2095 Camp Avenue,to provide information on what it takesto be a volunteer firefighter, and howyou can help your community by beinga volunteer firefighter.

The open invitation is part of thethird annual RecruitNY statewide intia-tive to recruit more volunteer firefight-

ers in the face of a widening shortageof volunteer firefighters throughout thecommunity – and the region.

Part of National Volunteer Week2013, the fire department will conducttours of the station and show how fireequipment and vehicles work, allowvisitors to try on firefighter gear, andprovide activiets and stations through-out the firehouse for visitors.

Former Merokian FrankCharkowick died recently at the ageof 90 while living in New Jersey. Hewas one of the early graduates ofMepham High School. After gradua-tion he enlisted in the service.

After a long career in the service heretired as a major in the United StatesAir Force. His highest rank wascolonel during active duty in the

Korean War. He was also a veteran ofWorld War II and the Vietnam War.He was proud to serve his country,said his family.

Mr. Charkowick was one of ninechildren born and raised in NorthMerrick. His family settled here in theearly 1920s and many still remain.Mr. Charkowick is survived by hissiblings William, Boris, Florence andOlga.
